2 I. General Provisions 1. These Rules establish the code of conduct for spectators, and their rights and obligations at the 29th Winter Universiade Krasnoyarsk The following main definitions are used for the purpose of these Rules: entrance ticket - a document designed by the organizer of a sports competition to confirm the rights of a person to visit the official sports competition bulky item - any item, whose length, width and height exceed 50 x 50 x 50 centimetres; union of spectators - a group of more than 20 persons favouring a participant in an official sports competition and accredited by the organizer of the official sports competition according to the procedure set out by the organizer active fan support sector - a separate block of spectator seats, which is mandatory at a venue and which is determined by the owner (user) of a sport venue subject to approval by the official organizer of a sports competition and whose purpose is to enable the spectators to provide fan support to the participants in official sports competitions, including the use of the means of support as specified in the Appendix to these Rules means of support - items with information or graphic data, materials for visual design of a stand, as well as wind instruments to produce sounds, which are used or can be used by spectators, except for the items listed in Subparagraph m of Paragraph 5 hereof Winter Universiade 2019 venue - a facility or a complex of facilities designed specifically for holding the physical culture, sports or cultural events of the 29th Winter Universiade Krasnoyarsk fan passport - a part of the identification system of fans of the 29th Winter Universiade Krasnoyarsk The passport contains personal information about a person and his (her) photograph. organizer of an official sports competition - autonomous non-profit organization Executive Directorate of the 29th Winter Universiade Krasnoyarsk 2019 entrance group - a territory for entry and exit of visitors, which is equipped with the technical means for identification and control identification - a procedure of authentication of a visitor by his (her) original ID using the technical means. Where a visitor uses a concessionary ticket, he (she) shall confirm his (her) right to the corresponding concession by showing a relevant document (pensioner ID card, birth certificate, student ID card, ID card of GPW participant). inquiry team member - a person authorized to deal with issues relating to tickets inspection - visual examination of a vehicle, location, items, documents, or physical persons performed for the purpose of exposing an administrative or criminal violation, prohibited items or circumstances, which are critical for the provision of safety and security equipment-based inspection - a control checkup (by the authorized officials) of persons entering a venue and of their carry-on bags and luggage to expose any prohibited items body search - a forced search of a person s body and his (her) clothes to expose and remove any documents, belongings and other items, which have been used as a tool of an administrative or criminal violation inspection of personal belongings - a forced search of belongings of a physical person without affecting the structural integrity of such items. 2

3 A physical person and his (her) belongings can only be searched by the authorized officials listed in Article 27.2 of the Russian Federation Administrative Offence Code No. 195-FZ dd (as amended on ). Body or belongings search by any other person entails legal liability. The notions of spectators, steward, venue of an official sports competition, sport venues, volunteers and symbols of a physical culture or sports competition are used in these Rules in the meaning defined by the Federal Law Physical Culture and Sports in the Russian Federation. II. Rights and obligations of spectators, as well as prohibitions for the spectators at holding the official sports competitions 3. The spectators at the sports competitions have the right: a) for respect and personal dignity protection by the organizers and participants of sports competitions, owners (users) of sport venues, and security personnel in charge of public safety and security at official sports competitions b) to receive timely the needed and reliable information about the code of conduct at official sport venues and exiting them, as well as about any restrictions and bans related to visiting an official sports competition c) for required medical care in cases and according to the procedures set forth by the legislation of the Russian Federation d) to enter an official sport venue to watch an official sports competition, provided an entrance ticket for such sports competition or a substituting document (including an accreditation) is available, except where an administrative ban was imposed on a spectator to visit official sport venues during the sports competitions in compliance with the Russian Federation Administrative Offence Code. Entering the sport venues implies an understanding and voluntary acceptance (by the spectators) of the requirements set forth hereby, which remain in force for as long as the spectators stay at the sport venues e) to stay at a sport venue during the whole period of a sports competition duration f) to use all services provided at sport venues by the organizer of a sports competition, owners (users) of sport venues by or other persons authorized by the organizer of the sports competition or owner (user) of the sport venues to render such services g) to take an individual spectator seat as indicated in the entrance ticket or substituting document (except for cases where such ticket or substituting document does not guarantee any individual spectator seat), from which an unobstructed view is provided and which is kept neat and tidy h) to take soft drinks in plastic or paper cups and food, which were bought at special retail-trade outlets at the venues of official sports competitions, to an individual spectator seat i) to carry the items specified below to the venues of official sports competitions and to use them during such competitions: personal belongings, which are not prohibited by these Rules means of support, which comply with the requirements envisaged by Paragraph 7 hereof 3

