All Black Belts 12 years & Over: - Black Belts must be holders of the Kukkiwon Poom or Dan Certificate. - Black Belt Athletes must hold passport/birth certificate of the country they will represent. -Black Belt must have current WTF Global Athlete License (GAL). SPECIAL CLUB AWARDS: Top 5 Clubs with most athletes participating receive a 2014 PATU Best School Award Banner. 3 OFFICIAL UNIFORM: All Black Belt Sparring contestants must wear WTF Approved Black v- neck uniform (Dobok) in good condition. All Black Belt Poomsae contestant from 12 years old and older must wear WTF Approved Poomsae uniform. For all color belt sparring contestants, WTF White V-neck uniform is required. For all color belt contestants, colored uniforms are allowed for all events exception of Sparring. Patches, embroidery, logos, team names, country names, athlete names, and stripes are permitted on the uniform. NO TAPE WILL BE ALLOWED ON ANY PART OF THE UNIFORM. (Exception: Taping the pant leg when using Protector and Scoring System sensor socks, with no more than 2 layers of tape. SPARRING EQUIPMENT: Organizer will be using Adidas KP&P Electronic Body Protectors at the 2014 Pan Am Open for all Black Belts only. For all Junior & Senior Black Belts competing in G1 divisions will be using Adidas KP&P Electronic Headgear. PATU will provide complementary use of Adidas KP&P Body Protectors & E Headgears to all G1 event athletes. All other black belt athletes can rent Adidas KP&P Chest protectors & E Headgears for $25.00 for the duration of the event for sparring. All Black Belt competitors are REQUIRED to purchase and use their own Adidas KP&P socks for the sparring event(s). Adidas KP&P sensor socks can be purchased by visiting the Adidas KP&P sales booth at the event. All athletes will be responsible for supplying their own headgear (unless E Head gears is used), gloves foot pads, arm and shin guards, and mouth guards. PROTECTIVE EQUIPMENT: Contestants shall wear an approved trunk protector, headgear (white, or red for Hong and blue for Chung), groin guard (optional for female competitors), gloves (see below), forearm protector, shin-instep protectors, sensing socks (if using an electronic Protector and Scoring System), and mouth guard before entering the contest area. No eye glasses or prescription goggles allowed. PROTECTIVE GLOVES: All Black Belts are required to wear WTF-approved Taekwondo gloves. Gloves may be red, blue, or white while white is preferred. Competitors who choose to wear red or blue gloves must correspond with the color of the chest protector. Gloves must be open finger style. For all other divisions, gloves are optional and must comply with the above rule. KNEE & ELBOW PADS: The use of kneepads and/or elbow pads is OPTIONAL. Kneepads or elbow pads, if worn, must be foam, cloth, or vinyl, and must be worn under the Taekwondo uniform. Any colors are allowed. MOUTH GUARD: All athletes are REQUIRED to wear mouth guard. A mouth cover may be used for those with braces if an orthodontist s note is provided prior to the beginning of competition. Clear or White mouth guards only. HEADGEAR: All Black Belt participants must provide their own red AND blue headgear with no markings other than corporate logos. If the competitor chooses to wear red or blue headgear, it must correspond with the color of the chest protector. Color belts may wear white headgear. Competitors will not be permitted to wear headgears with cracks or defects. Electronic Head gear will be used for all Junior & Senior G1 Black Belt divisions. PROTECTIVE CUP: All male athletes are REQUIRED to wear a protective cup inside the pants during competition. Groin protection is optional for female athletes; and must be worn inside the uniform pants. SHIN & INSTEP PROTECTION: Shin and instep protectors are REQUIRED, and they must be made of foam, cloth or vinyl. When available, KP&P sensor socks with built-in instep padding will also be allowed. If an athlete chooses to wear foam padding, it must be taped on and it must cover the area from the base of the toes, over the top of the instep to the side of the foot, with no more than two layers of tape. Additional shin or instep protection must be approved and stamped by the Sports Medicine Department for the purpose of protecting an injury. FOREARM GUARDS: Forearm guards are REQUIRED and it is mandatory that athletes wear only foam, cloth, or vinyl products. Any color forearm guard will be allowed. Please Note: Organizer reserves the right to disallow any uniform or equipment if it is found to be offensive or degrading in any fashion. Round trip airfares and room and board expenses shall be borne by all participants. 2. Competition Entry fee for COLOR BELTS - $80.00 USD for one event. $40.00 for each additional event. 3. Competition Entry fee for BLACK BELTS - $ USD for one event. $50.00 for each additional event. 4. Demonstration Team - $ USD. (up to 10 people per team) 5. Coach & Media Pass fee - $ USD. 5. Additional late registration fee of $50 will be added from December 1-8, 2014 with no exceptions. 