4 What is Federal Work-Study? Program Overview Federal Work-study (FWS) is a program that allows eligible students to earn money toward their educational expenses at Baruch College. FWS students assist with daily operations at the college and other projects. Students are supervised by current Baruch College employees who have agreed to serve as FWS supervisors.
5 Coordination of the FWS Program There is 1 FWS Coordinator, and 2 payroll processors. The FWS Coordinator: Works in Financial Aid Services Serves as the primary contact for students and supervisors to answer FWS questions. Advertises the FWS program and helps recruit work-study students. Disseminates FWS information throughout the year to supervisors and students. Keeps track of the current status of all FWS students on the campus. Monitors the campus FWS funding levels. Determines work-study eligibility and administers FWS awards to eligible students. Assists students with completing the FWS employment paperwork. Assists supervisors with creating job descriptions to hire new FWS students. Collects and reviews all FWS employment documents from students and supervisors. The Payroll Processor: Receive and process timesheets. Respond to inquiries from students about hours remaining, in person and via and phone. Assist in recordkeeping for the students. Assist in collecting documents from students.

7 Benefits of the FWS Program for Students On-campus job Flexible schedule Enhance employment skills Earn money toward educational expenses Gain experience related to their academic and/or career goals. Potentially obtain a reference from their supervisor. Federal work-study earnings do not reduce future aid eligibility.
8 Benefits of the FWS Program for Baruch College Extra Help in Your Office!!! Earnings are paid from the FWS Budget (Not from your Department Budget) As long as the student remains eligible and If their earnings do not exceed their work-study award.
9 Federal Work-Study (FWS) To be eligible for a FWS award, students must: 1) Complete the FAFSA at They must file early, as students are awarded on a first come first serve basis. 2) Qualify for federal financial aid. 3) Have remaining financial need demonstrated through their FAFSA. 4) Be enrolled in at least 6 credits during the semester they want to work. If students are working for the summer, they are not required to be enrolled for the summer, but need to be registered at least half time for the fall. 5) Meet the Satisfactory Academic Progress requirements. 7) Be US citizens or eligible non-citizens (i.e. permanent residents, or students with an I-94 that show Asylum or Refugee status). 8) Attend 1 FWS Orientation (held in the summer, fall, or spring). If students meet these requirements, but were not offered a FWS award, the may be put on the FWS wait list. They will be awarded when funding becomes available.
10 FWS Program Overview Undergraduate awards generally range from $1000-$2000 for the academic year. Graduate students are awarded $2200- $2500 for the academic year. The amount of the award is posted on and listed on the FWS contract. Starting salary for undergraduate students is $12.00 an hour. Starting salary for graduate students is $15 an hour. Total numbers of hours can be calculated as follows: grant/rate of pay=hours (e.g 1200/12=100hours) Students are eligible for a pay raise if they receive an evaluation from their supervisors at the end of the academic year. Pay increases are only done at the beginning of the summer semester. Students are awarded one FWS grant for the summer, fall, and spring semesters. Students must stop working immediately if they become ineligible.

12 The Hiring Process Job Description How to Hire Work-Study Students 1. Supervisor submits job description form to Financial Aid Services. Please be clear in your job description (be exact in your needs for your office). Please specify which days and hours you need for your office. Please indicate any specialized skills you may require in your office. Please indicate the amount of students you would like to hire.
13 The Hiring Process - Referral How to Hire Work-Study Students 2. Students complete orientation, and obtain a certificate of completion. They bring that certificate of completion to Financial Aid Services, and receive a contract. Then the student then submits resume for position on-line. The FWS coordinator receives the resumes, and distributes them to the FWS supervisors for review. Do not interview a student if he/she does not have a contract.
14 How to Hire Work-Study Students The Hiring Process - Interview 3. FWS Supervisors select resumes and interview students to determine if they are going to hire them. - Suggested items to address in an interview: The student s availability. The student s prior work experience and skills. Detailed job description and requirements. Type and length of training to be provided on the job. Departmental policies that may affect the student s interest in the job (e.g. dress code). Request for reference information (if desired). Timetable in which student can expect notification of a hiring decision. Most students are eager to begin working, so it is advisable to notify applicants of the hiring decision within two or three days after the interview.