4 j) to support the participants in an official sports competition upright, if there are no objections from other spectators k) to drive to a venue of an official sports competition and (or) an adjoining area in a personal vehicle, or drive to another venue, envisaged by the organizer, and to use a parking place, provided there is a vehicle entry pass issued by the organizer of an official sports competition or by the owner (user) of a sport venue l) to use, free-of-charge, WCs (WC cabins) located at the venues of official sports competitions m) to safety of belongings left at the lockers located at a sport venue n) to receive assistance from volunteers, stewards and other persons engaged in arranging a sports competition by the organizer of an official sports competition, owner (user) of a sport venue, including the information from the mentioned persons about rendered services, location of spectator seats, entrances to/exits from the venues of official sports competitions, and for the help in evacuation from these locations. 4. The spectators at the sports competitions are obliged: a) to show their entrance tickets or substituting documents to the stewards, as well as show them by their request the original ID document at the entrance to an official sport venue, or show a document to confirm the concession for visiting an official sports competition; take an individual spectator seat as indicated in the entrance ticket or substituting document except for cases where a ticket or substituting document does not guarantee taking an individual spectator seat b) when driving to a venue of an official sports competition and (or) an adjoining area in a personal vehicle, show the stewards the vehicle entry passes, issued by the organizer of an official sports competition or by the owner (user) of a sport venue c) when walking or driving to the venue of an official sports competition and (or) to the adjoining area, pass a body search and submit his (her) belongings for inspection d) to leave bulky items in lockers except for cases where taking such items to a sport venue was approved by the organizer of an official sports competition e) when staying at an official sport venue, observe public order and comply with the rules set forth hereby f) to treat with respect other spectators, organizers and participants of an official sports competition, owners (users) of a sport venue and security personnel in charge of safety and security at the venues of official sports competitions g) to inform, without any delay, the stewards and other persons in charge of public order and security at an official sports competition about any suspicious items, violations of public order, smoke or fire or a need to deliver first aid to the persons at the venues of official sports competitions h) to avoid any damage to property of other spectators, organizers and participants of an official sports competition, owners (users) of a sport venue and security personnel in charge of safety and security at the venues of official sports competitions, be careful with the property of a sport venue and keep it tidy i) to fulfill the justified requirements of representatives of the organizer of an official sports competition, owner (user) of a sport venue, stewards and other persons in charge of public order and safety at an official sports competition j) after being informed about evacuation from an official sport venue, behave according to the instructions (guidelines) of persons in charge of public safety and security at the official 4

5 sport venues, and as per the fire safety rules and approved evacuation plan, avoiding any panic. 5. The spectators, when at the venue of an official sports competition, are prohibited to: a) be under the influence of alcohol, drugs or other intoxication b) undertake any actions that can endanger personal safety, life and health or endanger the security, life and health of other people present at the venue of an official sports competition or the adjoining area c) throw items towards other spectators, participants in official sports competitions and other persons present at the venue of an official sports competition or the adjoining area d) offend other persons (including by the use of banners, posters, poster boards and other visual tools) or undertake any other actions disgracing the honor, dignity or business reputation, or meant to incite hatred and antagonism or to humiliate the human dignity on the grounds of sex, race, nationality, language, origin or religion e) hide the faces including by masks, except for cases specifically envisaged by the organizer of an official sports competition, or by other camouflage or tools meant to complicate personal identification f) offend public morality and codes of behavior by exposing intimate body regions when at the venue of an official sports competition g) penetrate into a place or area where a sports competition is being held or into an adjoining area and zones, which are not specified in the entrance ticket or substituting document (utility rooms, VIP area, media areas), where access to such areas and zones is restricted by the organizer of an official sports competition, owner (user) of a sport venue h) be present during holding an official sports competition at staircases thus creating obstacles for traffic in zones of the official sport venues, which are intended for evacuation, including passages, entrances and exits (main and emergency ones) i) make inscriptions and pictures (including the posting of notices and other printed information) at the structures and buildings located at the official sport venues, or place near them foreign items without having a relevant approval from the organizer of an official sports competition or owner (user) of a sport venue j) enter a sport venue with animals and birds except for guide dogs in nosebands k) hold any public events, which are not envisaged by the provisions (regulations) of an official sports competition l) take to a venue of an official sports competition and (or) use: weapons of any types (including for self-defense), stabbing, cutting or other items, which can be used as weapons, explosives, poisonous, intoxicating and evil-smelling substances, radioactive materials inflammables and pyrotechnical agents (except for matches and pocket lighters), including rocket signals, flares, gas balloons and items (chemical materials), which can be used to manufacture pyrotechnical agents or smokes other items and goods, including self-made items, which, if used, can cause smoke and ignition devices and items, including self-made items, which are not pyrotechnical agents, but which are designed for dispersion or spraying of different materials and substances (pneumo fly-flaps) 5

