General 2. Testing by WDSF in Anti-doping activities by WDSF Members and WADA 4. ADAMS, whereabouts, TUE s 5. 2 1. General 40 In general 2011 was more or less a normal year. No major changes in regulations and procedures. We have tried to make a variation in testing in-competition. I m happy and proud that also in 2011 WDSF received their Code Compliance report from WADA In March again I represented WDSF at the annual WADA Convention for International Federations at Lausanne, Switzerland. This Convention, held yearly, is a splendid opportunity to learn about anti-doping matters from the professionals of WADA and the major IF s and extend the WDSF anti-doping network including the NADO s. This year s spearhead was the communication between the IF s and the NADO s. It s a fact and recognized that the communication between these two antidoping authorities is far from optimal. The NADO s do have the intention to become the major anti-doping authorities with the major jurisdiction over the athletes and the IF s do not intent to transfer the authority over their athletes to the NADO s. Coordination of the OOCT is in the benefit of all the athletes. In fact, we WDSF as IF, never receive any information from the NADO s. As I can see it this friction between the organizations will not be solved by WADA the next few years. By the end of the year the WDSF Registered Testing Pool had to be updated again because several couples either retired from WDSF competitions or split. The PD athletes had to be withdrawn from the testing pool and whereabouts information as result of Presidium policies. The newly-selected couples had to be instructed and guided in the matter of providing whereabouts information and ADAMS. On top of that the ADAMS program was revised by WADA and all athletes received new instructions. The implementation of the new ADAMS program was done without any problem. The quality of the whereabouts information of several athletes still did not meet the required standards and several athletes received formal warnings from the NADO s of their country. As we all know, three formal warnings in a rolling period of eighteen (18) months can mean a suspension of two years from competition. All our top ranked athletes have been warned and informed to improve the quality of the whereabouts information or face the consequences. On Wednesday November 23 rd, 2011, invited by Davide Cacciari, I made a presentation at the Diablo School at Molinelli, Italy, for over two hours, presenting and discussing the most important items of anti-doping with more than 50 athletes from the school. The presentation was very well appreciated and accepted by both, the trainers and the athletes.

3 80 85 Kudos to Davide for his initiative. And, of course, we continued the testing activities. Kudos to the GOC testing team: consisting of Dr. Ineke Crijns from the Netherlands and Dr. Thomas Wirth from Germany, both member of the WDSF Anti-Doping Commission and TUE Commission, assisted by Mrs Wirth (Germany) and the voluntary staff of the competition administration at the GOC Event Anti-Doping testing by WDSF In 2011 again, in a very successful cooperation with the German WDSF Member DTV and the organizers of the GOC competitions, we conducted a series of antidoping tests during the German Open Competitions (GOC) at Stuttgart, Germany, August 16-20, Testing was organized and performed by a team of the WDSF Anti-Doping Commission (see above under Kudos) in close cooperation with GOC volunteers. All tests at Stuttgart have been administrated in ADAMS. In 2011 we conducted for the first time ever anti-doping testing in the WDSF PD section. For the testing at Luxembourg in the PD World Championships Latin we entered into a contract with the NADO of Luxembourg. The testing was performed by a Luxembourg NADO team consisting of five persons. In September 2011 we conducted testing for the first time ever in Singapore at the World Championships Latin and entered into a contract with the Singaporean NADO. Testing was performed by a team of six persons from NADO Singapore. Also in November 2011 we conducted testing for the first time ever in the WDSF formation dancing at the World Championships Formation Standard held at Braunschweig, Germany. The testing was performed by a DTV/WDSF team. As a courtesy to the newly Associated WDSF members we also performed testing at the GOC Stuttgart in the World Championships Boogie Woogie Sorry to say but a planned out-of-competition testing session at Stuttgart at the GOC failed completely due to insufficient and inaccurate whereabouts information of the athletes, in spite of all my requests and warnings. As long as the whereabouts information does not improve drastically it s no use to spent any more effort on this matter, in spite of the fact that I know that ooct it a spearhead of WADA. If something goes wrong the athletes have to face the consequences. Summary: in 2011 WDSF performed Anti-Doping controls in the following WDSF competitions:

4 GOC Youth Latin, Stuttgart, Germany, August 16 th, 2011; --- GOC Youth Standard, Stuttgart, Germany, August 18 th, 2011; WDSF Sen I Standard, Stuttgart, Germany, august 17 th, 2011; --- WDSF/WRRC World Championships Boogie Woogie, Stuttgart, Germany, August 20 th, 2011; --- WDSF PD World Championships Latin, Luxembourg, Luxembourg, May 21 st, 2011; --- WDSF World Championships Latin, Singapore, Singapore, September 10 th 2011; WDSF World Championships Formation Standard, Braunschweig, Germany, November 26 th In total 42 athletes (21 male and 21 female) have been tested at the GOC Stuttgart; 6 athletes at the PD World Luxembourg; 6 athletes at the World Latin Singapore and 6 athletes at the World Formation standard at Braunschweig; in total 60 tests. For the first time ever all analyses of the test samples have been reported negative this year One athlete disappeared from the doping control room before finalizing the test and an informal warning was given. Congratulations and thanks to all athletes for their cooperation except for the top ranked athletes in standard and latin in the ooct cession at Stuttgart. Kudos: to the German WDSF Member DTV for their cooperation and financial assistance Anti-Doping activities by the WDSF members and WADA 165 Under the WDSF Anti-Doping Code, WDSF Members have the obligation to report their own anti-doping activities and testing, including the results, to the WDSF Anti- Doping Director.

