3 Members Range Rules No. 1 to Range Officers have total control of the range and their instructions must be obeyed. Failure to follow Range Officer Instructions will result in the person being removed from the premises. Remember: these rules are for your safety as well as that of other range users. This power is bestowed by the Weapons Act 1990 (Qld). The Range Officer MUST be obeyed. 2. Members and guests must sign the Attendance Register. By doing so, they confirm that they have read and understood the Range Rules, and agree to be bound by them. The register is found at the front counter and is a major part of keeping track of attendees for the Range Officers, the Police/Weapons Licensing Branch, and SIPC. It is also a legal requirement, per the Weapons Act 1990 (Qld) 3. By signing the register you Declare that you have not been charged with, in the last 5 years,: Drug offences, Violence (or threatened use of violence) offences, or Firearm offences, and that you have no mental Illness or Domestic Violence orders outstanding against you. Firearms in the wrong hands can be used inappropriately, and we all have a responsibility to prevent this. 4. Visitors are to produce valid photo ID. (Drivers license, shooters license etc). The Weapons Act 1990 (Qld) requires all unlicenced persons using the range to fill in a Form 33, which the Range Officer must sign. Licenced Shooters MUST present their Licence to the Range Officer. 5. Visitors to the range who are 17 years old or less must be accompanied by a Parent/Guardian, unless they hold a Minor s Licence. As outlined in the Weapons Act 1990 (Qld), Minors aged 13 years and 1 day (and over) may, in the presence of a parent/guardian, use the Range. Minors who are in possession of a valid Minor s Licence are not required to have a Parent/Guardian present with them. 6. No Loaded Firearms are to be taken onto the range (Law Enforcement members are exempt from this rule) Uncased weapons should have the action OPEN. Aside from Range safety issues, your Licence only allows the transport of a firearm from your Secure Storage Facility to a Range, or with a reasonable excuse (eg. to a Gunsmith), in a safe, unloaded condition. Ammunition must be carried separately, and the firearm must be in a locked gun case or a locked container, and stored in the boot of your car. Never expose a firearm to view in public, even in an obvious carry case. You could find yourself charged with Going in Public Armed so as to cause Fear, amongst other things. 7. Eye and ear protection must be worn at all times whilst on the range. When leaving the range, do not remove eye & ear protection until you are outside both exit doors. Workplace Health & Safety require that ALL persons on the Range wear EAR and EYE protection whilst the Range is in use. Gunfire is surprisingly loud, especially on indoor ranges. 8. Enclosed footwear must be worn by all people on the range. A shooter with a hot shell between the toes can be deemed a real safety hazard, especially whilst they re holding a loaded firearm- not to mention the fact it s rather painful. 9. No persons under the influence of alcohol or drugs allowed on the range. Alcohol and/or Drug Consumption prior to attending the Range is not allowed, because of possible impaired function and safety is paramount. This is also covered by the Weapons Act 1990 (Qld). 10. No smoking, eating or drinking on the range. Smoking is a real fire hazard, with the draft from air ventilation and the accumulation of un-burnt powder. ALL shooting activities require some precautions regarding lead contamination, as lead is a health hazard.
