3 Attachment 1 MRF Tyres proposal for Tasmanian Rally Series 2016 Term of Sponsorship 1 January 2016 to 31 December 2017 (2 years) Sponsorship Fee AUD 1200 per year Benefits: The Sponsor will receive the Naming Rights to the 2016 and 2017 Tasmanian Rally Series and subset Series. The Series name shall be MRF TYRES TASMANIAN RALLY SERIES The Sponsor is also given the right to conduct the MRF Tyres TRS Challenge for term of sponsorship. Details and conditions for the conduct of /and awards for the MRF Tyres TRS Challenge are set out in Appendix 1 of this agreement. The Sponsor will pay the $1200 sponsorship fee to the TRS account managed by the TRS (Event wise) The Sponsor will provide subsidised pricing for MRF Rally Tyres to registered TRS and Series Competitors throughout the 2016 and 2017 seasons. The Sponsor will provide both a MRF Tyres sales and service outlet at the principal service park at each TRS event for the duration of this agreement. The Sponsor will supply the MRF promotional products at each TRS event and will liaise with the event organiser for placement on event and collection post event. The Sponsor will supply at its cost, the event collateral (including background banner), vehicle stickers and windscreen banners as set out in Appendix 1 to this Schedule. The Sponsor will be given first right of refusal for 1 year extension of this agreement past the existing term. The Sponsor (and its Tasmanian Agent) will have the right to supply content to the TAS Website and Facebook page to promote MRF motorsport products on no more than 4 items per month in the off period of the TRS seasons and no more than 8 items per month during the TRS seasons for the period of the contract. TRS undertakes to provide the following commitments to The Sponsor: Each competitor s car in the TRS, the TRS 2WD Rally Championship, the TRS Clubman Rally Series and the TRS Novice Rally Series is to carry the MRF Tyres windscreen banner and MRF Tyres stickers as specified in standing regulations. This applies even

4 if there is a clash with a competitor s existing tyre sponsor or the competitor wishes to pay an extra amount to remove the stickers; Event Directors do not have the right to remove the MRF Tyres stickers and the branding is to be checked at scrutineering; The MRF Tyre truck gets a prominent location in the Service park of each event; Competitors will be encouraged to wear MRF Tyres caps at podium presentation, champagne celebrations and during video interviews; The MRF Tyres banner will be prominently displayed as the background during crew briefings, prize giving and champagne celebrations; The MRF Tyres banner will be displayed as background at the annual presentation function for the 2016 and 2017 TRS; The TRS website will display advertising banners for MRF Tyres and its Queensland Agent (The Sponsor to supply content) for the period of the agreement. All communications by CAMS, TRS, the TRS event directors and media releases will refer to the TRS as the MRF Tyres Tasmanian Rally Series. The Sponsor representative to present TRS and MRF Challenge prizes at the annual presentation event. All event officials will wear MRF branded Hats and Vests during the event. (The Sponsor to supply) The video interviewer to wear MRF branded clothing during all their interviews including MRF branded caps / jackets. (The Sponsor to supply) The Sponsor will supply branded roadside banners for placement at spectator points and in stage "action" locations. Event organisers are to liaise with the sponsor representative on placement and cartage of this signage. Official photographers are requested to take pictures with MRF branding as background for further promotions. Appendix 1. Conditions applicable to the conduct and awards of the MRF Tyres TRS Rally Challenge The MRF TYRES TRS Rally CHALLENGE is a stand-alone iconic rally challenge that is conducted in addition to the TRS. To score points in the MRF Tyres TRS rally Challenge, each competitor must use MRF tyres. Each competitor must buy minimum of 2 tyres per event. Only the competitors buying 2 tyres or more are eligible to score points even if they run on other MRF Tyres at the event. The Challenge will be conducted for each of the following classes: 2wd and 4wd. To qualify as a winner of each class there has to be 3 competitors per class. If less than 3 competitors then the class with less numbers will be merged to higher class or deleted. The following points are awarded for each stage: 1 st 5 points 2 nd 4 points 3 rd 3 points

5 4 th 2 points 5 th 1 point If there is a tie, then the competitors will get the same points. For Example if 2 competitors are tied for 1 st in a particular stage then both are awarded 5 points each. Responsibility for scoring lies with the MRF representative and that person s decision is final in coordination with the event director. MRF Tyres will be announcing the cash prize to be awarded to first place and second place of each class. Trophies (supplied by MRF Tyres) will be given at every event along with prize money to the winner of each class. The MRF Challenge Trophy will be given to the overall winner and runner up in each class at the Annual presentation event. A representative of MRF will be at the Annual presentation event (MRF Tyres will provide these trophies) End of Appendix 1.

