1 The held February 7, 2019 was called to order at 7:18 p.m. by Mayor Brandon Philpott. Present: Mayor Brandon Philpott Absent: Clr. Chris Howell Deputy Mayor Scott Furey Clr. Ryan White Clr. Rex Bowers Clr. Amy Ivany Clr. Shawn Russell Staff: Charlene Caines 1. Moved by DM Furey seconded by Clr. Bowers that the agenda of the 30 th Meeting of the 16 th Baie Verte Town Council be adopted as presented. 2. Moved by Clr. Russell, seconded by Mayor Philpott to adopt the minutes of the previous Meeting of the 16th Baie Verte Town Council as presented. Business Arising from Minutes: Ensure minutes are posted immediately after the meeting where-in the minutes are approved. This will mean the latest copy is two weeks old. Delegations or Visitors - No delegations or visitors. Correspondence 3. Moved by Clr. Russell, seconded by Clr. Ivany to approve the correspondence as presented. 4. Moved by Mayor Philpott, seconded by Clr. Ivany to declare the meeting privileged at 7:30 p.m. 5. Moved by Mayor Philpott, seconded by Clr. Bowers to declare the meeting regular at 7:45 p.m. 1. Baie Verte Minor Hockey Re: Fryers Page 1 of 8
2 6. Moved by Mayor Philpott seconded by Clr. Bowers to work with Minor Hockey to alleviate the issues with the fryer, and draft a cost-sharing agreement, accordingly. The split should be a 70/30 with the Town incurring the higher percentage. 2. Copper Ridge Academy Re: Sponsorship Request Note: Approved and completed. Gold membership was sponsored. 3. Central Health Re: Ambulance Update Note: CAO will meet with the Fire Chief to determine best way forward on emergency vehicle funding request. The CAO submitted the updated application under the older program as advised, and will re-submit under the new program just recently announced. 4. Memo from Recreation Director Re: Participation Events Note: Please be aware of potential dates for the upcoming proposed ball hockey tournament, and the Zumba day. These activities are based on the application process approved at the previous meeting. Staff Report and Motion Request List 7. Moved by Mayor Philpott, seconded by DM Furey to accept the Staff report as presented. Finances: January 24, 2019 February 7, Budget: $ 2,011, $ 2,011, Operational Expenses $ 34, $ 61, Receipts $ 160, $ 205, Accounts Receivable $ 366, $ 1,821, Scotiabank Account Balance: $ 230, $ 143, Finance and Policy 1.1 Poll Tax for RCMP or Servants of the Crown 8. Moved by Mayor Philpott (no seconder) to exempt, as per the attached, any Servant of the Crown for Poll tax where-in the servant of the Crown is residing in a property where the Crown does pay the property tax. 3 1.2 Canadian Tire Jumpstart 9. Moved by DM Furey, seconded by Mayor Philpott to apply for the Canadian Tire Jumpstart Accessibility Grant. A total amount of $50,000 will be applied for the retrofit of the Town's community center 2. Recreation and Community Service 2.1 Instructor and Life Guard Training Costs $ Moved by Clr. Bowers, seconded by Clr. Russell to subsidize the fees for the pool instructors/lifeguard training for the summer students. Individually this is $700 per student. Hope to have 6 students, but assuming approximately 2 may need the training. Note: Subsidy will be 1/3 via the Town. This issue is further deferred to the Recreation Committee and on to the Recreation Commission to encourage a 1/3 subsidy by the Commission and 1/3 via the student or respective parent. 2.2 High Five Training 11. Moved by Clr. Russell seconded by Clr. Bowers to pay the costs to certify the summer programming camp councilors/recreational coordinators under the recognized and attached High Five training. Cost individually would be $47 (6 students) and $300 facilitator fee + expenses. 2.3 Food Safety 12. Moved by Mayor Philpott, seconded by Clr. Ivany to publish and require that any festivals, food truck etc. setting up for the summer seasons meet the ServiceNL.MySkillsPass.io standards. Service NL recently launched several Food Safety courses including the "Basics" program, "Not-for-Profit and Volunteer-Run Events" Home-based Food Preparation Business" and "Temporary Food Premises" programs! It is recommended that these be published and added to the permitting processes as attached. 2.4 Shiver Day Page 3 of 8