4 11. Mobile phones must be switched off prior to entering the range. DO NOT answer a phone on the range, as your hearing protection is compromised and damage may be caused to the phone s microphone (and your ears!). The ringing of a mobile phone could also distract shooters, particularly in timed events. 12. Pregnant women are not allowed on the range. Due to the risk of expose to Lead Residue and the unpleasant effects this can have on the unborn baby. 13. No Black Powder Firearms or Full Bore Rifles permitted on the Range The Club is only approved for certain types of Firearm by the Weapons Licensing Branch. Rifles of Handgun caliber (ie.22,.357 Magnum, etc), and Shotguns loaded with shot smaller than 00SG can be used on the range. No other type of rifle can be used on the range. If in doubt, check with a Range Officer. Black Powder Firearms (Muskets and Pistols) are absolutely prohibited from being used on the range, due to the fire hazard they pose. 14. Holsters may only be used by people wearing Holster Competency card. The Club has a responsibility to ensure that all persons wearing a Holster are sufficiently competent to do so. A person will only be deemed competent to wear a holster once they have successfully completed a Holster Competency Course- the Club runs these on a regular basis. 15. ALL Club guns must be used with Shooting Centre ammunition only, for insurance reasons. 16. Guns can only be removed from range bags/gun cases at the firing line or the Safety area. Range bags can then be placed against the back wall or chairs behind the shooting bays on the back wall. Similarly, guns can only be placed into range bags/gun cases at the firing line, or the Safety Area. Safety is paramount. ACCIDENTS DO NOT HAPPEN, THEY ARE CAUSED by an unsafe condition or act. 17. Load and unload firearms inside the shooting bay only. (Not behind the line) Your Concealable Weapons Licence ONLY allows you to have a loaded weapon at an Approved Pistol Range, and this Club requires that you only load your firearm at the FIRING LINE. However, you may load semi-auto magazines and/or revolver speed loaders prior to going to the line. ANY infringement on this WILL have you expelled from the Range and possibly from the Club. The only exception to this is are Police Officers and persons with a Carry Licence. 18. When the Range Officer declares the RANGE SAFE, No weapon is to be handled, No loaded magazines are to be on the table,and firearms on the table must be declared safe by the Range Officer. NO ammunition is to be loaded or unload in the Gun Safe area. When the range is declared Safe, Shooters may proceed forward of the Firing Line. To maintain this safe situation, all firearms must be declared safe and NO FIREARM IS TO BE HANDLED whilst the Range has been declared Safe. Failure to obey this will mean EXPULSION from the range. During competitions when the Range Officer declares a firearm safe, it must either be boxed, or the member must stand one metre (3ft) behind the bay. 19. Only 1 person to shoot at any one time in each bay. ( Only 1 gun at anytime) The only person in the booth should be the shooter; the main reason for this is to prevent the handing of a weapon to a second person which is the primary cause of firing line shootings. The only second person to EVER be in the booth is a Range Officer clearing a weapon or and instructor or competent person giving instruction or advice.
5 20. Never pass your firearm from one person to another. Always place the firearm on he bench, step back and let the other person pick it up from there This is a Fundamental Rule that applies to ALL Firearms. Handling a firearm outside of the Safety areas (the Bay, or the Safe Handling Area at the end of Bay 20) WILL be viewed as a Safety Infringement by the club. 21. Keep firearms always pointing down range, whilst loading, unloading and shooting. This is a Fundamental Rule that applies to ALL firearms. Other than the safety aspect, inappropriate handling can scare people and WILL be viewed as a Safety Infringement. 22. If your firearm malfunctions, or you require the Range Officer s assistance for any reason, press the Range Officer call system and a Range Officer will be with you shortly. If the shooter has a problem that is beyond the Shooter s capability or knowledge, there is a Help switch that displays a red light above the bay. Place the firearm on the bench, pointing Down Range, press the switch, and await the Range Officer s help or advice. 23. Shoot only at your own target, not at other people s targets, also do not shoot at any range sign, light or anything on the range floor. Aside from Courtesy (You did not pay for the other person s target). There is a safety factor; Shooting across the Range dramatically increases the risk of Ricochets. The above action could have you expelled from the Range and the Club strongly disapproves of (and punishes) intentional vandalism. 24. Never remove a Firearm from the firing line without having that firearm cleared, prior to leaving the range.. Carrying a loaded handgun outside a shooting range is a Criminal Offence, unless you have a Carry Licence. Your Pistol Licence ONLY allows you to load your weapon on a Pistol Range, and nowhere else- NOT even at home. At the club, the only place you are allowed to have a loaded firearm is in the shooting bay. By having the Range Officer clear your firearm you are assured of not accidentally breaking the law in this regard, and you can avoid making your gun and the situation UNSAFE. 25. You cannot take Shooting Centre brass (spent shells) from the range. Aside from as the Safety aspects involved in going onto the Range proper, the sale of used brass helps to subsidise the reduced ammunition prices to Club Members. 26. Exit the Range from the EXIT door only, not the EMERGENCY EXIT door- except in the event of an Emergency. Leave the Range through the double door system from the foyer that you entered. Remember, both doors are not to be opened at the same time. The Emergency Exit is through the reloading room, which is normally restricted to staff only, except in Emergencies. 27. Place your old targets and ammunition boxes in the Wheely Bin when leaving the range after having swept your brass forward of the firing line. This is/should be common courtesy. 28. Unlicensed members can only fire 50 rounds of ammunition through the tethered guns at any one time when requiring a Shooting Centre Range Officer to oversee them. This is to ensure the lead levels of the Shooting Centre Range Officers remain within OH & S standards. 29. No member is allowed to shoot from the Shooting Centre gallery while full paying clientele are shooting. 30. Where possible, especially revolvers, all spent or dead ammunition MUST be placed in the bins within the bays. 31. Please wash your hands upon leaving the range to remove any lead residue. Lead can be absorbed from the air- the easiest way is by mouth via food or cigarettes. 32. It is your responsibility to ensure your competition score is recorded on the appropriate records, so that they can be entered into the official register for regulation record keeping.
