3 I. INTRODUCTION 1.1 DEFINITION The IV event of 2015 Lithuanian Automobile Rally Sprint Championship (abr. LRSC) and the V event of Latvian Rally Sprint Championship Viekšniai Mažeikiai 2015 will be organized by Mazeikiai Automobile Sports Club. The rally will be run in compliance with: - FIA International Sporting Code (abr. FIA Code); - Lithuanian Automobile Sports Code (abr. LASC); - Lithuanian Automobile Sports Competition s Organization and Execution Rules; - General Prescriptions of the Lithuanian Auto Rally Championship 2015 (abr. T-2015); - Regulations of the Lithuanian Rally Sprint Championship 2015; - Regulations of the Latvian Rally Sprint Championship 2015; - The present Supplementary Regulations. The modifications, corrections and changes of these Supplementary Regulations will be announced only in numbered and dated Bulletins (issued by the Organizer or Stewards). At least one of the crew members must have a category B driving license. LRSC as the first driver, person younger as 18 years old is eligible to participate in the competition only with single axle drive car which engine capacity not exceeding 2000 cm Correctly and fully filled electronic entry form in must be sent to the Organizer till the time limits specified in art. 4.1 of these Supplementary Regulations. Entry form is considered to be confirmed only when a confirmation from the Organiser is obtained and payed entry fee. Data about the co-driver may be submitted during administrative checking Correctly and fully filled and signed original entry form must be submitted during administrative checking Crews wishing more convenient administrative checking and scrutineering times must indicate this in the electronic entry form and submit to the Organizer till 17:00, (Monday). 4.4 Maximum number of the participants is unsettled. 4.5 Eligible vehicles Eligible vehicles in LRSC (classifications, groups, classes): 1 SG-1 (till 1600 ccm, single axle drive); 2 SG-2 (till 2000 ccm, single axle drive); 3 SG-3 (up to 2000 ccm); 4 AWD LARC 1, 2 classifications; 5 2WD LARC 3, 4, 5 classifications. 9 4.5.2 Eligible vehicles in Latvian Rally Sprint Championship (classifications, groups, classes): single axle drive cars till 1600 ccm,; 2 4WD two axles drive cars, aspirated engines; 3 4WD OPEN - two axles drive cars, turbocharged engines; 4 2WD OPEN - single axle drive cars up to 1600 ccm; 5 Klasika VAZ - rear axle powered model cars VAZ; 6 Klasika rear axle powered cars with a front engine and transmission position To participate in Rally Sprint Viekšniai Mažeikiai 2015 classification are allowed all of the above mentioned cars. If the crew, that has paid the entry fee, fails to appear in the event due to a serious reason, such crew may be refunded 50 percent of their entry fee paid. In case the competition is cancelled due to Force majeure, Participants will be refunded 50 percent of their entry fee paid. If the entry form is rejected full entry fee is refunded Crews of the 0 cars (course cars) must pay 100,00 Euro deposit for the Organiser till 8:00, (Saturday), which is returned if the crew completes all of its functions as 0 crew, appointed by Organiser, according to official report of the Clerk of the Course. 10 4.10 Prohibited Entry Zones All the first and second drivers of Lithuanian Rally Sprint Championship 2015 and Latvian Rally Sprint Championship 2015, and all sportsmen intending or only having intentions to take part in the Rally Sprint Viekšniai Mažeikiai shall be strictly prohibited - entering from (Thursday), 15:00 till (Saturday), 7:00 the roads marked in the map of prohibited Entry Zones. Those, who are registered as violators by the officials appointed by the LASF or the rally Organizer, will not be allowed to take part in the rally and their national federation will be informed about it. The map of the restricted roads (Appendix 7) will be announced on the web page starting from (Thursday), 15: Persons named in clause , willing to move/cross the roads marked as prohibited for entry, must communicate their intentions in writing in advance to the LASF and the Organizer and obtain permission from the Organizer. V. INSURANCE 5.1 Every participant must hold valid User/driver civil liability insurance or the green card (both for the reconnaissance car and for the race car). 5.2 The Organizer guaranties civil liability insurance towards third party on special stages from start as for as finish either retirement or expulsion out of rally. Participants are not third parties to each other. VI. ADVERTISING AND VEHICLE IDENTIFICATION NUMBERS 6.1 The positioning of competition numbers and advertising material provided by LASF or the Organizer is presented in Appendix 1 of Regulations of the Lithuanian Rally Sprint Championship 2015 and in Appendix 4 of these Supplementary Regulations. This advertising is mandatory. VII. TIRES 7.1 During reconnaissance participants may use only certified, driving on public roads during the summer season tires, which are in conformity with Lithuanian Rules of road traffic law. Use of tires M+S prohibited. 7.2 During rally allowed use only racing tires for gravel roads. 7.3 All the participants are allowed to change tyres in the Service park A. VIII. FUEL 8.1. Refuelling is allowed only in the refuelling zones (clause of T 2015) Rally cars of every Participant, using E85 fuel bioethanol, must be marked by special stickers (min. measurements: 160x120 mm), with note E85 must be written on blue background. 