1 Wanneroo Enduro Race Meeting Saturday 19 NOVEMBER 2016 CAMS PERMIT NUMBER: 616/1911/01 FURTHER REGULATIONS To be read in conjunction with the 2016 Barbagallo Standing Regulations, Event timetable and 2016 CAMS Race Meetings Standing Regulations 1 Event Title, Date and Venue a) The event shall be known as the Wanneroo 300 Race Meeting to be held at Barbagallo Raceway Wanneroo on Saturday 19 November b) The event is a State Championship Race Meeting. 2 Event Staff Stewards: Jan Freeman 3 Entries a) Opening Date: On publication on these Regulations. b) Closing Date: 4pm Monday 14th November 2016 c) Entry Fee: I. Wanneroo 300: $340 GST inclusive II. Wanneroo 100: $ GST inclusive III. Formula Ford & Formula 1,000 : $210 GST inclusive d) Relief or Cross Entry Driver Fee: $75.00 including GST unless entered in own right. 3.1 Competitors who submit an entry form and pay in full before 30th October 2016 will receive a discount of $50 GST inclusive resulting in an entry fee of $290 for the Wanneroo 300 or $245 for the Wanneroo 100 GST inclusive. 4 Team Fire Attendant/Re-fueller Nomination & Briefing Wanneroo All teams competing in the Wanneroo 300 that will be refuelling in Pit Lane are required to nominate 2 x pit crew to act as Team Fire Attendant and Refueller. Those nominated will be required to attend a Refuelling Procedures Briefing prior to the event. 4.2 Attendance is compulsory and failure to attend and sign the attendance sheet will result in a $250 fine levied against the vehicle entrant unless negated by the Stewards of the Meeting in exceptional circumstances. 4.3 Late attendance (after the Briefing has commenced) and/or leaving early (prior to the Briefing has finished) at any compulsory Briefing will result in a $250 fine unless negated by the Stewards of the Meeting in exceptional circumstances. At least 2 pit crew duly nominated on the vehicle entry form must attend the Fire Attendant/Re-fueller Briefing. 5 Pit Lane general 5.1 Children under the age of 16 years are not allowed in pitlane unless they are a competitor. 5.2 All personnel in pit lane must wear appropriate non-flammable clothing. 5.3 Smoking is not permitted in pit lane, the pit lane garages and/or the paddock during the meeting. 5.4 All crew members must complete the Organiser s Indemnity form before entering Pit Lane. Failure to do so will result in the associated competing vehicle being excluded from the meeting. Wanneroo 300 Race Meeting 19 November 2016 Further Regulations v13 Page 1

2 5.5 The Pit Lane speed limit is 40 km/h. Penalties will be applied for any breach as per the current CAMS Manual of Motor Sport. 5.6 With exception to a free standing timing beacon, no equipment is to be placed on the pit wall. 5.7 Fire alarm detectors and/or sirens in pit lane garages are not to be tampered with. Any such tampering will be referred to the City of Wanneroo for Civil charges to be laid under the Building and/or Fire codes, plus the cost of the repair of all the devices will be forwarded to the competitor. 5.8 At all times all competitors must comply with Dangerous Goods Act and Regulation Storage and Handling of Hazardous Substances, plus the Work Health and Safety Act and Regulation for Western Australia. 5.9 The use of spark generating devices (grinders & welders etc.) is strictly prohibited If repairs or adjustments are required underneath the car, jack stands must be in place after the vehicle is raised and before work commences No automobile is permitted to stop in the pit lane other than in its designated pit bay apron at any time. 6 Fuel storage For the duration of the meeting, fuel must only be stored or transferred (into any other storage vessel or a car) at a temperature that is within ten [10] degrees Celsius of ambient temperature. 7 General Refuelling for all entrants At all times when filling or emptying refuelling devices in the infield pit lane garages all personnel involved in the transfer or within one [1] metre of the re- fuelling fittings must be fully attired (As per schedule D Part 4.6 of the current CAMS manual of motorsport) in a minimum of; a) Flame resistant and currently compliant racing overalls, gloves, balaclavas and shoes. b) Any resultant exposed areas (eg, eyes) must be covered to minimise risk of injury from flash fire burns (eg, by goggles/glasses) At all times during the refuelling of the car, one person must act as the fire attendant and must be ready and located less than one meter from refuelling personnel with a working fire extinguisher (not less than 4.5kg). The fire attendant must NOT participate in any other activities other than the duties of a fire attendant during the entire activity The vehicle must be stationary at all times during re-fuelling Cars must turn off their ignition before re-fuelling starts. Turbo cars are exempt from turning off the ignition but must abide by point (7.1.5) of the refuelling regulations Turbo cars are permitted to leave their cars running but the car controller will become a secondary fire attendant stationed at the front of the car with a minimum capacity of 4.5kg and will be required to be dressed same as the other fire attendant Where the fuel filler of the vehicle is located over a wheel, the wheel must be covered by a flame retardant material to prevent the spilling of fuel on hot brakes irrespective of where refuelling is taking place. 