2 1. RACE DATES a. Regular season racing shall be scheduled at the beginning of each race season. b. Practice will be allowed on race nights as per schedule; weeknights anytime after 4:00 p.m. until dusk; weekends anytime after 12:00 p.m. until dusk. c. Special races may be held on other days/dates as scheduled. d. Members of other NYSMA affiliated clubs may participate in up to two regular SMC races before membership is required. These two races will not qualify for points; ribbons may be given at the discretion of the SMC officers. 2. FEES a. Upon acceptance of dues anyone can become a SMC member. b. A nominal fee may be charged for each car and/or driver at any SMC sponsored race. c. The amount of dues and/or the nominal fee will be determined annually. d. There will be a one-time track fee of $100 for lifetime family membership. This amount MUST be paid before the third race. 3. NYSMA INSURANCE a. The SMC will pay the insurance fee for those race officials who are not involved/associated with a participating car. 4. INSPECTORS a. There will be a team of inspectors appointed by the Vice President of Competition and Safety for inspecting all cars. b. The decision of the pre-race inspection team is final. 5. PRE-RACE INSPECTION a. Cars are subject to re-inspection at any time. b. New SMC members can begin their new race season during any point race but must have the car inspected and pass the inspection prior to racing. c. Any car deemed unsafe by the Race Director or Director of Competition and Safety must be re-inspected prior to next race. 6. REGISTRATION a. Each Driver must be registered and draw for position at the designated time and place. b. Racing teams can begin to practice ONLY after NYSMA insurance has been paid. c. Racing can only begin after the entry fee has been paid. d. Any physical handicap that may result in a safety hazard should be reported to the Club President (i.e: color blindness). 7. PIT AREA

3 a. The Vice President of Competition and Safety shall appoint volunteers for pit on and pit off. b. The Vice President of Competition and Safety shall have full authority over all pit activity. c. All children 5 years old and under must be under direct adult supervision. d. All cars entering the pit area must shut off their power and be pushed (subject to DQ). e. Each car owner is required to have one fire extinguisher in the pit area- in plain sight and accessible. f. There will be no lifting and tuning of cars on pit on. 8. INFIELD SAFETY RULES a. An infield safety area of the track shall be inside the tires in the center of the track. b. There will be a first aid kit and a fire extinguisher within the infield area. c. Disabled cars remaining on the infield must be inside the tires in the center of the track. d. No repairs are to be made on the track surface, at the pit-on or pit-off areas or along the outside of the track. Repairs made during a race (while in progress or during a stop, i.e: red flag) will be made only on the infield pit road. Failure to follow this rule may result in a loss of position, black flag warning or DQ at the discretion of Race Director. e. During a red flag for purposes of lineups, there will be no lifting and tuning of the cars except in the infield pit road. f. No repairs will be made while medical personnel are on the track. g. Car Handlers cannot leave the infield area to assist a car that is disabled or off the track until the yellow flag is dropped and all other cars have passed by or stopped unless the car is on the infield pit road. h. Nothing may be passed to infield at any time during a race. 9. WARM UPS a. Warm ups shall be limited to six (6) cars on the track at one time and shall be under supervision. Use common courtesy when others are waiting for warm up time. 10. USE OF TRACK a. No cars are allowed on the track during intermission unless authorized by the Vice President of Competition and Safety. 11. DRIVER SAFETY RULES a. Cars disabled during the race are to be pulled to the center of the infield tires. b. All Drivers must remain in their cars with their seat belts fastened until the completion of the race unless injured. Helmets may not be removed. The car can be removed to the pit area only with the approval of the Race Director.

4 12. JUDGES, SCORERS AND RACE DIRECTOR a. There shall be a minimum of two(2) qualified Scorers and Judges for each race. b. Judges will determine who is at fault in case of accidents and may be assisted by other judges or race director. Their decision is final. c. Race Director will work with Flagger/Starter, Scorers and Judges. d. Race Director will ensure that there are judges for all races. e. Race Director will enforce SMC Rules of Racing. f. Race Director will assure that the track is race ready and enforce infield safety rules. 13. LINE UPS a. Draw for heats (use chips #1 through #100). Seven (7) or more cars in one class shall be divided into two (2) heats at the discretion of the Head Scorer. Racers signing in late will start scratch in the heat assigned by the Head Scorer. b. Heats shall be eight (8) laps for all classes. c. The number of heats and the number of cars racing in each heat will be posted as soon as possible after registration is complete. d. B-Main feature races shall be ten (10) laps Club Class and Jr. Novice, twelve (12) laps for all other classes. e. Feature will be limited to twelve (12) cars if fourteen (14) or more cars are registered. In the event of thirteen (13) cars being registered, all thirteen (13) will race the feature f. Feature races shall be sixteen (16) laps for Club Class and Jr. Novice, twenty (20) laps for Novice and Novice Open Wheel and twenty-four (24) laps for all other classes. g. Starting position for heat races will be determined by random draw. h. The line-up for the feature for Club Class, Jr. Novice, Novice and Novice Open Wheel is determined by having the top half finishing Drivers in each heat re-draw for position. (Due to time constraints, rather than an actual re-draw, the original number drawn for the heats may be used for the feature line-up.) These Drivers will be lined up heads up by their re-draw number for the feature. The bottom half of the heat finishers will line up heats up by their finish position in the heat. i. The line-up for the feature for all other classes will be determined by total points from the previous three (3) races. If three (3) races have not been run, the total points will be determined by the number of races run. The Driver with the lowest point total will start first. In the event of any ties, cars with points won by racing will start ahead of cars given handicap points. To further break any ties, the number drawn for heats will determine position. In the event a Driver is absent for an event, the Driver will be handicapped as if the maximum number of points