6 Attachment 2 Paragraphs for Competitor Handbook: Change of crew: Option 1 No changes permitted: Crew changes after the competition has commenced will not be allowed for the purposes of the Tasmanian Rally Series. This does not preclude event Supplementary Regulations providing for a change of crew within that event, however no TRS points will be able to be scored in any heat where the substitution has occurred for either crew member (i.e. continuing crew member and substitute crew member DO NOT score points from the point of substitution until the conclusion of the event). For the purposes of the TRS, the affected crew will be deemed to have retired from the event from the point at which the approved substitution occurs. Option 2 Crew change permitted, no TRS points awarded: A change of a crew member is permitted in certain circumstances. In the event that a crew member change is desired the initial request must be made to the Clerk of Course who will seek permission from the Stewards of the Meeting in accordance with NCR143. The substitute crew member will be required to satisfy all documentation, licensing and other event requirements prior to the Stewards granting permission. Organisers of each event forming part of the TRS must ensure a set of results reflecting TRS placings are forwarded to the Series Scorer within 7 days of the conclusion of the event. This set of results must be divided into outright and class placings and must not include any crews excluded as a result of a crew substitution. This means that the set of TRS results may be different to the event results. These results must clearly identify the class which the competitor has entered.

11 AUTHORITY Events forming part of the Tasmanian Rally Series, will be run under the General Provisions of the International Sporting Code of the FIA, the National Competition Rules (NCRs) of CAMS Ltd, the National Rally Code (NRC), sections of the 2016 Australian Rally Championship regulations, 2016 Tasmanian Rally Series Competitors Handbook, the Event Supplementary Regulations, and any Bulletins that may be authorised by CAMS Ltd. 1. INTRODUCTION 1.1 The Tasmanian Rally Series will be awarded to: Series Champion Driver Outright Series Champion Co Driver Outright Series Champion Driver 2WD Series Champion Co Driver 2WD 1.2 The Tasmanian Rally Series Outright winners will be named Tasmanian Rally Series Champions. 1.3 The Tasmanian Novice Award will be awarded to: TRS Novice Driver TRS Novice Co Driver 1.4 And classes for Production Rally Cars in the Tasmanian Rally Series as follows: P1 up to 1400cc P2 1401cc to 1600 cc P3 1601cc to 2000cc P4 2 wheel drive 2001cc and over P5 4WD over 2000cc (not meeting the requirements of P6). P6 as per the 2016 CAMS Manual of Motor Sport. 1.5 Other classes: Club Hist Classic Club Rally Cars as per the 2016 CAMS Manual of Motor Sport Historic Classic Rally Cars 1.6 To be eligible to win a class in the TRS a competitor must compete in at least 50% of heats during the season 2. GENERAL CONDITIONS 2.1 There shall be no less than three and not more than seven events to count for the Series in any one year. Each event will be made up out of two heats. No Series shall be declared if less than three events are conducted during the current year, which count towards the State Series. 2.2 For 2016 the following Series Events have been nominated 30-Apr TRS1 MSCT North East 18-Jun TRS2 NWCC North West 6-Aug TRS3 500 CC South 29-Oct TRS4 MSCT North-East 2.3 Competitors are not required to register to receive Series points. Crew members must be current members of a CAMS affiliated Tasmanian car club to be eligible to receive points in any State Series event. Interstate competitors must compete in a minimum of 50% of the series to be eligible to receive points. Point scores will be compiled by

