1 WCHA RIDER INFO The information in the following document summarizes the WCHA rules for hill climb competition and may over ride some ISR Rules. Consult the ISR Yearbook for any rules not set forth in this document or for further specifications. CONTACT Please contact the WCHA via for any registration, rule, or race related questions. Please refer to the International Snowmobile Racing (ISR) HILL CLIMB COMPETITION Rules along with the ISR VERIFICATION AND CONTROL Rules MEMBERSHIPS All registration and membership will be taken through a designated website accessed at all fees require payment before the close of registration. A Race Membership with the WCHA is required prior to registering for any events. Racers CANNOT register under another racers membership. Memberships are valid until January 1 st of the following year from purchase. Upon payment of WCHA membership you agree to have read all WCHA and ISR rules. Racers are required to sign an additional waiver at registration. Membership fees must be paid online prior to the registration of any races. Racers names will be added to the Race Directory following membership purchase. YEAR MEMBER Year membership allows racers to register for all WCHA events in the year. TEMPORARY MEMBER Temporary membership allows racers to register for one (1) event in the year. REGISTRATION Registration is to be done online; entry closes 2 days prior to the event registration check in (the Wednesday before the race). Race fees must be paid prior to entry cut off or racer will not be permitted on course. No personal cheques. ALL entry forms must be submitted through an online form. Event registration will open 6 weeks prior to the event start date and will close the Wednesday prior to the event. It is the responsibility of the racer to ensure they are registered in the correct class for each race event. Racers will receive confirmation with the classes you are registered in please review them carefully. Racers name and race number will be uploaded to the corresponding race and class they have registered prior to the closure of registration. The Friday before the race ALL racers must check in with registration. If you do not check in Friday night you will not be on the running orders. Any refunds will be at the discretion of the WCHA Directors. Refund requests must be submitted in writing to info@wchahillclimb.ca seven (7) days prior to the event and must state ample cause. THERE WILL BE NO TRANSFER OF RACE ENTRY TO OTHER RIDERS
2 DRIVERS MEETING It is mandatory for all racers to attend the drivers meeting at each event on each race day. Non-attendance may result in disqualification. Drivers meetings will be held at 7:30 am with races commencing at 8:00 am unless otherwise notified. Racers who violate any rules set forth at the drivers meeting will be subject to disqualification. BACK OF RACER EXAMPLE 000 WCHA LOGO Minimum of 2 inches high RACE NUMBER Minimum of 8 inches RACE NUMBERS Racers will select race numbers upon registration of their membership on a first come first serve basis. Please check the directory to ensure the race number you submit has not previously been selected. If a race number is reserved by a fellow racer, the WCHA will notify the racer with an alteration of the requested number (ie 564c). Race numbers must be clearly displayed and secure on the racer and machine. If the race number is not clearly displayed or comes off resulting in a timing error a rerun will NOT be issued. BACK OF RACER It is the responsibility of the racer to display their race number. Failure to display race number will result in disqualification in the class. NO PINNIES will be available onsite. The back of each racer must display the WCHA logo and racers number. Colour of race numbers will be left to the discretion of the racer permitting it is visible. The WCHA logo is available on our website under Rules. Race numbers can be up to 4 (four) digits; 3 (three) numbers and 1 (one) letter (ie 505c) ON MACHINE Race numbers must be displayed on the machine. If the machine will be shared by multiple riders, all riders race numbers must be displayed. Race numbers must be a minimum of 2 inches high on the machine SAFETY Safety of all involved in the event is most important. Racers must be equipped with the following: Full coverage helmets, eye protection, chest protectors and tethers must be firmly attached. Helmets and tethers must be on when machines are started or moved including within the staging area and parking areas. Safety standards comply with the ISR rules. 2
