1 2017 Rocky Mountain State Games - Shooting Event Smallbore Silhouette Cheyenne Mountain Shooting Complex - July 22, Note to all competitors, please review carefully: Cheyenne Mountain Shooting Complex does not require Ft Carson firearms registry for any range shooting. The ruleset provides the description of the event. The event Commissioner or appointed assistant has judicious authority to make decisions with the intention to keep safety, fair play and spirit of the game guidelines enforced. Deviations and allowances will be based on problems and serious needs. These guidelines provide a modified version of the official Smallbore Silhouette game. This game is structured to be a fun, challenging yet competitive event. Adherence to this ruleset will be followed, however safety and fair play will be the platform. Disputes will be reviewed by game official & commissioner for final decision. Intentional favorable advantages or disadvantages to competitors are not permitted however necessary accommodations will be considered for all competitors. Event topics summary: 1. Safety 2. Safety a) Cheyenne Mountain Shooting Complex. 1) Alcohol beverages are not permitted. 2) Standard CMSC safety practices in-place. 3) Sight and hearing safety gear is required. 4) Range Safety Officer controls all range actions. b) Concealed or holstered firearms are not permitted on Cheyenne Mountain Shooting Complex. c) Transport/handle all firearms according to routine range safety requirements. d) Area behind all shooting benches need to be clear of equipment, cases, bags and all other gear. 1) Spotting scopes/tripods may be places for spotting purposes directly behind respective shooter. e) Clear-chamber indicators will be available if needed. f) Emergency situations are conducted with CMSC inter-range, direct Range Control and direct 911 Communication contacts and procedures.
2 2 2. Game Officials a) Event Operator. 1) Game master / Time Keeper. 2) Judgement call decision(s) for dispute(s). b) Official Scorers 3. Event Structure a) Competitive groups. 1) 4 Age groups. (a) Youth: 6 13 (must be accompanied by an adult throughout match). (b) Junior: (must be accompanied by an adult throughout match). (c) Adult: (Senior competitors may compete in Adult group with separate shooting entry). (d) Senior: 55+ (may also compete in Adult group with separate shooting entry). 2) 4 Events (a) Rifle w/iron-sight. (b) Rifle w/optics. (c) Handgun, Sport w/iron-sights under 6. (d) Handgun w/optics or 6 or more sight radius. RMSG 2017 SHOOTING Events HANDGUN RIFLE iron sights optic iron sights optic YOUTH (ages 6-12) JUNIOR (ages 13-17) ADULT (ages 18-54) SENIOR (ages 55+) b) Awards 1) Gold Medal (1 st Place), Silver Medal (2 nd Place) and Bronze Medal (3 rd Place) for each event winner in each age group & each firearm type. c) Competition Day: 1) Cheyenne Mountain Shooting Complex Range #1 entrance 2) 8:00 9:00 (a) Register (if needed on day-of-competition only). (b) NEW SHOOTERS- review Liability document. (c) All shooters sign-into the CMSC (same as office sign-in). (d) Check-into Relay and Shooting Bench assignment. (e) Sight-in and/or practice on any available shooting bench.
3 3 3) 9:00 9:20: Mandatory Safety / Competition Briefings, announcements. 4) Opening Ceremony, National Anthem 5) 1 st Prep-time starts: 9:30am. 6) Rifle competition commences first. 7) Handgun competition commences after rifle competition is complete. 8) Competition conclusion should be approximately 4:00pm. d) Supplied Range / Sports Corps Equipment 1) Shooter tables & benches. 2) Smallbore target stands. 3) Smallbore silhouette targets. 4) Sighting-in target stands. 5) Shooting lane #s. 6) Rifle racks for temporary placement. 7) Sandbags & shooting blocks. 8) Orange paint. 9) Timekeeper. 10) Score tracker / Leaderboard (for displaying current scores). 11) Scorecards & writing tools. 12) Awards: 1 st Gold Medal, 2 nd Silver Medal and 3 rd Bronze Medal. 13) Drinking water/cups. e) Competitor Equipment 1) Rifle:.22 Long Rifle only: 40 meter distance (a) Semi-automatic, bolt-action, pump-action, lever-action, rolling block, single-shot. (b) Manually activated trigger system only. (c) Rifle iron sights. (d) Scoped/optics rifle. (e) Slings may be used on rifles in any position. (f) The firearms may be supported with stands, blocks or sand bags. 2) Handgun:.22 Long Rifle only: 12 meter distance (a) Pistol, revolver, single shot. (b) Manually activated trigger systems only. (c) 2 differentiations: (1) Sport Handgun: iron sights only (no fiber optic or electronic), sight radius under 6. (2) Scope Pistol - Optic handgun and Target handgun with sight radius 6 and greater. (Optic handgun with either scope or electronic device. 3) Ammunition:.22 Long Rifle only (a) 1300 fps maximum muzzle velocity. (b) The event needs a minimum of 60 rounds per firearm event. (1) More are recommended for sight-in, practicing, tiebreakers, and alibis (round failures to feed, fire etc). (c) Hyper velocity or over 1300 fps or other similar cartridge speeds not permitted. 4) Sighting types: (a) Iron /open sights (1) Non-optic, non-telescopic.
