3 The Minafon Garage Gareth Hall Memorial Rally 2017 Supplementary Regulations Foreword Bala and District Motor Club are proud to announce the 13th running of The Minafon Garage Gareth Hall Memorial Rally. This year the rally will run as a National B Stage Rally at the Trawsfynydd Ranges. Gareth enjoyed competing on the Ranges. It is therefore fitting to his memory that the rally returns to one of his favourite stages. Once again the event will be raising money for the North Wales Air Ambulance with 1500 being raised last year for this worthy cause. 4 1. ANNOUNCEMENT Bala and District Motor Club will organise a National B Permit Single Venue Stage Rally on Sunday the 13th of August 2017, at The Ranges Motor Sports Centre, Trawsfynydd. Map ref. 124/ is the entrance to the venue. The public highway is not used. 2. JURISDICTION - The meeting will be governed by the General Regulation of the Motor Sports Association Ltd. (Incorporating the provisions of the International Sporting Code the FIA), these Supplementary Regulations and any written instruction that the organising club may issue for the event. Please make yourself familiar with the appropriate sections of the 2017 MSA Blue Book 3. PERMITS MSA Permit Number: ANWCC Stage Rally Championship MSA Permit No; 25/2017 The ANWCC North Wales Rally Challenge MSA Permit No; 26/2017 ANWCC Ladies Championship MSA Permit No: 29/2017 The Glynne Edwards Memorial Championship MSA Permit No; 33/ ELIGIBILITY - The event is open to all fully elected members of Bala and District Motor Club, and members of the individual clubs within the ANWCC, the AWMMC, F1000 and the WAMC. Club membership cards, championship Registration Cards and Competition Licences will be inspected at signing on. The event is a round of the ANWCC Stage Rally Championship, ANWCC Novice Rally Championship, ANWCC Ladies Rally Championship ANWCC North Wales Rally Championship and The Glynne Edwards Memorial Championship. 5. SCRUTINEERING -The programme of the meeting will be: Scrutineering Starts at 06.45am and closes at am. Any competitor not signed on one hour before his / her start time may be excluded. First car starts at 9.30am. 6. ROUTE - Cars will start each stage at 30-second intervals in accordance with GR (R) The event will contain a maximum of 12 special stages with a mileage of approximately 22 miles. These stages will be timed to an accuracy of less than one minute. The stages will take the form of sealed surface roads. The finish and awards presentation will be at the venue. 7. CLASSES -There will be six classes: (Competitors may only enter one of the 6 classes) Class 1 - up to 1400 cc Class to 1600cc Class to 2000cc Class cc and over Class 5 - Road Rally Turbo charged cars will have an additional capacity ratio of 1.7 GR (J) Where an engine is over bored, its capacity must remain within the class limit. For class 5, entries must conform with the Road Rally Technical Regulations; GR (R) 18 to and to Special Stage Rally Technical Regulations; Safety GR (R) to Road Rally cars are allowed to carry advertising and use intercoms on this event. Numbers must be supplied by the competitor. 8. AWARDS - Awards will be presented to Driver & Co-driver for: 1st Overall; The Gareth Hall Memorial Rally Cup Class Awards: 1st in class 2nd in class 3 rd in class Best Mixed Crew; An Award

5 9. ENTRIES - The entry list opens on publication of these regulations and closes finally on the 10th August The entry fee is All entries must be made on the official form and accompanied by the full appropriate fee. Entries can also be made online via the Bala and District Motor Club website; The maximum entry for the meeting is 55 plus 5 reserves. The minimum number of entries is 20. The minimum for each class is 5. Should any of the above minimum figures not be reached, the organisers reserve the right to either cancel the meeting or amalgamate classes as necessary. Entries will be selected on receipt. In view of the current economic climate, the busy event calendar and to encourage early entries, no cheques will be banked until the 2nd of August Should you need to withdraw your entry in the days prior to the event a full 100% refund will be made. We hope that this gives competitors the financial confidence to enter early and in return it gives the organising team an early indication of entry levels. The organisers reserve the right to refuse entries without reason GR (H) Competitors who enter as Drivers may only drive. Competitors who enter as Co-drivers may only codrive. Competitors will not be allowed to change once they have signed on. Competing cars do not require a road fund licences; all vehicles must