Safety Rules 1.1 It is the competitor s responsibility to read and understand the rules set forth by the K&M Shooting Complex and agree to be subject to these rules while participating in any K&M Shooting Complex event. 1.2 Eye and Ear protection is mandatory for participants, spectators and range personnel while on or near a stage of fire. 1.3 K&M Shooting Complex events will be run on a COLD RANGE COLD RANGE (definition): Participant s firearms will remain unloaded at the match site except under the direction of a Match Official. 1.4 Designated Safety Areas Safety Areas will be clearly marked with signs, or indicated by the Match Officials Unloaded firearms may be handled and/or displayed only in the Safety Areas No ammunition or loaded firearms may be handled in any Safety Area. This includes loaded magazines and live rounds. 1.5 Handguns and Rifles (carry from vehicle and between stages) Handguns must be cased or holstered, de-cocked, with the magazine removed Rifles may be cased, secured muzzle up or down in a stable gun cart, or carried/ slung with the muzzle up or down. Rifles must be carried with actions open, detachable magazines removed, with an inserted chamber flag. 1.6 Grounding Firearms 1

2 1.6.1 Grounded handguns must be empty OR on safe and pointed in a safe direction, as instructed in the stage brief. Failure to apply the safety of an otherwise properly grounded weapon will result in a 20 second penalty Handguns with no manual or automatic safety; and only a de-cocking lever must have the hammer safely lowered by using the de-cocking lever. Handguns with the hammer not safely lowered will not be considered safe resulting in a 20 second penalty Re-holstering a loaded handgun. A course of fire will never require a competitor to reholster a loaded handgun after the start signal. However, a competitor may choose to re-holster a loaded handgun, provided this is accomplished safely. The handgun must be placed on safe before re-holstering. Failure to apply the safety will result in a 20 second penalty Grounded rifles must be empty OR on safe and pointed in a safe direction, as instructed in the stage brief. Failure to apply the safety on an otherwise properly grounded weapon will result in a 20 second penalty. 1.7 Retrieving a Grounded Firearm Retrieving a grounded handgun or rifle from a container or designated location is permitted as long as it is done in a safe manner A competitor is permitted to handle more than one firearm at a time, however neither firearm may be discharged until one is either re-holstered, slung, or safely grounded. 1.8 No participants or spectators shall consume or be under the influence of alcohol or non-prescription drugs at the match site before or during shooting. Any participant found to be impaired and deemed unsafe as a result of legitimate prescription drugs may be directed to stop shooting and requested to leave the range. 2. Sportsmanship & Conduct 2.1 Participants and spectators are expected to conduct themselves in a courteous, sportsman-like manner at all times. Disputes will be handled promptly and fairly by the Match Director. 2.2 Any competitor with a proven handicap may request, or be required, to shoot the courses of fire other than intended, but may incur a penalty in time/points per string or per stage. The Match Director will rule on any such request on a case-by-case basis. 2.3 Match Officials may assess additional unsportsmanlike conduct penalties to competitors that intentionally fail to make a good faith effort to engage and hit targets in order to gain advantage. The Match Director shall be the final arbiter of any such penalties. 2.4 Coaching or verbal assistance given by anyone during an active stage run by a competitor is forbidden. Competitors found coaching can receive an unsportsmanlike penalty for a stage or Match DQ. 2.5 If the competitor intentionally displaces their ear/eye protection, this will be considered unsportsmanlike conduct and will result in a Match DQ. 2.6 Eye/ear protection that is accidentally displaced during a stage may result in a re-shoot. Re-shoots may only be authorized by the Match Director. 2

3 3. Ammunition 4. Firearms 3.1 No tracer, incendiary, armor piercing, steel jacketed, or steel core ammunition is allowed. Any bullet that is attracted to a magnet is not allowed. Competitors found in possession of such ammunition will be issued a Match DQ and may be required to pay the replacement cost of any target damaged. 3.2 Handgun ammunition shall be 9mm (9x19) or larger. 3.3 Rifle ammunition shall be.223 Remington (5.56) or larger. 3.4 Use of prohibited types of ammunition on specific targets may result in a Match DQ as described in the stage description or elsewhere in these rules. 4.1 All firearms used by competitors shall be serviceable and safe. 4.2 If a competitor's firearm becomes unserviceable during competition, that competitor may replace his/her firearm with another of the same, or similar, model, caliber and sighting system approved by the Match Director. 4.3 For purposes of this ruling, a "firearm" consists of a specific caliber, receiver, barrel, stock, and sighting system combination. 4.4 The same firearm system, for each gun, per Rule 4.3, shall be used during the entire match. 4.5 Competitors may not reconfigure any firearm during the course of a match (i.e. change caliber, barrel length, sighting systems or stock). 5. Holsters, Slings & Other Equipment (All Divisions) 5.1 The holster must be capable of retaining the handgun during the vigorous movement. 5.2 The holster must allow the competitor to safely draw and holster the handgun without causing the muzzle to point in an unsafe direction. 5.3 The holster material must completely cover and protect the handgun s trigger. 5.4 Due to safety concerns, inside the waistband, cross draw, and shoulder holsters are prohibited. 5.5 The competitor shall use the same holster for the duration of the match. 5.6 Spare ammunition, magazines, and other equipment must be secured in pouches, pockets and/or carriers on the competitor s person or firearm. 5.7 No ammunition may be in the competitors hands after the Make Ready command and before the start signal. 5.8 The use of a rifle sling is allowed and may be required to complete a stage. 3