11 letter and the digits is: 80 mm, symbol thickness: 14 mm. Stickers must be stuck on car bodywork, above rear wheel arches no further than 200 mm from top of the arch on both sides of the car (Appendix 10). It is prohibited for crew to start in the Rally with the marking missing. IX. RECONNAISSANCE 9.1 Reconnaissance is mandatory for every crew. Only crews, participating in Shakedown, may recognise with this stage. 9.2 Any violations of the crews during reconnaissance will be recorded by Organizer authorized officials, who shall register violations in the Crew's cards. Organizer's official bulletin with list of authorized persons will be published on the official notice board. 9.3 Reconnaissance in Shakedown allowed (Friday) from 18:00 till 19:00. Reconnaissance in all spesial stages of the rally allowed (Saturday) from 7:00 till 11:30. During reconnaissance must be followed all provisions specified in Schedule (Appendix 2). All special stages are not allowed to be driven more than 2 times. SS 1/3, 2/4, 5/7 and 6/8 are identical so it will be counted as one special stage. The number of passes will register Organizer authorized officials. 9.4 The crews must drive in such a way that no danger or inconvenience is caused to the people residing close to the Rally course during the reconnaissance. Driving in the opposite direction is strictly prohibited in the special stages. Please note: Speed limit in Lithuanian Republic on unpaved roads in non-residential areas is 70 km/h. The Organizer s appointed Officials and the police will check the speed during the reconnaissance. The speed may be reduced by respective road signs, marked in the Road Book. It is prohibited to use anti-radars and radar detectors. 9.5 All reconnaissance infringements recorded by the devices and by presented reports of police or fact marshals will be punished following the Lithuanian Automobile Sport Code, article 152. The penalties are stated in Appendix No.8 (Table of Penalties). National federations will be given respective notice. NOTE: Speeding less than 10 km/h during the reconnaissance is not considered as infringement and is not penalizable. 9.6 Reconnaissance vehicles. Reconnaissance may be performed only on recce vehicles, specified in the Entry Form. Recce vehicles must meet the requirements of art of T During Administrative checking the crew must indicate his recce vehicles, which will be used for reconnaissance, as well as all service and representative vehicles. 9.7 The Participants must deliver the reconnaissance card to the Organizer s secretariat till 12:00, (Saturday). In case of failure to meet this requirement, the Participants will be penalized according to art.152 of the LASC (above Appendix 8). 9.8 All the fines appointed during administrative checking and scrutineering and during reconnaissance must be paid before the first meeting of the Stewards. ADMINISTRATIVE CHECKING 10.1 Administrative checking Date: (Friday) For Test stage participating crews Time: 17:00 18:00 For Test stage non-participating crews Time: 18:00 19:00 Data: (Saturday) For Test stage non-participating crews and 0 crews Time: 7:00 8: Entrant (representative) or one of the members of crew must personally arrive to administrative checking and must present the following valid documents: - Entrant s license; - Competitor s licenses; - Driving licenses (except younger 18 years old); - Medical certificates of aptitude (FIA Sports Code, Appendix L art. 1.8); - Foreign competitors permission from an ASN to take part in the rally; - Entry fee payment evidence; - Green card / valid User/driver civil liability insurance for reconnaissance car. NOTE: Exact arrival schedule with appointment individual arrival times to administrative checking and pre-start scrutineering will be published together with the start order (Wednesday), 15: XI. SCRUTINEERING, SEALING AND MARKING 11.1 Pre start scrutineering Place: Mazeikiai Polytechnic school, Mazeikiu str. 80, Vieksniai Date: (Friday) For Test stage participating crews Time: 17:30 19:00 For Test stage non-participating crews Time: 19:00 20:30 Date: (Saturday) For Test stage non-participating crews and 0 crews Time: 7:15 11: During the pre-start scrutineering the participants or members of team must present the following valid documents: - Green card / valid User/driver civil liability insurance; - Vehicle registration document; - Technical inspection evidence document; - Rally car certificate (passport) issued by the LASF or the ASN of other country. - Declaration of used fuel (Appendix 9) Page 12/16

13 - For cars of FIA groups N, A and R, WRC, Super 1600 and Super 2000 FIA homologation form and all appendixes The crew must affix competition numbers and rally mandatory advertising on their cars before scrutineering. Competition numbers and rally mandatory advertising will be issued during administrative checking Check-up of driver s helmets and driver s equipment shall be performed during the pre-start scrutineering and in the pre-start area and in the Service park repeatedly. XII. OTHER PROCEDURES 12.1 Official time of the Rally will be the local time as per Lithuanian radio signals Start of the Rally: Place: Supermarket IKI, Sedos str. 18, Mažeikiai Date: (Saturday) Time: 13: Official start list of the first rally section will be announced on the Official Notice board and TC0. Official start time of the second rally section will be announced on the Official Notice board and TC 4D Time intervals between the crews will be 1 min during all the rally time Hand out of time cards will be done in: TC 0 and TC 4D. Collection of time cards will be done in: TC 4C and TC 8A Early check in withot time penalty is allowed in TC 4C and TC 8A Retired crews must inform the Rally Headquarters (Clerk of the Course by ph or Competitors relation s Officer by ph ) about the reasons as well