SERVICE AND REGROUP PARKS: Date: (Sunday) Time: 14:00 till 17:00 II. ORGANIZATION 2.1 DEFINITION - Šiauliai Winter is the 1 st event of the LAS CUP 2016 Rally Championship. This rally is classified Lithuanian C League Rally event. Rally will be organized by association Rally 4 fun, in cooperation with the Lithuanian Union of Automobilists. Rally will be carried out in accordance with: - Lithuanian Automobile Sports Code (abr. LASC); - Lithuanian Automobile Sports Competition s Organization and Execution Rules; - Lithuanian Rally Rules (abr. T-2016); - Regulations of Lithuanian C League Rally Championship 2016 and LAS CUP 2016 ; technical requirements for 'SGC' group cars; - The present Supplementary Regulations.

DESCRIPTION OF THE RALLY Rally is carried out of February, Number of legs: 1 Numberofsections: 2 Total distance of the route: 102,95 km Number of special stages: 12 Total distance of special stages: 16,75 km Detailed route and itinerary will be specified in the Road book. IV. ELIGIBLE VEHICLES, TIRES 4.1 Participate in the rally are allowed the cars which are in conformity to "LAS Cup " Regulations articles 7 and 8 and 2016 Lithuanian Rally C League Regulations articles

6 5 4.2 The engine with forced air supply (mechanical compressor / turbocharger, etc.) restrictor diameter is not limited, their engine capacity for gasoline engines is multiplied by a coefficient 1.7; for diesel engines - 1.5; for rotary engines 1,6; for Bi-Turbo engines 2, Safety cage in cars is not mandatory, but if it is installed, must comply with FIA Code Appendix J article 253.8, and the car must have sports passport, issued by LASF or other parental ASN. 4.4 Allowed use of a broad series production tires sold in trade areas without a special reservation. The tires must comply with Road Traffic law, valid during the winter season, and must have EUcompliant markings (label "E" with the country code, such as homologation: E4, E2, etc.). Allowed use of retreaded tires. 4.5 Not allowed to use designed for motor sport racing tires without tread or with him, and retreaded tires with sports-type tread. Prohibited to use tires with the tag "For competition use only" and so on. About tires suitability for the competition decides Chief Scruttineer. 4.6 Any replacement of treadusing in-depth or cutting methods is prohibited. 4.7 Use of studded tires is prohibited. 4.8 Tires change allowed only in the Service park, but the crew without outside help and only transported in the car wheels can change throughout the track, except zones where valid Park Ferme rules. V. CREWS, ENTRIES, CHECKS 5.1 "Šiauliai Winter" is the first event of Rally " LAS CUP " and is open for all persons, who meet the requirements of "LAS CUP 2016 Regulations section "PARTICIPANTS (articles 15-20) and section CREWS" (articles 25-26). 5.2 SGC groups in standings of the First drivers' can not participate drivers with LASF issued T,TJ, D, DJ category "Driving License", including multiple licenses, as well as other parental ASN issued a similar licenses, and are participants in the First drivers' standings of the Lithuanian Rally Championship. 5.3 Participants are divided to groups SGC and OPEN SGC group is divided to classes: SGC 1 ; car engine up to 1600 cc inclusive; SGC 2 ; car engine from 1601 to 2000 cm³ inclusive; SGC 3 ; car engine over to 2001cm; J - 2 WD SGC group cars, engine up to 2000 cc inclusive, steerable by minnors and up to 21 years old persons without driving license OPEN group is divided to classes: N cars, adapted for drivers with disabilities; V - cars, driven by veterans age dover 50 years; "OPEN" all vehicles conforming to the Road Traffic law, but do not meet the requirements of "SGC" group, as well as the first driver of the crew, has LASF or other parental ASN issued licenses, specified in paragraph 5.2 of these Supplementary Regulations; "I" - cars, manufactured till , or vehicle model production finished till , conforming to SGC group technical requirements. "IS - cars, manufactured before , or vehicle model production finished till , not conforming to SGC group technical requirements, but complying with Road Traffic law. 5.4 Maximum number of the participants 60.

7 7 5.5 Duly filled Entry Form together with a copy of entry fee transfer document must reach the Organizer by ralis@inbox.lt till (Friday)17:00 (with increased fee - till (Monday), 17:00). Data about Co-driver may be submitted till/ during Administrative checking. The original signed Entry Form must be submitted during the Administrative checks. 5.6 Team Entries Team Entries may be submitted to the Secretariat till the end of Administrative checking Team Entry form may be submitted in accordance with provisions of "LAS CUP " Regulations (section "TEAMS" articles 21-24). 5.7 Administrative checking: Date: (Saturday) Time: 18:00 till 19:00 Date: (Sunday) Time: 7:00 till 9:00 Arrival schedule for crews will be announced jointly with the start order (Wednesday) During Administrative checkingthe crew must submit following documents: - LASF issued an annual/ one-off "M" or higher category "Driving License", or other parental ASN issued similar license; - Driver s licenses, exept persons younger 18 years old, mentioned in Rally LAS CUP 2016 Regulations (art.16 and 26). - Persons, younger 18 years old - a parent or guardian written agreement and a copy of the identity document (Appendix 6). NOTE: LASF one-off "M" category "Driving licenses" will be available on race day during Administrative checking. Mandatory submitted insurance policy from accident during the event, valid during auto-moto-kart races. 5.8 Pre-start scrutineering. Date: (Saturday) Time: 18:20 till 19:20 Date: (Sunday) Time: 7:20 till 9:20 Arrival schedule for crews will be announced jointly with the start order (Wednesday) During the pre-start scrutineeringthe crew must submit following documents: - green card / valid User/driver civil liability insurance; - vehicle registration document; - technical inspection evidence document; - Rally car certificate (passport) issued by the LASF or the ASN of other country, if the safety cage is equipped in the car. Before Scrutineering the crew must affix competition numbers and rally mandatory advertising, which will be issued during Administrative checking, The crews, wishing to receive the stickers previously, must, till (Friday) to inform Clerk of the Course (ph ; edvinas.rally@gmail.com) and to agree on transfer location and time.

