A concession stand will be available with hamburgers, hot dogs, soda, candy etc. Tournament rules are included as well as a registration. We will also need the newest Health Form. If you have any questions, please contact either the Monroe County Extension Office at or Darrin/Mary at in the evenings. We look forward to having your participation at this event!!! 2 MONROE COUNTY 4-H INVITATIONAL SHOOTING SPORTS TOURNAMENT JUNE 10, 2017 MONROE COUNTY GUN CLUB REGISTRATION BEGINS AT 8:00 A.M. The Monroe County Fair Shooting Sports Tournament will include the following disciplines: Archery,.22 Rifle Silhouette (half of standard distance),.22 Rifle Silhouette (Standard distance: open to Intermediate and Senior shooters only), Standard 16 yard Trap, and BB (Junior & Intermediate). NOTE: AGE DIVISION NAME CHANGE!!! Junior (8-10), Intermediate (11-13), and Senior (14-18). GENERAL RULES SAFETY IS THE PRIMARY CONSIDERATION FOR EACH PARTICIPANT, COACH, PARENT AND SPECTATOR!! All competitors must have completed the Firearm Safety Requirement of the 4-H Shooting Sports program prior to competing. This includes completion of Project 728- Firemarm Safety and/or completion of the Missouri Hunter Safety Education Course. Verification of this requirement is included on the registration form and must be signed by a 4-H certified instructor from the county in which the competitor is enrolled. Each contestant will wear appropriate eye and ear protection for all shooting events except archery. Any violation of accepted safety rules are grounds for immediate disqualification. NO WARNINGS WILL BE GIVEN! The Monroe County Fair Shooting Sports Tournament is open to all Missouri 4-H members enrolled in shooting sports for the current 4-H program year. The 4-H member must be enrolled in the specific discipline in which they are competing. Range officials will check all firearms and ammunition and all archery equipment prior to its use in competition. Unsafe equipment will not be allowed on the range. FIREARMS AND BOWS MUST BE IN THE CASE AT ALL TIMES EXCEPT WHEN ON THE RANGE. Open bolt indicators will be used. Competitors may enter all events, as long as they are enrolled in the project during the current program year. Three age classes will compete. Competitors must compete within their own age group per specified age range. Age is as of January of the current program year. Ages 8-10: Junior Ages 11-13: Intermediate Ages 14-18: Senior Awards will be given for the top five individual scores in each discipline. Registration forms must be completed and postmarked or faxed no later than June 7, 2017, in order to participate in the tournament. Entry fees must accompany registration forms as well as health form and verification signed by certified instructor and club leader. Any registration forms postmarked after June 7, 2017, you need to call and make sure entry can be accepted or will/can be returned along with the fees. No refunds will be given in the event participant fails to attend the event. 2
3 ARCHERY RULES MONROE COUNTY INVITATIONAL TOURNAMENT 1. Each participant will shoot 5 arrows to an end, 6 ends to a round, 12 rounds per game for a total of 60 arrows (subject to change depending on number of participants). No separate classes for boys and girls. 2. Competitors may shoot in one of four categories: a) recurve/longbow, no accessories; b) recurve/ longbow with accessories. c) Compound with release aid; and c) compound, fingers only. Each competitor shall compete in their appropriate age category as defined in the General Rules. 3. All types of bows except foot bows and crossbows are permitted. Longbows, recurve and compound bows are allowed. All bows must be in a case of some kind. 4. No telescopic sights are allowed. However, open sites are permitted. Sight may not project beam on target. 5. Mechanical releases are permitted in specified class only. 6. Only target or field points are to be used. NO HUNTING POINTS ALLOWED! 7. Targets will be standard indoor targets (single bull or 5 rings). 8. Shooters will straddle the firing line. 9. A shooter must furnish his or her, own equipment (bow and arrows). Targets and backstops will be provided. 10. All shooters will start and finish each end at the conclusion of the scoring period except in the case of equipment failure or whenever called back to the line by the range officer. A shooter whose equipment has failed must notify the range master and will be allotted 20 minutes to repair equipment and will be allowed 5 practice arrows. All arrows shot before equipment failure will count. If equipment is not repaired within allotted time, the shooter must take score before equipment failure. NOTE: EQUIPMENT FAILURE IS NOT LOSING OR BREAKING OF ARROWS: BRING ADEQUATE NUMBER OF ARROWS! 12. Scoring for Archery will be done on the range at the completion of each end while the arrows are in the targets. Total individual scores and team score will be calculated at the conclusion of the round and event respectively. NO ARROWS OR TARGETS MAY BE TOUCHED UNTIL SCORED! Any arrow or target touched before scored will be scored as a zero. All scores may be appealed to the range master. 13. All arrows that bounce off the target will be shot again, if witnessed by a range official or shooter. After target is scored, coaches may review under supervision of the scorer. 14. Scoring Rings scoring is determined by the position of the shaft. The shaft must touch the scoring ring to score the higher value. Range officer has final authority. The number of X s will break tie scores. 3