6 Firearm Safety Two things make an accident: 1. An unsafe condition. 2. An unsafe act. ACCIDENTS DO NOT HAPPEN: THEY ARE CAUSED It is a legal requirement that you successfully complete a Firearms Safety course before a Firearms Licence can be issued. You must undertake a Safety course within 2 months of your acceptance (voted & recognised) into the club. This is for the safety of other members and yourself. An official Safety Course is available bi-monthly, if the numbers are there to hold the course. (Minimum of 5 persons) Once you are licenced you will be able to act as you own Range officer for individual competitions and practice shoots THE BELOW IS NOT A SUBSTITUTE FOR COMPLETING A FIREARMS SAFETY COURSE, BUT IS DESIGNED TO MAKE YOU AWARE OF THE RELEVANT SAFETY ISSUES INVOLVED IN SHOOTING Read and understand the club s Range Rules- They are there for the safety of yourself and others. When entering the Range area, you will be under the Control of the Range Officer. In most circumstances you will be your own range officer, safety is everyone s responsibility. Treat all. firearms as loaded All Firearms should be pointed down range at the firing line, and in a safe direction at all other times and locations. Firearms must ONLY be loaded at the firing line. Under NO circumstances is a loaded or unloaded Firearm to be REMOVED from the firing line. Problems requiring assistance: place the Firearm down on the booth table, step back from the booth and summon a Range Officer by using the Red Light system, or attracting their attention if they are near. Hot shells from Semi-Automatic pistols can burn the skin on contact- open necked shirts (women s blouses) and sandals, flip-flops, or shoes worn without socks are particularly susceptible to this type of injury. Enclosed shoes must always be worn on the Members range. Do not place thumbs or fingers at the rear of the slide of a Semi-Automatic pistol. Incorrectly holding revolvers can cause damage or injury from lead shearing and side blast. Ask your Range Officer for instruction if you haven t used this type of firearm before. No Firearm is to be handled when the Range Officer has declared the range is Safe. The Safety Course covers the full aspects of firearm safety, and on passing you are given a Certificate. Cost is $130 for members and is approximately 6 hours long. The Holster Competency Course covers the use and wearing of a holster, and entitles you to wear an appropriate holster on the range, provided you clearly display your Holster Competency Card. Free to members, takes approximately 1 hour to complete.