In case the rally is cancelled due to Force majeur, participants will be refunded 100 percent of their entry fee payment. 6.4 Insurance. Every participant must hold valid User/driver civil liability insurance or the green card.the Organizer guaranties civil liability insurance towards third persons on special stages from start to the finish either retirement or removement out of rally. Participants aren't third parties to each other. VII. ADVERTISING 7.1 The positioning of Competition numbers and mandatory advertising material is presented in Appendix 4 and art of Rally LAS CUP 2016 Regulations. LAS advertising marked in these areas is mandatory, but the crew may refuse it paying 200 EUR. VIII. PRINCIPAL OBLIGATIONS 8.1 Helmets and safety belts will be checked during the scrutineering. The re-inspection can be carried out in the Service and Regroup parks. 8.2 All participants cars must be parked in the Pre-start area in square alongside Company "Šiaulių Dagris", Pramonės str.6, Šiauliai till 10: Walking and riding on bicycle in SS routes is not considered as reconnaissance, but is prohibited after the safety car passage, this is from the moment of SS closing. 8.4 In the Special stages (SS) participants must wear a helmet, must fastened seatbelts and drive with switched on headlights or equivalent LED lights. 8.5 In the Special stages (SS) drive in the opposite direction is strictly prohibited. Violators will be remove out of the rally.

9 9 8.6 Retired crew must inform the rally headquarters (Clerk of the Course ph or Competitors Relations Officer ph ) about the reasons, place and time of their retirement. The retired crew must also return the time card and remove start numbers from the car. 8.7 If are not signatures of exclusively all the crews, who finished the rally, that they no intention to protest for other crews cars conformity to the technical requirements, after rally finish till the final results announcement the cars of all participants must remain in the Park ferme. Exit out allowed only with Chairman of Stewards written permission. IX. OTHER PROCEDURES 9.1 Official time of the rally will be the local time as per Lithuanian radio signals. 9.2 Start of the rally: Date: (Sunday) Time: 10: Official start order will be announced on the Official Notice board and at TC Start time interval amid the crews in the 1st section - 2 miu, in the 2nd section 1 min. 9.5 Allowed earlier checking without a time penalty at TC 7A and TC 12A. 9.6 The time cards will be changed after the first section (TC7A). 9.7 Start procedure. In all Special Stages start will be executed by means of the electronic timing equipment. When 30 seconds are remaining to start, the crew is handed in the timecard. The electronic clock shows hours, minutes and seconds. When 5 seconds are remaining to start, five red lights will light up every second from one to five. Then these five lights are extinguished, and the crew must start. In case when the crew start is correct, lights green and continues to light for 20 seconds. In case of premature start - display shows "FALSE" and shows the time, the crew brought forward the belonging start. In case if electronic equipment is not installed or it is not functioning, the start procedure shall be carried out following the requirements of art of the T Start marshal must inform the crew in case the start procedure is carried out without electronic equipment. 9.8 Service. Car service is allowed only in the Service park, in accordance with the Service rules (T-2016 art ). Only with the Organizer issued stickers Service cars without trailers will be allowed enter to the Service park. Trailers please leave in the Organizer specified place (see Appendix 8). Refueling is allowed only in the refueling area or gas stations, without departing from the rally route. 9.9 Regrouping. After TC 5 and after the first section (TC 7A) will be two regroupings without start positions change participants channel contraction (T-2016, art. 35.2). X. PENALTIES XI. PROTESTS AND APPEALS 11.1 Protests and appeals are submitted in accordance the LASC, 2016 Lithuanian Rally C league Regulations art and Rally "LAS CUP 2016 Regulations art requirements.

10 XII. 10 CLASSIFICATIONS 12.1 Classifications and the points are counted in accordance Rally "LAS CUP " Regulations (articles 38-39) and its Appendix 61.3 "POINTS SCORING TABLE" (Appendix 9 of Supplementary Regulations). XIII. PRIZES, CUPS The first and second drivers placed I-III in classes will be awarded with cups and the prizes of the Organizer, if they are established The teams placed I-III will be awarded with cups Organizers and sponsors may establish additional prizes, and about this will be published till the start. XIV. AWARD CEREMONY The award ceremony will be held in the bar "Brodvėjaus pica", Pramonės str. 6, Šiauliai, (Sunday) at 20: Crews winners/ prizers not take part in the awards ceremony will loses their rights to the awards will be punished 15 euro fine.