15 The Hiring Process - Contract How to Hire Work-Study Students 4. If the FWS supervisor wishes to hire the student, he/she will complete the contract. 5. FWS Supervisor must complete Supervisor Information section in its entirety. Two FWS supervisors must sign contract. These are the only two people who can sign timesheets. A statement of supervisor responsibilities must also be completed. It will be provided by the student. 6. The student will bring the completed contract and required tax forms to Financial Aid Services. 7. Once reviewed, the FWS Coordinator will sign the contract and give the student the yellow and pink attached copies. ***A student cannot start working until the supervisor has received yellow copy of contract. ***
16 Summary of the Hiring Process FWS Supervisor submits job description Student completes Orientation, receives a contract, reviews job descriptions, and submits a resume FWS Supervisor receives resumes, contacts and interviews student. Supervisor only interviews students with a contract. If the FWS wants to hire the student, he/she signs the contract, fills out supervisor section, and signs Statement of Supervisor Responsibilities Student submits completed FWS contract and forms to Financial Aid Services FWS coordinator reviews contracts and forms, and gives student pink and yellow copy
17 The Hiring Process Students returning to a department How to Hire Work-Study Students 1. At the end of the academic year, FWS supervisors are required to do an evaluation for their students. 2. Students who have been evaluated, and are returning to the same department, are not required to attend orientation. 3. If the student has completed the FAFSA, and is eligible for FWS, he/she will be notified before the first day of work to pick up a contract. 4. The student will take the contract to the supervisor, have it completed, and bring it back to Financial Aid Services for review. 5. Once reviewed, the FWS coordinator will sign the contract and give the student the yellow and pink attached copies. ***A student cannot start working until the FWS supervisor has received yellow copy of contract.***
18 Reminders All FWS contracts and other FWS employment documents must be submitted by the student to Financial Aid Services. FWS supervisors and students should contact the FWS Coordinator if they have any questions about the FWS program or the hiring process. Students should never be allowed to start working before their employment is approved by the FWS Coordinator.

21 FWS Program Policies Most of the program s policies are listed on Baruch College s Financial Aid Website, at Updates and reminders are ed to students and supervisors throughout the year. Ask the FWS Coordinator if you have any questions.
22 FWS Program Policies Before students can start working each semester they must: Be enrolled in at least 6 credits for the current semester ( if they are working in the summer, they must be enrolled for at least 6 credits in the fall). Wait until the first day students are allowed to work. The FWS supervisor must have received an approved copy of the FWS Contract for the applicable semester(s). Students can work over winter break if they are enrolled in at least 6 credits for the spring semester. They CANNOT work over winter break if they are graduating at the end of the fall semester.
23 FWS Program Policies Students must stop working if any of the following occur: 1) Their enrollment drops below 6 credits. 2) They fail to meet the SAP requirements. 3) They are notified by Financial Aid Services or their FWS supervisor that they must stop working. 4) They have received outside financial aid, or have taken a loan that has caused them to be over-packaged.
24 FWS Program Policies 5) Students must stop working if they have used all of their FWS Grant. FWS supervisors can request additional funding for the student, but the request must be done in advance, and if the student is out of hours, he/she must stop working until additional funding is granted. Timesheets will be returned for any student who does not have enough funding to be paid. Funding is limited, and there is no guarantee that additional funding will be granted. In addition, a student may not have enough room in his financial aid budget for an increase.
25 FWS Program Policies A new FWS contract must be submitted and approved in order for the student to work for the summer. If a new FWS supervisor is going to sign timesheets, a memo must be sent to Financial Aid Services with the new FWS supervisor s signature.
26 Timesheets and Payments Instructions for completing timesheets: 1. Students can only be paid for hours actually worked. 2. Students are required to take a least a ½ hour break after working 5 consecutive hours. This break is unpaid. 3. Students may work a maximum of 20 hours a week. 4. FWS supervisors are responsible for making sure the students do not earn more than their FWS awards. 5. Timesheets are for a specific period in accordance with the Payroll Calendar. There is only one payroll period per sheet. 6. Total hours for the day must not include breaks, lunch, or supper periods. 7. Please ensure that the you do not schedule a student to work during their scheduled classes. 8. Students who drop below six credits, withdrew ( officially or unofficially), or stopped attending classes must stop working immediately. 9. Timesheets must be submitted by the due date on the payroll calendar.
