3 1. ANNOUNCEMENT. The Post Classic Racing Association of NSW hereafter called the Promoter will conduct the 2019 International Festival of Speed for Period 1,2,3,4,5,6 &Pre Modern Solos and Period 3,4,5 & Modern Sidecars at the Sydney Motorsport Park, Eastern Creek, on Thursday 14th, Friday 15th, Saturday 16th & Sunday 17th March JURISDICTION. 2.1 The abovementioned meeting has been authorised by Motorcycling Australia which has issued the Motorcycling Australia Permit Number MA2123 and is open to holders of current Motorcycling Australia Senior National, Junior National Competition Licence holders with the required Road Race endorsement, and One Event Competitions Licence holders. One Event Competitions Licence Requirements. One Event Competition Licences are available to Australian residents under the following conditions. (a) Licence will be available to all applicants 16 years and over. (b) Proof of Medicare or private health cover, including hospital stay required (c) Proof of ambulance cover required (d) Current club membership is required. (e) No competency test is required if the applicant can prove that they have held an annual competition licence within the previous 10 years. (f) Applicants who have never held a competition licence, or who have not held a licence within the previous 10 years must undertake a competency test. One Event Licences will be able for purchase online prior to the event via Ridernet for $75.00 and at the event for $ $20.00 administration fee from the Race Secretary. It is the competitor's responsibility to provide all the required documentation when purchasing the licence. If you have a Ridernet ID from a previous competition licence, coaches licence, or an officials licence - Visit - Sign In using your Ridernet ID and Password - Once logged in, choose Events Available Events - Select Event Type: Open - Choose 2019 International Festival of Speed Get a One Event Licence - Complete Payment a receipt will then be ed to you Please Note: this is not an event entry If you have never had a Ridernet ID: - Visit - Under Become a Member - Click Purchase a Licence - Choose One Event Competition Licence - Create an MA Profile by clicking Register - Enter your details - Select Event Type: Open - Choose 2019 International Festival of Speed Get a One Event Licence - Complete Payment a receipt will then be ed to you Please Note: this is not an event entry Competitors must provide the following to the Race Secretary at Sign-On to validate the One Event Licence: - proof of practical competence* - proof of knowledge of the rules - proof of a club membership - ambulance cover *To prove competency in riding, you will need to provide proof of holding an MA licence within the last 10 years OR a current road licence OR proof of having attended an accredited training school. If you have not held an MA licence in the past 10 years, you will need to complete a knowledge test, which can be found If the required documentation is not provided to validate the one event licence, the one event licence will be deemed invalid and the competitor will not be eligible to compete. A refund will not be issued for the One Event Licence if a competitor fails to provide the required documentation to validate the licence. Non-Australian competitors are not eligible for One Event Licences International Festival of Speed Page 3

4 International Competitors Requirements: FIM Licence, issued by their respective FMN, and must furnish both a Start Permission and a certificate of current insurance from that FMN to be eligible for The Event. The FIM Licences that will be accepted for The Event are Annual International Circuit Racing Meetings Licence and One Meeting International Circuit Racing Meetings directly linked to the IMN (191/42) 2.2 The meeting will be held in accordance with the current General Competition Rules (GCRs) contained in the 2019 Manual of Motorcycle Sport, these Supplementary Regulations, and any final instructions approved by Motorcycling Australia. By entering this meeting all parties agree to comply with these rules, regulations, by-laws and instructions. 2.3 The Promoter reserves the right to alter or cancel any events should extraordinary circumstances arise. The promoter reserves the right to cancel any event should insufficient entries be received. 