Called to Order at 6:06pm. Pledge of Allegiance. Mr. Mulhall solicited input regarding any range damage or issues. Prior damage to #3 glue lam baffle discussed. Multiple hits on glue lam #3 caused by placement of steel plates during scheduled event was discussed. Mr. Mulhall queried Mr. Bill Davis about repositioning steel plate unit during IDPA events to prevent further possible damage. Yardage required for IDPA will be adjusted to reposition steel plate carrier away from overhead glue lam baffle. Attendees advised Mr. Bob Palmer would be conducting a presentation regarding Black Powder / Muzzle loader familiarization, operations, safety, and handling of malfunctions. Presentation to be conducted in the clubhouse during the RSO meeting, and then to move to the rifle range for practical application and demonstrations. RSO s were solicited for participation during Hunter Sight In days. September 17 th, 24 th, and 25 th, and October 1 st, 2 nd, 8 th, 9 th, need coverage. Contact Bud Cross to volunteer and be placed on schedule. The August Womens Pistol Class is not scheduled. An NRA RSO certification class is scheduled for August 21 st. The 200 yard range is still closed to any and all vehicles. Foot traffic is authorized. Use of lower 200 yard range requires qualification on 100 yard range to satisfaction of RSO present and approval by CRSO John Mulhall. Contact Mr. Mulhall for further details. A discussion was initiated regarding use of the 200 yard range during the Hunter Sight In days. Mr. Mark McCollum will supervise use. 200 yard range will only be available on October 2 nd. Coordination with Trap shooting hours to be arranged. Tentative start time of 200 yard range will be 3:15pm, after the 11am to 3pm Trap shooters have finished. Date and time of 200 yard availability to be forwarded to BDGC Board for approval. Mr. Seb Pierini queried whether a plan would be formulated for the use of the 200 yard range. Areas of concern include target availability, target setup, spotting scope availability, minimum of 2 RSO s for staffing, sign in procedures, and qualification on the 100 yard rifle range. Discussion ensued regarding minimum staffing required for the Hunter Sight In operations on the 100 yard range. Mr. Bill Davis emphasized the need to be focused, and the RSO s would be there for Safety, not as Instructors. Mr. Bob Palmer initiated his Black Powder / Muzzleloader presentation. Mr. Palmer discussed the similarities and differences between Black Powder firearms and Cartridge firearms. Emphasis placed on RSO s not being distracted and being focused during Black Powder ops to make sure that loading procedures were correctly accomplished to prevent loading of too much (or no) powder or forgetting to load a ball or wad. For RSO s noting the Black Powder shooters routine is especially important. Mr. Palmer reviewed malfunctions such as stuck bullets, stuck ramrods, etc. Mr. Palmer also emphasized the proper way to pour powder from the powder measure, (not from the powder horn.) The proper operation to measure the barrel length with the use of the rifles ramrod was demonstrated that would assure that no ball was in the rifle and the rifle was safe during a cease fire. RSO s should be aware of proper body placement of the shooter when the shooter is manipulating the rifle or pistol during the reloading process (head and other body parts are NOT over the muzzle, breech, or flash hole of the firearm. Proper loading technique was covered with Mr. Palmer describing the effects of too much powder being loaded. 3 4
4 Additionally, Mr. Palmer described how to determine the caliber of the rifle or pistol and to be aware that some older firearms may not be marked as to their caliber. Mr. Palmer cautioned regarding the use of powder pellets in other than modern firearms. Powder pellets are specific to modern day Black Powder firearms and should not be used in older firearms. Mr. Palmer reviewed the proper selection and use of nipple caps and the existence of modern day electrical primers. He cautioned that a shooter using a cap and requiring multiple strikes of that cap could have selected the wrong size for that shooters firearm. The RSO s were advised that Black Powder firearm operators are a unique group who tend to draw spectators and to be aware of distractions that would prevent the shooter from safe operation of the firearm. Proper placement / selection of a shooting position on the firing line would allow for proper dissipation of smoke, and prevention of the flash sparks from contacting an adjacent shooter. Black Powder firearms are to be loaded on the firing line at BDGC and not moved behind the bench area to be loaded. One additional note, NO SMOKELESS POWDER is to be used in Black Powder firearms. Mr. Palmer concluded his Clubhouse presentation and moved to the rifle range for the practical application and demonstration of proper Black Powder firearm s handling. Mr. Mark McCollum initiated discussion regarding installation of muzzle brake shields on the rifle range. Mr. McCollum will arrange with Mr. John Mulhall, CRSO, the installation and demonstration of an appropriate unit that can be mounted on the rifle range bays. It is best to check in both places for closures. Sometimes the phrase Range Closed is omitted on the calendar due to the limited space in the individual calendar date blocks. The club is always closed during Law Enforcement agency use. Note that the rifle/pistol ranges are closed for shooting during the Continental League and PITA shoots whether it is listed on the calendar or not. This is a courtesy to shooters paying entry fees and shooting for trophies. Please check the Range Closure section for all scheduled range closures. If you mistakenly remove the Range Closed sign at the gate, please replace it immediately. 7 8

8 Washington State PITA Summary Black Diamond Gun Club participants did very well at the Washington State shoot.