4 5.9 Unloaded rifles with magazine removed may be slung at the start of a stage under the direction of a Match Official. Competitors will be allowed to break the 180 degree safety plane when retrieving the unloaded/slung rifle Once a slung firearm is loaded, discharged and/or used during a stage it must be grounded in a designated container and/or re-used. The rifle may NOT be re-slung. 6. Divisions (Open, Tact Optic, Tact Iron) 6.1 Open 6.2 Optics Handgun Rifle No limitations on accessories. (see Rule 4.3, 4.4, 4.5) No limitations on accessories. (see Rule 4.3, 4.4, 4.5) Handgun Rifle Handguns must be of a factory configuration. (see rule 4.3, 4.4, 4.5) Internal modifications are allowed providing they do not alter the original factory configuration of the handgun Handguns may be equipped with a slide mounted red dot optic Compensators or barrel porting are NOT permitted Magazines used shall not exceed mm OAL (overall length) for single stacks, and shall not exceed mm OAL for staggered magazines Rifles must be of a factory configuration. (see Rule 4.3, 4.4, 4.5) Internal modifications are allowed providing the modifications do not alter the original factory configuration of the rifle Rifles may be equipped with no more than one (1) magnified optic Rifles may be equipped with a magnifier in addition to a non-magnified optic Rifle supporting devices (bipods, sandbags, etc.) are allowed Drum or Beta/C magazines are NOT permitted. 4

5 6.3 Irons Handgun Rifle Handguns must be of a factory configuration. (see rule 4.3, 4.4, 4.5) Internal modifications are allowed providing they do not alter the original factory configuration of the handgun Handguns must have iron sights only Magazines used shall not exceed mm OAL (overall length) for single stacks, and shall not exceed mm OAL for staggered magazines Rifles must be of a factory configuration. (see Rule 4.3, 4.4, 4.5) Internal modifications are allowed providing the modifications do not alter the original factory configuration of the rifle Rifles may be equipped with iron sights or one (1) non-magnified red dot sight Compensators and muzzle brakes may not exceed 1 inch in diameter and 3 inches in length Supporting devices (bipods, sandbags, etc.) are NOT permitted Drum or Beta/C magazines are NOT permitted. 7. Scoring & Penalties 7.1 Scoring per stage will be Time Plus Penalties. A maximum time allowed to shoot any stage will be set prior to the start of the match. (Pistol: 90 seconds, 2-Gun: 120 seconds) Any paper target designated as a shoot target must have either one (1) A or B zone hit OR two (2) hits anywhere inside the scoring perforations on the target (i.e. minimum 2 D zone hits) to avoid a penalty Example of scoring and penalties on paper targets: a. One A or B zone hit = no penalty b. Two hits in any combination C or D zone = no penalty c. One hit C or D zone = 1 hit on paper = 5 sec. penalty (FTN) d. No hits on target, but target was engaged = 10 sec. penalty (Un-hit Target) e. No hits on target and target was not engaged = 15 sec. penalty (FTE) Designated No Shoot targets will incur a 10 second penalty for each hit, up to a maximum of 2 hits per target (20 seconds). 7.2 Non-Paper Targets Knock down style targets (i.e. poppers or other steel) MUST FALL to score. 5

6 7.2.2 Static steel targets require 1 hit to neutralize Static steel targets must be struck solid enough so that the hit is visible or audible to the Match Official. The Match Official will call hits on all static steel Engaging a static, knock-down or swinging style target by firing at least one round at it but not knocking it down or causing the target to react (FTN) will result in a 10 second penalty per target Failure to engage (FTE) a static, knock-down or swinging style target will result in a 15 second penalty Procedural penalties of 5 seconds per shot, may be assessed for failing to follow the stage directions as stated in the stage briefing A Maximum Time shall be established for each stage. Upon failure to complete the stage within the maximum time, a shooter will be stopped by the Match Official and assessed a stage time equal to the maximum time plus all applicable penalties Targets not engaged in maximum time will incur FTN penalties (10 seconds) in addition to all other applicable penalties Higher penalties may be imposed for designated high value targets. 7.3 Stage Not Fired (SNF/DNF) will result in a 300 second penalty per stage not fired. 7.4 A Stage DQ will result in a 300 second stage time All divisions will be scored separately. 7.6 Total time accumulated for all stages will determine match placement by division. 7.7 Fastest total time in each division wins. 7.8 Ties will be broken by an undisclosed Tie Breaker Stage designated by the Match Director. 8. Disqualifications: 8.1 Match Disqualification (DQ) will result in complete disqualification from the match. The shooter will not be allowed to continue with the match and will not be eligible for prizes. Final decision is with the Match Director. 8.2 Match DQ for a Negligent Discharge "Negligent Discharge" is defined as the discharge of a firearm in an unsafe manner or unintentionally, including instances in which a projectile (bullet) strikes the ground within 10 feet of the competitor or range officer, or outside the confines of the backstop. 8.3 Dropping a loaded firearm will result in a Match DQ. 6

