1 EUROPEAN MASTERS GAMES LIGNANO 2011 REGULATIONS - 01 ATHLETICS NB: all the information contained in the herewith current regulations is valid at the moment of publishing but may be subject to variations. Updated 25 th of July version For all which is not specifically prospected in the current regulations, the IAAF (International Association of Athletics Federations) and WMA (World Masters Athletics) regulations are valid and applied. See in particular the WMA Handbook 2009/2011. ENTRIES The spirit of the European Masters games is that all entries be free and that the athletes do not represent the country of origin they are from, therefore, as a consequence, athletes from outside Europe are allowed to register for the games. THE ESTIMATED FINAL REGISTRATION DATE 12 th June 2011 EARLY REGISTRATION (with a 15% discount on the registration fee) 31 st July 2011 FINAL REGISTRATION Membership to a Sports Federation All athletes: - have to give proof of being members of their National Federation acknowledged and associated to IAAF (International Association of Athletics Federations). - they must have an up-to-date medical certificate which declares the athlete s ability to participate in the Athletics sports discipline, certificate which is not requested if already owner of a medical certificate as a member of the Italian Athletics Federation (FIDAL). Antidoping All athletes accept to undergo anti doping tests which will be carried out according to the rules and regulations of the IMGA-WADA. Insurance policy - All the athletes who do not possess the EHIC membership (European Health Insurance Card) must take out an accident insurance policy. Information can be found on the site - The athletes who do not have this insurance can take out a policy, in loco, with the O.C. insurance company, at the Games Centre, or following the link which will be activated on the site Entry terms and conditions All athletes must accept the entry terms and conditions of participation, the specified rules and regulations, moreover, they must sign, on accreditation, release from civil liability. Visas The athletes coming from countries where an Entry Visa is requested, must ask for a Tourist Visa. Information regarding the issue of a Tourist Visa is obtainable on the site (Tourist type Visa). 1 Dates of the competitions 1.1 The European Masters Games will start on Saturday 10 th Sept and end on Tuesday 20 th Sept The Athletics games will start on Saturday 10 th Sept and end on Monday 19 th Sept The games will be suspended on Sunday 11 th September 2011 so as to allow one to participate to the opening ceremony SIC Sport Information Centre. All information concerning the Athletics games will be published on the Site and can be obtained from the SIC (Sport Information Centre) regarding the Athletics games, which will be open at the Accreditation Centre from Wednesday 7 th Sept together with the checking of accreditation until Saturday 17 th Sept EMG LIGNANO 2011 Athletics Regulations - page 1/11

2 2 Details regarding sports facilities 2.1 The G. Teghil Stadium in Viale Europa, 142 Lignano Sabbiadoro. 2.2 The Fabretto Stadium in Via della Campagnuzza Gorizia (All throwing events with the exception of Discus men and Javelin men; in Gorizia will also take place Decathlon, Heptathlon and Throwing Pentathlon for both men and women). 2.3 The streets in Lignano Sabbiadoro (Road Walking and Road Running). The course will be defined further on. 3 Age groups All the age groups are determined on 31 st December, The age groups both for men and women are 12: 1) 35+ = Born in: 1976, 1975, 1974, 1973, ) 40+ = Born in: 1971, 1970, 1969, 1968, ) 45+ = Born in: 1966, 1965, 1964, 1963, ) 50+ = Born in: 1961, 1960, 1959, 1958, ) 55+ = Born in: 1956, 1955, 1954, 1953, ) 60+ = Born in: 1951, 1950, 1949, 1948, ) 65+ = Born in: 1946, 1945, 1944, 1943, ) 70+ = Born in: 1941, 1940, 1939, 1938, ) 75+ = Born in: 1936, 1935, 1934, 1933, ) 80+ = Born in: 1931, 1930, 1929, 1928, ) 85+ = Born in: 1926, 1925, 1924, 1923, ) 90over = Born in: 1921 or before. 3.1 Relays age groups The age group for the relay races (for both men and women) is determined by the age of the two youngest components of the relay race team, which must be of the same age group. 3.2 PARALYMPICS Competitions for disabled athletes are scheduled too, (physically disabled athletes able to stand and blind sports athletes) at the stadium in Lignano: the scheduled games are 100mt; 200mt; (IPC-IAAF Regulations) and will possibly be carried out at the same time as the others. One sole age group is foreseen for the PARALYMPICS (Men and Women): 30 Over = Born in 1981 or before. 