1 WELD COUNTY 4-H SHOOTING SPORTS SMALLBORE PISTOL RULES 1.0 GOVERNING BODY All interpretation and enforcement of these rules will be done by the Weld County Shooting Sports Council or their designated representative. Any complaints or suggestions will be made in writing to the Weld County Shooting Sports Council for their consideration. 2.0 ELIGIBILITY OF COMPETITORS 2.1 All competitors will be currently enrolled in the Weld County 4-H Shooting Sports Program. 2.2 All competitors will be in good standing within the 4-H organization. 2.3 All competitors will be in the senior division. 4-H age of 14 years or older. 2.4 All competitors in this class will have attended a smallbore pistol safety class instructed by a Pistol Certified Weld County 4-H adult instructor. 2.5 All competitors will have successfully completed a Colorado Hunters Safety Class. 2.6 All competitors will comply with the Youth Safety Handgun Act. ( as included in the Gun Control Act of 1968 that puts restrictions on the use and possession of handguns by youth under 18 years of age. Youth participating in Weld County 4-H smallbore pistol must, at all times, follow all provisions of this act. Therefore, Weld County Shooting Sports Council, will require the prior written consent of the juvenile s parent or guardian who is not prohibited by Federal, State, or local law from possessing a firearm. This written permission must be in possession of the youth even if a parent/guardian is present. We suggest a simple statement, reduced to wallet size with the name of the youth, a parent s name, address, as well as their signature, and that of a witness and dates. The participant can laminate this card and keep it with the shooting kit or on their person. This document must be displayed at check-in. Failure to have this document will require us to disqualify the shooter to avoid violation of federal law. 2.7 All competitors, under the age of 18 years, WILL HAVE AT ALL TIMES a parent/guardian present at the range while practicing or competing. 3.0 EQUIPMENT AND AMUNITION 3.1 Production Division - A Production Firearm is a semi-automatic handgun or revolver which is or has been a catalog item readily available to the general public equipped with factory notch and post sights (open sights). No custom shop or race style pistols will be allowed. All standard safety features of firearms must operate properly. All pistols must be chambered for.22 caliber rimfire only. No.22 magnum calibers allowed. The firearm shall have no visible internal or external modifications except as follows: Grips may be replaced or modified to fit the competitor s hand or to facilitate loading. Checkering, stippling, grip tape and grip sleeves are permitted as long as they don t interfere with the safe operation of the pistol Barrel length may not exceed 10 inches for semi-automatic pistols and revolvers, including the cylinder. Barrel length may not be shorter than 5 inches for semi-automatic pistols and revolvers, including the cylinder.

2 3.1.3 The front sight must be a non-adjustable sight. The rear sight may be adjustable, sights may be replaced but they must use the original dovetail cuts and must retain the original configuration of the firearm sight. Fiber optic sights are permitted All pistols must have a safe trigger as determined by the range officer. Triggers which fire on release are prohibited Spotting Scopes - The use of the telescope to spot shots is permitted Shooting Kits - The shooting kit may be taken to the firing point when it is of such size and construction as to not interfere with shooters on adjacent firing points All competitors will wear eye protection while on the range All competitors will use hearing protection while on the range All pistols will have a CBI in place when uncased and not being fired or when the Range Officer mandates This is a single pistol match. Shooters will start and finish with the same pistol unless the pistol becomes disabled or is malfunctioning in a way that makes it unsafe to use. 3.2 BLANK 3.3 Ammunition- Any standard velocity.22 caliber rim fire cartridge may be used. Only bullets made of lead or similar soft material are permitted. No hyper velocity ammunition is allowed. No.22 magnum cartridges allowed. 4.0 TARGETS AND COURSE OF FIRE 4.1 This will be a 40 shot event. 20 shots slow fire, 10 shots timed fire and 10 shots rapid fire. 10 shots per target. 4.2 Slow Fire- will be 2 strings, of 10 shots in 10 minutes on NRA B-2 target (or equivalent) at a distance of 50 feet. Pistols will be loaded with a maximum of 10 rounds per string. 4.3 Timed Fire- will be 2 strings, of 5 shots in 20 seconds on NRA B-3 target (or equivalent) at a distance of 50 feet. Pistols will be loaded with a maximum of 5 rounds per string. 4.4 Rapid Fire- will be 2 strings, of 5 shots in 10 seconds on NRA B-3 target (or equivalent) at a distance of 50 feet. Pistols will be loaded with a maximum of 5 rounds per string. 4.5 All 4 targets will be hung on the backer at the same time in the following guideline. Reasonable sized spaces may be left in between the targets when hung on backer. B-2 SLOW FIRE B-3 TIMED FIRE B-2 SLOW FIRE B-3 RAPID FIRE 4.6 Sighting Shots - Sighting shots are not allowed as a part of the course of fire in pistol matches.