6. Spectator admission - $15.00 Day. 5 years and under $7.00 Day. Pay at the venue on admission date. 4 WTF INTERNATIONAL REREREES: - Organizer will appoint the required number of WTF International Referees. Referees who are interested in officiating for this event must apply through contacting PATU referee chairman Mr. MC Kim at mckim @aol.com by November 20, Roundtrip Airfare shall be borne by each participating International Referee. - The Organizing Committee shall cover (3) nights room and board expenses (check-in in early afternoon of December 12, 2014; checkout before Noon of December 15, 2014). Please note, referee meeting and training will be held late afternoon on December 12, The Organizing Committee shall provide each participating W T F International Referee with a daily honorarium of US$ for 2 days of competition. WEIGH-IN: - Weigh-in for All Black Belt athletes shall be completed one day before the sparring event date. - At weigh-in, male contestants must wear a m i n i m a l o f underpants and female athletes must wear a minimal of underpants & brassieres. INDEMNITIES: Participant s without proper participation entry forms and valid medical insurance coverage will not be allowed to compete at the Pan Am Open Championships. Liability waivers must be signed by participants (or by parent or legal guardian for athletes ages 18 and under) prior to competition. An Athlete cannot compete Up or Down in age & weight divisions. Poomsae Guidelines COMPETITION RULES: Current WTF Poomsae Competition Rules will apply. METHOD OF COMPETITION: All Color Belt Poomsae competitors will compete in 1 Round of Compulsory Poomsae of their choice. Contestants shall perform one(1) compulsory Poomsae, and the top four contestants/pairs/team shall be awarded prizes based on their points. Cut-off system for Black Belts Only: The cut-off system shall comprise the Preliminary, Semi-Final, and Final rounds. 1) Preliminaries: When 20 or more competitors are participating; competition shall start from Preliminary round with division of groups at different rings. Competitors shall perform two(2) designated compulsory Poomsae, and half of each group shall advance to Semi-Final based on the average score of the two performances. In the Preliminary round, each group may be judged by different group of judges. If the number of competitors is odd, the number of competitors will be rounded to an even number. Ex) If there are 23 competitors in the division, it will be considered as 24 competitors and 12 shall advance to Semi- Final. 2) Semi-Final selection: When 9 to 19 competitors are participating; competition shall start from Semi-Final round. Competitors shall perform two(2) designated compulsory Poomsae, and 8 of them shall be advanced to Final based on the average score of the two performances. 3) Final: When 8 or fewer competitors are participating, competition shall start from Final Round. Competitors shall perform two(2) designated compulsory Poomsae, and the top four individual competitors/ pairs/team shall be awarded prizes based on their total or average points. 3rd and 4th places are awarded with bronze medals. 5 Belt Range Board Breaking Guidelines Male and Female Age Groups Compulsory Poomsae Yellow Taeguek 1 or 2 Green Taeguek 3 or 4 Blue Taeguek 5 or 6 Red Taeguek 7 or 8 Belt Groups 4-5 year olds and 6 7 year olds Yellow 8 9 year olds Green year olds Blue year olds Red year olds and 18 year & Over Black Height (Jump Front Kick) Breaking: Winner will be the participant who jumps the highest while breaking one regulation sized board. Distance (Flying Side Kick) Breaking: Winner will be the participant who jumps the farthest while breaking one regulation sized board. *The Organizing Committee will provide the demo boards to be used by all competitors in the competitions. Absolutely NO personal boards will be allowed. All referees will be holding the boards for athletes. DEMONSTRATION TEAM COMPETITION: Registration Fee / $ USD per Team 1. Maximum set up time is 1 minute & clean up time is 1 minute. 2. The maximum time to complete the demonstration is 8 Minutes. 3. The demonstration should be done in the area governed by the size of WTF 8m x 8m. 4. Minimum of three members and no more than 10 members, including board holders. 5. Music and the reproductive system to be provided by the demonstration team. 6. No pyrotechnics, fireworks or rockets. 7. Weapons, official tables or other accessories shall be provided by the demonstration team. The score of the demonstration will be based on the following order of superiority in ascending order: 1. Synchronization technique (20%). 2. Excitement on the performance (20%). 3. Successful completion of Taekwondo techniques (20%). 4. Entertainment generated (20%). 5. Display of Precision, Speed and Power (20%). Contestants may compete in more than one category of competition unless it is limited by gender.
