Apologies Patrick Dufresne (ex-officio, State Director of Coaching) 3. Welcome by President Max Chaperon welcomed the Committee to the start of a new year, and particularly welcomed Antoine Buffet as a new member. Max also advised the Committee that Don Jones (the previous Treasurer) had resigned from the Committee with immediate effect. The meeting was then chaired by Graeme McIntyre. 4. Motion That Rodney Deakin (Longbeach PC) be appointed to fill the vacant Member position on the Committee. Proposed: Peter Wells 5. Motion That Guy Mercier (Camberwell PC) be appointed to fill the vacant Member position on the Committee 6. Correspondence In: Australian Sports Commission Recognition Agreement (see item 9.9) 7. Financial Position The current balance in the VPCI account with the Bendigo Bank is $ Page 1

2 8. Treasurer s Position That Rodney Deakin (Longbeach PC) be appointed to fill the vacant position of VPCI Treasurer. Proposed: Graeme McIntyre (a) That the Secretary advise the Bendigo Bank that Don Jones had resigned as Treasurer and resigned from the committee and that his authority to undertake banking transactions on behalf of VPCI be revoked. (b) That the Secretary advise the Bendigo Bank that Rod Deakin was duly elected as the new Treasurer and be authorised to be an additional signatory for VPCI banking and also have access to Bendigo Bank Internet Banking. (c) That the Secretary advise the Bendigo Bank that the new Treasurer is to hold the electronic key and the other 2 current signatories, Max Chaperon and Peter Wells are to continue as the other signatories. 9. Minutes of Previous Committee Meeting That the Minutes of the VPCI Committee Meeting of 10 November 2014 are a true record of that meeting. The VPCI Minutes of 10 November 2014 were dated and signed by Max Chaperon and Peter Wells. 10. Business Arising From Previous Minutes 10.1 Championship Mixed Doubles at Dove on 30 November Peter Wells reported that this was a well attended and successful event, but noted that Dove PC were unable to provide the required number of pistes inside the club boundary, and that additional, but not ideal pistes were able to be marked out on the gravel areas around the neighbouring sports oval. VPCI thanks Dove PC for hosting this event Shooting Mats and Circles A final decision was made to purchase 3 shooting mats. Patrick Dufresne had earlier advised the committee that he would repair the existing 3 mats in so they could be used for practice. The agreement is that 1 new mat plus a set of target boules (already purchased) is owned by each of the 3 Regions, but the State Coaches have the first call on them for official competitions. That $600 be spent to purchase 3 shooting mats 11. Other Items of General Business 11.1 Review of 2014 AGM The minutes of 18 December 2014 AGM on the Committee page of VPCI website but no additional items of business were raised for this meeting to attend to. 3 11.2 Funding of PFA January Clinic for Junior Players The meeting confirmed a previous informal vote following the AGM of a payment to PFA of $900 in support of the recent PFA Junior clinic. The meeting also noted that PFA will be asked in regard of any similar future activities to provide any request for funding well before the event is confirmed. That $900 be paid to PFA in support of the recent Junior clinic 11.3 Review of Calendar for 2015 The 2015 VPCI Calendar is now confirmed and available on the Calendar Page of the VPCI website at VPCI Championship Events for 2015 The meeting confirmed the host clubs, dates and venues for 2015 for the 3 Victorian Championship Tournaments (Doubles, Triples and Mixed Doubles) and the Victorian Shooting Competition as stated on the Calendar Page of the VPCI website. VPCI also wishes to thank Camberwell PC for offering to host the 25 October Victorian Championship Doubles Player Levy for VPCI It was agreed to retain the current VPCI Player Levy for all Victorian Calendar events at $2.00 per adult player from the registration fees paid to a Host Club. The VPCI also agreed to waive this fee for the Camberwell Open Doubles to be held on Saturday 7 February which was being conducted solely as a fund raising activity to support the state s junior players. It was further decided to impose a VPCI Player Levy for all Victorian Calendar events at $1.00 per adult player from the registration fees paid at a Regional event. These fees are raised primarily to fund the visiting non-playing umpires at Calendar events Review of Online Registration Scheme for 2015 It was noted that the VPCI website was essentially set up to provide information to the member clubs concerning state league matters. While it was used towards the end of 2014 for on-line registration it was suggested that this was not really appropriate. A new site is under development for the purposes of tournament on-line registration as This new site is open to all affiliated petanque clubs who wish to use on-line registration (in part or in full) and tournament details can be uploaded without reference to VPCI. Further development of this site will be advised but at the moment clubs can upload new tournament details, take on-line registrations from players, and also uploads results. Players may also edit their team registrations in the event of absence or illness Commencement of a Player Ranking Scheme PFA has opened a discussion about developing a player ranking scheme. VPCI will look to develop ideas in cooperation with PFA and call for suggestions later in the year from clubs and players. The aim is to provide an informative resource only, and not a definitive list from which representative players are to be selected. Page 3

4 11.8 Grant of $100 for S-E Region Perpetual Trophy Graeme McIntyre, S-E Region Representative, requested on behalf of that region a grant of $100 towards the cost of a perpetual Trophy for the S-E Region to be awarded following regional events. It was noted that this grant of $100 would be made available to other Regions who request it. That $100 be paid to the S-E Region towards the cost of purchasing a perpetual trophy. Proposed: Graeme McIntyre 11.9 Petanque Accepted as a Sport by Australian Commission (ASC) The letter to PFA from the ASC was discussed, noting that PFA had to accept all conditions before petanque was finally accepted as a sport by the Australian Sports Commission. This will also mean that eventually the VPCI Rules of Association may have to be re-written as PFA will have a new Constitution. Discussion as to possible future funding will be considered at the next VPCI Committee Meeting Regional Umpiring Clinics for 2015 Clubs and Players will be asked for expressions of interest. Danny Green indicated that a course for new umpire accreditation can be completed in 1 day with adequate time for preparation. A Saturday in April or May was suggested Regional Coaching Clinics for 2015 Clubs and Players will be asked for expressions of interest. Clubs are reminded that the VPCI will pay for up to 2 coaching clinics per Region per year, but that individual clubs that request a coaching clinic will be required to reimburse any costs incurred by the coach(es) Licences for Victorian Players Peter Wells informed the meeting that clubs may now scan and PFA Player Licence Application forms to the VPCI to avoid postage. Completed licence cards would then be provided once PFA had allocated licence numbers. (Note added after the meeting: This was intended as an offer to clubs, not as a directive to clubs) S-E Region Activities Graeme McIntyre reported on club activities in the S-E Region. The proposed move of Red Hill Petanque Club to the Main Ridge Bowls Club is proceeding, with the possibility of a significant shire grant if planning conditions are met. 5 11.16 Letter to Graham Jones It was agreed that Max Chaperon would draft a letter to Graham thanking him for his services to Junior Coaching A further request from Gerard Finette for coaching reimbursement was considered. As no details were available, Max Chaperon is to discuss this with Gerard Beach Boules Graeme McIntyre reported that VPCI will conduct a Beach Boules event at both Rye (21 February) and Rosebud (1 March) as part of a drive to attract new players in the S-E Region. This had been discussed with the local shire and some funding support had been offered. Graeme will report on these activities at the next meeting. 12.
