1 ADT Update Michee Arnod, DVM Ruminant Extension Veterinarian Veterinary Diagnostic Laboratory University of Kentucky Anima Disease Traceabiity On December 20, 2012, USDA issued a fina rue to estabish minimum nationa officia identification and documentation requirements for the traceabiity of ivestock moving interstate. Traceabiity for Livestock Moving Interstate Fina rue pubished January 9, 2013 Effective date March 11, 2013 The Basics Catte moving from one state to another state wi need to be 1) officiay identified and 2) accompanied by an interstate certificate of veterinary inspection (ICVI) or certain other documentation. An exception is made for those catte moving directy to a custom saughter faciity.
2 Livestock moved interstate must, uness otherwise exempt: Be officiay identified Genera Requirements Have ICVI or other documentation Timeine The requirement for officia identification wi begin on the effective date of the fina rue: March 11, 2013 Who Needs Officia ID? Summary of Officia Identification of Catte and Bison Beginning March 13, Later Date 2013 Uness exempt as provided beow, require officia identification for: Officia identification for: A sexuay intact catte and bison 18 months of age or over Beef Catte under 18 months wi be taken up in a separate ruemaking, aowing APHIS Dairycatte-femaes of anyage and a maes born after March 11, 2013 to work cosey with the beef catte industry. Catte and bison of any age used for rodeo or recreationa events Catteand bison of any age used for shows or exhibitions Exemptions to Officia Identification Beef catte under 18 months (feeder catte) Catte and bison moved directy to saughter (incuding through one approved ivestock faciity; for exampe, auction/market) with a USDA- approved backtag but must be saughtered within 3 days of arriva to saughter pant. Exemptionsto Officia Identification Catte and bison moving interstate woud be exempt from the officia identification requirement when moved: Between any two States or Tribes with another form of identification, incuding but not imited to brands, tattoos, or breed registry certificates as agreed upon by anima heath officias in those two States or Tribes. As a commuter herd with a copy of the commuter herd agreement*. Directy from a ocation in one State through another State to a second ocation in the origina State. Directy to an approved tagging site if they are officiay identified before comminging with catte and bison from other premises. Comminging can occur if other practices are used such as back tags to ensure the anima consignor s identity is maintained unti tagging takes pace. Catte & Bison Officia identification required for: A sexuay intact catte and bison 18 months of age or over; A femae dairy catte of any age and a dairy maes born after March 11, 2013; Catte and bison of any age used for rodeo, recreationa events, shows and exhibitions
3 Revision to Proposed Rue USDA Officia Eartags Removed the phase-in of the officia identification requirements of beef catte under 18 months of age Estabish through separate rue making What is Officia Identification? Officia Eartags 1. An officia USDA Eartag 2. An aternate form of Individua Identification such as brands, tattoos, and breed registry certificates (Agreed upon) 3. Group/Lot Identification Number Imprinted with Officia eartag shied Officia ID number Nationa Uniform Eartagging System (NUES) Anima Identification Number (AIN) Location-based numbering system Fock-based numbering system
4 AIN Tags or 840 RFID Tags Bruceosis Tag-Vets ony AIN = Anima Identification Number Brite Tag- Avaiabe to producers States may use their posta abbreviation within the US Shied Revisions to Proposed Rue Who can get officia tags? Officia Eartag Shied US or State posta abbreviation imprinted inside US route shied Imprint on a tags produced after March 11, 2014 Encourage new tags be imprinted with Officia Eartag Shied asap Use on a anima tagged after March 11, 2015 US Route Shied US Officia Eartag Shied Veterinarians Markets Producers as ong as do not give to the neighbors. Must be accountabe and notify state vet s office. Note: USDA wi defaut to imprinting US in the shied for a tags they administer.