2.4 The Steward of the Meeting may in case of necessity or safety, postpone, stop or cause abandonment of a race or part of a race. 3. EVENT OFFICIALS. CREW LICENCE. Crew licences will be optional for crew members, friends or family members supporting competitors in or around events and offers PA coverage that will see them receive the same benefits as MA Licensed riders. Holders of crew licences will be required to sign-on at the start of the meeting. 5. ENTRIES 5.1 Entries open forthwith and close last mail Friday 22 nd February, For inclusion in the printed program & early bird fee, entries need to be received by Friday 15 th February In the case of postponement or abandonment of the meeting, all or any part of the entry fee may be retained by the promoter, if such retention is approved by Motorcycling Australia. 5.4 Only entries received on the official entry form or on line at that are accompanied by the correct fee will be accepted. 5.5 NOTE: LATE ENTRIES MAY BE ACCEPTED OR REJECTED AT THE DISCRETION OF THE RACESECRETARY, AFTER CONSULTATION WITH THE RACE COMMITTEE OR CLUB EXECUTIVE COMMITTEE. THERE WILL BE NO RETURN OF ENTRY FEES FOR ANY RIDER OR SPONSOR WITHDRAWING FROM THE MEETING CONSIDERATION WILL BE GIVEN ON MEDICAL GROUNDS ONLY AND THE REQUEST TO THE PROMOTORMUST BE ACCOMPANIED WITH A MEDICAL CERTIFICATE PRIOR TO THE EVENT ONLY, REFUND WILL BE SUBJECT TO AN ADMINISTRATION FEE OF $ The PCRA in conjunction with Motorcycling Australia have the right to refuse any entry. In the event of over subscription, the Promoter, in consultation with Motorcycling Australia reserves the right to limit the number of cross entries or close entries prior to the nominated closing date. 6. ENTRY FEE. 6.1 Solo Fee $ Sidecar Fee $ Thursday 14 nd March, 2019 Practice Day Only $ Practice day is available to competitors and machinery entered in the 2019 International Festival of Speed ONLY. Note: Fees are to be paid when submitting entry form. 6.2 Machines may enter up one capacity class (Historic Only) for a fee of $40.00, providing the next capacity class is in a separate race. Additional machine(s) will require an additional entry fee of $50.00 plus additional transponder hire of $15.00 per machine. See Item 17 for information regarding transponder security deposits. 6.3 Payment by Direct Deposit, Credit Card, Cheque or Money Order only. Cheques and Money Orders are to be made payable to the PCRA of NSW. Any fees for dishonoured cheques will be the responsibility of the entrant. 6.4 Final instructions, entry passes, car-parking passes and entry list will be ed prior to the event International Festival of Speed Page 4

5 7. ENTRY PASSES. 7.1 Three (3) passes will be allocated for each solo entry; five (5) passes for sidecars & one (1) additional pass for Registered Licensed Entrants. One (1) Car Park Pass per Solo entry & Two (2) Car Park Passes per Side Car Entry. Additional passes may be purchased online via 8. INSURANCE. 8.1 National Personal Accident Scheme provides basic cover for death and permanent disability. Refer to the MA website ( for more details on rider insurance. 8.2 Ambulance Insurance is compulsory for licensees. 8.3 It is strongly recommended that competitors give consideration to taking out weekly benefits insurance. 9. MEDICAL SERVICES. Ambulance and Paramedical facilities will be provided in accordance with Motorcycling Australia regulations from 9.00am till cessation of competition each day-thursday 14th, Friday 15th, Saturday 16th & Sunday 17th March Please refer to the Final Instructions for further detail. 10. SCRUTINEERING 10.1 Riders entering Thursday s optional practice must have their machines scrutineered prior to entering the track. Scrutineering will begin at 7:00am. The early scrutineering session is for the track day purposes only. Riders will need to take their machines to official scrutineering later to obtain an event decal on passing inspection for the Race Weekend Official scrutineering for the 2019 International Festival of Speed will commence 12:00pm Thursday Machines entered in the competition must have successfully passed official machine examination prior to taking part in qualifying or racing. An event decal will be placed on the front number plate to indicate that it has been successfully examined Current competition licences, log books and full riding gear must be presented at scrutineering. Eligibility checks can take place at any time during the meeting. Machines which