12 the TRAP nominated series scorer to whom organisers must forward full results and all necessary information within seven days of completion of each event. 2.4 For the State Series, Drivers and Co Drivers will be considered individually and not as a crew. Therefore competitors are free to change crews in any other event without loss of continuity of points. 2.5 Only the nominated Driver and Co Driver in each car shall be eligible to receive points. 2.6 In each heat of the Series events, points shall be awarded to the driver and co driver of the place winning cars as follows a) Outright 20, 16, 14, 12, 10, 8, 6, 4, 2, 1 (per heat) and 1 point for all other finishers. Each crew will receive 1 point for starting each event. Competitors starting all events in the year s series will each receive 4 bonus points per year. b) In each class 20, 16, 14, 12, 10, 8, 6, 4, 2, 1 (per heat) c) Extra heats In the event of a round holding more than two heats, the TRAP will nominate the point s structure for that heat. This point structure will be in the Supplementary Regulations for that event. detailed d) For Outright and Novice Series (Novice as defined in these regulations under Crew Requirements), only outright points shall be counted. e) For Class Series, only class points shall be counted. 2.7 In the event of a tied position in a heat, the points normally allocated to the tied position and the next following position in the heat will be added together and equally divided between the drivers and co drivers concerned. 2.8 Competitors not completing a heat at any series round are permitted to restart a subsequent heat in the event at a position decided by the Clerk of the Course. The competitors must give reasonable notice of their intent to either restart or withdraw in writing to the Clerk of the Course. 2.9 Series points shall only be gained by competitors who complete 100% of the route for each heat as specified in the roadbook Determination of the Series shall be by aggregating points of the events to count as follows: a) Unless otherwise approved by the TRAP, each round nominated in the series will consist of two heats. b) All heats nominated in the State Series, less two will count. c) If eight or less heats constitute the Series, all heats will count. d) If a round is approved to run as one heat then only points as per one heat will apply, ie, the total points for that round will be 20, 16, 14, 12, 10, 8, 6, 4, 2, In the event of a tie by two or more competitors in the Series the winner shall be determined by reference to 2016 CAMS Manual of Motor Sport General Conditions for All Titles In events conducted over more than one heat, Heat One will end at the Regroup In Time Control after service. At the end of service competitors will be required to book into a Regroup Control which will allow organisers to return the event to schedule in the event of delays in Heat One. Heat Two will commence at the Regroup Out Control.

13 Competitors who fail to complete Heat 1 and wish to commence Heat 2 should report to the Regroup In Control at the scheduled time of the first competitor. If a competitor fails to report to the Regroup In Control on time a penalty of 30 minutes will be applied in accordance with the National Rally Code subparagraph 5.2(iii)(o) The previous year s Tasmanian Rally Series Outright Champion and 2WD Champion may advertise their achievement within the State Rally Series with a sign on the glass of the passenger side rear window in conformity with Schedule R, General Requirements for Rally Cars, Article Any Tasmanian Rally Series point score issues are to be referred in the first instance to the Series Steward for resolution via the CAMS Judicial system. 3. VEHICLE ELIGIBILITY 3.1 Only the following vehicles will be eligible to compete in Tasmanian Rally Series Events: Production Rally Cars (PRC) with no age restrictions as listed in the CAMS 2016 Manual of Motor Sport. FIA Group N for which homologation expired 4 or more years ago (these are recognised as PRC FIA Group N which are either currently homologated or for which the homologation expired less than four years ago FIA Super 2000, FIA Super 1600, FIA Group R Group N(P) with 33mm restrictor Historic and Classic Rally cars as defined in the 2016 CAMS Manual of Motor Sport. Club Rally Cars as defined in the 2016 CAMS Manual of Motor Sport. Showroom Rally Cars Cars complying with Schedule R of the 2016 CAMS Manual of Motor Sport 2016 Vehicles must comply with all appropriate provisions in the CAMS Manual and any CAMS Bulletins issued pertaining to the car class. 3.2 Awards will be given in classes as specified in the introduction of these conditions. 4. RECOMMENDED FORMAT 4.1 All events will be Special Stage Multi-club Rallies or higher. The total Special Stage distance of each event will be at least 90kms. Service allotments should be arranged in periods of 20mins for short intermediates, and at least 45mins for a lunchbreak. 5. SERIES MANAGEMENT AND SEEDING 5.1 Seeding will be carried out by the TRAP nominee prior to each event based on the Stage Performance Index (SPI) system, as detailed in the Conditions for the Australian Rally Series. 5.2 Drivers who change to another vehicle of significantly different potential may be reclassified by the above method, after consultation with the TRAP Chairperson. 5.3 Competition numbers will be allocated on application to the TRAP, please contact Devin Cullis dcullis@me.com. Drivers may nominate numbers from 3 and above in order of preference and will be allocated by the TRAP prior to the first nominated round of the series. 5.4 Competition number 1 is reserved to recognise the current Tasmanian Rally Series Champion, Competition number 2 is reserved to recognise the current Tasmanian 2WD Series Champion. 6. OTHER 6.1 In the event of a portion of a rally being deleted as a result of Force Majeure, or other exceptional circumstances as approved by the Stewards, the heat will be deemed to retain its Series status provided that at least 75% competitive distance has been run and all other requirements for Series events have been satisfied