6 colourants wind instruments to produce sounds (including vuvuzelas), except for horns and whistle flutes alcoholic drinks of any types, narcotics, intoxicants and stimulating agents infectious or biologically hazardous materials and substances or items containing them liquids whose volume exceeds 0.5 l, containers and bottles made of glass or metal propaganda materials of the extremist nature or containing Nazi attributes or symbols, or attributes or symbols of extremist organizations technical means that create interference for an official sports competition or a participant in such competition (laser devices, flashlights), radio sets, sound amplifiers (except for the means of support listed in the Appendix hereto) bulky items disturbing other spectators, except for cases where taking-in of such items is approved by the organizer of an official sports competition banners, flags and other means of support containing trademarks, brands of an official sports competition or its partners intended for advertisement, whose use was not approved by the organizer of a sports competition. m) undertake any illegal trade (including sale of entrance tickets or substituting documents), or otherwise distribute political, religious or racist products (including banners, leaflets, booklets), or products with symbols of an official sports competition (event), items with brands or other types of advertisement signs or information, which, when demonstrated, can be used for commercial purposes, except for cases, where such sales are approved by the organizer of an official sports competition. n) leave unattended any personal belongings at the venue of an official sports competition or at the adjoining area o) park personal vehicles outside the designated parking places (parking lots) p) leave personal vehicles for night time in the designated parking places (parking lots) q) distribute leaflets, booklets, advertisement materials and clothes, or undertake any other actions of the advertisement or propaganda nature, except for materials, whose content is intended to support the athletes and contain no offensive, obscene or provocative texts, wordings or symbols, including those aimed at discriminating against a country, person or a group of persons on the grounds of race, skin colour, ethnic, national or social origin, sex, physical disability, age, language, religion, political or other convictions, sexual orientation, place of birth, financial status or due to any other difference r) demonstrate any inscriptions on any signboards, pointers or banners without written approval from the organizer of an official sports competition, or demonstrate any flags, banners or posters, which are prohibited by the Rules of the event, or materials of the offensive or discriminating nature aimed against a country, person or a group of persons on the grounds of race, skin colour, ethnic, national or social origin, sex, physical disability, age, language, religion, political or other convictions, sexual orientation, place of birth, financial status or due to any other difference, including but not limited to banners, flags, symbols, attributes, leaflets and clothes s) take in to the Winter Universiade 2019 venues the commodities, which were manufactured by rivals of the national sponsors and partners of the 29th Winter Universiade Krasnoyarsk 2019, or demonstrate any brands and trademarks, display banners or 6

7 advertisement or distribute any other products on a paid-for or free of charge basis, and take such products to the venue areas. t) fasten flags or banners to the surfaces of buildings and structures within the venue areas except for cases approved by the Organizer of Events u) demonstrate distinguishable brands and trademarks of legal entities and physical persons for advertisement purposes 6. If a physical person was identified (including through a video surveillance system) and where a court decision took legal effect to impose an administrative ban for that person to visit official sport venues, the organizer of the official sports competition and (or) stewards shall have the right to deny entry to that person or take him (her) out of the venue of the official sports competition by canceling his (her) entrance ticket or substituting document without any reimbursement. The organizer of the official sports competition and (or) stewards shall explain to that person the reason why he (she) was denied entry or taken out of the venue of the official sports competition and transfer that person to representatives of a territorial or federal interior agency in charge of public order, safety and security during the official sports competition. On security grounds you can be denied entry to a venue of the Winter Universiade 2019 irrespective of whether you have or do not have a valid ticket. You should keep your ticket throughout your stay at an Event. Upon request from a representative of the Organizer you must show your ticket. Tickets bought from any third persons, excepts for those bought at Official Ticket Offices, shall not be valid. Entry to a venue of the Winter Universiade by an invalid ticket is prohibited without any reimbursement for ticket price. Sales of tickets, offers to sell tickets (including advertisement of such sales), free distribution of tickets for advertisement purposes, exchange or other use of tickets for profit taking are illegal. When visiting an event, you undertake the risks related to the event and you bear the responsibility for your personal safety and for the safety of children whom you accompany. The event can be interrupted, postponed or canceled. The unified codes of conduct and rules of entry to venues are valid for all sport venues of the Winter Universiade Image or video- and audio recordings, which were made by you at the Winter Universiade 2019, are for your private home use only without the right to use them for any commercial purposes. You acknowledge and agree that your voice, photo and/or video images can be published and used by the Organising Committee, law-enforcement agencies and official ticket operators or third entities, which were duly appointed and authorized, by showing photos or using other existing information technologies and/or other technologies, which will exist in future. The Directorate reserves the right to introduce the fan passport and appropriate procedures to collect relevant data and due to this The spectator codes of behavior at the 29th Winter Universiade Krasnoyarsk 2019 can be amended. III. Means of support 7. Means of support, which do not need any approval from the organizer for taking them into an official sport venue, shall comply with the following requirements: 7

