2 40 DAY PACK CONTENTS The 2017 AGM is scheduled for June 16 th and 17th at the Brentwood Hotel in Wellington. Speedway NZ is required to circulate specific information no later than 40 days prior to the event, i.e. the remits that will be voted on, the general business that has been submitted for discussion, and the nominations for the Technical Committees, Appeal Panel and Promotional Team. 3 CONSTITUTION & DERBY REMIT REMIT 1 C16-2(a)(i) Delete Rule C16-2(a)(i) Four people elected at the Speedway NZ AGM. Four people elected bi-annually, in the same year as the election of technical committees, at the Speedway NZ AGM Continuity - this will ensure that there will always be someone with experience on the team. If members and directors change in the same year, this could lead to a whole new team. Consistency - brings the Promotion team in line with all other SNZ sub-committees. REMIT 2 D4-1 Ramp Derby: Addition Minimum Vehicle Specifications D4-1-1 Vehicle Specifications as per Derby Teams Racing, Section D2-1 Delete Rule D4-1 Ramp Derby: Addition Minimum Vehicle Specifications D4-1-1 Vehicle Specifications as per Derby Teams Racing, Section D2-1 This rule was added for unknown reasons 2 years ago and subsequently dispensation from this rule has been issued during this time. Obviously, it is not required so needs to be removed from the rules.

4 LICENSING OF TRACKS REMIT REMIT 3 M Solo and Sidecar tracks may be enclosed by a wooden safety fence and pit gate. M Solo and Sidecar tracks may be enclosed by a wooden safety fence and pit gate. At the 2015 AGM there was a mandate for tracks to implement provisions for scales in the rule M2-24-8, the rule caused great confusion. Most tracks now have scales, and this rule is to ensure consistency at all tracks and to provide clarification of the intent of the original rule. REMIT 5 M Officials: Speedway NZ Approved Trainer/s are to be in attendance. This negates the requirement for an SNZ Steward to be present. Tracks wishing to submit nominations for approved trainers should ensure the nominee completes the Application for Warrant Card form, and returns them to the SNZ Office. Speedway NZ implemented this provision in the 2016/17 due to failings at track level, causing H&S issues. A SNZ Steward holds all paperwork to ensure the provisions of a permit are met, and is the only Official subsequently that is permitted to issue licenses.

5 ALLOCATED TITLES, CHAMPIONSHIPS & NZ TEAMS REMIT REMIT 6 M4-1-2 Allocated Title hosts are determined by a 5 year rotation system voted in at the SNZ AGM. This soon becomes boring for competitors, and limits the opportunities to grow the grade in other parts of the Island. Same applies with Midgets (Ruapuna/Nelson), TQ's (Ruapuna/Nelson/Greymouth), Modifieds (Woodford Glen/Greymouth), etc. If successful, the remit would enable South Island tracks to work together for the betterment of the sport as a whole. As the rules state currently, the minimum number of contracted competitors does not equal the intended number machines. Minimum 4 could only mean 2 machines racing. The original intent was for racing machines, as in complete units thereby requiring 4 riders and 4 passengers.

The form to include: Name of track, Name of Allocated title applying for, Number of times that the class was run in year of application, Detailed format proposed for the running of the event, Minimum prize monies to be paid and awards, Prize money format as to whether payment is for heats and/or finals, Proposed prize money structure. The complete list of championships will be circulated to all tracks 20 days before the AGM. (ii) Allocation On South Island Championships, the South Island tracks to vote only. The aim of this remit is to establish whether South Island tracks are interested in using the South Island titles to promote the classes in different regions, rather than only the tracks that contract the class. Being organised two months earlier will also mean tracks will now have confirmed championship dates during the peak sponsorship sourcing period around the new financial year. The sport also now includes many major promotional events and travelling series and this change will allow these events to be planned and promoted far greater. 15 ALLOCATED TITLES, CHAMPIONSHIPS & NZ TEAMS REMIT REMIT 18 M4-5-3 Delete Rule M4-5-3 Must be sent to all Stewards and tracks that licence the applicable class no later than three weeks prior to the approved date. Outdated rule and not enforced, very few allocated title entry forms are sent to the applicable tracks and even less to the Stewards. REMIT 19 N/A M4-7-1(vi) The competitor is at a similar level to the list of the entrants. A competitor may be denied entry to a title if it is felt the competitor is not at a suitable standard to compete safely among the field of entrants by unanimous decision of the track promotion, Clerk of the Course and SNZ. There have been titles where competitors who were clearly out of their depth and ridiculously slower than the other competitors to become a danger to the faster riders had to be allowed to enter, even though it was felt potentially unsafe. REMIT 20 N/A M4-7-1(vii) All current New Zealand champions in all classes to gain automatic qualification to their respective titles in the following seasons New Zealand Championships. Fans want to see the best drivers on offer at a New Zealand champs therefore this should include the current/defending champion. If for example you were unable to attend qualifying and the defending champ didn't make the finals you have missed out on watching them. It is also of benefit to the promotion that they can confidently promote that 1NZ is racing. This will also add a lot to the prestige of winning a NZ champs from a competitor's perspective.