7 Procedure and time line to obtain your Pistol Licence and acquire a Handgun 1. Application for statement of eligibility to join an approve pistol shooting club Unless you already have an A and B license This is a police, citizen and health check on your self for suitability to participate. (7 to? days) 2. Application to Join SIPC (2 to 4 weeks) a) Must accompany Statement of Eligibility b) Paid Yearly Membership Fee c) Committee to approve applicant and vote in as member. 3. Undertaken a Safety Course within 2 months of being voted in to SIPC (1 day) 4. Minimum of 6 months membership & shot in a minimum of 3 approved competitions (6 months+) An approved competition is generally held every Monday, Tuesday and Friday nights 5. Letter from SIPC confirming 6 months & 3 approved competitions shot (1 to 7 days) 6. License application (Form 1), Identification (Form 30) & membership letter to Police (28 to 60 days) Total time to obtain license is 8 to 10 months 7. Obtain an application to acquire for police ($33.35) (1 day) 8. Obtain a letter of Club approval that the gun is an approved caliber on our range (1 to 7 days) 9. Find a pistol you wish to purchase from a licensed owner or gun dealer. 10. Send completed application to acquire to Weapons Licensing & wait for permission(7 to 30 days) 11. Have a secure place to keep your firearm and ammunition as per the Safety Course. 12. Purchase your first pistol. Time to purchase pistol 2 weeks to 2 months from obtaining a pistol license
8 Juniors Does SIPC have a Juniors Division? Indeed we do! The SIPC Juniors Competition has been established for a number of years now, and has a very strong and dedicated body of Junior Members. The Range Officers supervision the Juniors all have Blue Cards Issued by the Commissioner For Children, Young People, And Their Families, ensuring their suitability for child-related employment. So who can shoot in the Juniors Competition? The legal minimum age to obtain a Minor s Licence is 11, however, most of the SIPC Juniors are in the age bracket. We prefer Juniors be at least 12 for safety reasons to participate in the Juniors Competition, but this is a club decision rather than statutory interpretation and we are prepared to allow 11 yo juniors on a case-by-case basis. All Junior Members need to be aged between 11-17, and have either a Minor s Licence or written parental consent for each competition they participate in. Every Wednesday Night, at 6pm sharp. When is the Juniors Competition held? Are parents allowed to come as well? Absolutely! Parents are encouraged to come down, get involved with the club and their child, and help out if they wish- we have tea and coffee facilities, TV/DVD, should parents wish to relax whilst their child shoots. Can Junior Members bring guests? Yes, they can. Junior Members are more than welcome to bring guests to the Wednesday Night Junior Competition. There is a $25 fee for non-member juniors shooting in the competition, and they must have a note from their parent/guardian giving permission to shoot at the club. Do we have to fill in that Form 33 each time? Only if your child doesn t have a Minor s Firearms Licence. The Weapons Act 1990 (QLD) requires that all unlicensed persons (including minors) wishing to use firearms at a shooting range must complete a Form 33 before taking possession of or using any firearms. Whilst we appreciate the inconvenience and apparent redundancy of filling in a form with the same information every week, it is vitally important that we comply with all Weapons Licensing requirements. However, Juniors who have obtained Minors Licences are only required to sign the Range Register like adult members. Roger and Mark have the necessary forms and information for obtaining a Minor s Licence, which takes approximately 8-12 months from date of joining the club.
9 Rifles? At a pistol range? RIFLE SHOOTING Competitions on Saturday Nights from 6.00 PM SIPC Caters to a wide variety of shooters- not just Pistol Shooters. Our Range is approved by the Weapons Licensing Branch for the use of shotguns and small bore rifles (.22,.22 Mag,.38,.357 Mag, and.44 Mag), as well as most handguns. Unlike handguns, rifles and shotguns can legally be used for hunting in Australia, giving them an added appeal to people entering the sport. Maximum mussel velocity for rim fire is 1710fps Maximum mussel velocity for centre fire is 1410fps So what s involved in Rifle Shooting at SIPC? The Small Bore Rifle Competition involves using.22 or.22 Magnum calibre rifles, fired at targets 25m away. As most small bore rifles are fitted with telescopic sights, and 25m isn t a great distance for a rifle, it s a relatively informal competition, but a great way to meet other rifle shooters and get in some practice. See Locky or Martin on Saturday nights for details. How do I get a Rifle & Shotgun Licence? Perhaps the most appealing thing about a Rifle & Shotgun Licence are the fewer number of hoops that need to be jumped through in order to obtain one. Unlike a Pistol Licence, which involves Permission to Join an Approved Club, a six-month probationary period, and a limit on the number of handguns that can be owned in the first year of being licenced, certificates from the Club each time you buy a handgun, and not to mention having to shoot a certain number of times each year, Category A&B Licence require only membership of an approved shooting club, somewhere safe to store the guns, and regular shooting. What constitutes regular isn t defined in the Weapons Act, but about once every other month or so should be more than enough to satisfy Licensing requirements. But what does all this offer me as a pistol shooter? For a start, it will take at least six months before you can even apply for a Pistol Licence, whereas a Cat A&B Licence can be applied for as soon as you ve done a safety course. In practice, this means that your Cat A&B Licence should arrive whilst you are still in your probationary period for your Cat H Licence, giving you several months of practice with a rifle before you finally receive your Cat H Licence. Secondly, the basic principles of shooting are the same with both a long arm and a handgun- by the time you get your Pistol Licence, you ll find that your aim should have improved noticeably as a result of shooting rifles as well. The ammunition used in a.22 rifle is the same as used in a.22 calibre pistol, cutting down on ammo costs, as well. Finally, Rimfire Rifles and Shotguns are Category A weapons- you don t need to provide a Genuine Need to own the gun beyond being a member of a shooting club. These are just some of the advantages of Rifle Shooting at SIPC There are many more, so why not consider trying it out?
