2 PUBLIC INFORMATIONAL MEETING #3 CTH M Highway Project CTH Q to STH 113 Dane County Welcome to the 3 rd Public Informational Meeting to discuss the proposed highway project along CTH M in Dane County. The purpose of tonight s meeting is to present the design details of the work remaining on the project from CTH Q in Middleton to Willow Road in the Town of Westport. The meeting will be conducted in an open house format from 6:00 to 6:30 and from 7:00 to 8:00 p.m., with a brief presentation at 6:30 p.m. You are invited to view the displays located throughout the meeting room. The displays include the following: Project Location Map Phase 2 section from Signature Drive to Willow Road Phase 3 section from CTH Q to Signature Drive Proposed Roadway Sections The design for the project has been ongoing for the past three years and is anticipated to conclude at the end of Construction of the Phase 1 section was completed in 2004 and design is continuing on the final plans for the Phase 2 and 3 sections. The intent of this meeting is to discuss the proposed design for the final two phases, discuss the remaining schedule, and obtain feedback from the public. This is the third set of public meetings held for the project. A Public Hearing was also held in December Public comments from the previous meetings were incorporated into many of the design decisions represented on these displays. Since the last set of meetings was held, the scope for the Phase 3 section has been modified to extend the western project limits from West Point Road to CTH Q. This is being done to allow for the replacement of the deteriorated pavement between CTH Q and West Point Road. In addition, the scope of the improvements has been determined. The project will consist of a rehabilitation of the existing roadway with the number of lanes remaining unchanged. At the previous public meetings, design options for both two-lane and four-lane facilities were being considered. The scheduled construction of that segment has been moved from 2007 to Listed below are the names and telephone numbers of the project representatives that you can contact after tonights meeting. 4 Existing Roadway Current roadway constructed in the early 1950 s Widened in 1973 Existing pavement 30 foot asphaltic pavement Shoulders - 4-foot asphalt, 6-foot gravel Posted speeds CTH Q to West Point Road - 35 mph West Point Road to south of CTH K 55 mph South of CTH K to east of CTH K 45 mph East of CTH K to Willow Road 55 mph Willow Road to STH mph Traffic Volumes Traffic counts were taken in June, 2002 CTH M Varies from 17,100 vpd to 19,300 vpd PHASE 1 (Willow Road to STH 113) Constructed in 2004 Provides for 4 lanes with signal at Blue Bill Park Drive PHASE 2 (Signature Drive to Willow Road) 2006 construction Rehabilitate existing roadway Maintain as 2 lanes Follow existing alignment Add median and left turn lanes to several intersections Oncken Road CTH K Woodland Drive Mary Lake Road

5 Add bypass lanes at several intersections St. Benedict Center entrance Morris Court Borcher s Beach Road Install permanent traffic signals at CTH K intersection Reduce steep pavement slopes on curves Replace several pipe culverts in poor condition 5-foot paved shoulder Will accommodate bicycle traffic Replace bridge over Spring (Dorn) Creek with box culvert Bridge over Six Mile Creek to remain Upgrade guardrail Construct box culvert south of Oncken Road for future bike path underpass PHASE 3 (CTH Q to Signature Drive) 2008 construction Mill, pulverize, and overlay existing pavement Extend median to West Point Road intersection Coordinating with City of Middleton regarding street lighting and landscaping Proposed Roadway Widths Four Lane Section in Middleton Two Lane Section Four 12-foot travel lanes Two 12-foot travel lanes Curb and gutter 5-foot paved shoulder for bicycles No bike lanes being added 4-foot gravel shoulder Proposed Pavement Structure Rehabilitation of existing two-lane sections 5 asphaltic concrete pavement 5 pulverized asphaltic base course 8 existing base course