16 ALLOCATED TITLES, CHAMPIONSHIPS & NZ TEAMS REMIT REMIT 21 M4-8-2 Delete Rule M4-8-2 Further criteria for North Island and South Island Championships: (a) A competitor can only enter one Island championship per season in any one class. (b) At the time of the event, the competitor must be contracted to a track in that Island. The Super Saloon Class is strong as a collective, many drivers in the class will travel long distances to support other tracks or other drivers. By opening up the option for Island Championships, it is another way of ensuring a full field. There are already drivers who travel to the other island to chase good competition. This would make another highprofile meeting eligible for all. REMIT 22 M4-12 New Zealand Championship Practice M4-12 New Zealand Championship SNZ Allocated Titles Practice All competitors should have the right to a sighting run on an unfamiliar track so that local competitors do not have an unfair advantage. Note: if this remit succeeds, delete next remit. This is also a safety measure where competitors are changing from their usual surface to another, e.g., loose to clay.

17 ALLOCATED TITLES, CHAMPIONSHIPS & NZ TEAMS REMIT REMIT 24 M4-20-1(a)(iv) In the event of competitors being tied on points, qualifying position in the first instance will be decided by who beat who in the heat in which the competitors met. If that is inconclusive then order will be by competitor with most wins. If a decision still cannot be determined then a race-off will decide the positions. (b) Highest unqualified competitors then start from the front grid of a repechage. (c) Two repechages required when more than 36 entries are received. M Option for NZ TQ Champs Qualifying: Three qualifying heats using the grid method below, with no repechage required. M Finals (a) Finals to consist of a maximum of 24 competitors, racing over three heats. (b) No competitor can be seeded directly into the finals. (c) Minimum number of laps is the higher of 12 or one lap per starter to a maximum of 20, e.g. 14 starters = minimum of 14 laps, maximum of 20 laps. (d) Points are awarded as per finishing position from 24 points for first to 1 point for 24th (e) Highest point scorer over three heats is the winn er. 19 ALLOCATED TITLES, CHAMPIONSHIPS & NZ TEAMS REMIT We have received many comments from Open Wheel competitors that a 3 Heat final leaves too much to chance and luck for a single event with high car numbers and so much at stake. In recent years this has mostly only effected the Mini Sprint class, as promotors have the right to choose from the format options, but by removing this from the rules as an option it can no longer be a burden to all classes. We feel that Open Wheel racing is best for the paying public when they know exactly who the winner of the main race is the moment the checker flag is dropped. REMIT 28 M4-22-3(d) Points are awarded as per finishing position from 24 points for first to 1 point for 24 th. 21 OFFICIALS REMIT REMIT 31 N/A M5-3-9(d) An Assistant Steward as directed by the Steward or Senior Official must be positioned at each end of the track behind the safety fence during all contact grade racing to ensure any competitor who has been involved in contact with the wall is safe and well. If for any reason they believe any competitor requires urgent medical attention, they must notify the referee who will stop the race. Pretty straight forward under Health & Safety of competitors. The refereeing team may not see an incident and or be able to determine if a driver is injured from their view in a control tower. This will obviously speed up the response time from the likes of St John personnel attending to an injured competitor.

22 COMPETITORS REMIT REMIT 32 M6-5 One Day Licences M6-5 One Day Licences No single competitor can purchase more than three one-day licences in any one season. Needs to be some clarity around how many you can have and a maximum of three gives some certainty. REMIT 33 M6-5-3 A one-day license holder must start from the rear of the field in open competition unless given dispensation from the Steward of the meeting. There needs to be a strong disincentive for this type of behaviour.