5 had been earned on the date of absence. Handicap points shall not count toward season point totals, they are for line-up purposes only. j. If a Driver is registered and earns no racing points in an event, the Driver will receive no handicap points. k. After the first point race of the season, a new Driver in any class must start scratch in both the heat and feature. In all classes EXCEPT Club Class, Jr. Novice, Novice and Novice Open Wheel the Driver will be handicapped to determine future line-ups. If there are two (2) or more new cars in the same week in the same class, they will draw for order in scratch positions. l. B-Main feature races will be lined up in order according to finishing position from heats. m. Any Driver not making their scheduled heat race will start scratch in their feature. This shall include any Driver who was absent from a heat race and the feature race, for any reason, had to be rescheduled to another day. n. In the event that positions have been drawn for heat races and the race is rescheduled, on the rescheduled date any Driver may race but will have to run in the scratch position if they had not been present for the initial drawing for lineups. 14. STARTING THE RACE a. All starts will be rolling starts. All cars will keep pace with the pole cars which will determine the pace of each event. The Starter has the option to put either or both front cars to the rear if they do not keep proper pace. b. Any delaying tactics by the Driver or Handler will be a DQ at the discretion of the Starter, Race Director, or Judges. c. Any car that fails to keep up with the field during pace laps may be asked to go to the scratch position at the discretion of the Starter. d. At the start of a race NO car will pull out of line to pass until their car has crossed the start/finish line. This rule applies only to original starts. e. For the start of a race to be official, all competing cars must complete one (1) lap. If, on the first lap a car spins out but gets back into racing position on the track and continues to race, the yellow flag will not be dropped. f. There will be one (1) original restart with cars two (2) abreast. If after two (2) attempts to start the race two (2) abreast the first lap has not been completed, then the original start may be single file at the discretion of the Flagger. g. A car that fails to make a scheduled race (for any reason),ay not enter the track once the race has begun. 15. RACING

6 a. There MUST BE ONLY one (1) insured car handler on the infield for each participating car during the race. (Subject to DQ if more than one (1) Handler is on the infield for any car.) b. Anyone scheduled for a race who is withdrawing from that race shall report this to the Vice President of Competition and Safety or the Pit Steward as soon as possible to insure correct line-ups can be posted. c. CARS WILL PULL TO THE INFIELD ROAD, not to the outside of the track for adjustments and repairs. d. Any Handler or Driver who has a complaint should go directly to a Club Officer with their complaints. NO COMPLAINTS SHALL BE MADE TO THE SCORERS, FLAGGER OR JUDGES e. Once a car enters the pit area during a race, they may not re-enter the race. f. If repairs are made in the infield area, the car can return to the race at anytime during the race by entering the track between turns two (2) and three (3). g. In the event the feature race is postponed to another date, the exact car/driver combination that was present for the postponed race must be present to compete. 16. RESTARTS a. On any restart after the first lap has been completed, cars may pass after the green flag has been given AND: 1. For Club Class, Jr. Novice, Novice and Novice Open Wheel-The leader has passed the start/finish line. 2. For all other classes-the leader has passed the cone (which shall be placed between turns three (3) and four (4)). 17. RE-ENTRY a. Re-entry into a race in progress (under green flag) must be on the back straight between turns two (2) and three (3). 18. PROTESTS a. All protests arising from any race must be made in writing to the President within fifteen (15) minutes of said race being protested. b. Judges calls cannot be protested. c. No one shall approach the Scorers, Judges, Starter or Race Director with protests. d. The SMC Board of Directors shall reach a majority decision on all protests. e. Any car owner desiring to protest another car and/or requesting that another car be torn down for inspections must do so by the following rules: 1. An Official Protest form must be filled out and signed by a voting member of the Sodus Microd Club of the SAME CLASS as the car in question.