as place and time of their retirement. The retired crew must also return the time card at the closest control post or to the stage opening Marshals, and remove the race numbers form the car. Failing to inform about the retirement will inflict monetary penalty In case of an accident where the crew members or a spectator suffered physical damage/injury, the member of the crew must immediately inform at least 3 of the following cars by showing SOS sign (clause of the T 2015) and contact the Rally Headquarters ( Clerk of the Course by ph or Competitors relation s Officer by ph ). The crew violating the requirements to exhibiting the OK / SOS signs may be penalized following art.152 of LASC by decision of the Stewards If the crew retired from the Rally after the crash or after off road accident, the crew or team representatives must inform Chief Scrutineering Mr. Saulius Stanaitis, ph and and request him deliver their car for technical inspection. Violating of this requirement will inflict monetary penalty Service During the Rally servicing of rally cars shall be allowed in the service parks specified in the Road Book only (art of T-2015). Refueling is allowed only in the refueling zones (art of T-2015) Service Park A is open from 17:00, (Friday). Page 13/16

14 For each crew only one service car is allowed enter into the Service park. Special sticker issued by the Organizer must be stick on the service car windscreen. Failure to meet this requirement willl be treated a monetary penalty. Reconnaissance cars and representative cars are not allowed to enter the Service park It is forbidden to wash the parts and machineries of cars that are using technical oils (engines, gear boxes and similar) in Service park In the place of servicing in the Service Park the waterproof fabric (minimum 4x4 m) must be laid under a rally car. In the refueling zone a container must be laid under the place of the neck for tank filling (to collect spilled fuel). Using pumps for refueling, the ends of the tube must be equiped with safety tapes or valves Service zone for crews who will participate in the Test stage (Shakedown) will be specified in the Test Stage Book Start procedure at the Special Stage. In all Special Stages the start will be executed by means of the electronic timing equipment. Crew takes starting position after invitation of the start s marshal; When start s marshal gives the sign that correct starting position is taken (40 cm before electronically starting line), the car has to stay still till the moment of start. The Crew should independently follow the signals of the electronic starting system: astronomical time is shown on the light screen; 30 seconds before the start marshal gives a carnet to co-driver; 25 seconds before start, remaining seconds until start are displayed, instead of astronomical time; last 5 seconds of minute before start are marked with 5 red light signals lighting up one by one. All five lights go out for the start moment; false start will be automatically registered by electronic beam and indicated with 5 seconds delay, if competitors car will cross the starting line before all red lights go out. If above mentioned electronic equipment is not installed or it is not functioning, the start procedure shall be carried out following the requirements of art of the T The start marshal must inform the crew in case the start procedure is carried out not with the help of the electronic equipment Regrouping. During the rally will be one regrouping. After the first section will be regrouping which has change start order according by the results of SS Test stage (Shakedown) will be carried out (Thursday) from 19:30 till 21: All drivers who wants to take part in the Test Stage (Shakedown), must it indicated in the electronic Entry Form (Appendix 5), which must reach the Organizer no later than (Friday), 17: Test Stage entry fee is 60 Euro, if payed till (Monday). After this time payment will be 90 Euro. Test Stage will not be carried out and full the payment will be refunded if the number of participants will be less ten. In all other cases, except force majeure the payment for Test Stage will not be refunded Distance of the stage 3,30 km. During the Test Stage (Shakedown) each crew can drive on no more three times Page 14/16

15 Cars participating in the Test stage must be conducted scrutineering. On the cars must be stuck by the Organizer issued start numbers and rally and advertising stickers Crews start in 1 min. intervals in the Test stage The crew, who suffered a crash or mechanical problems in the Test stage, must inform Chief Scrutineering Mr.Saulius Stanaitis, ph , and deliver car for technical inspection Sport clubs, entrants, their members and other physical or juridical persons who are willing to make hospitality zones for very important persons or other activities during the rally have to get written organizer s permission. The crews prize winners having failed to attend the awarding ceremony will be fined and will lose their right to the prizes. Page 15/16

SCRUTINEERING FOLLOWING RALLY FINISH 15.1 Scrutineering following finish: Place: Company Uno Transport, Laižuvos str. 18, Viekšniai Date: (Saturday) Time: Just after finish All protests shall be submitted following the requirements of art of the LASC All protests shall be filed together with the deposit of 60 Euro In case the protester requires dismantling of parts of the vehicle, the person lodging such a protest must pay the additional deposit as specified in clause 10.4 of LRSC Regulations Appeals shall be submitted following art of the LASC after paying appeal fee, established by LASF Council See Appendix No. 8.