X ring in 10 ring in 9 ring in 8 ring in 7 ring in 6 ring in 5.0 POSITIONS 5.1 The Ground - All references to the ground in the following position rules are to be constructed as applying to surface of the firing point floor. 5.2 Artificial Support - Artificial support is defined as follows: Any supporting surface, except the ground, not specifically authorized for use in the rules for the position prescribed Any glove on the shooting hand Any garment which can be interpreted as providing artificial support Any band on the shooting arm (including wrist watches) that are within two (2) inches of the wrist joint. The term artificial support shall not apply to the tennis elbow type strap or band if worn on the forearm no closer than two inches from the wrist or elbow joint. This rule recognizes that such a strap or band merely allows a competitor to compete up to their normal ability and offers no advantage to a shooter with no physical problems Other devices which can be interpreted as artificial support. Use of artificial support is prohibited except as individually authorized for a physically disabled shooter. 5.3 Safe Pistol Position - The gun held in a safe forward position with the trigger finger outside the trigger guard and the muzzle of the pistol 45 degree angle towards the ground. Pistol will not rest on table or bench, if present. 5.4 Firing Position for Slow fire- Standing, gun held in one hand only, the other hand being used in no way to support the gun; all portions of the shooter s clothing, body and gun clear of artificial support. Competitors will take their position at their numbered firing point in such manner as not to interfere with competitors on either side. No portion of

4 the shooter s body may rest upon or touch the ground in advance of the firing line. At NO time may the competitors firing arm (pistol) be at more than a 90 degree angle to the shoulder. 5.5 Firing Position for Timed fire and Rapid fire- Standing, gun held in two hands only. All portions of the shooter s clothing, body and gun clear of artificial support. Competitors will take their position at their numbered firing point in such manner as not to interfere with competitors on either side. No portion of the shooter s body may rest upon or touch the ground in advance of the firing line. At no time may the competitors arm be at more than a 90 degree angle to the shoulder. 5.6 The Range Officer can disqualify and remove any shooter who does not have the ability to safely load, cock and fire the pistol as described in these rules. A competitor may also be removed for any other unsafe or unsportsmen like conduct as determined by the Range Officer. The Range Officers decision will be final. After the completion of the match it will be the Range Officers responsibility to discuss/relay the safety violations that disqualified the competitor. 6.0 RANGE COMMANDS, CONTROL AND OPERATIONS 6.1 Discipline - The safety of competitors, range personnel and spectators requires continuous attention by all to the careful handling of firearms and caution in moving about the range. Self - discipline is necessary on the part of all. Where such self-discipline is lacking it is the duty of range personnel to enforce discipline and it is the duty of competitors to assist in such enforcement. Under no circumstances shall firing commence or continue on a range where an unsafe condition exists Action Open - Unless Pistols are cased, cylinders must be open or slides back and the magazine removed at all times and CBI inserted until the competitor is in position at his firing point and the command, THE PREPARATION PERIOD STARTS NOW, has been given Pistols Unloaded - Pistols will not be loaded until the competitor has taken position at the firing point the pistols pointed toward the targets and the command LOAD has been given Loaded Pistols - A pistol or revolver that has a cartridge in the cylinder or in a magazine which has been inserted shall be considered as being loaded. No pistol will be loaded until competitor has taken the assigned place at the firing point and the command LOAD has been given by the range officer. Loaded pistols shall be pointed in the direction of the targets at all times Cease Firing - Any person will immediately command CEASE FIRING if any incident occurs which indicates possible injury to some living thing should firing continue. In all other cases commands will originate with the Range Officer.