have a Current MOT document, if applicable, and Entrant's must produce registration documents. PROTESTS - Any protest must be lodged in accordance with GR (C) TYRES - Tyres are permitted as per GR (R) ROAD BOOK - The Road Book and stage time cards will be issued on completion of Documentation. Competitors servicing will be permitted only in the specified area as shown in the Road Book. Servicing is defined as work being carried out on the car by any person other than the competing crew, or the use of any parts, tools or petrol, etc., not carried in the competing car. Organised assistance anywhere other than the permitted area is forbidden. GR (R) IDENTIFICATION - Competitors will be identified by Competition Numbers as defined in GR (R) 6.1.3(a) The organisers will not provide them, although they may be on sale in the service area, this will be confirmed in the final instructions. The competitors must make available to the organisers an area of 100sq. ins. on each side of the car, adjacent to the space allocated for showing the competition number, and clearly visible, on which the organisers may specify the event, its sponsor or the course on which it is being run. 16 PENALTIES - Assessment of performance will be as printed in the appropriate section of the GR (R) Target Timed events, except as modified below: - (a) Not reporting at a control; Retired (b) Not complying with a requirement of the Road Book; 15 minutes (c) Not performing a stage correctly; Stage maximum (d) Not attempting or being ready to attempt a stage when instructed to do so; 10 minutes (e) Making a false start on a special stage; 1 minute (f) (i) Every second taken to complete a special stage; 1 second (g) For each minute under target time on a road section or in a service area; 1 minute (h) For each minute over target time on a road section, or for each minute over target time in a service area; 10 seconds (j) For each minute before or after due time at Main Time Control (Out) 10 Seconds (k) Breach of any statutory requirement concerning the use of a motor vehicle; 30 minutes (j) Excessive speed or driving likely to bring motor sport into disrepute; Exclusion (m) Excessive sound; Exclusion (n) Receiving assistance contrary to 7.2.4; Exclusion and reported to the MSA (0) Breach of to ; 10 minutes (p) Breach of regulations; 5.4, , 25.1, , 25.3, 25.5, 25.6; Exclusion (q) Unauthorised use or possession of Pace Notes; (25.9) or Unauthorised presence on a stage; 5.1.4; Exclusion and reported to the MSA. (r) Failure to comply with 25.4; Exclusion and reported to the MSA (s) Breach of Regulations or ; Exclusion Penalties left to the discretion of The Clerk of the Course which may go as far as exclusion (G.5.3);

7 (a a) Failure to follow the instructions of an official (b b) further breaches of b, c, d, e, k, l, m or n; (c c) Repeated misbehaviour of Service crew (d d) Reporting late for scrutineering (e e) Misuse of SOS and / or OK boards (f f) Unauthorised testing or practicing (26.7) (g g) Causing an obstruction (24.6) (h h) Breaches of Regulations detailed in Section C (i i) Failure to comply with control check in procedures 17. The following titles will describe the various types of controls: - MAIN CONTROL (MC) - A MC will be situated at the Start and Finish of the Rally, immediately before and after any rest halt and at any other specified point. SPECIAL STAGE ARRIVAL (SSA) - On arrival at a SSA a competitor will receive an arrival time only when he / she is ready to start a stage (helmet & seat belt's on etc.), a competitor that is early may wait for his due time. He / She must then proceed immediately to the start line. At the special stage start, the marshal will enter the actual start time which will normally correspond with the provisional start time. The start will be given in accordance with GR (R) 25.7 to SPECIAL STAGE START (SSS) -At the SSS competitors will be given a Start Time in hours, minutes and seconds (competitors are to start at 30 second intervals). Once a competitor has booked into a SSA a start marshal will assume that he / she is ready to start the stage and will issue a Start Time as soon as the start line is clear, whether the competitor is ready to start or not. The marshal will give a loud verbal indication of 10 seconds and 5 seconds. At 5 seconds, the Marshal will count down verbally each second GO. Upon the signal GO, a visual starting signal will be given which will normally be the raising of a flag from the bonnet (not the windscreen). As each section is timed separately, the time taken from SSA to SSS is dead time and delays are automatically allowed for. The area between SSA and SSS will be PARC