25 MEETINGS, PRACTISES & TRAININGS REMIT REMIT 38 E The issuing official will contact the competitor, track Official and promotion and advise of the relevant details. (d) When a race is completed, all results will be provisional until regulatory vehicle/component compliance inspections are completed and 10 minutes have passed with no protest. Currently there is no transparency on technical inspection infringement results. There was an incident this season where a competitor breached the weight rules and no penalty was applied. As this largely happened in secret, the other competitors were unaware and therefore unable to protest. If technical inspection results are posted (as race results are) this would solve this problem. REMIT 39 N/A E Mandatory Weighing A minimum of the 1 st place getter and one randomly selected competitor from every race will be weighed upon the completion of the race. The competitors must be informed and escorted directly to the weigh bridge. The competitor must not go back to their pit and must not perform any activity to alter the weight of their vehicle except where outlined in T12-2-2(c). All tracks are now required to have scales installed. Tracks have had to (or will have to) incur significant expense to do this. Given the investment, it is important that the facilities are used and that all competitors have a level playing field.

26 ELECTRONICS REMIT REMIT 40 E4-1-1 The use of in-vehicle transmitting or receiving is prohibited except approved one way radio communication from officials. Approved one-way radio communication is compulsory in all National classes and must be used at all race meetings. (a) Only SNZ officials or Clerk of the Course can communicate with competitors at any time. (b) Race directors can communicate with drivers for race series only and must be approved by the promotion, Clerk of the Course and Senior Official. (c) It is the competitors responsibility to ensure their receiver is in working order at race meetings. (d) Solo and Sidecars are exempt from this rule. This remit will improve how we deal with competitors on the track efficiently and with minimal fuss. Under the current system, fans are subjected to watching the likes of the Saloon and Open Wheel classes circulating lap after lap waiting for the poor infield staff to place them in the correct restart position. Obviously, this is also frustrating to the competitors.

27 ELECTRONICS REMIT REMIT 41 E4-1-2 A consistent specifically placed master kill switch is required in ALL vehicles effective 1/9/2016. Refer to Technical Committees for placement. (a) A consistent specifically placed master kill switch is required in ALL vehicles effective 1/9/2017. Refer to Technical Committees below for placement. (b) The Switch must, in addition to cutting the main battery circuit, also cut alternator power on vehicles fitted with an alternator or similar charging system. (see Fig.1 below) (c) The switch position will be highlighted and mounted centrally of a red background of no less than 75mm diameter and have the on/off positions clearly indicated. (d) On vehicles that the driver sits in the centre or to the left of centre, the switch be as far left and towards the top of the dash board but within easy reach of the driver in normal restrained seated position. (e) On vehicles that the driver sits to the right of centre, the switch be as far right and towards the top of the dash board but within easy reach of the driver in normal restrained seated position. (f) For Open wheel vehicles the switch to be mounted as far left and no lower than 100mm from the top of the dash panel but within easy reach of the driver in normal restrained seated position. Following communication with the Tech Committees, this is the recommended outcome. The rule defines the switch and its uses as well as its position for ease of access.

(c) Continuous logging of Data of any kind. EXCEPTIONS: Rules E4-2 (d),(e),(f). This is one of those rules that has needed an update for quite some time. For the most part, nothing really changes, terms like ECU controlled classes refer to classes like Stock cars and Mini Sprints that use a controlled ECU (this term will be updated in said classes technical rules), and Open ECU refers to classes like Super stocks and Super Saloons. Engine parameters have always been allowed to have the Data logged, but we have made some additions (acceleration, GPS, Video, Heart rate) for the following reasons: Video- Obviously, we allow cameras, so it just made sense for the rules to read correctly. Acceleration and GPS- Most cameras, digital displays, fitness trackers (fitbit, garmin watch), cell phones (every iphone ever made), and some ECU s, contain Accelerometers and/or GPS receivers. We really don t want to limit the accessibility of devices that are becoming increasingly cheap to obtain. Most people don t even realise how many of our devices contain one or both of these sensors, it would be foolish of us to try and limit them, for one we couldn t police it, two it will soon become harder to get a camera or watch without them, and three, we live in a modern world, and we want our sport to reflect that. Heart rate- While we are not all athletes, we see no reason to stop those who wish to better understand their physical health and their on-track fitness. Digital displays- We want to promote the use of digital displays. In most cases a full race car data logger with a customizable LCD display and sensors costs less than 3 or 4 mechanical gauges, they look cool and, and give competitors the opportunity to have customized warnings for their engine parameters. Removal of warning light colour rule- That rule was extremely dated, competitors are no longer using Mk1 Cortina Brake Lights that light up half the grand stand as their warning light. So less and less do we need to worry about track crew mistaking a small red LED light on a camera or dash for a fire.

