Intermediate & Expert) or choose to ride one discipline in a Provincial series and another discipline in the National Series 2.0 NUMBERS 2.1 Novice Red on White Background 2.2 Intermediate White on Black Background 2.3 Expert Black on White Background 2.4 All youth, speedway and ATV classes Black on White Background 2.5 Vet class can be mixed considering different classifications 2.6 The rider s number must be clearly visible from distance of approximately 100 feet. Numbers must be positioned on the front and both sides of the machine. Number plates should be at least 6 inches wide by 6 inches high or appropriately sized and maintain visibility. The numbers should be at least 5 inches high with a 1 inch stroke. The number plates must not have sharp corners FTC Official Rules & Regulations
3 3.0 EQUIPMENT Participants understand that the following equipment is a self declaration check list and the following equipment is either needed or strongly recommended. Safety checks will be subject to random inspections. 3.1 Leather or Kevlar suits are mandatory for any events where the track length exceeds 1/4 mile (exception of ATV). Circuit length will be clearly defined prior to the event listed in event details on the Flat Track Canada official website. 3.2 Motocross apparel/equipment** (or better) is suitable at all tracks that are 1/4 mile in length or less. However leathers are recommended. ** Motocross style jersey/pants. Appropriate protective equipment, including shatter resistant goggles/visors and gloves. There shall be under armour or over jersey body armour protection of some kind especially in the chest region. 3.3 Leather boots must be worn and highly recommended that be designed for intent of competition use Skid / steel shoes are mandatory for all non youth, non atv classes. However strongly suggested for youth classes. 3.4 The following equipment is STRONGLY RECOMMENDED and we strongly suggest using the following: Back Brace (Mandated for 2017) Under Armour such as: Knee Pads, Elbow Pads, Padded Shorts, Chest protector Neck Brace (such as Leatt Device) Gloves Impact resistant Face Shield (such as visor or goggles) Boots 3.5 Helmets Mandatory Allowable Safety Standards, subject to random inspection. Full face type helmet the meets one of the following recognized standards: BSI: BSI Type A USA: Snell M2010/Snell M United Nations: Regulation ECE P or J Japan: JIS 8133:2007 or better Affixed certification label on the helmet must be clearly visible FTC Official Rules & Regulations 3
4 4.0 TECH INSPECTIONS 4.1 Referees checklist Catch Cans made of a solid material that s heat resistant Check wheels (bearings, no major movement or side to side play) & spokes (loose or missing) Check throttle controls for response ( sticky or non responsive throttle must be fixed) Check for cracked rotors Left foot pegs must have a rubber top & foot pegs must be able to fold. Control levers must have ball ends Brake pedal must be operable Swing arm pivot must have no play or be loose Exhaust must be tight and be mounted in at least two locations (promote safety wiring) All stands or other accessories considered dangerous by the inspector, must be removed Check mounting brackets on fuel tanks All sign in stickers should be visible on top of number plate Any contingency programs will be inspected and regulated at tech inspection 5.0 TIRES 5.1 Youth classes 85cc or less are not regulated (the use of knobby tires is permitted). 5.2 Tires must be a recognized flat track Tire made by Goodyear, Dunlop, Maxxis, Golden Tyre, Mitas or Zee Tire. Tire compound utilized is at the discretion of the rider. 5.3 Speedway class must be a Barum or Mitas speedway tire. 5.4 Vintage class only exception of a trials tire or flat track tire. 6.0 CLASS SPECIFICATIONS 6.1 All youth classes 250 class or lower Engines CC must be with of OEM Specifications 50 Shaft: 6.2 OEM ignition systems are mandatory, no modifications or replacements. Randomly checked. ATVS SPECIFICATIONS: 6.3 Tether cords with kill switch must be present 6.4 Must have cotter pins on wheel hubs 6.5 Must use flat track tire FTC Official Rules & Regulations
5 MOD VINTAGE CLASS: 6.6 Designed for 4 valve 500cc or larger motorcycles 1980 or newer liquid cooled 2 strokes 4 valve 500/600 Honda Engines 650 Yamaha Twin 650/750 Triumph Twin Rotax 500/ *motorcycles must have a rear brake DINO VINTAGE: 6.7 Designed for 500 or smaller in the pre 1980 s era air cooled 2 strokes 250/350 Honda 4 strokes XT/TT ValveYamahas Triumph *motorcycles must have a rear brake 6.8 Pre 1970 s design with rigid rear section, brake optional Harley Aermacchi 250/350 Ducati 250/350 Honda 250/350 Twin PRODUCTION FRAME CLASS AKA DTX: 6.9 Modifications are allowed but limited to the requirements of engine displacement. The CC s must be within 10% of the manufactured size. Restrictions are limited to the manfactured size of capacity ie. KTM 530, CRF450, YZF250 etc...therefore no stroker kits, or overbore more than 10% of OEM. The model of bike must be in current production, but not limited to year. OPEN Engine displacements must be a minimum of 249cc Engine displacements must be a maximum of 1149cc 7.0 FLAGS 7.1 Green Flag Announces the start of the race or a clear race track. 7.2 White Flag Final lap flag. 7.3 Checkered Flag The finish of a race. Each rider that passes the flag must immediately slow down even if down a lap. 7.4 Yellow Flag Caution, slow down, passing is prohibited in the caution zone. 7.5 Red Flag Slow down safely and immediately proceed to safe zone or start finish line. All riders who fall or have mechanical issues that results in a restart go to the penalty line. A red flag can be used during a false start FTC Official Rules & Regulations 5