5 6.1.5 Not Ready - It is the duty of competitors to notify the Range Officer if not ready to fire at the time the Chief Range Officer asks, IS THE LINE READY Should the Range Officer cause firing to proceed, the competitor concerned will be given an opportunity to fire a score in the earliest possible relay or by time extension. Failure of competitor to notify the Range Officer not ready forfeits the right to fire. 6.2 Firing Line Procedures and Commands When ready to start the firing of a match the Range Officer commands RELAY NO.1, BRING YOUR EQUIPMENT TO THE LINE. The competitors in that relay immediately take their assigned places at their firing points and prepare their equipment. The Range officer will then call PISTOLS TO THE LINE. Pistols will be uncased with CBI installed and brought to the line with muzzles pointed up and magazines out or cylinder open. The Range Officer then states THE PREPARATION PERIOD STARTS NOW. Competitors will have 3 minutes to prepare and pre-load magazines. At the end of the 3 minute preparation period the Range Officer states THE PREPARATION PERIOD HAS ENDED, REMOVE CBI AND PREPARE TO LOAD The Range Officer having made sure that the range is clear will issue the load command. A) Slow Fire- 10 SHOTS SLOW FIRE, 10 SHOTS IN 10 MINUTES, LOAD. (The number of rounds to be loaded by the competitor in slow fire stages will be determined by the competitor.) B) Timed/Rapid Fire- WITH 5 ROUNDS LOAD The Range Officer then asks, IS THE LINE READY? Any competitor who is not ready or whose target is not in order will immediately raise the nonshooting arm and call, Not ready on target... The Range Officer will then approach the competitor and resolve the not ready issue The Range Officer then commands COMMENCE FIRING which means to start without delay as timing of the string is started with this command CEASE FIRING is the command given by the Range Officer at the end of time limit for each string or at any other time all firing is to cease. FIRING MUST CEASE IMMEDIATELY. Even if a competitor is about to let off a carefully aimed shot the competitor must not fire and open the action of the gun. Failure to immediately obey this command is one of the worst infractions of range discipline. On this command cylinders shall be opened or slides locked back, empty chamber indicator inserted, and all guns placed on the shooting stand and not handled until the next command of the Range Officer When the command to cease firing is given at the end of a string the command is CEASE FIRING, INSERT CBI AND GROUND PISTOL. A) Procedure in Case of Defective Cartridge, Disabled Pistol in slow fire - If a cartridge fails to fire or a pistol fails to function in slow fire the competitor may replace the unfired cartridge or clear the jam and continue firing. Additional time may be allowed any competitor, equal to the time lost because of the disabled pistol or malfunction,

6 if the Range Officer has been notified at the time of the malfunction. B) If a cartridge fails to fire, or misfires or a pistol fails to function in timed or rapid fire, the competitor will not be allowed to re-fire the string. The competitor may attempt to complete firing. In the event of a malfunction the competitor may complete the string by manually cocking the pistol, operating the slide or loading additional rounds, provided that the pistol is handled safely and remains pointed downrange at all times Early or Late Shots - When a shot is fired early or late, that is, before or after the signal to commence or cease fire. The competitor will be given one warning. If early or late shots continue, the competitor will lose the highest score on target for each successive violation. The Range Officer will note scoring violation on the appropriate target. 7.0 SCORING AND TIE-BREAKERS 7.1 All targets will be scored as separate 10 shot strings. The sum of all 4 targets will be used to determine the winner. 7.2 Targets may be scored manually or electronically. 7.3 Shots that touch the higher scoring ring will be given the higher score. The shot does not have to completely break the line to score higher. 7.4 Shots that are plugged to determine score- ONLY official scorers will plug a shot. Two scorers will witness, initial and mark the shot P+ or P- along with the score. Shot will only be plugged one time. 7.5 Excessive shots on target- only the lowest 10 shots will be used to determine score. 7.6 Shots on target outside of scoring rings (miss) will be scored a As a general rule, only those hits which are visible will be scored. An exception will be made in the case where the grouping of 3 or more shots is so close that it is possible for a required shot or shots to have gone through the enlarged hole without leaving a mark and there has been no evidence that a shot or shots have gone elsewhere than through the assigned target. In such case, the shooters will be given the benefit of the doubt and scored hits for the non-visible shots, on the assumption they passed through the enlarged hole. If such an assumption could place a non-visible hit in either of 2 scoring rings, it shall be scored in the higher-valued ring. 7.8 There will be no penalty for less than 10 shots on target. Only the visible shots will be scored with the remaining expected shots scored Timed fire and rapid fire target will be scored using 10X ring with X s counted in score. Example 100-8X 7.10 Scoring ties will be broken using the following method Number of X s on rapid fire target Higher rapid fire target score Number of X s on timed fire target Higher timed fire target score Higher combined slow fire targets score Rapid fire 5 shot shoot off Cross-fires- it is the competitor s responsibility to find and notify the Range Officer of all cross-fires on their target before the relay ends. Any excessive shots not marked as cross-fire by the Range Officer will be charged as excessive shots to the competitor.

