1 THE WORK OF THE MEDICAL COMMISSION The Medical Commission of the International Olympic Committee met at Lausanne in the Chateau de Vidy, headquarters of the International Olympic Committee, on July 13th and 14th As we know this Commission is under the Presidency of PRINCE DE MERODE, International Olympic Committee Member for Belgium, and is composed of the Vice-President Mr. Arpad CSANADI (IOC Member for Hungary), Professor Arnold BECKETT (Great Britain) Professor Giuseppe La CAVA (Italy), Professor Ludwig PROKOP (Austria), Doctor Pieter VAN DIJK (Holland), Doctor Albert DIRIX (Belgium), Doctor Eduardo HAY (Mexico), Doctor Jacques THIEBAULT (France) After having welcomed Professor Herbert REINDELL as exofficio member of this Commission for the Munich Games and excused Mr. Yoshio KURODA, ex-officio member for the Sapporo Games, the President proceeded to the order of the day which called for the report presented by Doctor THIEBAULT (France) on the Winter Games at Grenoble. A detailed review developing the experiences acquired at Grenoble and Mexico will be drawn up for the attention of the IOC Members, the International Federations, the National Olympic Committees, and the Press in as large a production as possible. Some discussions were held on the various controls that will take place at Mexico. Anti-Dope Control and Sex Control The Commission decided that in some sports none will be excluded. It will be instituted in the following manner:- 1 DOPE A. Choice of the Sports Disciplines and of the athlete who will be submitted to the controls. 1) The disciplines will be chosen by the Medical Commission by drawing lots the same morning as the competition. 2) In principle the six athletes which will have taken the first six places, as well as others designated by the draw in each discipline, will be controlled in collaboration with the International Federation concerned. 3) In team sports, at least two athletes from among the numbers of the team designated by the draw will be controlled. 263

2 B. Doping Products If non-alimentary drugs which excite normal effort either by their composition or by their dosages are used, even therapeutically, they will be considered as doping products. In particular: 1) Sympaticomimetical amines (ex. emphetamine) ephedrine and similar drugs. 2) Stimulants for the central nervous system (strychnine) and ansleptic and similar drugs. 3) Analgesical narcotics (ex. morphine) methadine and similar drugs. This list is not restrictive. It has been established for the Mexico Games. It is well known that outside sports competitions these drugs are employed thereapeutically. C. Taking the Samples 1) The athlete chosen for examination will be summoned to the place designated for the controls. 2) A report on the examination bearing the name of the athlete will be made. It will be signed by the doctor responsible, the athlete and by the official accompanying the athlete. 3) The urine sample will be divided into two flasks duly sealed in the presence of the athlete and the person accompanying the athlete. 4) The flasks containing the samples will be marked with an indelible code number in order to maintain anonymity. 5) All these operations and the transmission of the reports to the President of the International Olympic Committee Medical Commission will be made under the direction of the representative of the said Commission. 6) The presence of Press representatives will be forbidden during the tests. D The Method for analysing the urine will be founded principally on analysis by gas chromotography. E. Results of Analysis 1) These will be communicated to the President of the 264

3 International Olympic Committee Medical Commission only. 2) In the case of a positive result the President will summon the Medical Commission for an examination of the case in order to determine further action. 3) A repeat analysis can be demanded by the head of the athlete's mission. This request must be handed in to the I.O.C. Medical Commission within the 24 hours following the communication of the results of the analysis. No request exceeding this delay can be taken into consideration. 4) The repeat analysis will be carried out in the laboratory in the presence of the medical expert of the team on his request. After these two tests no further protest will be permitted. F. Sanctions 1) The athlete in an individual sport who has been convicted of using dope, is excluded from the Olympic Games. 2) Team Sports a) The team in which one member has been convicted of using dope is excluded. b) in sports where a team can no longer compete as a team by reason of the disqualification of one of its members, the other members of the team can compete as individuals. 3) In sports where a team cannot participate in a team competition by reason of the disqualification of one of its members, the rest of the team can compete as individuals. 4) An athlete who does not present himself to the control will be disqualified. 2. SEX By reason of the complexity of this subject in order to avoid all risk to the reputation of the rights of the human personality, the I.O.C. Medical Commission has decided to keep the medical subject strictly secret. 1) Proceedings employed Rub the buccal mucous with research in the Bar corpuscles. 6 2) Methods of application a) The controls will be effected before participation in the competitions. b) All women athletes participating in the Games will be controlled. 3) Case of Abnormality In a case of abnormality the result of the control will be communicated to the President of the International Olympic Committee Medical Commission, or to his replacement only. To avoid any repetition of these controls the I.O.C. Medical Commission will give all women athletes a medical certificate which will be valid for all their future competitions. The application of these present regulations is in the hands of Doctor Eduardo HAY, Member of the I.O.C.