4 4 (2) Dove-tail, ambient light tubes, peep, aperture, slot & dot, or similar type are permitted. (b) Optics: all Optic devices will be considered in same event. (1) Cross-hair, pointers, BDC and similar. (2) X power: no minimum maximum of 24x. (c) Electronic (battery or power cell) operating systems are permitted. (1) Red Dot, battery illumination, night sights, or electronic sight indicators. (2) Optics equipped for combined power and non-power are permitted. (d) All sighting systems must be fastened to the firearm. (e) Sighting systems enabling a firearm firing mechanism are not permitted. 5) Permitted Other : (a) spotting scopes, tripods, binoculars. (b) firearm shooting supports sand/support bags. (c) extra tables for your gear. (1) As space is limited on the firing line, tables may be placed off the cement platform to allow for safe walking. 6) Not permitted (a) Mechanical devices, rests or vises to include but not limited to Ransom Rests, Lead Sleds, Tipton vises and the like are not permitted. (b) Hyper velocity or other similar cartridge speeds strictly not permitted. (c) Event Commissioner has determining authority. 4. Competition Structure: Small-bore Silhouette (modified from official NRA game rules) a) Format 1) CMSC Range #1 & #2 only, all competitors please use banner entrance. 2) 8:00am 9:00am: sign in/position, assignment, scorecard, sight-in and practice. 3) 9:00am 9:30am: Required SAFETY and Small Bore Silhouette Game briefings. 4) 9:30am: 1 st Preparation Time (prep time) starts. 5) Firearms (a) Uncasing or casing all firearms are accomplished only at the firing bench. (b) Set uncased rifles vertically on provided rifle rack. (c) Keep cased handguns in cases or carriers until at the bench. 6) After sight-ins, practice or competition rifles may be placed on racks provided or back in the case. (a) Actions open, chambers indicated CLEAR. 7) After sight-ins, practicing or competition handguns must be placed back in the case, carriers or bags. 8) Relay structure: A Relay constitutes one row of shooting competitors at one time. (a) Each Relay will have 10 shooting benches, 1 shooter at each bench. (b) Subsequent relays scores for current relay shooting. 9) Shooters will be assigned to firing positioned regardless of categories throughout the event. 10) Multiple family members: (a) Inform requirements, limitations and concerns upon check-in/assignments. (b) will not be placed in same Relay. (c) NOTE: 11) Multiple shooters sharing same firearms must be on different relays.