14 7. COMPULSORY EQUIPMENT 7.1 GENERAL As all rounds of the State Series are Special Stage events, the minimum compulsory requirements are listed below. Note that references to the relevant Schedules of the CAMS 2016 Manual of Motor Sport are given. 7.2 MUDFLAPS (Schedule R, Art 9) 7.3 ROLLOVER PROTECTION (Schedule J) 7.4 FIRST AID KITS (Schedule R, Art 12) 7.5 SOS/OK BOARD (Schedule R, Art 12) Two A4 laminated SOS/OK boards must be carried in the vehicle at all times. 7.6 SAFETY TRIANGLES (Schedule R, Art 8) 7.7 FIRE EXTINGUISHERS (Schedule H, Art 4) 7.8 SAFETY HARNESSES (Schedule I) 7.9 CREW ATTIRE (NRC 6.3(vii)) For all rallies incorporating special stages, crew members are to wear helmets and apparel which complies with the provisions of Schedule D of the 2016 CAMS Manual of Motor Sport. The use of flame-retardant apparel which has been homologated to the FIA standard or later, and the use of frontal head restraints is strongly recommended COMPETITION VEHICLE SIGNAGE (NCR 155, Schedule K & Schedule R) Each competing vehicle must have an area on both front doors measuring at least 500mm wide and 520mm high for the purpose of displaying the competition numbers and event advertising. It is the competitor s responsibility to provide their own Tasmanian Rally Series allocated number that complies with Schedule K Article 2.4, Figure K-2 of the 2014 CAMS Manual of Motor Sport. Vehicles will also display at the top of the front windscreen on the co-drivers side allocated competition numbers 100mm x 100mm in dayglow yellow. Crew Names are permissible in accordance with Schedule R. Any sign or advertisement which is deemed to be indecent or in bad taste shall not be permitted TURBO SEALING (In addition to Turbocharger Sealing Requirements) The State Eligibility Officer or his nominee (who must be an official CAMS Scrutineer) is responsible for the sealing of turbochargers. The Entrant must ensure that the all turbo assemblies are inspected and sealed (with the serial number noted by the eligibility officer) prior to scrutiny, or by a mutually agreed alternative arrangement, and must remain intact for the duration of the event. The seal may be checked by the chief scrutineer or their nominee at the end of the event to ensure compliance. 8. SERVICING OUTSIDE OF SERVICE AREAS 8.1 Servicing is only permitted in designated Service Areas as specified in the route instructions. Crews are not permitted to use outside assistance when not in service however, crews are permitted to affect repairs to their vehicle using only the equipment that is available from within their competition vehicle.