5 A brief Questionnaire to all members was issued. Only 21 members replied to this questionnaire; not enough response to provide reliable statistical information. For 2011 we received information about anti-doping activities from following WDSF members: --- AUSTRIA: Anti-doping official: Wolfgang Elias. No own testing performed; one test by NADO. Works in close cooperation with the Austrian NADO (Code, education and information. --- CROATIA: No testing. Adopted the rules and policies van the Croatian NADO. --- ESTONIA: No testing reported. Policies of the Estonian NADO (NOC) and WDSF applicable. --- FRANCE: Anti-doping officials: Evelyne Rousselin Heinrich and Irene Mutelet. No testing performed. Lectures provided at several occasions, also for juniors and adjudicators. Designed and issued a brochure. Uses the disciplinary and anti-doping regulations initiated by the ministry of sport. --- GERMANY: Anti-doping official: dr. Thomas Wirth. 66 tests performed in national competitions and championships (icl. PD); 61 tests performed by others (WDSF and German NADO); all test results reported negative. The number includes also 6 tests in R&R competitions. DTV joint the German DIS (German Institute for Arbitration) and accepted the DIS arbitration Rules. National rule violations: as disciplinary organ DTV joined the German Institute for arbitration (DIS). Dis offers administrated arbitral proceedings pursuant to the DIS Arbitration Rules ( --- HUNGARY: Anti-doping official Domokos Istvan. 3 tests performed, all negative. Own Code applicable. Organises lectures, congresses and provides information for members, athletes and trainers. Maintains up to date information on the website. --- ITALY: no report received although we received information from the CONI (Italian NADO/NOC) that test have been performed by them in 2011 in DanceSport. --- LEBANON: Anti-doping official Jihad Haddad. No tests performed, use the WDSF Code.

6 --- LITHUANIA: reported 4 tests performed. Works in cooperation with the Lithuanian NADO in education programs for athletes and trainers/coaches LUXEMBOURG: 2 test performed by ALAD, no rule violation reported. Works in close cooperation with the national NADO (ALAD) that works under the auspices of the Ministry of Sport. --- NEW ZEALAND: Anti-doping official Drug Free Sport New Zealand. No testing performed. Use policies and legislation of Drug Free Sport New Zealand. --- NORWEGIAN: No test performed, works in close cooperation with the Norwegian NADO. --- SERBIA: Anti-doping official mr. Djuro Gluvajic. 2 test performed, no rule violation reported. Use own rules in accordance with the Serbian NADO. Serbian NADO provides also education programs. --- SCOTLAND: Anti-doping official Margo Fraser. No testing reported. Information and education programs under UK Sport (NOC). About 100 athletes in the NRT. --- SLOVAKIA: no tests performed, 18 athletes in the NTP. Use policies and programs of the Slovak NADO. --- SLOVENIA: Anti-doping official dr. Jurate Norvaisiene. No testing performed. Confirmed policies and rules of the Lithuanian NADO. Rules: WDSF and Slovenian NODO. 70 athletes in NTP. --- SWEDEN: No testing performed; uses code and policies of the Swedish NADO U.S.A.: Anti-doping official: Jean Barbour. 12 tests performed by USADA, the NADO for the USA. All test results negative. USADA Rule Book applicable. Associated members: --- UCWDC: anti-doping official Billy Hammock. No tests performed. WDSF Anti-Doping Code applicable.

7 255 UNFORTUNATELY only 18 members did issue their annual report which is less than 20%. For the future probably WADA will no longer call this reporting a Code Compliance behaviour Testing by WADA Out-of-competition testing (OOCT) WADA/WDSF is only applicable to top ranked athletes in each sport, national as well as international. Therefore two different testing pools are composed, national (by the National Anti-Doping Organization (NADO) of the country) as well as international (by WDSF). The NADO s in each country deal with the national testing pool and the national top ranked athletes in all sports. WDSF deals with the international top ranked DanceSport athletes. WADA is authorized to test both groups. The NADO s in each country have their own responsibility and powers in this respect. You, as a member of your NOC, must realize that your NADO can and will have its own policies that you have to follow. NADO s can and will order and perform anti-doping tests, in-competition as well as out-of-competition, in your national competitions. WDSF Members, as recognized national sports organizations, must cooperate also with such organizations and adhere to the requests for information and activities of their NADO s. Whereabouts information is the basic for OOCT. The success of the OOCT depends directly on the quality of the information that authorized bodies receive. All WDSF selected athletes report their whereabouts in ADAMS. WADA and the NADO s will follow up the results management of such violations closely or even handling the rule violation themselves (failing failure, missed tests, etc.). The following OOC tests performed by WADA have been reported in 2011: --- Russia, Moscow, April 21 st 2011, two athletes Croatia, Ljubljana, April 29 th 2011, one athlete. 8 The ADAMS system was completely modified in The system has been made more user friendly what they call. Not everybody agrees with these terms. ADAMS is nowadays used for almost all anti-doping administration and testing result management like testing, whereabouts, TUE s, warnings, other sanctions, mission orders, etc. ADAMS is also used for declarations of medicine use for which no TUE is required (asthma medicines by inhalation). In 2013 the sports world will see a new version of the WADC (World Anti-Doping Code). Presently WADA is working on the input (drafts) and information received (consultation rounds) from its stakeholders. This means that in 2014 our Code and Procedures must be revised To conclude: I would like to thank the WDSF Presidium and the AGM Delegates for the privilege of serving WDSF again as Chair of the WDSF Anti-Doping Commission and as WDSF Anti-Doping Director this past WDSF year.