7 7.12 Protests will be made to the official scorers by the competitor only. Only the competitors can handle and view targets during the protest period. APPENDIX FEDERAL LAW The Gun Control Act of 1968, 18 U.S.C. Chapter 44, provides in pertinent part as follows: 18 U.S.C. 922(x) (x) (1) It shall be unlawful for a person to sell, deliver, or otherwise transfer to a person who the transferor knows or has reasonable cause to believe is a juvenile (A) a handgun; or (B) ammunition that is suitable for use only in a handgun. (2) It shall be unlawful for any person who is a juvenile to knowingly possess-- (A) a handgun; or (B) ammunition that is suitable for use only in a handgun. (3) This subsection does not apply to-- (A) a temporary transfer of a handgun or ammunition to a juvenile or to the possession or use of a handgun or ammunition by a juvenile if the handgun and ammunition are possessed and used by the juvenile- (i) in the course of employment, in the course of ranching or farming related to activities at the residence of the juvenile (or on property used for ranching or farming at which the juvenile, with the permission of the property owner or lessee, is performing activities related to the operation of the farm or ranch), target practice, hunting, or a course of instruction in the safe and lawful use of a handgun; (ii) with the prior written consent of the juvenile s parent or guardian who is not prohibited by Federal, State, or local law from possessing a firearm, except-- (I) during transportation by the juvenile of an unloaded handgun in a locked container directly from the place of transfer to a place at which an activity described in clause (i) is to take place and transportation by the juvenile of that handgun, unloaded and in a locked container directly from the place at which such an activity took place to the transferor; or (II) with respect to ranching or farming activities as described in clause (i), a juvenile may possess and use a handgun or ammunition with the prior written approval of the juvenile s parent or legal guardian and at the direction of an adult who is not prohibited by Federal, State or local law from possessing a firearm; (iii) the juvenile has the prior written consent in the juvenile s possession at all times when a handgun is in the possession of the juvenile; and (iv) in accordance with State and local law; (B) a juvenile who is a member of the Armed Forces of the United States or the National Guard who possesses or is armed with a handgun in the line of duty; (C) a transfer by inheritance of title (but not possession) of a handgun or ammunition to a juvenile; or (D) the possession of a handgun or ammunition by a juvenile taken in defense of the juvenile or other persons against an intruder into the residence of the juvenile or a residence in which the juvenile is an invited guest. (4) A handgun or ammunition, the possession of which is transferred to a juvenile in circumstances in which the transferor is not in violation of this subsection shall not be subject to permanent confiscation by the Government if its possession by the juvenile subsequently becomes unlawful because of the conduct of the juvenile, but shall be returned to the lawful owner when such handgun or ammunition is no longer required by the Government for the purposes of investigation or prosecution. (5) For purposes of this subsection, the term juvenile means a person who is less than 18 years of age. (6) (A) In a prosecution of a violation of this subsection, the court shall require the presence of a juvenile defendant s parent or legal guardian at all proceedings. (B) The court may use the contempt power to enforce subparagraph (A). (C) The court may excuse attendance of a parent or legal guardian of a juvenile defendant at a proceeding in a prosecution of a violation of this subsection for good cause shown. 18 U.S.C. 924(a)(6) (6) (A) (i) A juvenile who violates section 922(x) shall be fined under this title, imprisoned not more than 1 year, or both, except that a juvenile described in clause (ii) shall be sentenced to probation on appropriate conditions and shall not be incarcerated unless the juvenile fails to comply with a condition of probation. (ii) A juvenile is described in this clause if-- (I) the offense of which the juvenile is charged is possession of a handgun or ammunition in violation of section 922(x)(2);and (II) the juvenile has not been convicted in any court of an offense (including an offense under section 922(x) or a similar State law, but not including any other offense consisting of conduct that if engaged in by an adult would not constitute an offense) or adjudicated as a juvenile delinquent for conduct that if engaged in by an adult would constitute an offense. (B) A person other than a

8 juvenile who knowingly violates section 922(x)-- (i) shall be fined under this title, imprisoned not more than 1 year, or both; and (ii) if the person sold, delivered, or otherwise transferred a handgun or ammunition to a juvenile knowing or having reasonable cause to know that the juvenile intended to carry or otherwise possess or discharge or otherwise use the handgun or ammunition in the commission of a crime of violence, shall be fined under this title, imprisoned not more than 10 years, or both.