5 5 b) Smallbore Silhouette Tournament match each competitor has 60 steel targets 20 per stage. 1) Shooting match is 150 maximum points for each competitor. 2) Target type point value: chickens = 4pts ea, pigs = 3pts ea, turkeys = 2pts ea and rams are 1pt ea. Chickens will also be used as X targets in case of tiebreakers. 3) Each shooter will have 3 stages. Each stage consists of 5 ea chickens, pigs, turkeys and 5 rams totaling 20 targets. a) Stage 1 20 targets bench rest. b) Stage 2 20 targets bench rest. c) Stage 3 20 targets bench rest. 4) Accommodations will allow for assistance if needed. 5) Each stage has 5 ea of the 4 target types in 1 stage = 20 targets/stage x3 stages = 60 targets. 6) Shooters are limited to 60 total ammo rounds for the competition; 20 round limit / stage. 7) Goal score as many points as possible (150 max) in timed event. c) 4 Events to enter: 1) 1-Rifle open sight, 2-rifle optics, 3-handgun open sight/sporting handguns, 4-handgun optics and open sights with 6 or more sight radius (distance between front and rear sight). 2) Rifle events will commence first all at 40 meter distance. 3) The events will have 3 stages for the events. Each stage target type(s) points are in aggregate for final score. 4) Slings may be attached to rifles and used during competitions. (a) Stage 1: Bench-rest 20 targets: 5 chickens, 5 pigs, 5 turkeys, 5 rams; standardized arrangements. :Junior and Adult age groups have 3:00 minutes time limit, 20 rounds. : Youth and Senior age groups have 4:00 minute time limit, 20 rounds. (b) Stage 2: Bench-rest 20 targets: 5 chickens, 5 pigs, 5 turkeys, 5 rams; standardized arrangements. :Junior and Adult age groups have 3:00 minutes time limit, 20 rounds. : Youth and Senior age groups have 4:00 minute time limit, 20 rounds. (c) Stage 3: Bench-rest 20 targets: 5 chickens, 5 pigs, 5 turkeys, 5 rams; standardized arrangements. :Junior and Adult age groups have 3:00 minutes time limit, 20 rounds. : Youth and Senior age groups have 4:00 minute time limit, 20 rounds. 5) Targets must be tipped over for scoring (a spinning target, staying upright does not score). 6) Targets knocked off the rack scores a hit. d) Target Distances 1) Rifle: 40 meters (43yd ). 2) Handgun 12 meters (13yd ). e) Tiebreakers needed 1) 1 st : X (chicken targets) count (exact number of scored chickens). 2) 2 nd : Sgt Alvin York shoot-off: Flock of Wild Turkeys. (a) Bench-rest position. (a) Determine shooting order for each tie shooter: (coin toss). (b) On associate bank of turkey targets, each shooter will fire in alternate order. (c) Only Shooters scoring hits advance to the next tiebreaker round. (d) Shooters scoring misses are eliminated from tiebreaker placing for further competition.
6 6 (d) All shooters scoring hits or all shooters scoring misses, repeat until there s one winner for each place holder. f) Event timing sequence 1) Shooter/scorer Prep-time: 2:00 minutes SAFETY: no rounds loaded. (a) Shooter/scorer assume assigned position (b) Shooter & scorer verify scorecard preparation (c) Shooter may load rounds into magazine devices (not firearm tubes) (d) Shooter may adjust bench arrangements and firearm (e) If desired & firearm capable, shooter may sight and dry-fire only (NO live ammunition) (f) Prepare set / reset / paint all targets 2) Shooters/scorers to the Firing Line/Position. (a) Shooters & scores ensure correct target rack 3) Shooter: Load and make ready. (a) Fill tubes, cylinders or other cartridge holding systems. (b) Enter prepared magazines into firearm. (c) Prepare to fire on 20 targets in no particular sequence. (d) Chamber 1ea.22 LR round. 4) Timeline to complete 20 targets (a) 3:00 minutes Juniors & Adults (b) 4:00 Youth & Seniors (c) Shooters... Commence Fire until shooters completed or 0:00. Shooters... Cease Fire; unload all ammunition & show firearm clear, chamber Indicator, step behind Ready Line. (d) Alibi : Scorers & shooters. (e) Determine/judge alibi conditions. (1) Ammo fail to feed, fail to fire or fail to eject. (2) Faulty target. (3) Other situation beyond shooter s influence. (f) Prepare for alibi shots (see Competition Structure f2 ) (g) Alibi shooting time: 0:10 / round - Commence Fire (continue until all alibis complete) Shooters... Cease Fire; unload all ammunition & show firearm clear, chamber Indicator, step behind Ready Line. (h) Score: Scorer and shooter initial scorecard (i) Disputes (1) Shooters submit disputes to head scorer, event coordinator. (2) Final decision.
7 7 4. Weather: Weather condition may affect the competition to the point of postponement. Competition Commissioner, Event Controller and Head Scorer will determine forecast and make best decision. Weather decision will be made with personal safety and equipment protection measures necessary. Expedient precautions may be determined and announced as necessary. a) 0 to Light breezes: continue, reset targets. b) Sustained breeze: apply magnetic patches. c) Temporary wind gusts: reset targets. d) Steady rainy: delay, temporary, seek personal and equipment cover, wait it out. e) Sustained interrupting winds; suspend reschedule event. f) Windy, stormy (temporary): storm delay, temporary, wait it out. Weather forecast, decision; suspend reschedule event. g) Serious / dangerous storms; weather forecast, decision; suspend reschedule event.. h) Suspend reschedule event. RMSG website