6 7.6 Red Cross on white Flag Ambulance required - treat like red flag 7.7 Two flags crossed Flag Laps halfway point 7.8 Blue Flag Being lapped allow rider to pass 7.9 Black Flag Report to referee. Either your motorcycle / ATV is malfunctioning or rider infraction. Failure to report to the referee is an automatic disqualification). Rider(s) must comply within 3 laps of the flag being shown. 8.0 RE-STARTS 8.1 When a red flag is shown for a false start (or a result of a crash that makes it too dangerous to continue racing), a restart must take place. 8.2 A referee has the ability to restart all participants on the original grid if he feels there was first corner bunching. 8.3 If a race is restarted before 3 laps are completed by the race leader, a grid style restart takes place. Any penalized riders restart from the penalty line. 8.4 After a full 3 laps are completed by the leader an Indy (wheel to wheel) style start takes place with the penalized riders are at the back of the line. 8.5 All restarts finish the race with the number of laps left in the race a restart must have a minimum of 4 laps, if there is less than 2 laps to go the referee has the option to call the race. Race standings revert to the previous lap with the penalized riders at the back. 8.6 In the situation that there are multiple penalized riders, they are placed in the order they were the lap before or how they were qualified, among each other. 8.7 In the event of a false start, any rider who jumps the line will be penalized. If there is more than 3 riders who jump the start simultaneously, every rider gets restaged as a regular start. 8.8 If a penalized rider jumps the re-start from the penalty row, they will be disqualified, removed from the race and not allowed to participate in any subsequent restarts. 9.0 STAGING 9.1 Riders must be staged and ready for their heat in the staging area at least one race prior to their own heat. 9.2 If a rider cannot make it to the staging area when the bikes are about to go on the track, they are disqualified. A member of the rider s crew can inform the pit steward that the rider is having issues and will be up immediately. At the point bikes entry onto track, if the rider or crew FTC Official Rules & Regulations
7 member has informed the pit steward than he/she has 2 minutes from that point to make it to the starting location for the race start. 9.3 When the riders are ready to be staged there are no wheelies, practice starts or burnouts, otherwise referee can penalize a rider and send them to the penalty line. 9.4 Riders who have issues with their equipment on the start line must raise their hand and waive it to capture the attention of the referee. 9.5 If a rider chooses to switch a motorcycle from the original one they qualified on, or switches a motorcycle during a restart, then the rider must start on the penalty line ADMINISTRATION 10.1 Participants must complete registration and provide their Flat Track Canada license to enter tech inspection, practice, and participate in the race event. Failure to do so may be subject to disqualification or fine New or foreign riders with experience may be reclassified in the competition class after their first or second race. A recommendation has to be given by senior referee first Starting positions or gates are referred to as numbers from 1 to 7 (one to seven), with the lowest number being the pole or starting position closest to the infield All riders involved in a serious crash need an assessment form filled out by an EMS personnel. If the rider wishes to ride again they must be cleared first by an EMS person, and the riders helmet will be inspected by officials PROTESTS 11.1 A protest must be made in writing and handed in to the chief referee within 30 minutes of the race in question A protest must have the subsections in reference to the infraction which clearly help define the infraction Rule Infraction Protest is subject to a $50 fee External Bike Infraction Protest is subject to a $50 fee Engine Infraction Protest (150cc or less) subject to a $250 fee Engine Infraction Protest (249cc or higher where applicable) subject to $450 fee Rider that is protested will be awarded $200 (150cc or less) or $400 if they pass and meet specifications Fees will be refunded if protest is upheld FTC Official Rules & Regulations 7
8 12.0 AUTHORITY 12.1 The authority of rules at the race events is to be regulated by the senior referee. Any other matters or scheduling of the event shall be consulted with the organizer Any race decision made by the referee may be subject to protest Any FTC member owing on an outstanding balance to FTC, and has not paid within 15 (fifteen) days of notice, will be subject to suspension until payment has been made REFEREES 13.1 Must complete all forms and be handed into FTC office The referee has the authority to disqualify a rider, and flag them off the track, if the rider is considered to be riding dangerously The referee can remove anyone not following the rules from the event A referee can refuse a rider from entering the track if their bike has not passed tech inspection A referee cannot participate in any event that they re considered an official A referee, or organizer, can cut a program or laps short when the facility requires a predetermined end time RACE FORMAT 14.1 A series of class heat races will determine participation in the class final. Series championship points will be awarded to class final participants based on finish position. Points will be allocated as follows: 1 Heat, 1 LCQ, 1 Final format varies depending on participation numbers 14.2 Maximum Number of Riders in a Main Event; Expert 18 Riders: Row 1-6 Riders, Row 2-6 Riders, Row 3-6 Riders Intermediate 18 Riders: Row 1-6 Riders, Row 2-6 Riders, Row 3-6 Riders Novice 15 Riders: Row 1-6 Riders, Row 2-6 Riders, Row 3-3 Riders Youth 12 Riders: Row 1-6 Riders, Row 2-6 Riders ATV 10 Riders: Row 1-6 Riders, Row 2-4 Riders 14.3 Practice: For each registered class, rider will have one practice session, unless otherwise specified in riders meeting. Bikes will have stickers presented on top of number plate FTC Official Rules & Regulations