7 2. The protest form along with the protest fee ($35 for partial tear down, $100 for full teardown) shall be submitted to the President. The car owner submitting the protest shall have his car subjected to the same teardown as the car being protested. f. In the event the car being protested is legal, that protested car owner shall receive one-half (1/2) of the protest fee, the other half (1/2) to the Tech Inspector. g. In the event the car being protested is illegal, the protestor shall receive one-half (1/2) of the protest fee as a refund, the other half (1/2) to the Tech Inspector. h. During a partial tear down, only items in question and specified in protest shall be inspected. i. The validity of protests will be determined by the SMC Board of Directors. j. In the event the protest is against a member of the SMC Board, that Board Member shall abstain from any decisions regarding the protest and that Board Member s absence from that vote shall be taken into consideration in determining a majority vote. k. Owners and/or owner s mechanic will be the only persons permitted in the inspection area with the Tech Inspectors during a tear down. Protesters shall not be permitted in the inspection area nor will any spectators or other Club Members. Tech Inspectors and/or Elected Officers of the SMC shall inform protesters of the final decision. The decision of the Tech Inspectors is FINAL. l. Protests accumulated against the same Driver which have been ruled to be valid by the SMC Board of Directors shall result in loss of points of said Driver by decision of the Board Members. 19. SCORING RULES a. Only AUTHORIZED personnel are to be in the Scorer s tower. b. The scorers will stop scoring at the same instant as the yellow or red flag is displayed. c. The race re-alignment order after a race is stopped for a yellow or red flag shall be the order of the last completed lap with the exception that the Driver causing the red or yellow flag to be displayed shall be lined up in the scratch position. If there is no last completed lap (caution during the first lap), the original race line up shall be used with the exception that the car/cars causing the caution will start in the scratch position. d. A lap shall be considered complete when: 1. The lead car has crossed the start/finish line and the Scorers have begun recording a new column.

8 2. And ALL cars currently running on the track have crossed the start/finish line and are recorded so that there are no more cars to be recorded in that lap/column. e. Lapped cars shall be re-aligned in the order that they were running. However, if after penalties are assessed a lapped car is to start on the pole, the first car in the lineup that is on the lead lap shall assume the pole position with the lap car is question moving to the second position. SAMPLE SCORE SHEET Original Order Lap 1 Lap 2 Lap 3 Lap 4 Lap 5 Lap (93) (93) *The caution is caused by car #22. *The yellow flag is displayed in Lap 6 after three (3) cars had crossed the start/finish line. *Lap 6 is not complete. *Initial realignment is based upon the order recorded in last complete lap (lap 5)-22, 93,14, 87, 9. *After penalty, line-up is: 93, 14, 87, 9, 22. *However, car #93 is a lapped car. The line-up shall be: 14, 93, 87, 9, 22. *The race has officially completed 5 laps. Scoring shall begin at lap 6. f. In the event that two (2) cars cross the start/finish line side by side, the position will be given to the car on the inside. 20. PRIZES a. Ribbons or similar recognition shall be awarded to each Driver in every race. b. Prizes for season points shall be awarded to all Drivers. Season awards will be determined by the total points accumulated from all points races less drops (if any).

9 c. In the event the Club votes that there shall be drops to take into consideration for season point totals for any particular year, a race where a car or Driver is disqualified MAY NOT be dropped. d. Racing points are earned as follows: 1. Heats- all Drivers shall be awarded ten (10) points if more than one-half (1/2) of the heat race is completed. If less than one-half (1/2) of the race is completed the Driver shall receive four (4) points. 2. Features- The number of points earned for a feature shall be based on the natural order of finish, regardless of the number of laps completed. Finish position B-Mains- If the feature consists of only twelve (12) Drivers, the points for the B-Main shall be amended to begin with fourteen (14) points for first place and continue (i.e: second place (2 nd ) place thirteen (13) points ) Finish position CLUB CLASS a. The club shall own and maintain all Club Class motors. If there are any problems or questions contact the Director of Competition and Safety. b. The Club Class rules are the same as Jr. Novice. c. Ages are 5-10 (age as of May 1 of the current racing season). d. Gear ratio shall be 12/60. e. The maximum time a Driver can remain in the Club Class is two (2) racing seasons or any part of not more than two (2) seasons. 22. ACTS OF POOR SPORTSMANSHIP a. Good sportsmanship is an example that we need to set for our young racers. 1. Any verbal abuse of our race director or infield judges will be considered poor sportsmanship. The race director will decide if the incident requires further action as a result of poor sportsmanship. 2. Any throwing of tools, race car parts or other devices on the racing surface will be considered an act of poor sportsmanship. Any current member or track volunteer may report an incident. The current Board of Directors

10 must vote to consider the incident an act of poor sportsmanship. The vote must be 75% or greater for action. 3. Any threatening or verbal abuse of other club members will also be considered an act of poor sportsmanship. Any current member or track volunteer may report an incident. First Offense: Club letter addressing the incident date and time of the incident. This is considered a warning letter or punishment to be determined by severity of actions. Second Offense: One week suspension from handling to be served the next race the handler attends. May be the following season of racing. Third Offense: Club vote for permanent suspension. All offenses will be noted and discussed at an official club meeting. Permanent suspension will be voted upon and dismissal will occur if vote is 75% or above. All following occurrences will be voted upon in the same manner. ALL INCIDENTS WILL BE CARRIED OVER FROM YEAR TO YEAR AND WILL BE PERMANENTLY FILED. 23. CLOSING COMMENTS a. These SMC Rules are in addition to the NYSMA Rules. b. All NYSMA rules are to be followed unless superseded by these SMC Rules. c. Any situation not covered by these SMC Rules will be decided by the SMC Board of Directors. d. These rules have but one meaning which will be interpreted by the SMC Board of Directors.