CREW REQUIREMENTS 9.1 CREW ELIGIBILITY The Competitor, nominated Driver and nominated Co-Driver (to be referred to as crew ) must possess a current Clubman Rally/Clubman Rally Navigator or higher CAMS licence and current club membership Drivers which are holders of a CAMS Licence must hold a current and valid licence to drive a vehicle on public roads within Tasmania If any Competitor (formally entrant) or crew member is under 18 years of age, the entry forms must be countersigned by the appropriate parent or guardian. Refer to NCR 77(iv) The nominated Co-Driver may not drive the entered vehicle during the course of competition. 9.2 STATE NOVICE AWARD To be eligible for State Novice Awards in the Tasmanian Rally Series, both the driver and co-driver shall be nominated by TRAP who will be advised by club delegates. Competitors wishing to be reclassified must do so by writing to the TRAP. 9.3 DOCUMENTATION & SCRUTINY The following documentation is to be presented to the organisers at pre event scrutiny, or at another location as advised by the organisers in Supplementary Regulations: The CAMS Vehicle Log Book CAMS Clubman Rally Licence (or higher) Driver CAMS Clubman Rally or Clubman Rally Navigator Licence (or higher) Co-driver Civil Driving licence refer NRC 2.1(iii)(b) Current Car Club Membership Cards Driver and Co driver CAMS Competitors Licence where the Vehicle owner is neither Crew Member. Special Interest Registration (SI) Log Book Temporary Registration Permits must state that the permit is valid for that particular event and its competition. Note: These documents may need to be produced at anytime during the event. Log books (both CAMS and SI) must be available at all times for possible rechecking, especially prior to competing, restarting and again in the event of Post Event Scrutiny. All CAMS documentation and regulations are available from CAMS, Sport and Recreation House, 1 Self s point Road, Cornelian Bay (Ph: (03) ) 9.4 CREW CONDUCT Mechanical: (NRC 8.2 vi) Stationary vehicles on the course: In the event of a car stopping in a special stage a warning triangle must be displayed in a conspicuous position at least 50 metres behind the car except where the car does not present a hazard to any following cars and crew or the crew of the stopped car. Following crews sighting the warning triangle must drive with caution and reduce speed until the stopped car has been passed. Both the warning triangle and the OK sign must be left on display for the whole length of the period that the car is stopped on the course regardless of whether or not the crew remain with the car. Failure to display either or both these signs as appropriate may result in disciplinary action being taken. Crews are required to remove the warning triangle once the stopped car has been moved and no longer presents a hazard or they recommence the competition Accident/Medical Emergency: (NRC 8.2 i iv) In the case of an accident where urgent medical attention is required, where possible the red SOS sign should be immediately displayed to the following cars. Any crew which has the red SOS sign displayed to them or sees a car which has sustained a major accident where both crew members are seen inside the car but is not displaying the red SOS sign, shall immediately and without exception stop to render assistance. All following cars shall also stop. The second car at the scene shall proceed to inform the next radio point. Subsequent cars shall leave a clear route for emergency vehicles. Any crew which is able to but

16 fails to comply with this rule will be reported to the stewards who may impose penalties in accordance with the National Competition Rules. In the event of a car stopping on the stage or an accident where immediate medical intervention is not required, the OK sign must be clearly and actively shown by a crew member to at least the three following vehicles Post Accident: Should any competitor become involved in an accident during an event, a completed incident report form (located in the road book) of the accident must be conveyed to the Clerk of the Course as soon as possible Retirements: Crews retiring from an event heat at any time must complete a withdrawal form (located in the roadbook), and hand this and their timecard to the next control official or Sweep official Traffic Regulations: Competing crews and service crews must abide by all traffic regulations at all times as these take precedence over all other instructions and regulations Private Property: Crews must report any damage caused to private property to the control official at the next control and give a written report to the Clerk of the Course for inclusion in his report of the event. All crews must ensure that stock cannot escape through damaged fences or gates. (Note: the person responsible for the damage must bear the excess levied by the CAMS insurer). 9.5 TIMING & PENALTIES Timing will be from control official s clocks, which have been set to the time on the master clock. A clock, which is set to Master clock time, will be available on display at the start venue prior to the start. All events must use Special Stage timing (A to B). Timing will be to the second. With special dispensation from State Council, A to A timing may be used. At start controls, the start time for all cars must be at least three minutes after their book in time. Time taken on competitive stages will accrue as penalties up to the maximum time nominated for that Stage and thereafter as late time. Time taken on transports in excess of the time allowed will accrue as late time. Late time for each heat will be notified in Supplementary Regulations, Further Regulations and Route Instructions Control Entry Competitors are not required to get out of the car at a control point. Competitors can enter a control, up to the time control in board, early without penalty No wheel spin policy TRAP and the organising Clubs support a no wheel spin policy. This means that excessive wheel spin will not be permitted at special stage starts so as to prevent damage to the road surface and to allow for reduced official numbers at start controls. There is to be no wheel spin between the start line and the control boundary board. No wheel spin is generally accepted as: All attempts must be made by the competitor to ensure no wheel spin. It is understood that some vehicles will not be able to take off without minor wheel spin, such as that experienced by front wheel drives on an uphill section. The ejection of rocks from the driven wheels with no attempt by the driver to discontinue will be considered excessive. 1 st Offence: 1 minute penalty added to actual stage time. 2 nd Offence: 2 minute penalty added to the actual stage time. 3 rd Offence: Referred to the Stewards, the penalty for which may as high as exclusion from the event.