4 15. FOR SAFETY CONSIDERATIONS, ALL PARTICIPANTS WILL ABIDE BY THE RANGE RULES OR THEY WILL BE DISQUALIFIED. THIS INCLUDES COMPETITORS, COACHES, SPECTATORS, ETC. ENFORCEMENT OF THESE RULES IS THE RESPONSIBILITY OF THE RANGE MASTER. 16. A Quiver or arrow holder must be used. No arrows lying on the ground. 17. Any rules not covered in the tournament rules will be covered by the NFAA rulebook 4
5 1. 12 & 20 gauge shotguns are allowed. 2. Shooters will fire from 16 yards. SHOTGUN STANDARD 16 YARD TRAP RULES MONROE COUNTY INVITATIONAL TOURNAMENT 3. All shooters will shoot two rounds. A round is 25 targets. 4. Only intermediate and senior shooters may compete in trap. There is no junior division. 5. All ammunition will be provided by the shooters. Shells must meet specifications of the State Shoot. 6. Eye and ear protection is required and must be provided by the shooter. Shell holder or vest must be used. No shells can be setting on the ground. 7. If all members of a squad are not present when their number is called to shoot, then that squad will be placed at the end of the competition. 8. An official of the range will do scoring for shotgun events on the range. Challenges will be settled on the range as they occur. The range officer in counsel with the scorer will decide the issue. Individual scores will be totaled at the completion of the round. Any shooters who leave before the second round of their scheduled shooting must forfeit. 9. To break ties we will go by who had the longest run. 10. FOR SAFETY CONSIDERATIONS, ALL PARTICIPANTS WILL ABIDE BY THE RANGE RULES OR THEY WILL BE DISQUALIFIED. THIS INCLUDES COMPETITORS, COACHES, SPECTATORS, ETC. ENFORCEMENT OF THESE RULES IS THE RESPONSIBILIY OF THE RANGE MASTER 11. ATA rules will address rules not covered by these rules. 5
6 .22 SILHOUETTE RULES (half of standard distance) MONROE COUNTY TOURNAMENT 1. Standard small-bore silhouettes will be used as targets. They will be placed at one half the standard small-bore range distance. The course of fire will consist of the following: Stage1 10 shots at chickens 22 yards Stage2 10 shots at boars 33 yards Stage 3 10 shots at turkeys 42 yards Stage 4 10 shots at rams 55 yards 2. The targets in each stage may be engaged in any sequence. Any target toppled will count as a hit. A turned, but un-toppled target will count as a miss. 3. A maximum time period of 5 minutes will be allowed for each stage. All four stations will be fired at the same time. Competitors will rotate through the stages in sequence, beginning at stage 1. Magazines may be loaded during a load/preparation time period, but a round may not be chambered until the commence fire command is given. 4. Any.22 caliber rim fire rifle (no.22 mag) may be used. Any sight system including scopes will be allowed. Competitors will provide their own ammo. Ammo will be checked by Range Officer. 5. Intermediate and senior competitors will shoot only from the standing position. Junior competitors will shoot only from the prone position. Only Junior shooters will be allowed to use a sling. 6. Junior competitors may be verbally coached and physically assisted during loading. A single individual outside the shooting box may verbally coach intermediate and senior competitors, but no physical assistance may be given during a stage. 7. ALL COMPETITORS, COACHES AND SPECTATORS ENTERING THE FIRING RANGE MUST WEAR EAR AND EYE PROTECTION AT ALL TIME DURING FIRING! 8. All firearms must be cased or have actions open whenever on the range except during firing. Semiautos without a bolt hold open feature shall have a chamber flag or block to keep the bolt open. Open bolt indicator will be used. 9. The range will not be available for sight in prior to shooting. You will need to be sighted in prior to arrival. 10. In the event of a tie, the competitor with the most Ram hits will be declared the winner. If they have the same number, turkeys, boars then chickens will be used to break the tie. 11. FOR SAFETY CONSIDERATIONS, ALL PARTICIPANTS WILL ABIDE BY THE RANGE RULES OR THEY WILL BE DISQUALIFIED. THIS INCLUDES COMPETITORS, COACHES, SPECTATORS, ETC. ENFORCEMENT OF THESE RULES IS THE RESPONSIBILITY OF THE RANGE MASTER. 6