3 SNOWMOBILE Tether cord kill switch, as well as, a thumb activated shut off switch. The switch is to be located on the right hand side of the handle bars. Sled must be equipped with a rear snow flap that touches the ground when the rider is on the sled Warm up stands must be used when warming up all snowmobiles No ice scratchers allowed or cable scratchers Please refer to the ISR rules for further clarification and specification Shin guards are mandatory INSURANCE All promoters will have liability insurance for each race. It is mandatory for all accidents/injuries to be reported to the WCHA staff before the end of the event, no matter the extent of incident. GENERAL COMPETITION Waiver forms are mandatory for all personal in secured areas (pit area, tech area, and course) any personal in these areas must be identified by a wrist band. No one under 12 years of age will be permitted in these areas REGULATIONS No deliberate spinouts. Once competition has commenced in a class a driver must complete the event on the same machine as they began the event on. Jack Stands must have a aluminum thickness and comply with the ISR regulations No traction modifications permitted Track length MUST be 153 inches and longer for all classes All regulations are at the discretion of the Race Director. Race Director s decisions are final. Breaching the regulations may result in disqualification. SNOW FLAPS Attached to the existing snow flap an additional full length flap made from a material at least 3/16 thick, with the dimensions described in the ISR Yearbook. HIGH MARK If a racer loses contact with the sled and the tether cord is disconnected from the machine, the racer will receive a high mark at the point on the course of disconnection. GATE RULING A Racer will be marked at the gate if either pole is dislodged or if the flag is knocked off either of the poles by the racer and/or the machine and the flag has to be reset. ALTERNATES Disqualification during Tech inspection in the qualifying run is the only way a racer can move up to the finals. 3
4 TIME MISS If a timing error occurs due to a technical difficulty and a time is missed, the racer will be moved down five (5) spots on the running order for a rerun. RERUNS If a rider claims there was lane interference they must stop at the point of interruption and notify an official. If the racer finishes with a time there will be no rerun. Any claims must be confirmed by hill personal. STARTING LINE Racers will be given two (2) minutes to be at the starting line or five (5) minutes will be allowed for mechanical problems. The timer must be notified within this time frame to avoid disqualification. TIMING LIGHTS Any racers hitting timing lights traveling in a forward motion will pay a $ fine for each light that is hit. The fine must be paid to continue participating in the event. In addition to the fine, the racer is responsible for the cost of equipment repair. The racer cannot enter any future events until the repair costs are paid. FEES MEMBERSHIP All participants except Juniors under 12 are required to purchase a WCHA membership prior to registering for any classes. YEAR MEMBERSHIP $ TEMPORARY MEMBERSHIP $80.00 CLASSES JUNIORS UNDER 12 $20.00 JUNIORS 13 TO 17 $60.00 ALL OTHER CLASSES $ PAYBACK Paybacks will be awarded to 1 st (First), 2 nd (Second), and 3 rd (Third) place winners of all Pro, Semi Pro, Masters, and Women. Paybacks are dependent on the number of race entries. Trophies will be awarded to 1 st (First), 2 nd (Second), and 3 rd (Third) place winners of Amateurs, Juniors, and the King and Queen of the Hill BLACK OUT Winner of the Black Out race will receive 50% (fifty percent) of entry fees paid. 4
5 QUALIFYING Number of qualifying racers are dependent on number of entries. Classes with thirty (30) or more entries will be divided into two (2) heats with the same number of qualifiers from each heat advising to the finals. QUALITYING REACERS WILL BE POSTED ONLINE AND ON TIMING TRAILER FORMAT THERE WILL BE NO POINT SYSTEM FOR THE 2018 RACE SEASON. Competitors are scored by their elapsed time from start line to finish line at the top of the hill. if a competitors run is incomplete or if they leave the boundary of the course prior to the exist of the course they will receive a did not finish (DNF) for the run. FRIDAY Registration check in Black Out Race (dependant on location) SCHEDULE OF EVENTS SATURDAY Qualifying races Juniors under 12 race SUNDAY Final races Juniors under 12 race King/ Queen of the Hill Awards Ceremony METHOD OF MEASUREMENT Competitor s time will be measured by an automated timing system monitored by timing personal. ORDER OF CLASS The class order will be determined by the promoter. Race orders will be posted 12 (twelve) hours prior to the race on the WCHA website and in the timing area. Running orders will re computer generated in a random order for each class. MACHINE SHARING ONE MACHINE MAY BE SHARED BY ONLY TWO (2) RACERS IN THE SAME CLASS THE SAME MACHINE MAY BE SHARED BY MORE THAN TWO RACERS ONLY IF IN DIFFERENT CLASSES IT IS THE RACERS RESPONSIBILITY TO NOTIFY TECH AND TIMERS PRIOR TO THE CLASS OF ANY SHARING REGISTRATION AND/OR TIMING MUST BE NOTIFIED IF A MACHINE WILL BE SHARED IF A MACHINE IS DISQUALIFIED AT TECH, BOTH RIDERS WILL BE DISQUALIFIED