17 Start Officials are deemed to be judges of fact regarding the determination of excessive wheel spin. 9.6 QUIET ZONES For passage through specific quiet zones crews and service vehicles must not exceed 60 kph and must drive with not more than two lamps on low beam unless otherwise specified, and with a minimum of noise. Any breach of these requirements renders crews liable to penalty as outlined under the general scale of penalties. It is expressly forbidden to include quiet zones in competitive sections. 9.7 CAR PRESENTATION General appearance and presentation of vehicles must be of a neat and tidy appearance in keeping with the calibre of the Tasmanian Rally Series. 9.8 SERVICE CREWS Service crews and vehicles must complete a registration form prior to the start of the event. The registration must be returned with the entry form Service time Time will be allowed in nominated sections for the purpose of servicing and fuelling of competing cars Service crew conduct: Service crews must obey all traffic regulations and must give way to all competitors. Service crews must obey the reasonable directives of an official and must comply with issued serviced instructions Penalties For penalties applying to service crews see National Rally Code (NRC) 5.2 and Crew member substitution A change of a co-driver only is permitted only on compassionate grounds where the nominated co-driver is unable to continue to compete due to illness or debilitating circumstances. In the event that a co-driver change is desired the initial request must be made to the Clerk of Course who will seek permission from the Stewards of the Meeting in accordance with NCR143. The substitute co-driver will be required to satisfy all documentation, licensing and other event requirements prior to the Stewards granting permission. TRS points will be allocated to original and substitute crew members in respect of the complete heats that they individually complete.

22 AUTHORITY Events forming part of the Tasmanian Rally Series, will be run under the General Provisions of the International Sporting Code of the FIA, the National Competition Rules (NCRs) of CAMS Ltd, the National Rally Code (NRC), sections of the 2015 Australian Rally Championship regulations, 2016 Tasmanian Rally Series Conditions, the Event Supplementary Regulations, and any Bulletins that may be authorised by CAMS Ltd. INTRODUCTION Organisers of events must ensure that appropriate liaison is carried with all relevant stakeholders and where necessary, permits are obtained. Relevant stakeholders include but are not limited to: CAMS Tasmania Police Forestry Tasmania Local councils Forestry concession holders Private landholders Applications for permits should be made well in advance and consideration needs to be given to lead- in times and that some authorities may require proof that permission has been obtained from another stakeholder prior to them processing their permit/permission. This is especially so with the current Tasmania Police permit system. GENERAL CONDITIONS CAMS Tasmanian State Council will, at the beginning of each calendar year, nominate a number of events as SERIES RALLIES. These events shall be marked as such in the CAMS State Calendar. Clubs wishing to have their events classified as Series Events should provide all the relevant details to the Tasmanian Rally Advisory Panel (TRAP) prior to the formulation of the following year s calendar. Every effort should be made to maintain an equal balance of event locations around the State. There shall be no less than three and not more than seven events to count for the Series in any one year. Each event will be made up out of two heats. No Series shall be declared if less than three events are conducted during the current year, which count towards the State Series. To be eligible for Series status, events must comply with the following conditions: There shall be a provision for an outright winner in each heat, regardless of any classes which may be included in the event The overall outright winner will not be decided on a handicap system The event must provide for an overall outright & 2WD competition.