8 Event - Wanneroo 300 Enduro Long Circuit 8.1 Event Summary Eligible vehicles will include any CAMS 2 nd Category or 3 rd Category vehicle. The mandatory 130% rule will be applied. Please note: As a guide your vehicle should be able to lap in less than 70 seconds This event will comprise 2 x 15 min Qualifying sessions and 1 x 125 Lap Race The on track grid limit will be 32 for Qualifying with 32 for Racing. 3 8.2 Qualifying There will be two [2] x fifteen minute [15] qualifying sessions for the Wanneroo The car starting grid position will be determined by the fastest time recorded for that car (by either driver). Unless specifically permitted by the Clerk of the Course, all drivers and co-drivers shall complete at least three [3] timed qualifying laps in their nominated car. Failure to do so may result in exclusion from the event Relay teams will only be allowed 1 vehicle per team in a qualifying session at a time. 8.3 Race Start Cars will leave the infield pit lane and form up in grid order two abreast behind the safety car and then do two [2] formation laps. The safety car will leave the circuit on the second lap and the event will commence with a rolling start as detailed in the Race Meeting Standing Regulations (RMSR) 6.4(i) Step Relay Teams and Solo competitors All eligible vehicles will have the option to run the race as a sole competitor or pair up with another car to run the race in a relay format and they will be referred to as a relay team (maximum two [2] cars per relay team) If entered in a relay team both competitors are use a single competition Exchange Relay Baton fluoro Velcro strip. The competition Relay Baton is to be exchanged during a pit stop and must be on the competing vehicle, across the back of the boot lid, for all competition laps or the laps will not count as completed laps To qualify as a relay team, both team members must complete 1 lap. 8.5 Pit Lane Entry, Exit Cars will enter infield pit lane by leaving the circuit on the driver s side right of the track after turn seven [7] and enter pit lane, abide by the 40kmh maximum speed limit, and travel to the northern end of the lane. The pit entry timing loop will be designated by a white line Cars will exit the lane and re-enter the circuit after turn one [1]. The pit exit timing loop is the pit lane control line for this event and will be designated by a white line There is no limit to the number of times a car may use the pit lane and cars may enter and leave the lane at any time during the event Cars exiting the pits must not cross the solid line that separates the pit exit and the track. Cars must not cross, in either direction, the solid line that separates the pit entry and the track. Penalties may be imposed. The Judge of Fact will be advised by Bulletin at the Meeting. 8.6 Pit lane refuelling equipment All re-fuelling equipment, apparel, overhead-refuelling rig must comply as per Schedule N of the current CAMS Manual of Motor Sport, except if explicitly mentioned in these regulation Each pit lane garage has two [2] earthing points indicated by a green square plate marked Equipotential Bond Point. This is the official and ONLY earthing point for the re-fuelling rigs and team managers are responsible for ensuring that their rig is connected appropriately Dry Break refuelling rig Each re-fuelling tower must be suitably restrained to the pit building structure to prevent it falling in the event of any accident in pit lane. The restraint of each re-fuelling tower will be subject to the approval of the Chief Scrutineer. It is not permitted to drill the concrete floor and/or any part of the garage structure The maximum hose length from fuel rig to dry-break coupling is three [3] metres. 4 Re-fuelling towers must comply with Schedule N of the current CAMS manual of motorsport Drum Pump refuelling rig Drum pumps allowed for pit lane refuelling are; a MacNaught rapid flow, a Alemlube F20060, a Tecalemit TEC50032H or similar as supplied by the organisers and must be a Unmodified OEM Hand Operated Pump Vehicles refuelling in pit lane without a dedicated Dry Break refuelling system must use a Rotary hand operated pump of the type supplied, with a maximum of four [4] metres M anti static dedicated fuel hose and a squeeze-- to - operate nozzle At all times when using the hand operated pump in the pit lane garage all personnel must be fully attired in the apparel as per schedule D Part 4.6 of the current CAMS Manual of Motor Sport Two hundred and five [205] or sixty [60] litre fuel drums are to be used and must be suitably restrained to the pit building structure to prevent it falling in the event of any accident in pit lane. The restraint of the fuel drum will be subject to the approval of the Chief Scrutineer. It is not permitted to drill the concrete floor and/or any part of the garage structure Refuelling rig inspections All drivers and re-fuellers apparel (helmets, overalls, gloves etc) must be presented for inspection and approval at the time nominated in the event timetable