5 The ICVI A standardized, officia document issued by a Federa, State, Triba, or accredited veterinarian at the ocation from which the animas are shipped. The person directy responsibe for animas eaving a premise is responsibe for securing the ICVI or other interstate movement document and making sure it accompanies the catte. CVI The veterinarian writing the ICVI must aways check with the State of destination for their specific reguations on entry. Catte & Bison REVISED Movement documentation: ICVI required, uness: Moved directy to saughter or directy to an approved ivestock faciity then directy to saughter, and; Accompanied with owner shipment statement for the movement from the farm to saughter or farm to approved ivestock faciity. OSS not required for movement from an approved ivestock faciity to saughter. Owner-shipper Statement A statement signed by the owner or shipper of the ivestock being moved stating: Location from which the animas are moved interstate; Destination of the animas; Number of animas; Species; Name and address of the owner at the time of the movement; Name and address of the shipper; Officia identification of each anima - Uness the reguations specificay provide that the identification does not have to be recorded
6 ADT s Effect on the ICVI: The officia identification situation of this oad wi need to be on the ICVI The officia identification number is isted of each anima that is required to be officiay identified. If an aternate form of identification such as a tattoo or brand has been agreed upon by the sending and receiving states, then the ICVI must incude a record of that identification. Catte & Bison Movement documentation: Officia ID numbers recorded uness: Moved to saughter Steers or spayed heifers Sexuay intact beef catte under 18 months Note: A sexuay intact dairy catte and a catte/bison used for rodeo, exhibition or recreationa purposes must have ID s recorded on movement documents. Exceptions to isting each anima on the ICVI Exceptions to Listing individua animas on the ICVI If the animas are not required to have officia identification, the ICVI must state the exemption. For exampe, if moving a truckoad of feeder steers under 18 months of age interstate, the ICVI must state that this cass of catte is exempt from officia identification requirements. (Sti need to ca state of destination-these are minimum requirements) Animas are required to be officiay identified but each individua number does not have to be isted on the certificate. The ICVI must state that a animas covered by the certificate actuay are officiay identified. The ICVI woud incude a statement such as, "40 Hostein steers a officiay identified with individua officia eartags," or, "40 mixed steers and heifers officiay identified with Group/Lot identification number."
7 Approved Tagging Sites Definition: A premises, authorized by APHIS, State, or Triba anima heath officias, where ivestock may be officiay identified on behaf of their owner or the person in possession, care, or contro of the animas when they are brought to the premises. Approved Tagging Sites Officia ID Exemption for Catte: (C) The catte and bison are moved interstate directy to an approved tagging site and are officiay identified before comminging with catte and bison from other premises or identified by the use of backtags or other methods that wi ensure that the identity of the anima is accuratey maintained unti tagging so that the officia eartag can be correated to the person responsibe for shipping the anima to the approved tagging site. Approved Tagging Sites Wi not have to ist numbers Approva administered ocay Approved ivestock faciities are not required to be tagging sites If they eect not to be an approved tagging sites, they cannot accept catte that are not officiay ID d (when officia ID is required through Part 86 ) Individua isting of ID numbers is not required for catte in any of these three categories: Catte that are moved directy from a ivestock faciity to a saughter faciity. Sexuay intact beef catte under 18 months of age as ong as they are not used for show or recreation. Steers and spayed heifers of any age.
8 A Animas Moving Within KY A Animas Moving Within KY A KY animas offered for sae or show must be accompanied by a Certificate of Veterinary Inspection (CVI) issued within 30 days of sae. Private treaty (moving directy from farm-to-farm) transactions are exempt from the CVI requirement The CVI must incude officia identification for each anima. Officia ID for catte incude: Meta tag ( Brite Tag or Bruceosis Tag ) 840 RFID Tag Breed registration tattoo/brand if accompanied by the registration papers. Reconsignment Form Why is this Needed? The origina CVI gets the anima to the sae ony. The veterinarian at the sae must issue a reconsignment form from the sae to the buyer s destination The veterinarian writing the reconsignment form must compy with the requirements of the destination state Disease Investigations- Must know history of ocation and prior contacts More information-fewer herds tested Less information-more testing, more time for exposure, ost market share.