8 a) they shall not have any inscriptions of the political, extremist, provocative or advertisement nature, offences, obscenities or indecent images b) they shall not have any Nazi attributes or symbols, or attributes or symbols of extremist organizations, or attributes or symbols resembling the above to the degree of confusion c) they shall not be aimed at offending the honor and dignity of the participants, spectators and/or organizers of a sports competition d) banners and flags (with consideration of provisions of Subparagraph m of Paragraph 5) shall not be bigger than 2 m x 1.5 m, including those made on hollow wood pieces with maximum length of 1.5 m and maximum diameter of 2.5 cm e) they shall represent the items which are not allowed for use or storage as per the legislation of the Russian Federation f) they shall be translated into Russian relevant to those means of support, which include words and/or expressions in state languages of the republics of the Russian Federations and/or foreign languages, such translation shall be notarized or verified by the organizer of an official sports competition and presented by the spectator to the authorized person at the entrance to the official sport venue. 8. Means of support, which do not need any approval from the organizer for taking them into an official sport venue, shall be placed in such a manner so as not to obstruct the view of an official sports competition for other spectators. 9. The means of support listed in the Appendix to these Rules are allowed to be taken into the active fan support sector subject to preliminary approval by the organizer of an official sports competition to be done as per the procedure set forth in Paragraph 11 hereof. 10. Those means of support listed in the Appendix hereto, which do not comply with the requirements envisaged for them, can be carried inside only if there is a preliminary approval obtained by a union of spectators from the organizer of an official sports competition or the person authorized by the organizer, and if approved by the security personnel in charge of public order and security during the official sports competitions. 11. For the purpose of approval of means of support, which do not comply with the requirements listed in Paragraph 7 hereof, a spectator (union of spectators) shall, within the timeline of no more than 2 business days prior to an official sports competition (elements of the program of an official sports competition), have the right to submit a written application to the organizer of a sports competition. Means of support, which fail to comply with the requirements listed in Subparagraph 1 - c of Paragraph 7 hereof shall not be subject to any approval. The organizer of the sports competition or a person authorized by it to approve the means of support shall within one day from receiving an application for approval of means of support notify in writing the applicant about a decision. 12. A representative of the union of spectators, who is responsible for using relevant means of support during an official sports competition and who authenticated his (her) personality, shall be appointed for each mean of support approved as per Paragraph 11 hereof. Information about the person who is in charge of the means of support approved as per Paragraph 11 hereof shall be submitted by the union of spectators to the organizer of an official sports competition or person authorized by the organizer. 8

The quantity and deployment locations of means of support approved as per Paragraph 11 hereof shall be determined by the organizer of an official sports competition or a person authorized by the organizer. The organizer of an official sports competition or a person authorized by the organizer shall notify in writing a representative of a territorial interior agency of the Russian Federation in charge of public security and public order during a sports competition about the quantity and deployment locations of means of support approved for an official sport venue. 14. If the organizer of a sports competition makes a decision to use an active fan support sector to support a participant in the official sports competition, no means of support designed for another participant may be carried into that sector. IV. Final Provisions 15 Persons who failed to observe the requirements set forth hereby or who refuse to comply with the requirements shall not be allowed to enter an official sport venue, can be taken out from it or held liable as per the legislation of the Russian Federation. 16. The organizer of an official sports competition and personnel ensuring the public order and public security at the venues shall be responsible for monitoring the compliance with the requirements set forth herein. 17. These Rules shall be posted by the organizer on information boards (stands) in front of ticketing offices, in front of entrances to official sport venues, in front of entrances leading to stands and sectors, they shall also be posted at the official web-sites of an All- Russian Sporting Federation and of the organizer of an official sports competition. 18. Information about the procedures set forth hereby shall be communicated to the visitors in the Russian language, and additionally in foreign languages at the discretion of the organizer of a sports competition. 19. A brief list of items which may not be taken into a venue as per Appendix 1 hereto shall be available on the tickets for a sports competition. 9