Dry Break refuelling rigs and/or Drum Pump refuelling rigs will be checked as set up in the pit lane garage (refer to and 8.6.4) at a time nominated in the event timetable Each automobile will be issued with a scrutiny Approval for Refuelling sticker once it has successfully completed the scrutiny check Any automobile failing to display the Scrutiny Approval for Refuelling sticker will not be permitted to undertake pit lane refuelling (8.8.4) All re-fuelling equipment must be scrutineered before racing commences. You must satisfy the scrutineers that re-fuelling will be undertaken in a safe matter. Race Control / Scrutineers are judge of fact. 8.7 Pit lane servicing Any repair work or servicing of a vehicle during the event will be deemed to be car servicing Teams must use solid incompressible components capable of supporting the car in case of a jacking system failure. These must be positioned under the car at all times while persons working on the car have any part of their body under any part of the car. This does not include wheel changing operations and brake pad changes, where the techniques involved do not require persons to place any part of their body under the car The Prescribed Line referred to in these Regulations is the line painted in pit lane parallel to the garage fronts During car servicing (not refuelling) a maximum of four [4] (correctly attired ie. enclosed shoes, shorts that cover below the knees and a shirt) crew members are allowed to cross the prescribed line onto the pit apron. Note: this doesn t include the car controller or the driver (or drivers if a driver change is taking place) but the total must not exceed six [6] personal Any person, who crosses the prescribed line into pit lane, shall be deemed as working on the car Any automobile requiring extended servicing or repairs longer than ten minutes [10] should be moved into the pit lane garage. Once the automobile is moved into the pit lane garage the number of persons permitted to service the automobile is free Competitors must not paint lines on any part of the pit lane. 5 8.7.8 At all times during the meeting the rear pit lane garage roller door facing the Paddock must remain FULLY open. Any pit walling must not block off the rear of the garage completely, with at least a 3-metre gap to be left. 8.8 Pit Stop Procedures: If a car stops in pit lane before reaching, or passes its designated pit lane garage, the car may be pushed to and/or back to its pit bay area by members of its team Car Controller: At all times whilst a car is stationary in its pit bay it must remain under the control of a designated Car Controller who must remain at the front of the car in clear view of the driver and is responsible for the safe conduct of the pit stop and departure of the car at the completion of any pit stop. The car controller is not permitted to assist in any way with a pit stop and will not count in any following regulation regarding the number of persons permitted to assist with a pit stop For each pit stop, the Car Controller may be in a position in pit lane to assume control of the car one lap before the car crosses the control line at pit entry, and must be behind the Prescribed Line before the car crosses the line at pit lane exit If a car s dry break fuel coupling/s is mounted forward of the A pillar / leading edge of the front doors, the Car Controller must be attired as per a re-fuelling person (7) Driver Change: A driver change may be carried out at any time during a pit stop. Neither the nominated driver assistant nor the incoming or exiting driver is to perform any other duties during the driver change If a driver change is being carried out while a car is being refuelled, and the nominated driver assistant is within one [1] metre of the re-fuelling fittings, then the nominated driver assistant must be attired as per a re-fuelling person (7) Pit lane Refuelling: Pit lane refuelling will be deemed to be any stop during the race that fuel is added to the car in competition. Ie in the Pit lane It is compulsory to notify the designated re-fuelling officials of your intended to undertake a Fuel Pit Stop no less than one [1] lap before attempting the stop Competitors spilling fuel during refuelling will be penalized and held in Pit Lane for an additional five [5] minutes or given a five [5] min stop go penalty. Any fuel spill MUST BE IMMEDIATELY cleaned up A total minimum Fuel Pit Stop transit time of two [2] minutes for each refuelling stop will be calculated from when a vehicle crosses the pit lane entry line to when the vehicle crosses the pit lane exit line. The Chief Timekeeper will be the sole Judge of Fact No other vehicle servicing (other than driver change related servicing including drink bottle and cool suit changing) is to be undertaken whilst fuel is being transferred into the vehicle A wet towel or fire blanket must be placed over any tyre that is within 1 metre of the refuelling orifice to reduce the ability of fire if fuel is spilt on the tyre All pit lane refuelling must only be done using equipment as outlined in section The three [3] Fuel pit stop refuelling personnel who must attend are to be wearing certified apparel as per section The three [3] Fuel pit stop refuelling personnel who must attend are: a) Re-fueller (x1) During a Fuel pit stop, the Re-fueller must only handle and operate the refuelling hose/handpiece for the duration of the Refuelling operation. 