6 RACE CLASSES STOCK IMPROVED MOD OTHER 600 PRO 800 PRO 850 PRO 1000 PRO PRO MASTERS SEMI PRO AMATEUR SHORT TRACK WOMENS SNOW BIKE SNOW BIKE MASTERS 600 PRO 800 PRO 850 PRO 1000 PRO PRO MASTERS SEMI PRO AMATEUR SHORT TRACK WOMENS 600 PRO 800 PRO PRO OPEN PRO MASTERS SEMI PRO AMATEUR SHORT TRACK WOMENS SNOW BIKE SNOW BIKE MASTERS JUNIORS 13 TO 18 JUNIORS UNDER 12 FRIDAY BLACK OUT ADVANCED PRO MASTERS BLACKOUT Must be 18+ Black Out is a head to head competition, loser will be eliminated from the competition, winner will move to the next round. Black Out is open to both snowmobile and snow bike competitors. Machines must comply with ISR rules. Registration for the Black Out race must be done online with payment in cash on site at Friday registration. Black out race will be dependant if the host location has lights on the course. KING/QUEEN OF THE HILL King/ Queen of the hill will take the top three (3) winners from Semi-pro, Pro, Womens, and Masters to compete for King/Queen of the hill. Kin/Queen of the hill will take place on Sunday after all final races permitting time allows. SHORT TRACK Ages 18+ Short track classes are for sleds with a track length of less than 153 inches. PLEASE REFER TO TE ISR RULES FOR RACE CLASS CLARIFICATION AND SPECIFICATIONS. All machines must meet ISR specifications for Hill Climb Racing unless otherwise stated. Racers must compete on the same machine they qualified with. 6
7 MASTERS AGE 40+ JUNIORS UNDER 12 Must compete on a 120cc machine. Juniors under 12 must register and pay by Friday prior to the race. ADVANACED PRO MASTERS AGE 55+ Classification for Advanced Pro Masters will be determined upon number of entries. JUNIORS AGES 13 TO 17 Limited to stock sled with a maximum 600 cc, with written parental consent Juniors can rider up to a 850cc stock sled. Written parental consent must be submitted before Friday registration. Consent letter must state that the participant has permission to participate on a larger machine and be signed by a parent/guardian. Proof of age is required Waiver must be signed by a parent or legal guardian, without a minor release waiver form the racer will not be allowed to participate. A form must be signed at EACH event. Juniors can petition at the age of 16 to move up to amateur or semi pro and are allowed to run 850 cc if desired, written request including race experience is required 14 (fourteen) days prior to the race event. The request must be approved to make the move. AMATEUR If racers place top three (3) in the amateur class two (2) consecutive races, they must advance to Semi Pro status for the following race Amateur division is designed for first year racers with no prior competition experience Amateur racers are permitted to run with turbo s or super charges in Mod Class SEMI PRO RACERS AGES 18+ (unless Junior petition is approved) If racers place top three (3) in the semi-pro class two (2) consecutive races, they must advance to Pro status for the following race Semi Pro racers are permitted to run with turbo s or super charges in Mod Class WOMENS Women s classes are required to comply with the same rules as all other classes Women can register classes that are not strictly women s classes PRO RACERS AGES 18+ We encourage Pro racers to lead by example, by abiding rules, their behavior, and respecting other riders and event/hill organizers, volunteers, and staff.
8 TECH All racers will bring their machine directly to Tech after completing their run on course The machine will stay in Tech until the Tech official releases it. Mandatory teardown and inspection will be done at the discretion of the Tech personal Any racer not reporting to Tech or refusing inspection will be disqualified. A maximum of two (2) persons may be with the machine in Tech If a racer uses another machine other than the qualifying machine he/she will be disqualified from the race Please consult the ISR Yearbook for Tech questions and rule clarification FUEL TESTING FUEL TESTING IS PERMITTED TO HAPPEN AT ANY TIME IN THE DURATION OF THE EVENT. For further clarification please contact the Race Director (info@wchahillclimb.ca) DISQUALIFICATION If a racer is disqualified from a race due to failing to comply with safety standards or attempts to race dishonestly they are at risk to lose their WCHA race membership and be banned from racing with the WCHA for up to 3 consecutive years. If a racers membership is banned they will not be permitted to race in any other races in the season, regardless if registration for other races has been completed. NO REFUND WILL BE ISSUED IF A RACERS MEMBERSHIP IS BANNED; FOR THE COST OF THE MEMEBERSHIP, CURRENT CLASSES, OR PRE REGISTERED FUTURE RACES. Any racer disqualified for any modification to a motor that is not allowed under the rules set forth by the ISR and WCHA or is found in violation of the fuel regulations of the ISR shall be suspended for one (1) full year (12 months) from the date of notification. APPEALS APPEALS MUST BE SENT TO THE WCHA WITHIN 4 DAYS OF THE INCIDENT IN QUESTION, WHICH WILL BE CONSIDERED BY THE WCHA BOARD OF DIRECTORS. 8