4 13. Moved by DM Furey seconded by Clr. Bowers to approve a budget of $500 dollars to run a winter "Shiver" event on March 23rd, 2019 at Centennial Park. Note: Clr. Ivany and DM Furey requested the Council determine if there is a conflict of interest on the below event. 14. Moved by Mayor Philpott, seconded by Clr. Bowers that neither DM Furey nor Clr. Ivany were in conflict respecting the below motion due to the fact that while there is a relationship between the below listed activity and the Town Youth, there is no monetary gain to the Centre itself, thus there is no conflict. 2.5 "Feel Good" Ice event: 15. Moved by Clr. Russell seconded by Clr. Bowers to approve a budget of $500 dollars to run a mental health "feel good " ice skating event at Tommy Ricketts arena. The concept is to stage this during the normal free and family skate but add the mental health theme via having long strips of paper with the aim of drawing happiness. 2.6 Floor Scrubber: 16. Moved by Clr. Russell seconded by Clr. Ivany to approve a $4,000 budget for the purchase of a floor scrubber for the Tommy Ricketts Arena and upcoming Community Center. Quotes attached. Note: Motion deferred to both Public Works and Recreation and Community Services for further investigation. Planning and Development 3.1 Marina JCP 17. Moved by Mayor Philpott seconded by Clr. Ivany to apply for a JCP to concentrate on the work required at the Marina in preparation for the Summer/Fall. This should be drafted in collaboration with the Marina Committee. 3.2 Utility Easement near Baie Verte for Bell Canada (approximately 700 meters) Page 4 of 8
5 18. Moved by Clr. Russell seconded by Clr. Bowers to permit as per attached. This is discretionary based on the Agricultural zoning. Outcome is pending a 2-week posting. 3.3 Home Hardware Garden Centre 19. Moved by Clr. Bowers seconded by CLR. Russell to review and permit the use of land beside the retail store as a garden centre during the summer. Motion not carried Note: Zoning and development regulations prohibit this type of usage. Parking is not adequate to allow installation of gardening centre. Further investigation is occurring to determine exact location. 3.4 Land for Community Garden 20. Moved by Clr. Russell seconded by Clr. Bowers to explore the option to purchase the land designated for the community garden as indicated in the attached. 3.5 Town of Baie Verte Economic Report 21. Moved by Mayor Philpott seconded by Clr. Ivany to accept the attached Economic report for distribution and publication. 4. Public Works 4.1 Medicals 22. Moved by Mayor Philpott seconded by Clr. Bowers to request and pay for medicals for all outside staff. The cost is approximately $250/person. Medicals are part of the union requirements. Ivany. This should be Finance and Recreation. Also, Clr. Bowers requested that the Town look at fixing the lights in council chambers. Finally, Clr. Bowers thanked the College and other organizers for the session offered on February 6 th. Clr. Ivany: Welcomed Amanda Humby to her new role of Chief Administrative Officer. Expressed her appreciation and excitement respecting the upcoming events such as the Shiver Day and the Feel-Good skate. Clr. Russel: Congratulated John Kirby and the basketball team for a wonderful tournament. He equally wished the Leadership Committee a wonderful trip to Ottawa. Deputy Mayor Furey: Welcomed the new CAO, Amanda Humby to her new role. Secondly DM Furey congratulated the regional boys basketball team. Finally, he made note and thanks to Robbin s for their Baller special in honour of the basketball tournament. Mayor Philpott The Mayor expressed his thanks to the councillors for their forbearance for this very long meeting. He congratulated the boys ball team, and again, took the opportunity to reiterate his welcome to the new CAO. Page 7 of 8