6 b) Fuel Rig Emergency Cut-Off Attendant (x1) Dry-Break Refuelling During a Fuel pit stop, the Fuel Rig Emergency Cut-Off Attendant must hold the valve of the re-fuelling rig open only during the re-fuelling operations and must not participate in any other activities other than the duties of an emergency cut-off valve attendant. OR Fuel pump Operator (x1) Hand Pump Refuelling During a Fuel pit stop, the Fuel Pump Operator is to operate the hand pump under the direction of the Re-fueller and must not participate in any other activities other than the duties of Fuel Pump operator. c) Fire Attendant (x1) During a Fuel pit stop, the Fire Attendant must be ready and located behind the Prescribed Line near the re-fuelling tower or hand operated pump with a working fire extinguisher (not less than 4.5kg). The fire attendant must not participate in any other activities other than the duties of a fire attendant during the entire activity. 8.9 Refuelling Other than in Pitlane Once the race has commenced refuelling can only be conducted in pit lane (as per section 8.8.4) or the designated compound at the rear of the pit garages. Typically the vehicles using the designated compound to replenish fuel will be those forming half of a relay team. No fuel may be added to competing vehicles in team garages for the duration of the event. 9 Event - Wanneroo 100 Enduro Short Circuit 9.1 Event Summary Eligible vehicles will include HQ Holden and Excel Cup Sedans. The mandatory 130% rule applies x 20 minute Qualifying and 1 x 55 Lap Race The grid limit will be 44 for Qualifying and 37 for Racing. 9.2 Race Start The cars will leave the outfield (original) pit lane, form up in grid order two abreast behind the safety car and then do two [2] formation laps. The safety car will leave the circuit on the second lap and the event will commence with a rolling start as detailed in the Race Meeting Standing Regulations (RMSR) 6.4(i) Step 4. There will be no refuelling of vehicles during this event. 9.3 Pit Facilities A total of Two [2] infield garages will be set aside for the W100 with competitors allowed to store required supplies thought the day For the duration of the W100 event each entrant will be allocated a Pit bay on the infield. 9.4 Compulsory pit stops The compulsory pit stop procedure will be in accordance with RMSR Item 11.4 as listed in the current CAMS Manual of Motor Sport All competitors will be required to do a minimum of one [1] Compulsory pit stops (CPS) and may include a driver change, The driver of the car that started the race, must remove the Fluro Velcro strip from the boot himself before the car re joins the track. No other person other than the first driver may remove the Velcro strip. Pit Lane Marshalls will be judge of fact The window for compulsory pit stops will be open when the entrant crosses the start line on lap 20 and will close after the leader crosses the start line on lap 30. Other stops are allowed outside of the CPS window will not count as the compulsory Pit stop Pit stops and driver changes to the car other than CPS are permitted at any time. 7 10 Penalties 10.1 If any car is between.01 and 15 seconds under their timed Pit stop refuelling ( ), they will receive a 60 second time penalty which will be added to their finish time If any car is seconds or more under their timed Pit stop refuelling ( ), five [5] laps will be deducted from their completed lap count, ie they will be placed behind all cars that completed more laps than their amended lap count Failure to complete the required CPS (in accordance with section 9.4) will result in five [5] laps deducted from their completed lap count, ie they will be placed behind all cars that completed more laps than there amended lap count The pit entry and pit exit Dorian loops will be utilised to monitor both in/ out timing for the timed Pit stop refuelling. It will be the competitor s responsibility to ensure that correct times are managed. 11 Trophy Awards The Perpetual Phil Johnson Trophy will be awarded to the first place outright winner st, 2 nd and 3 rd will be awarded to outright Solo competitors and Relay teams Class trophy s Any approved CAMS group or sub class with 2 or more competitors will receive a 1 st place trophy, 4 or more competitors will also receive a 2 nd place trophy and 6 or more competitors will also receive a 3 rd place trophy For a relay team to be eligible for a class trophy both team members must be in the same sub class For the purpose of Trophy s each relay team will be counted as 1 Competitor. 12 Formula Ford 1 x 10 minute qualifying 2 x 8 Lap & 1 x 10 lap race 1st Race from Qualifying, 2 nd Race finishing order of 1 st, 3 rd Race finishing order of 3 rd 13 Formula 1000 Rolling Start 1 x 10 min qualifying + 2 x 8 lap + 1 x 10 lap race. 1st Race from Qualifying, 2 nd Race finishing order of 1 st, 3 rd Race finishing order of 3 rd Wanneroo 300 Race Meeting 19 November 2016 Further Regulations v13 Page 7