23 For 2016 the following Series Events have been nominated 30-Apr TRS1 MSCT North East 18-Jun TRS2 NWCC North West 6-Aug TRS3 500 CC South 29-Oct TRS4 MSCT North-East In events conducted over more than one heat, Heat One will end at the Regroup In Time Control after service. At the end of service competitors will be required to book into a Regroup Control which will allow organisers to return the event to schedule in the event of delays in Heat One. Heat Two will commence at the Regroup Out Control. If a competitor fails to report to the Regroup In Control on time a penalty of 30 minutes will be applied in accordance with the National Rally Code subparagraph 5.2(iii)(o). VEHICLE ELIGIBILITY Only the following vehicles will be eligible to compete in Tasmanian Rally Series Events: Production Rally Cars (PRC) with no age restrictions as listed in the CAMS 2016 Manual of Motor Sport. Group N(P) with 34mm restrictor FIA Group N for which homologation expired 4 or more years ago (these are recognised as PRC FIA Group N which are either currently homologated or for which the homologation expired less than four years ago FIA Super 2000, FIA Super 1600, FIA Group R Group N(P) with 33mm restrictor Historic and Classic Rally cars as defined in the 2016 CAMS Manual of Motor Sport. Club Rally Cars as defined in the 2016 CAMS Manual of Motor Sport. Showroom Rally Cars Cars complying with Schedule R of the 2016 CAMS Manual of Motor Sport Vehicles must comply with all appropriate provisions in the CAMS Manual and any CAMS Bulletins issued pertaining to the car class. At a minimum, awards will be given in classes as specified in the introduction of the 2016 Drivers Handbook. Other event awards are at the event organiser s discretion. RECOMMENDED FORMAT All events will be Special Stage Multi-club Rallies or higher. The total Special Stage distance of each event will be at least 90kms. Service allotments should be arranged in periods of 20mins for short intermediates, and a minimum of 45mins for a lunchbreak.

24 Following each event, a finishing ceremony with presentations to the provisionally placed driver and co-driver of cars placed 1st, 2nd and 3rd outright, 1st 2WD outright and 1st in each class should be made. This should be no later than four hours after the closing of the event. Changes to this format must be approved by TRAP and requests for change must be made in reasonable time prior to TRAP meetings. All organisers will liaise with a series publicity officer/committee for the promotion and publication of relevant media/sponsor information, and to accommodate the requirements of television and print media as required. For the purpose of these regulations (TRS 2016), the contact shall be TBA. All organisers are encouraged to provide detailed instructions and special access to interested photographers and other designated media personnel who have made prior arrangement with the event organisers. SERIES MANAGEMENT AND SEEDING Seeding will be carried out by the TRAP nominee and event Clerk of the Course prior to each event based on the Stage Performance Index (SPI) system, as detailed in the Conditions for the Australian Rally Series. Drivers who change to another vehicle of significantly different potential may be reclassified by the above method, after consultation with the TRAP Chairperson. TIMING & PENALTIES Timing will be from control official s clocks, which have been set to the time on the master clock. A clock, which is set to Master clock time, will be available on display at the start venue prior to the start. All events must use Special Stage timing (A to B). Timing will be to the second. Penalties will be applied as per NRC 5.2 and Appendix A and the 2016 Competitors Handbook, section 9.5. RESULTS FOR SERIES SCORER Organisers of each event forming part of the TRS must ensure a set of results reflecting TRS placings are forwarded to the Series Scorer within 7 days of the conclusion of the event. This set of results must be divided into outright and class placings. This means that the set of TRS results may be different to the event results. These results must clearly identify the class which the competitor has entered.