suffer accident damage in practice or race sessions must be re-examined before participating again. The Eligibility Scrutineer can make amendments to the competitor logbooks as per GCR In addition to supervising the pulling down and checking of machines after official protests have been received by the Clerk of Course in accordance with the GCRs, the Steward can order that any machine be measured and if this occurs the Scrutineer will supervise a team member to pull down any machine that has taken part in the event. Failure to comply with this regulation will result in this matter being referred to the Clerk of Course for further action Machines will not be sealed for later checking after the event. All machines that are to be pulled down and scrutineered will take place at the circuit before the machine is released by the Scrutineer. A member of the rider s team must be available at all times to carry out the strip down under the control of the Scrutineer. Failure to comply with this regulation will result in this matter being referred to the Clerk of Course for further action Leathers MUST be worn to gear scrutineering Belly pans (where applicable) MUST be removed Only non-glycol coolants or water are allowed. Water-cooled bikes will be checked for the presence of glycol in coolant water using a glycol refractometer. The competitor is to provide a coolant sample via the radiator cap or coolant hose It is highly recommended that all machines have catch trays fitted with a capacity in litres equal to that of the gear box. NOTE: All entrants are advised that it is highly likely that Motorcycling Australia will regulate this as mandatory for all Historic competition motorcycles have catch trays fitted in future years. 11. LOG BOOKS It is compulsory for all competitors in Period 1-6 to have current Log Books, which will be checked at scrutineering. Log books must be as per GCR All major components must be as per the log book. If you do not have a current Log Book please contact Motorcycling Australia on Ph at least 8 weeks prior to the event. Log Books are not required for F1 and F2 Modern Sidecars and Pre Modern Solos Machines being brought into Australia by overseas riders for this meeting must be covered by an Overseas Machine Use approval. 6 12. CLASSES OF COMPETITION. A. Period 1 & 2 B Period 3: Up to 250cc, 350cc, 500cc, Formula 700 & 1300cc C. Period 4: 125cc, 250cc, 350cc, 500cc, 750cc & 1300cc D. Period 5: 125cc, 250cc, 350cc, 500cc, 750cc & 1300cc E. Period 6: 125cc, 250cc GP, 250cc Production, 500cc, Formula 750cc & 1300cc F. Pre Modern: (Pre 12/1997) Formula 1, Formula 2 & Formula 3 & 250GP As defined in The PCRA of NSW Rules G. P3, Post Classic, Forgotten Era & Modern Sidecars up to 1300cc H. Ken Lucas Trophy (Senior Champions Challenge) open to solo riders & Period 3, Period 4 or Period 5 machines up to 750cc whose combined age totals more than 100 years I. Barry Sheene- 500cc Classic for Period 2 & Period 3 500cc Machines J. RB Racing TOP 50 ( 750-UNL Period 5/6/PM F1 ) Machines from Qualifying K. Paul Dobbs Challenge Period 4 Formula 750. QBE TT Cup for Period 4, 5, 6 Air cooled Unlimited machines up to 1982 & 350cc- 750cc 2 Stroke machines air & water cooled. As per GCR Competitors are eligible to enter: (a) The capacity and era class as shown in the machine s logbook and, (b) The next capacity class in that era. 13. ENTRIES TO CONSTITUTE A CLASS To constitute a class, the number of contestants entered and competing in each class shall be six (6) solo machines six (6) sidecars Should there be insufficient entries in any class of competition, the decision to run or cancel the class, or to combine events and re-distribute any awards and/or prize money, will be at the discretion of the promoter, subject to Motorcycling Australia s approval Should entries be oversubscribed for any event; cross-entries will be the first to be eliminated or included as a reserve 14. STARTS AND FINISHES Starts will be when the Red light is extinguished. Should the lights fail; starts will be by the raising of the National Flag Starts will be by clutch start Jump starts are determined as per GCRs. Penalties for a jump start will be determined by the Steward or Clerk of Course as per GCRs Finishing procedures are as per GCRs Any competitor who starts from the wrong position on the grid for any event may be considered to have jumped the start and