FERME. SPECIAL STAGE FINISH (SSF) - At the SSF a competitor will receive his / her finish time in hours, minutes and seconds. The time in hours and minutes will be his start time for the next Road Section. Any competitor that fails to stop at the Stop Line must not, under pain of exclusion, reverse to the stop line, but must return on foot. 18 SOS / OK BOARD - ACCIDENT PROCEDURE GR (R) Competitors must carry an A4 size white board with a red "SOS" on one side and black "OK" on the other. Letters to a minimum of 12cm high with a minimum stroke width of 1.5cm. In the case of an accident where urgent medical attention is required, where possible the red "SOS" sign should be immediately displayed to the following cars and to any helicopter attempting to assist. Any crew which has the "SOS" sign displayed to them or sees a car which has sustained a major accident where both crew members are seen inside the car but is not displaying the red "SOS" sign, shall immediately and without exception stop to render assistance. All following cars shall also stop. The second car at the scene shall proceed to inform the next radio point. Subsequent cars shall leave a clear route for emergency vehicles. The Clerk of the Course, at his / her discretion, may award a notional time to any competitor(s) delayed by making such a report. Any crew which is able to, but fails to comply with this rule will be reported to the Clerk of the Course who may impose penalties. In the case of an accident where medical intervention is not required, the "OK" sign must be clearly shown by a crew member to the following vehicles and to any helicopter attempting to assist. If the crew leave the vehicle, the "OK" sign must be displayed so that it is clearly visible to other competitors. Each competing car must carry a red reflective triangle which, in the event of a car stopping in a special stage, must be placed in a conspicuous position by a member of the crew at least 50 metres before the car s position, in order to warn following drivers.

8 Any crews failing to comply may be subject to a penalty at the discretion of the Clerk of the Course. This triangle must be placed even if the stopped car is off the road. The road book shall contain a page giving the accident procedure. Any crew retiring from the rally must report such retirement to the organisers as soon as possible, save in the case of force majeure. Any crew failing to comply will be subject to a penalty at the Clerk of the Course s discretion. Competitors who misuse the "SOS" or "OK" board will be penalized and may be reported to the MSA for further penalty. Due to the lengths of the stages no Yellow Flag will be used 19. Spill Kits - GR (R) All vehicles must carry a Small Spill Kit complying with J The organisers will provide a Medium Spill Kit at all stage starts and finishes. 20. SIGNING-ON: Competitors under 18 years. GR (H) 7; In all cases where the applicant is under 18 years of age it is necessary that the application is guaranteed by the parent or legal guardian, proof of guardianship may be required. GR (H) ; The Parent/Guardian/Guarantor of any competitor under 18 years of age must also sign-on as per item 6 on the Signing-on Form :- "If I am the Parent/Guardian of the driver I understand that I shall have the right to be present during any procedure being carried out under the Supplementary Regulations issued for this event and the General Regulations of the MSA. As the Parent/Guardian I confirm that I have acquainted myself with the MSA General Regulations, agree to pay any appropriate charges and fees pursuant to those Regulations (to include any appendices thereto) and hereby agree to be bound by those Regulations and submit myself without reserve to the consequences resulting from those Regulations (and any subsequent alteration thereof). Further, I agree to pay as liquidated damages any fines imposed upon me up to the maxima set out in Part 3, Appendix 1 ( In addition please note that the above is subject to the requirements of S and U ). GR (H) Where the Parent/Guardian is not present there must be a representative, who must produce a written and signed authorisation to so act from the Parent/Guardian to act as their representative JUDGES OF FACT -Judges of Fact, nominated by the organisers, will be on duty throughout the event to observe noise, driving manner, out of bounds and illegal servicing. Judges of Fact will also be on duty to observe correct route, baulking and the 5 mph speed limit in the service area, in addition to all misdemeanours as listed under ASR 16 above any offender will be reported to the Clerk of the Course and may be excluded. 