25 In respect to any approved co-driver substitution, TRS points will be allocated to original and substitute crew members in respect of the complete heats that they individually complete. TRANSPORT SECTIONS The overall average speed on transport sections, unless they include major sections of 100kph zones, shall be limited to a maximum of 40kph. If service areas are provided in these sections the additional time allowed including the service must be stated in the instructions. CONTROLS In addition to the National Rally Code, events shall be conducted as per ARC Sporting Regulations: 14 Results 15 Final Control In addition: ARC 14(vi) shall be amended: from 30 minutes to seventy two (72) hours for the posting of final results. NRC 4.4 shall be amended by adding: Control Entry - All competitors shall enter the area of a control at a speed so as not to jeopardise the safety of the control officials. POST EVENT SCRUTINY Clerks of the Course are reminded that at the end of each event suitable facilities must be provided for eligibility scrutiny. At the finish of each event s competition, vehicles are to be placed in Parc Ferme until after inspection by the State Eligibility Officer and/or released by the Clerk of the Course. Whilst in Parc Ferme, no persons may approach any vehicle without the permission and presence of an official. Details of post event scrutiny must be included in the Supplementary Regulations of the event. PRIZES There is no minimum requirement for prize money. All prizes and awards that are available must be named in Supplementary Regulations. AMBULANCES Medical Services Minimum requirement as per Medical Services/requirements section CAMS 2016 Manual of Motor Sport and the relevant Tasmania Police guidelines for the issue of a Police Permit. SERIES STEWARD A TRS Series Steward shall be appointed. This person shall be the Senior Steward at each round of the TRS. The TRAP shall make a recommendation to CAMS of person(s) considered suitable for this role taking into account factors such as the persons experience and qualifications, their commitment to rallying in particular, their ability to work closely with senior event organisers as a representative of CAMS, their ability to work with TRAP and the member clubs and their ability to interact with competitors, officials and other stakeholders involved in an event.

26 It would be desirable that the other steward appointments made to an event would take into account succession planning, the sharing of skills and mentoring and the broadening of skills across disciplines. PERMISSION TO START (i) No event, or prologue, may be commenced without the Series Steward's permission. (ii) Before starting the event, or prologue, the Clerk of the Course is to provide to the Series Steward a completed Form (Track Equipment and Personnel Report) certifying that the course is fully manned and ready for competition. Once he is satisfied that all is in order, the Chief Steward will give his permission for the event, or prologue, to commence. RALLY SPECTATOR CONTROL PROCEDURE The CAMS Rally Spectator Control Procedures apply to all rallies and each event must comply with this document. Copies are available from CAMS offices. COURSE CHECKER The Course Checker is responsible for assessing the event from a wider viewpoint than the organisers, taking into account such factors as safety and changing competitor attitudes etc. The Checker is required to ensure the event complies with these conditions. QUALIFICATIONS Must be approved by CAMS State Council and undertaken CAMS accreditation Must have a good knowledge of Special Stage events. Have the ability to visualise the consequences of competitors at high speed in relation to road conditions. Should be able to recognise potential problems that the event may encounter and that will detract from its smooth running. Should be able to foresee any safety problems that competitors, spectators or officials may encounter. Hold the appropriate Officials Licence endorsement (Rally- Course vehicle) DUTIES The Checker must be provided with all necessary regulations, manuals, maps, instructions etc as they become available. Confirm the Clerk of the Course s odometer checking distance. Check the road book a minimum of two times, the first being at least four weeks before the event, with the final check at least 1 week prior to the final printing of the road book on the road in regard to safety, particularly concerning consistency between road books as used in the series and the book itself, distances, control locations and approach speeds, caution locations (utilising the Caution Matrix as supplied), quiet zones, tulips and sign postings. Check the implications of taking a wrong road, or potential repercussions to public relations. Check the spectator control diagrams at the sites and define the number of marshals, the location of the no standing bunting and the start and finish of the spectator area. It is strongly recommended that Stage Security notes (Stage Officials Notes) are compiled, agreed between Checker and Clerk of the Course and verified. Security notes define what action is to be taken at each feature (road, track, gate, driver sight tapes etc) to safely secure a stage from incursions from the public and to ensure