30 ELECTRONICS REMIT REMIT 43 E4-4 In-car cameras are permitted, provided the terms and conditions as published by the Board are adhered to at all times. This includes the requirement for cameras to be safely mounted, not to point at the driver, and for footage not to be distributed in the event of injury. 31 ELECTRONICS REMIT REMIT 45 N/A E4-6 Use of One-Way Communication E4-6-1 The use of SNZ approved one-way radio system is compulsory in the following classes: Sprintcars Midgets Three Quarter Midgets Saloons Super Saloons Mini Sprints Modified Sprints (a) Tracks are to provide and maintain the approved transmitting systems with the exception of the receiver and ear piece. (b) SNZ will be responsible for the supply and distribution of the receiver and ear piece. One-way communications provide significant benefits for classes which require re-gridding after orange lights. This allows for the faster running of meetings and additional safety in caution situations.

32 FUEL & FUEL TANKS REMIT REMIT 46 N/A E5-1-6 All fuel samples to be chemically analysed and results made available to members. Stop the widespread use on non-compliant fuels and ensure the sport is made safer and the competitors have a level playing field. REMIT 47 E5-1-4 All fuel is subject to testing at any time, if fuel is found to deviate from the approved fuel specification it will be considered illegal. E5-1-4 (i) All fuel is subject to testing at any time, if fuel is found to deviate from the approved fuel specification it will be considered illegal. (ii) All four wheel vehicles are to have an approved Test 20 break out fitting attached to the fuel line positioned in the engine compartment, to allow fuel sampling to be carried out safely. This is mandatory from the 2017/18 season. (iii) The placement of the fitting must provide easy access and not be pointing to any exhaust or electrical system. Fuel testing in the field for SNZ Staff is a major Health & Safety issue. There is a call from our stakeholders for more compliance testing, and yet we currently have no ability to do this safely.

33 CLOTHING REMIT REMIT 48 S3-8-1 Solo/Sidecar (a) All competitors, including sidecar passengers must wear leather jackets, leather trousers, leather knee boots, and leather gloves or other suitable protective clothing, i.e. Vinyl type suits and/or Motocross style protective clothing is acceptable, but must include full body armour (chest/kidney protection), back brace and knee pads. (b) Skid shoes or metal slippers to be in good order, and binding to be leather strap at least 19mm wide and 2.4mm thick, with buckles in good order (Scrutineers to inspect regularly). (c) Two-piece leathers must be attached together, that is pants and jacket by zips or domes. (d) Long hair must be securely restrained. S3-8-1 Solo/Sidecar All competitors, including Sidecar passengers must wear: (a) All competitors, including sidecar passengers must wear leather jackets, leather trousers, leather knee boots, and leather gloves or other suitable protective clothing, i.e. Kevlar. The shoulders, elbows, hip joints and knees must be padded with at least a double layer of leather, similar or protective pads. Motorcross style top and pants must under/overlap and if not attached together, an under garment (which may be part of the armour) long enough to avoid exposing the body must be worn (chest/kidney protection), back brace and knee pads. (b) Skid shoes or metal slippers to be in good order, and binding to be leather strap at least 19mm wide and 2.4mm thick, with buckles in good order (Scrutineers to inspect regularly). (c) Two-piece leathers must be attached together, that is pants and jacket by zips or domes. (b) A back protector which is either commercially manufactured or an integral part of the jacket/suit/body armour must be worn and extend the full length of the back from collar to base of the spine (c) Boots constructed of leather or other material of similar or greater durability, but not rubber, and must provide ankle and calf protection and under/overlap the suit or trousers when the rider is in the normal riding position. Sidecar riders and passengers may wear ankle boots which must cover at least the ankles and be of the mentioned construction. (d) Long hair must be securely restrained.

In today's safety conscious environment, this is no longer an acceptable excuse. Two coroners have advised the sport that the deaths they dealt with would most likely have been avoided if the competitors were wearing Head & Neck restraints (Samantha Mouat and Ray Channing). How many deaths are deemed acceptable before we act? 3? 5? 10?

36 SOLO/SIDECAR RACING RULES REMIT REMIT 51 N/A R9-3-1(c) Any rider(s) lapped or about to be lapped by the leading rider shall be shown the black flag and must retire safely from the race. Clears the track of slow/unsafe riders for faster raiders approaching. This is especially necessary in championships where all competitors have the right to enter regardless of skill and speed level. REMIT 52 R9-3-3(b) A competitor shall be excluded from the race if he delays the start by more than two (2) minutes in all, in any one race.