may be penalised according to the GCRs. 15. FLAGS AND SIGNALS 15.1 As per APPENDIX B of GCRs: FLAGS & SIGNALS of the MoMS. 16. RACE FORMAT Thursday 14th March Optional Practice Day 2019 International Festival of Speed Competitors only Friday 15th March Qualifying session (15 Minute Sessions) & Racing Saturday 16th March Racing Sunday 17 th March Racing 16.2 Proposed race schedule- Refer to Appendix A. Optional Practice 2019 International Festival of Speed Entrants only. Gates open 6:30am. Sign-on, Transmitter hand out and practice day scrutineering from 7:00am. Riders briefing 8:15am. Practice starts at 9:00am. Official scrutineering will be available from 12:00pm 5:00pm. 1x qualifying session per class & Racing commencement. Gates open 6:30am. Sign-on, Transmitter hand out and scrutineering from 7:00am. Riders briefing 8:15am. Qualifying starts at 9:00am. Gates open 6:30am. Pit Office Open 7:00am Riders briefing 8:15am. Racing starts at 9am. Racing Resumes Gates open 6:30am. Pit Office Open 7:30am Riders briefing 8:15am if required. Racing starts at 9am For the purposes of drug and alcohol testing, the commencement of the meeting will be deemed to be 6:30am with the completion of the meeting for the participant being on conclusion of the day s events All riders briefings will be conducted in the Hinxman Room at 8.30am (Thursday) & 8.15am (Fri Sun) sharp. The riders briefing is mandatory. 18. AWARDS AND PRIZEMONEY Trophies will be awarded for each class on total points scored from each heat for that class and totalled after the final heat. 19. MACHINES AND RIDERS All machines entered must comply with the classes listed in Section 10 of these Supplementary Regulations and 2019 GCRs for Historic Road Racing Multiple entry of the one machine in the same class of competition is not permitted Noise &/or Fuel Testing may be carried out at any time during this meeting Change of rider or machine is permitted providing Change of Rider or Machine Form has been submitted and all details are acceptable to the Race Secretary 30 minutes prior to the event. Forms can be obtained from the Race Secretary Machines up to and including Pre 1990 machines must have an MA Historic Log Book (unless exempt under the MoMS) 19.6 All Historic Machines must have front & rear Brake Calliper mounting bolts lock wired (no exceptions). Modern Machines front only All machines with the exception of Period 1 5 Historic, MUST be fitted with Belly Pans, Internal fairing dam or catch tray which must have a capacity of: 2.5 litres for 2-stroke machines and 3 litres for 4-stroke machines, Belly Pans are to be removed for scrutineering Machine Scrutineering will be conducted in separate Periods as per signage displayed at Scrutineering eg: Period3, Period 4 & 5, Period 6, Sidecars etc No machine shall be fitted with breathers which discharge directly into the atmosphere. Breathers or total loss systems must discharge into a catch tank with a minimum capacity of 500ml Oil inspections will be carried out and machines leaking oil and/or any other fluids will be banned from competing. 20. RIDING NUMBERS Wherever possible, competitors will be allocated their requested riding number or their preferred riding number. All others will be allocated numbers at the Post Classic Racing Association of NSW discretion All number plates on all machines MUST comply with the GCRs and must not contain any decals or advertising other than the required event decal Log booked Historic road race machines the font style is free; however, the onus for eligibility rests with the entrant. Figures must be clearly legible with the minimum dimensions as listed in the MoMS International Festival of Speed Page 7

8 21. GRID POSITIONS Grid positions for Race 1 will be determined from the times from qualifying. Grids for subsequent heats will be determined by the finishing position of the previous race Grid position sheets will be available at or printed on the wall of the Race Secretary s office. To avoid delays on the grid, please be aware of your grid position before your race. If you create an unnecessary delay on the grid, you may be sent to the back of the grid by the grid Marshal. 