27 Timesheets and Payments Students will not be paid by the Federal Work Study grant if: 1) The student s earnings exceed the student s approved workstudy award for the year. 2) The FWS supervisor allows the student to start working before the student is eligible to start working. 3) The FWS supervisor allows the student to continue working after the student is no longer eligible to work, including after the FWS contract ends. 4) The student s enrollment drops below 6 credits and the student continues working after the student and FWS supervisor are notified that the student must stop working. Timesheets submitted will not be processed.
28 Transfers Once students have accepted a FWS job they are expected to remain at that job-site for the duration of their FWS Contract. Policies & Procedures Reassignment to another department before the FWS Contract has ended will only be considered in extenuating circumstances and approval will be at the discretion of Financial Aid Services. The student must submit the FWS Transfer Form to Financial Aid Services, and it must be signed by the student s FWS supervisor before it will be reviewed. Students can pick up the transfer form at Financial Aid Services.
29 Termination Set clear expectations up front and train your FWS students. Provide on-going coaching and constructive feedback. If performance issues do not improve, supervisors must follow these steps: 1. Give a verbal warning. a) Explain the constructive purpose of your feedback to the student. b) Discuss the specific behavior you observed. c) Provide suggestions for improvement and agree on a solution. If problems persist: 2. Complete the FWS Employee Written Warning Form. a) Request this form from the FWS Coordinator. b) Complete the form with the student, and both parties sign. c) Submit form to Financial Aid Services. If performance does not improve: 3. Complete the FWS Employee Termination Notice. a) Request this form from the FWS Coordinator. b)complete the form with the student, and both parties sign c) Set up a termination date with the student d) Submit form to Financial Aid Services. Important: This process does not apply to cases of gross misconduct (harassment, misuse of University facilities, timesheet fraud, etc.). These cases should be reported immediately to the FWS Coordinator. *If a student is absent from work 3 times or more, without notifying the employer, the student can be terminated without verbal or written warning.
30 Evaluations FWS Supervisors must formally evaluate students performance at the end of the academic year before the student ends the job. Complete an evaluation for every student who worked with you for at least two months during the academic year. This form is used to exempt students from orientation, and to make them eligible for a pay raise for the next academic year. It is also used to give feedback to the students. Financial Aid Services, the FWS Supervisor, and the student will keep a copy of the evaluation. FWS evaluation forms will be given to FWS supervisors for each student they hire at the beginning of the semester.

32 FWS Supervisor Responsibilities Be a good supervisor! Ensure that students take a half-hour (minimum) unpaid break if working 5 or more continuous hours. Abide by and enforce the work-study program policies. Treat all students fairly and remember that school is the student s first priority, but students cannot be paid to study. Orient the student in detail to his or her role in the department. Explain the standards of behavior expected of employees. Interview FWS candidates and determine who you want to hire. Agree upon a work-schedule and set clear expectations for the student up-front. Complete the FWS supervisor sections of the FWS contract, and submit the Statement of FWS Supervisor s Responsibilities.
33 FWS Supervisor Responsibilities Provide training, feedback, and enough work to keep the student busy. Keep track of your student s earnings! Keep a log of all the hours approved. Make sure students do not earn more than their work-study award and that they stop working when they re required to. Provide the training necessary to perform tasks. Ensure adequate supervision of student work. Keep lines of communication open, clear, and constructive. Submit student timesheets in correctly, and on time. Do not allow students to work more than 20 hours per week. Notify the FWS Coordinator if a student stopped working.
34 FWS Supervisor Responsibilities Positive feedback motivates students and encourages them to continue doing their jobs well. Positive feedback is most effective when you: Recognize a specific action/behavior. Give it as soon as possible after the student s good work occurs. Deliver it in a sincere manner. Direct it toward an individual rather than a group. Adapt it to the student s style/preference. Keep it proportional to the work being recognized. It is also a good idea to express general appreciation to your student employees for the outstanding support that they provide.
35 Family Educational Rights and Privacy Act (FERPA) FWS Supervisors must enforce the FERPA policy. Students are required to sign the FERPA agreement prior to starting to work. Student employees must understand that any student information they obtain on the job must remain in the workplace. Students must not, under any circumstances, release student information to anyone unless their position specifically requires them to do so. In addition, students may not acquire student records information that is not relevant to their jobs.