10 Procedure and Timeline for Obtaining your Rifle & Shotgun Licence and Purchasing a Firearm 1. Application to Join SIPC: (2 to 4 weeks) a) Paid Yearly Membership Fee ($120) b) Committee to approve applicant and vote in as member 2. Undertake a Safety Course within 2 months of being voted in to SIPC (1 day) 3. Letter from SIPC confirming membership (1 to 7 days) 4.Licence application (Form 1), Identification (Form 30) & Membership Letter to Police (28 to 60 days) It will take 1 to 3 Months (from date of application) before you receive your Rifle & Shotgun Licence 5.Find a rifle or shotgun you wish to purchase from a licensed owner or gun dealer 6. Obtain an Application for a Permit To Acquire from the Police (cost approx. $33.35) 7. Send completed Application for Permit To Acquire to Weapons Licensing Branch, and wait for Permit To Acquire to be issued (30 days) 8.Purchase your first Rifle or Shotgun.
11 Weapon Categories You ll hear a lot of reference to Categories of weapons- at first it seems a bit mystifying, so this guide has been prepared to help you understand them. Antique Firearms Any firearm (Rifle, Pistol, or Shotgun) manufactured prior to January 1, 1901, and for which modern cartridge ammunition is not commercially available in Australia, is considered an Antique Firearm and can be owned without a licence, Permit To Acquire, etc. This does NOT apply to Modern Replicas (post 1901)f these guns, however- guns made after January 1, 1901 are considered Firearms and must be licenced, regardless of whether or not ammunition is available for them.. Bear in mind that ammunition is still available for some guns manufactured pre-1901, and, despite their age, these guns must be licenced in the same way as their modern counterparts. Replica and Permanently Inoperable Firearms Replica Firearms (Rifles, Shotguns, and Pistols) do not need to be licenced in Queensland. Category A, B, and C weapons which have been rendered PERMANENTLY INOPERABLE (i.e., trigger welded up and barrel plugged) can also be owned without a licence. Permanently Inoperable Category D, H, and R weapons still need to be licenced. The Weapons Categories Regulation 1997 (Qld) divides Firearms and other Weapons into the Following Categories: Category A Blank-Fire Firearms over 75cm long Air Rifles Paintball Guns Rim fire Rifles (Not Semi-Automatic) Single or Double Barrel Shotguns (Not Pump Action or Semi-Automatic) Muzzle-loading Firearms made after January 1, 1901 Single shot Centre fire Rifles Double-barrel Centre fire Rifles Bolt, Lever, or Pump Action Centre fire Rifles Break Action Shotgun/Rifle Combination Guns Category B Category C Semi-Automatic Rim fire rifles with a magazine capacity of 10 rounds or less Pump-Action/Semi-Automatic Shotguns with a magazine capacity of 5 rounds or less Category D Self-Loading Centre fire Rifles (Military and Non-Military style) Self-Loading Rim fire Rifle with a magazine capacity of more than 10 rounds Pump-Action/Semi-Automatic Shotgun with a magazine capacity of more than 5 rounds

13 Weapons Licensing Fees For new applications, you will need to add the application fee + the number of years your licence is issued for e.g.: New application for a Firearms licence for 5 years will be $ ($29.15 x 5 years) = $ For renewal of a licence you will not need to pay the application fee only the fees for the number of years the licence is to be issued.