4 Details regarding the competition 4.1 Competition Programme The provisional scheduled programme of the EMG Athletics is reported at the end of this document. The Athletics Organizing Committee reserves the right to publish and possibly modify the fixed timetable according to the final number of entries. Our best will be done so as to modify as little as possible the initial programme, although it will be unavoidable to make changes together with alterations to the dates of some of the games. The final programme will be published on the site of the Committee as soon as possible after the final registration deadline Daily programme (NB. it is reported at the end of this document) The games will start at the stadium at 8.00 a.m. approximately and will go on until about p.m. every day. It is fundamental that all the competitors transfer quickly from one event to the other, getting information from the competition officials so as to guarantee no delays Some of the road competitions (walk and run) may begin at 7.00 a.m Games will finish earlier on the days for the opening and closure of the games and when social events take place. For all the specific equipment measures, please refer to the Appendix A of the WMA Handbook 2009/ Relay races Any athlete who wishes to participate in a relay event must compete in at least one individual competition of the athletics programme. At the moment of accreditation, a 20,00 registration fee must be paid for every relay race to the SIC in Lignano before 8.00 p.m. on 17 th September Every athlete may participate in both the relay races but only to one 4x100 and only to one 4x400. The registration forms for the relay races will be available at the TIC desk (Technical Information Centre) at the race and at the SIC (Sport Information Centre) at the Accreditation Centre. 4.7 Starting blocks Master competitors are not requested to use the starting blocks or to remain on the starting line or do hands have to touch the ground when crouched for the start off of each race. False starts will be decided following WMA rules. The above-mentioned rules will be followed for the relay races, too. 4.8 Sport Information Centre (SIC) and Technical Information Centre (TIC). The SIC will be situated at the Accreditation Centre in Lignano and will be open from Wednesday 7 th to Saturday 17 th September The opening and closing hours of the SIC will be the same as that of the Accreditation Centre and will be published further on. The TIC will be situated at the G. Teghil Stadium in Lignano and at the Fabretto Stadium in Gorizia and will be open from the day before the beginning of the games. The opening and closing hours of the TIC will conform according to the start and finish of the games Services The SIC (Sport Information Centre) is the first contact for all questions regarding the EMG athletics. Specific services offered by the SIC (among the others) are: Urgent news and technical information as alterations to the programme. Answers to general questions regarding the competition. The necessary procedures for the filling in of the registration application form on the part of the participant. The issuing and receipt of the enrolment for relay race. The distribution of Bibs and RFID cards for declaration of entry. A desk called Confirmation Desk will be arranged for the athletes confirmation of their events. 5 Specific services offered by the TIC: at the TIC one may deposit any protest for appeal. 4.9 Registration confirmation All athletes must confirm the events in which they want to compete in at the Confirmation Desk as follows: For the events scheduled within noon (12.00 a.m.), the declaration must be done before the closing time of the Confirmation Desk on the previous evening. For the events scheduled after noon, the declaration must be done to the Confirmation Desk two hours before the scheduled start off of the first round of the events Athletes participating in road events (10km Road Walking, 20km Road Walking and 20km Road Running) must declare their participation to the Confirmation Desk within 5.00 p.m. on the day before the event. The starting list will be published after the declaration deadline Call room In addition to the declaration to participate, all the athletes who compete in one of the track events must report, before the competition, to the Call room. The Call room will be indicated by appropriate signs. Athletes will be escorted to the competition sites by a judge. The athletes that arrive at the starting point without a judge will not be able to participate in the competition. Athletes must report to the Call room before each event as follows: Pole vault Discus, javelin, hammer, high jump Long jump and triple jump, shot put Hurdles and relay race Other events on track 80 before 45 before 45 before 35 before 25 before 4.11 Registration and prize giving In the case in which there will not be a sufficient number of entered participants in one of the age groups, the age groups will be decided by the Technical Delegate. This will not influence the awarding of the medals: the athletes will be awarded according to the categories/age groups which they originally entered According to the spirit of the European Masters Games, the athletes do not represent their country of origin, therefore the prize giving ceremonies will be carried out without the hoisting of the flag and without playing the National Anthem of the winning athlete The prize giving ceremonies for the medal awarding to the first three classified in each competition and age group will be organized at the end of each final. The first classified in each competition and age group can bear the title of Champion of the European Masters Games Lignano Competition standards 5.1 The organization and the conduction of the competitions will be carried out with the supervision of the FIDAL via the rules and regulations of the International Association of Athletics Federations (IAAF) and of the World Masters Athletics (WMA) or by what specified in this regulation. 