22. RIDERS BRIEFING. A riders briefing will be held prior to the commencement of practice and ALL participants MUST attend, a parent/guardian for all riders under the age of 18 MUST also attend with the rider. Riders briefing sign-on sheets must be signed by the competitor as confirmation of attendance. Note: All riders briefings will be conducted in the Hinxman Room at 8.30am (Thursday) & 8.15am (Fri Sun) sharp. For the purposes of drug & alcohol testing, the commencement of the meeting will be deemed to be 6.30am with the completion of the meeting for the participant being at the completion of racing. 23. CIRCUIT DESCRIPTION. Sydney Motorsport Park is situated at Eastern Creek 34k west of Sydney. The 3.93k track is a hot mix circuit of GP standard (old GP Circuit). Racing is in an anti-clockwise direction. 24. TRACK INSPECTION All competitors will be given the opportunity to walk and inspect the track prior to any on track participation. This inspection must be done on foot and competitors are reminded that service vehicles may be in operation on the circuit at this time Competitors who are not satisfied with any aspects of the track can present these concerns to the Clerk of Course. If those concerns cannot be resolved, the competitor will be invited to withdraw from the meeting. 25. NOISE. All Machines must comply with General Competition Rules of Motorcycling Australia. In addition, all machines must comply with a 95dB (A) ride-by at 30 metres as required by the Environment Protection Authority. Machines over 95dB (A) will be blacked flagged immediately upon detection and must be presented to the scrutineer for inspection. Subject to the scrutineer s approval of noise reduction measures, the machine may be cleared to recommence racing. A second infringement may result in immediate black flagging and exclusion from the meeting. Noise testing may take place at any time at the discretion of the Chief Scrutineer or the Clerk of Course. Refer to GCR 9.12 for details. 26. TYRES Whites Racing Products will provide a tyre supply and fitting service on site Used tyres must be removed from the circuit. 27. FUEL. Fuel 98 is available on site. Competitors using methanol, need to source their own supplies. Fuel as per the GCRs Please note: as from 1 January 2019 Avgas or Leaded Fuels are no longer eligible to be used in motorcycle competition, please refer to ma.org.au for Homologated Fuels that can be used as a substitute for Avgas. Substantial penalties for breach of fuel will apply. Random fuel tests may be conducted over the duration of the event. 28. ELIGIBILITY. All machines for Historic Racing must be eligible in accordance with the MoMS Historic Road Race Chapter (9). Any machine found ineligible will forfeit any points and may be excluded from the meeting. It is the entrant s / rider s responsibility to ensure their machine is eligible or Australian Historic Motorcycle Racing machines must be eligible for competition in the relevant discipline and endorsed by the Eligibility Scrutineer. Entrants should come prepared with Original documents to prove eligibility of major components, copies of documents will not be accepted. Approval at previous events will not automatically guarantee acceptance of eligibility International Festival of Speed Page 8

9 29. ANTI-DOPING POLICY. All competitors, team managers, team members, crew, mechanics, officials and parents/guardians are advised that drug testing may take place in accordance with MA s Anti-Doping Policy, as carried out by the Australian Sports Anti-Doping Authority. Refer to for details. If any doubts exist over prohibited substances, it is recommended to contact the Drugs in Sport Hotline or visit When drug testing takes place, the payment of prize money may be delayed until results of the tests are known. 30. ALCOHOL POLICY AND TESTING. All competitors, team managers, team members, crew, mechanics, officials and parents/guardians are advised that random breath-testing may also be carried out at the discretion of Motorcycling Australia. These tests will be conducted and carried out in accordance with MA s Safety Policy available from For the purpose of drug and alcohol testing, the commencement of the meeting will be deemed to be 7:00 AM Thursday of the event, with the completion of the meeting for the participant being when the participant has vacated the venue at the conclusion of the race meeting. The carrying or consumption of alcoholic beverages in the paddock, pits or pit lane areas is prohibited. 