22. TIMING -The event will be run using Target Timing as in GR (R) 31.1 to , with the following amendments. The rally will be divided into Road Sections and Special Stages. Controls will open 5 minutes before the due time of the first car and close when the last competitor, not OTL, has passed through. Maximum Permitted Lateness between controls is 5 minutes. Penalty-free cumulative lateness - the first 5 minutes taken over target is not cumulative and is penalty free therefore the competitor starts each section with no lateness carried forward from previous section. All Special stages will have a Bogey Time and a Stage Maximum Time. Competitors will receive penalties as follows: (a) Under Bogey; Bogey Time (b) Over Bogey under Stage Maximum Time; Actual Time Taken (c) Over Stage Maximum Time (by not more than 5 minutes); Stage Maximum Time (d) Over Stage Maximum Time (by more than 5 minutes) Elimination from Results To be classified as a finisher a competitor will report to all controls and complete all stages without incurring the penalty of exclusion, with the exception of upper Rally competitors outlined overleaf. Should any time not be legible or appear to be authentic on a competitor's time card the organisers may use any means at their disposal to establish a time. It is the competitor's responsibility to ensure that their times are recorded correctly and handed in when required GR (R) to Once a competitor has accepted a time, no further

9 claims will be accepted. Any correction or amendment to a time card, which has not been approved by a Timekeeper, may result in exclusion. Competitors must hand in the Damage Declaration form at the Passage Control immediately after the final stage. GR (R) The event will consist of three legs. Competitors who retire on a leg (group of 4 stages i.e 1,2,3,4-5,6,7,8 ) will be allowed to restart under Super Rally subject to the following, subject to that crew having not been excluded by the Clerk of the Course; Any crew who retires from a stage may restart on the next group of 4 stages on SS5 or SS9. However the crew will be penalised with a 10 minute penalty for each missed stage, this will include the stage on which the crew has retired. Any crew that fails to complete a loop of 4 stages and wishes to restart the next loop must inform the Clerk of the Course. Crews must then present their car to be re-scrutineered, and it is only post satisfactory scrutineering that a re-start will be permitted. To be classified as a finisher, two-thirds of the stages (8 stages) must have been completed and the crew must report to the final Main Control within the maximum lateness specified 23. ENTRY FEE - Entries accompanied by a post-dated cheque will only deemed to be received as per the date on the cheque. No cheques will be accepted on the day of the rally; cash only. Please note that some cheques may take 7 working days to clear. All cheques should be made payable to Bala and District Motor Club Ltd. There is also the facility to enter online and where possible we would encourage competitors to use this facility please. 24. COMPETITION LICENCES - With effect from the 1st of January 2002 all drivers competing in Stage Rallies will be required to hold a Stage Rally Competition Licence. Competitors, including co-drivers, will no longer be able to apply for their Competition Licence on the day of the event. Competitors wishing to co-drive on Stage Rallies may apply for a Non-Race National B, Rally National A Navigator or, if they are entitled, a Stage Rally National B These licences may not be applied for on the day of the event, all Stage Rally competitors are now required to be in possession of their licence before competing. 25. DAMAGE DECLARATION - Competitors who do not report at the finish are required to forward their completed Damage Declaration form to the Secretary of the Meeting within 72 hours of the event, unless they have been involved in an incident in which case details must be given to the organisers the same day. Competitors who fail to reply will be penalised GR (R) and TRADE VEHICLES - Will only be allowed into the Service Area if prior arrangements have been made with the Secretary of the meeting. 27. MOTORCYCLES ETC. Due to the confined nature of the venue and the service area, it is expressly forbidden to bring or ride motorcycles, powered scooters, quad bikes etc. within the venue. Any competitor associated with a breach of this rule will be excluded. 28. COMPETITOR ENQUIRIES For enquiries regarding Entries, Regulations or Timing etc please contact the Clerk of the course, Assistant Clerk of Course / Secretary of the Meeting on the day of the rally.