9 14.4 Heats: If a rider misses their heat they will automatically go to the LCQ. If there is no LCQ they will be required to start on the penalty line in the main event. No Exceptions Heats will be staged based on points in their respective points series. (ie. national series, provincial series) 14.6 Dash For Cash - all rules apply as a standard race POINTS STRUCTURE st Place...23 points 2nd Place...20 points 3rd Place...18 points 4th Place...16 points 5th Place...14 points 6th Place...13 points 7th Place...12 points 8th Place...11 points 9th Place...10 points 10th Place...9 points 11th Place...8 points 12th Place...7 points 13th Place...6 points 14th Place...5 points 15th Place...4 points 16th Place...3 points 17th Place...2 points 18th Place...1 points Once the winning rider takes the checkered flag the race will be considered complete for any subsequent riders as they cross the finish line (regardless of the number of laps completed). Rider and motorcycle / ATV must both cross the finish line Any rider has a maximum of ONE minute to cross the finish line once the winner has taken the checkered flag DNS in Main event = 0 Points DNF s count as points in their respective finishes regardless of entries. (ie. 12 entries a last place DNF would count for 12th position points) In the case where multiple riders DNF it will come down to who finished more laps If two riders crashed together, then it would revert back to their respective positions the lap prior If more than one rider crashed in the first lap in the same location, then it would revert back to the order in which they qualified for the main event CONDUCT 16.1 No rider, mechanic, or official may be under the influence of drugs or alcohol. There is a ZERO tolerance policy and an offender will be suspended from the event FTC Official Rules & Regulations 9
10 16.2 Rider and pit crew must conduct themselves in sportsman like manner Verbal & physical abuse will NOT be tolerated, and will receive a penalty or have exclusion from the event Concerns must be dealt with the pit steward, he then can refer you to speak with the referee Parents and pit crew are considered the responsibility of the rider. Their actions are considered guilty by association, therefore the rider is ultimately responsible for their actions, and can penalized because of it PENALTIES (decided based on infringement at Flat Track Canada office) 17.1 A fine of $50 3 (three) position penalty A fine of $100 5 (five) position penalty A fine of $150 A Disqualification Suspension If a rider doesn t allow his/her bike to be inspected under protest, than the rider assumes forfeit and is disqualified from the race. Riders must follow directions of course only. During a race, a rider cannot be given assistance to restart. If a rider intends to pull off a course they must signal, and never cut off another rider INSURANCE 18.1 All forms must be completed and filled out truthfully. Any fraudulently filled out forms will result in fine or suspension. If there is any injury to spectators, property damage, or fatal injury, a full report must be made with a visual diagram of the incident. Witnesses, with contact info, shall be included in report. In case of fatality, the senior referee must contact the police. A referee must fill out race report, as well as any injury report form, supplied by the EMS. If the referee believes that a rider is not in suitable condition to race, the referee has to right to refuse his/her entry until the rider has clearance from a doctor, with a note saying fit to race. All of the riders` helmet and equipment are to the responsibility of the rider as they deem safe. The rules, tech inspection, and equipment laws are a means of due diligence of safety. The riders themselves are ultimately responsible for their equipment in the matters of safety FTC Official Rules & Regulations
11 19.0 PRIZES 19.1 In the event of a tie, both money and points will be adding together and divided equally If a race cannot be completed, remaining prize money will be forwarded to FTC to made available for distribution RULES COMMITTEE 20.1 Is a board consisting of at least 3 (three) members that vote on issues that arise that could influence a rule change These members would vote on a rule change by majority Rule changes can be made week to week by committee. The appropriate parties and rule changes must be posted on the website immediately and announced at the riders meeting SAFETY 21.1 Fire extinguishers must be present with corner marshals Corner marshals must have a caution and ambulance flag Corner marshals must be trained individuals, and know and understand the standard operating procedure of being a corner marshal FTC Official Rules & Regulations 11