31. CODES OF BEHAVIOUR All competitors, team managers, team members, crew, mechanics, officials and parents/guardians are reminded that they must abide by Motorcycling Australia s Code of Behaviour and Member Protection Policy which are located on the Motorcycling Australia website - Codes of Behaviour apply to this meeting and will be enforced All racing machines, riders, mechanics and crew must be presented in a clean and tidy condition. A dirty machine and a poorly presented crew may render the entry null and void The Organisers will not tolerate any act, which may bring the sport into disrepute. Any rider or crew member who acts in such a way will be reported to Motorcycling Australia for further action. 32. FIRE EXTINGUISHERS. All riders should have a minimum 2kg, dry powder A:B (E) class, working fire extinguisher in their pit area 33. TIMING Transponders will be used for the purpose of obtaining lap times, grid & scoring The hire of ONE transponder is incorporated in the entry fee. Competitors entering multiple machines will be required to pay a further $15 per unit Competitors will be required to provide a $50 refundable deposit per Transponder Loss, damage &/or replacement cost ($655) will be the responsibility of the competitor Computime will provide event and live timing. Printed grid position sheets will be available at the Race Control tower. Live timing will be available via the internet. 34. ELECTRONIC COMMUNICATIONS AND SOCIAL MEDIA. All competitors, team managers, team members, crew, mechanics, officials and parents/guardians are reminded of MA s Electronic Communications and Social Media Policy, found at which sets out a framework for acceptable online behaviour where communications involve fellow MA members, volunteers, officials, coaches, sponsors, partners, staff and any other connected persons 35. FACILITIES Garage space will be allocated per bike by the Promoter. Six Solo machines at a cost of $45.00 per Machine or Two Sidecars at a cost of $ per Machine will be allocated per Garage. DISCIPLINE SPECIFIC INFORMATION WARNING - It is a condition of entry that the competitor or guardian indemnifies the land owners and occupiers, the organisers, the promoters, the sponsors, Motorcycling NSW, Motorcycling Australia (MA) their servants and officials, against any claims or liability for any damage loss or injury he or she may suffer arising in any way out of the competition. Where more than one signs the indemnity they are liable each of them and all of them jointly. The competitor participates at his or her sole risk and responsibility. Details of designated smoking areas at each circuit will be outlined in the Final Instructions There is a fixed speed limit at all rounds of 6 km/h in the designated lanes of the pit paddock area. Competitors who break the speed limit or ride outside of designated areas will be penalized in accordance with the 2019 GCRs at the discretion of the Clerk of Course. 13 APPENDIX B (FEATURE CLASS - 2 Stroke Grand Prix) Event name: International Festival of Speed - 2 stroke Grand Prix Race Series Entry Criteria: The Organisers of International Festival of Speed 2019 have absolute discretion as to the entry list. Eligibility: 2 stroke Grand Prix or Grand Prix replica motorcycles built before 31 December Capacity minimum 247cc, maximum, 750cc. Australian entries must have a current MA logbook. Technical: As per MA historic road race rules for Period 4 and Period 5, except for wheels and tyres. Motorcycles of any capacity and Period can use 17-inch rims and slick tyres as per MA historic road race rules for Period 5 motorcycles above 500cc capacity. A cut off qualifying lap time will be in place for this event. To be eligible to race in this event, a rider s qualifying lap time must not be more than 20% slower than the second fastest qualifier. Progressive grids will apply for this event. The Clerk of Course may allow a rider to participate and/or alter his/her grid position at the Clerk of Course s discretion. Races: The International Festival of Speed - 2 stroke GP Race Series is planned to be conducted over five races of 6 laps each. The number of races and distance of each race may be varied by the Organisers. First, second and third place trophies will be awarded to the riders who accumulate the most points from the five races (or the number of races specified by the organisers). Trophies will be awarded for the 350cc class, 500cc class, 750cc class as well as the first three overall place getters.