7 8.4 Dropping an unloaded firearm will result in a Stage DQ. The pistol must be retrieved by a Match Official. This includes, but is not limited to, pistols falling from the holster and broken slings. 8.5 A participant will receive a Match DQ for allowing the muzzle of his/her loaded firearm to break the designated 180 degree safety plane except while holstered, drawing or re-holstering The safety plane is generally 180 degrees when facing squarely downrange, but may be defined as any plane on each stage. If the safety plane is not specified in the written stage brief or pointed out by the Match Official, the 180-degree safety plane should be assumed. 8.6 A participant shall be disqualified from the match for cheating Intentionally altering targets prior to them being scored to gain an advantage or to avoid a penalty Altering or falsifying score sheets Altering the configuration of firearms or equipment to gain advantage (See rule 5.3, 5.4, 5.5, 7.1.4) Altering the course of fire. (i.e., moving props and or targets) This includes, but is not limited to, the repositioning or altering of targets, no-shoots, barriers, barrels, walls, tables, grounding containers, fault lines, painted markings, banners, trees, bushes or anything else deemed by match officials to create an unfair advantage. 8.7 A participant shall be disqualified from the match for unsafe gun handling. This includes, but is not limited to: handling a gun while people are down range, handling a gun on a stage without permission of the Match Official, abandoning a gun in an unsafe manner or direction. 8.8 Finger Inside the Trigger Guard: The competitors finger must be visibly outside the trigger guard when moving, loading, reloading and unloading a firearm during a course of fire and while clearing a malfunction. Failure to comply with Verbal Warnings will result in a Match DQ. 8.9 All walls, barriers or constructed obstacles are deemed to extend from the ground up to infinity. Shooting under or over or moving under or over such props is strictly forbidden and is considered a safety violation unless specifically allowed in the Written Stage Briefing (WSB). Violation will result in a Stage DQ The competitor MUST remain inside the rope or wooden fault lines, unless the WSB states differently. Leaving the rope or wooden fault line area and re-entering at a different location to create a short cut is strictly forbidden. Violation will result in a Stage DQ Engaging a steel target in an unsafe manner will result in a Match DQ. The minimum distance for pistol steel is 7 yards. The minimum distance for rifle steel is 50 yards A Stage or Match DQ may be issued for various infractions at the discretion of the Match Director All disqualifications will be issued by the Match Director. 9. Arbitration & General Principles: 9.1 Administration 7

8 9.2 Access 9.3 Appeals Occasional disputes are inevitable in any competitive activity governed by rules. It is recognized that at the more significant levels of competition, emotions run high and the outcome is much more important to the individual competitor. Remaining calm and rational while arbitrating disputes will make this unpleasant job easier Protests may be submitted for arbitration except the actual scoring of targets. Protests arising from a safety infraction will only be accepted to determine whether or not an infraction as described by the Match Official was in fact unsafe Decisions are made initially by the Match Official for the stage. If the complainant disagrees with a decision, the Match Director should be summoned and asked to rule Pistol Steel Calibration Match Official will shoot the target from as close to the same position as the competitor as reasonable with factory 115 grain 9mm ammunition in a firearm with a barrel not longer than 5 inches. If the target falls/reacts, the stage will be scored as-is. If the target fails to fall/react, the target will be scored as hit. Re-shoots will not be given for calibrations Rifle Steel Calibration 9.6. Squib Every attempt will be made to use reactive targets for long range rifle engagements. Failure to cause a reactive target to activate will not be given a calibration. In the event a falling target is used and calibration is requested, a Match Official will shoot the target from as close to the same position as the competitor as reasonable with 55 grain ball ammunition in a firearm with a barrel not longer than 20 inches. If the target falls/reacts, the stage will be scored as-is. If the target fails to fall/react, the target will be scored as hit. Re-shoots will not be given for calibrations If the competitor or any Match Official suspects a squib, the shooter will be stopped as quickly as possible. If a squib is found, the stage will be scored as-is, including all penalties and the shooter will be required to fix or replace the firearm (see Section 4). If no squib is found, the competitor will be given a re-shoot. 8