8 BB GUN RULES MONROE COUNTY TOURNAMENT 1. Age Divisions a. Junior (ages 8-10) - prone position only. b. Intermediate (ages 11-13) - 3 positions. c. No Senior Competition 2. Intermediate age participants will shoot 3 positions and in the following order: a. Prone, 10 rounds for score (1 per bull) b. Standing, 10 rounds for score (1 per bull) c. Kneeling, 10 rounds for score (1 per bull) Definition and pictures of the 3 positions are included with these official rules. Both Air Rifle and.22 Rifle positions are acceptable. 3. Target: AR 4/10 (12 bull target) 10 bulls for score, 2 bulls for sight in. Target Height: Targets will be positioned at a uniform height for all firing points. Prone center of target 16 (+/-- 4 ) above ground level; Kneeling - minimum of 30 (+/- 4 ); Standing - maximum of 50 (+/-- 4 ) above ground level. Target Distance: 5 meters (16 ½ feet). 4. Equipment: a. BB Gun Any shoulder held smoothbore BB gun with metallic sights, in which the propelling force is developed through use of a compressed spring, gas, or compressed air. b. Stocks Factory stocks may be altered in length. When shortening or lengthening a stock the butt must be identical to the original. However, the butt may be roughed, checkered, or scored to provide a non-slip surface. No other modification is allowed. Material such as sandpaper, emery paper, adhesives, rubber or rosin may not be added to any portion of the stock or forearm. c. External modifications except as noted for stocks, the only modification can be a single layer of tape or non-glare paint may be placed on the barrel for the purpose of reducing glare. d. Weight Limit Weights may be added internally to either the fore-end or the butt of the stock. No weights may be added to the shot tube or barrel. The total weight of an unloaded BB gun may not exceed 6 lbs. excluding the sling. e. Sights Aperture or open sights are permitted. Fiber optic or hi-viz sights are permitted. Optical or optically assisted (telescopic) sights are NOT permitted. Sights projecting an image (laser) are NOT permitted. Sight modifications may be made only as follows: 1) Metallic receiver sights from any manufacturer may be substituted for factory sights 2) Adjustable rear-apertures with eye cups are not permitted. A blinder for the nonshooting eye maybe attached to the rear sight. 3) A hooded front sight with interchangeable inserts may be used, however, no portion of the front sight may extend past he end of the barrel f. Slings Slings not exceeding 1 ¼ inches in width with moveable keepers are permitted. Sling cuffs and pads are prohibited. Slings are to be attached to the BB gun at a fixed 8
9 attachment point on the forearm. No other type of adjustable sling attachment is permitted. Slings cannot be used for the Standing position. g. Kneeling Roll Not more than 9.84 long (25cm), 7.08 (18cm) diameter, made of soft and flexible material is permitted. h. Spotting Equipment permitted (not provided) i. Clothing Ordinary sports or casual clothing, suitable for the prevailing weather must be worn. No special shooting pants, vest, jackets, gloves, padding, etc Ammunition: Each shooter must provide their own BBs. No ammunition will be provided. 6. EYE PROTECTION IS REQUIRED for the shooter and any coach or assistant on the firing line and must be provided by the shooter. 7. Coach/spotter: One coach or spotter must accompany each Junior Age Division shooter to the firing line. A coach/spotter may accompany an Intermediate-age shooter to the firing line. See General Rule #7 for guidelines. 8. Sight-in shots: 3 sight-in shots permitted at each target change. Two minutes maximum time allowed for sight in. 9. Record Shots - Time limit is 1 minute per shot. (10 minutes per target) 10. Scoring: a. Each shooter must start and finish each target within the allowable time, except in the case of equipment failure. A shooter whose equipment has failed must notify the Chief Range Officer and will be allotted 20 minutes to repair equipment. If the equipment repair is allowed, the shooter will be excused from the current relay and range officials will re-schedule shooters for a later relay. b. All shots fired before equipment failure will count toward score. If equipment is not repaired or replaced within allotted time; or shooter cannot make the re-scheduled relay, the shooter must take score before equipment failure. a. When the shot hole cuts or touches the edge of bulls-eye or scoring ring of a target it is given the higher value. b. CROSSOVERS: (shots on another shooter s target) The person crossing over will lose the score on that round. The target crossed onto will be scored for the highest point total. Shooters should immediately notify the range officer when a cross-over is suspected OR a neighbor s cross over may penalize the shooter. c. Excessive shots If a shooter through their own mistake shoots more than the required number of shots on a target and/or bull, he/she will be scored with the required number of hits of lowest value AND, in addition, lose one penalty point per extra shot fired. d. For purposes of this match only, any shot scoring a 10 will be considered and recorded as an X. e. Tie scores will be broken by the highest number of 10 or X scores recorded. Then if needed by the highest number of 9 scores, then 8, etc. until tie is broken. f. Shots in dispute shall be scored with the aid of a plug type gauge. The plug gauge may be inserted only once. Two scorers will evaluate the shot and indicate their decision by writing a + or on the target indicating higher or lower value AND then initial it. No challenge can be made for shots marked appropriately, as a hole can be plugged only once. 9
10 11. For safety consideration, all participants will abide by range rules or they may be disqualified. Second chances may not be offered. Enforcement of these rules is the responsibility of each Line Officer. 12. NRA BB Gun rules book (CC16410) will address any rules not covered by state shooting sports rules.