5.2 Best personal results At registration, athletes must declare, if possible, their best result of the year (last 12 months) for all the events in which they are competing in. 5.3 Competitions at the stadium When a competition consists of different age groups, these groups must be considered as separate competitions so as to be admitted to the following rounds. 6 5.4 Jump events What is published in the following table is the starting in height of high jump and pole vault. The progressions will be decided by the Technical Delegate according to the number of the effective participants, and will be communicated in the Call room. It will also be possible to buy the results sheet at the SIC. 5.6 Missing attendance IAAF Rule will be followed. 5.7 Events held contemporarily IAAF Rule will be followed. 5.8 Protests and recourses Protests relative to irregular conditions of an athlete must be presented before the beginning of a competition to the Technical Delegate. Every protest regarding the competition must be verbally made to the referee by the athlete or by a person who stands in for him/her no later than 30 minutes after the official announcement of the results. The Technical Information Centre can help to indicate who the referee is. 5.9 Appeals If an athlete is not satisfied by the referee s decision, he/she may submit an appeal to the Jury of Appeal. The recourse must be filled out on the official form available at the TIC. The form must be deposited at the TIC 30 minutes after the referee makes his decision and must be submitted together with the deposit of 100 Euros which will be kept if the appeal is not accepted. In order to achieve a correct decision, the Jury of Appeal is allowed to consult all the available evidence and interrogate anyone considered pertinent. The Jury will write out a decision for each appeal that is presented at the TIC. The decision of the Jury of Appeal is definitive. 6 Sports equipment 6.1 Starting blocks, spikes and poles The starting blocks will be supplied by the organizers. Personal starting blocks are not allowed. Starting blocks are not, however, compulsory for master competitors. Spikes longer than 6-7 mm are not allowed on the tracks. Spikes longer than 9 mm are allowed for the javelin throws and for the high jump. The pole vaulters must bring their own pole. EMG LIGNANO 2011 Athletics Regulations - page 6/11

7 6.2 Personal equipment for the games field The participants may use their own equipment for throwing taking into consideration that they must be checked and approved and that then they must be left on the field for the use of the other participants. For the events that start before noon (12 a.m.) the equipment must be put in the technical room before 5 p.m. of the day before the competition. For events that start after 12 a.m. the equipment must be checked at least 3 hours before the beginning of the events. Participants must bring their own water supply. Everyone is responsible for the safety and the custody/deposit of personal equipment. 7 Bibs Every athlete will be given two bibs (numbers). The participants to track competitions will wear vests with numbers well visible both on the front and back (of the vest). For high jump and throwing competitions, only one number must be worn. For the throwing competitions, numbers must be worn on the back. Numbers will have to be collected at the SIC centre after accreditation. 8 Results All the results will be written up, as soon as possible, on the notice-boards situated at the TIC centre at the stadium. The results will be put on the games website 9 Warm up area The warm up areas for the stadium in Lignano are at the back of it, with a direct access from the stadium. The warm up areas for the stadium in Gorizia are situated in the external part of the track. 10 Registration 10.1 Registration fee ATHLETES The registration fee for each athlete for the European Masters Games Lignano 2011 is of 120,00 per person and must be paid to the Organizing Committee within 31 st July (Final registration). In the case that the fee were paid before 12 th June 2011 (Early Registration) one can benefit of a discount of 15% (the amount due is of 102,00). In the case that the fee were paid before 12 th June 2011 (Early Registration) one can benefit of a discount of 15% (the amount due is 51,00).
