1 19 October 2017, page 1 of Malingap St., Sikatuna Village, Quezon City Website: Tel: , Fax: Third Quarter 2017 Social Weather Survey: Net satisfaction rating of the Duterte National Administration at "Very Good" +58 Excellent in Mindanao; Very Good in Visayas, Balance Luzon, and Metro Manila Very Good on 4, Good on 8, and Moderate on 5 subjects Net rating improves on 1 subject, declines on 4 subjects, steady on others Social Weather Stations The Third Quarter 2017 Social Weather Survey, done on September 23-27, 2017, found 71% of adult Filipinos satisfied, 16% neither satisfied nor dissatisfied, and 13% dissatisfied with the general performance of the current National Administration, for a net satisfaction rating of +58 (% satisfied minus % dissatisfied), classified by SWS as very good [Chart 1; Table 1]. This is 6 points below the very good +64 (75% satisfied, 11% dissatisfied) in June Excellent in Mindanao; Very Good in Visayas, Balance Luzon, and Metro Manila The 6-point decline in the Duterte Administration s general net satisfaction rating was due to declines of 16 points in Metro Manila and 11 points in Balance Luzon, combined with increases of 2 points in Mindanao and 1 point in the Visayas. The National Administration s net rating stayed excellent in Mindanao, at +74 in September 2017, up by 2 points from +72 in June 2017 [Chart 2; Table 2]. It stayed very good in the Visayas, at +57 in September, hardly changing from +56 in June. It stayed very good in Balance Luzon, at +52 in September, although down by 11 points from +63 in June. It also stayed very good in Metro Manila, at +51 in September, although down by 16 points from +67 in June. Very Good in classes ABC and D; Good in class E The National Administration s net satisfaction rating stayed very good in class ABC, at +60 in September 2017, up by 5 points from +55 in June 2017 [Chart 3; Table 3]. 2 19 October 2017, page 2 of 20 However, it fell by one grade from very good to good in class E, at +46 in September, down by 22 points from +68 in June. Double-digit declines in the National Administration s net satisfaction rating occurred among men, among 55 year olds and above, and among non-elementary school graduates and college graduates [Table 4]. The SWS terminology for net satisfaction ratings is as follows: +70 and above, excellent ; to +69, very good ; to +49, good ; to +29, moderate, +9 to 9, neutral ; 10 to 29, poor ; 30 to 49, bad ; 50 to 69, very bad ; 70 and below, execrable. Very Good on 4, Good on 8, and Moderate on 5 subjects Out of 17 specific performance subjects rated, the net satisfaction ratings of the Duterte administration were very good on 4 subjects, good on 8 subjects, and moderate on 5 subjects. SWS calls this its Governance Report Card [Tables 5 and 6]. The net rating of the National Administration was very good on: Helping the poor (+67), Protecting the environment (+58), Defending the country's territorial rights (+52), and Providing jobs () [Charts 4 to 7]. It was good on: Distributing lands to deserving tillers under land reform (+49), Fighting terrorism (+47), Protecting human rights (+46), Foreign relations (+40), Reconciling with Muslim rebels (+38), Eradicating graft and corruption (+35), Reconciling with communist rebels (+35), and Fighting crimes () [Charts 8 to 15]. It was moderate on: Ensuring that no family will ever be hungry (+29), Recovering the ''hidden wealth'' stolen by Marcos and his cronies (+28), Resolving the traffic problem (+22), Solving the problem of extra judicial killings or EJK (+22), Fighting inflation (+21) [Charts 16 to 20]. National Administration s net rating improves on 1 subject, declines on 4 subjects, steady on others The September 2017 survey found the National Administration s net rating improved on 1 specific subject, declined on 4 subjects, and steady on others, compared to when they were last surveyed. The National Administration s net rating rose by one grade from good to very good on Protecting the environment, at +58, up by 26 points from +32 in March It stayed very good on three specific subjects. The very good +67 on Helping the poor was 2 points above the very good +65 in June. The very good +52 on Defending the country's territorial rights hardly changed from the very good +51 in June.

The good +38 on Reconciling with Muslim rebels was 6 points above the good +32 in June. The good +35 on Reconciling with communist rebels was 4 points above the good +31 in June. The good +47 on Fighting terrorism was 2 points below the good +49 in June. The good +40 on Foreign relations was 3 points below the good +44 in June. The good +35 on Eradicating graft and corruption was 8 points below the good +43 in June. The good on Fighting crimes was 13 points below the good +43 in June. The National Administration s net rating stayed moderate on three specific subjects. The moderate +28 on Recovering the ''hidden wealth'' stolen by Marcos and his cronies was 2 points above the moderate +26 in June. The moderate +22 on Resolving the traffic problem was 3 points below the moderate +25 in June. The moderate +21 on Fighting inflation was 3 points below the moderate +24 in June. However, it fell by one grade from very good to good on two subjects. The good +49 on Distributing lands to deserving tillers under land reform was 4 points below the very good +53 in September The good +46 on Protecting human rights was 9 points below the very good +55 in June. It fell by one grade from good to moderate on two subjects. The moderate +29 on Ensuring that no family will ever be hungry was 2 points below the good +32 in June. The moderate +22 on Solving the problem of extra judicial killings or EJK was 12 points below the good +34 in June. Survey Background The Third Quarter 2017 Social Weather Survey was conducted from September 23-27, 2017 using face-to-face interviews of 1,500 adults (18 years old and above) nationwide: 600 in Balance Luzon, and 300 each in Metro Manila, Visayas, and Mindanao (sampling error margins of ±2.5% for national percentages, ±4% for Balance Luzon, and ±6% each for Metro Manila, Visayas, and Mindanao). The area estimates were weighted by Philippine Statistics Authority medium-population projections for 2017 to obtain the national estimates.

4 19 October 2017, page 4 of 20 The Social Weather Survey items on public satisfaction with the general performance of the National Administration, and its performance on specific subjects, are non-commissioned. These items were included on SWS's own initiative and released as a public service. The satisfaction rating of the general performance of the National Administration is based on a single question, and is not an average of answers to separate questions on specific subjects. The general rating is repeated every quarter, whereas only a core of the specific subject-ratings are repeated. Subjects are included or excluded depending on their contemporary salience. SWS employs its own staff for questionnaire design, sampling, fieldwork, data-processing, and analysis, and does not outsource any of its survey operations. The survey question on public satisfaction with the overall performance of the national administration is as follows: "Sa pangkalahatan, gaano po kayo nasisiyahan o hindi nasisiyahan sa kasalukuyang administrasyong nasyonal?
