5 1 INTRODUCTION 1.1 General This document relates to the proposed Galloper Wind Farm (GWF) project, to be constructed off the coast of Suffolk, and associated infrastructure to connect to the national electricity transmission system at Sizewell, Suffolk. It forms part of a series of submissions to Suffolk Coastal District Council in response to requirements set out in Part 3 of the Galloper Wind Farm Order The Galloper Wind Farm Order 2013 was made by on the 24 th of May 2013, having received a direction from the Secretary of State for Energy, following an examination by the National Infrastructure Directorate of the Planning Inspectorate Section 2 of this document sets out the relevant Requirement being addressed, whist Section 3 sets out GWFL s interpretation of this Requirement and provides the relevant information At this time, GWFL in particular needs to discharge the Requirements associated with the commencement of the Enabling Works to the north of Sizewell Gap, to allow the provision of a site ready for mobilisation of National Grid works in January The National Grid works consist of the transmission compound, sealing end compounds, transmission cable corridors, construction areas and permanent access road and that all trees will need to be cleared from these areas and platforms prepared for the transmission compound and sealing end compounds The temporary fences included in this submission will remain in place for the duration of the project (in the case of the stock-proof perimeter fences) or until they are removed, or replaced by permanent ones at the end of the construction phase. The exception is the temporary fencing of the Transition bays and Landfall area which will only need to be in place for a short period during the specific works at these locations. 6 1.1.6 In addition to the temporary construction fencing described in this document, reptile fencing is also required as part of a package of ecological mitigation measures, described in the Ecological Management Plan (Requirement 26). The approximate position of the reptile fencing has been shown on the attached plans as it is in close proximity, or incorporated into to the temporary construction fences Further fencing will also be required around the areas where trees are to be planted to provide protection from deer and rabbits. These fences are shown on the Landscape plan which will be submitted to discharge Requirement 22. These fences will be erected in advance of the landscape planting, which will take place following the completion of construction activities Tree protection fencing is also required at locations where works are in close proximity to trees that are to be retained. At these locations, Herras type fencing will be erected following tree felling, in advance of the enabling works. Details of the tree protection are included in the landscaping plans submitted to discharge Requirement The submitted details relate to the temporary fencing of construction working areas and creation of the temporary contractors compound that is due to be carried out during The details of the permanent fencing will be submitted in advance of the construction stage of the project, which is due to commence in January The work elements that GWFL will need to have completed by end December 2013 are referred to as The Enabling Works and these are listed below: Transmission compound platform preparation Sealing end compound platform preparation Permanent access road Enabling works (including construction compounds) Transmission cable corridor site preparation Response to DCO Requirement 24 Drainage (Enabling Works) SCDC Page 2 June 2013
7 2 DCO PART 3 REQUIREMENT 2.1 Requirement 24 Fencing and other means of enclosure The Draft DCO states: 1) No part of the connection works or the transmission works shall commence until written details of all proposed permanent and temporary fences, walls or other means of enclosure for the relevant part of the relevant works have been submitted to and approved by the relevant planning authority. 2) All permanent and temporary fences, walls or other means of enclosure must be constructed in accordance with the approved details, unless otherwise agreed by the relevant planning authority. 3) All construction sites must remain securely fenced at all times during construction of the relevant works. 4) Any temporary fencing must be removed on completion of the relevant works. 5) Any approved permanent fencing in relation to Works No 6 or Works No 7 or the sealing end compound must be completed before the relevant work or compound is brought into use It should be noted that the draft requirement did not contain provision 5. Details of the permanent fencing of these areas will be submitted in advance of the commencement of construction in these areas and be in place before these areas are brought into operation This document sets out the proposed temporary fencing that will be constructed during the Enabling Works phase of the project. 8 3 PROPOSED FENCING 3.1 Temporary Fencing Boundaries and Gates Refer to attached drawing, GWF_900, for details of all fence areas and fence boundaries, to be installed at the site, as part of the Enabling Works Contract. The exact line of fences and the positions of fence posts and gates will be adjusted during installation, where necessary to avoid localised obstructions. 3.2 Contractors Compound Temporary Fencing Temporary fencing around the Contractor s compound areas shall comprise 2.4m high plywood hoarding or steel hoarding panels or similar panel hoarding fencing (as described in the Construction Code of Practice for enabling works to be approved under Requirement 28) The temporary fencing of the compound shall include 2No rows of barbed wire set above the top of the fence over a height of 300mm at 150mm centres The plywood hoarding will be painted Juniper Green. The topsoil from the compound area will be stored during the construction phase. It is proposed that this is used to form a temporary bund along the southern side of the compound fence. This bund will be seeded and will remain in place until the compound is reinstated The Contractors compound fencing shall be installed inside the line of reptile fencing, where such fence has been erected as part of ecological mitigation measures Plywood panels shall be securely nailed to treated wooden posts installed at 2.40m centres. The post foundation shall be designed taking into consideration the nature of ground, wind speed and height of hoarding. The post shall be securely installed in concrete base pockets, of minimum size 500x500x600mm deep. 3.3 Temporary Perimeter Fencing (Substation Area) Protective temporary fencing shall be installed along the perimeter of the substation site and any environmental/ ecologically sensitive areas within the site boundary The fencing shall comprise 1.275m high Type 1 steel wire fencing with wooden straining posts. Refer to attached HCD drawing H1 for details. The fence shall consist of wooden post with 4 rows of zinc coated 4.5mm diameter wires, to BS 1722 Part 2: 2006 Table 1 (SW 120) as attached. Post spacing shall be not greater than 1.80m centres. Response to DCO Requirement 24 Drainage (Enabling Works) SCDC Page 4 June 2013
9 3.3.3 The areas enclosed by the fencing will be clearly visible to drivers of construction vehicles The fences shall be maintained weekly to ensure their continued function throughout the Works. On completion of the Enabling Works Contract, responsibility for this fencing shall be passed to the follow on Contractor Details of the temporary fencing to be in place during the construction of the substations and also the permanent fencing to replace this, will be submitted in advance of these works. 3.4 Temporary Stock Fencing - Cable Corridor & Broom Cover Protective temporary fencing shall be installed along the perimeter of the substation site and any environmental/ ecologically sensitive areas within the site boundary The fencing shall comprise 1.275m high Type 1 steel wire fencing with wooden straining posts. Refer to HCD drawing H1 for construction details. The fence shall consist of wooden post with 6 rows of zinc coated 4.5mm diameter wires, to BS 1722 Part 2: 2006 Table 1 (SW 120). Post spacing shall be not greater than 1.80m centres The areas enclosed by the fencing will be clearly visible to drivers of construction vehicles The fences shall be maintained weekly to ensure their continued function throughout the Works. On completion of the Enabling Works, responsibility for this fencing shall be passed to the follow on Contractor Double gates are being installed to provide emergency access and egress from the site. These will be kept closed at all times other than an emergency. 3.5 Temporary Fencing of Transition Bays and Landfall Works area Temporary fencing around the construction areas of transition bays and landfall horizontal directional drilling shall comprise 2.4m high Heras fencing or similar approved link panel fencing The fence panels in these areas shall be covered with plastic or textile mesh screening, to mitigate the visual impact All Heras panels shall be securely fixed / clipped to proprietary steel posts as specified by the manufacturer. The post shall be installed in rubber pads or similar base support, in accordance with the manufacturer s specifications and construction details.
