3 I. COACHES RULES: ONLY 2 COACHES PER TEAM. ALL COACHES MUST BE REGISTERED with the Wooster Rec Dept. No one is allowed to coach or stand at the end lines or behind the bench. *Coaches - REQUIRED to wear the league assigned shirts to games & for team pictures & must be worn on outer layer (visible). ONLY THE HEAD COACH may stand at any point during game play. The ASSISTANT COACH MUST consistently be sitting on the bench NOT crouching beside or in front of the bench. If either coach gets a T, they must BOTH stay seated. COACHES must stay in COACH S BOX If either coach violates any of these rules, they will be given a warning and then a T and both coaches must remain seated for the rest of the game. *No Parents or spectators are to enter the NON- SPECTATOR AREA. Parents need to drop off/pick up their children outside the NON-SPECTATOR AREA. Coaches should have players go to a different part of the facility for any post game discussions. Coaches must use respect to ALL Rec Staff/Workers. Our referees can issue a technical (NO WARNINGS) and then an ejection if it continues after the first technical. You risk ejection & suspension if your behavior does not follow our guidelines & Code of Conduct. Coaches cannot approach a player on the opposing team at anytime and say anything negative about them or the way they played the game. If this occurs, that coach can be suspended. Coaches will ensure that the players on their team, WIN OR LOSE, shake or high-5 the hands of the players on the opposing team at the end of the game in a polite way. Any negative or derogatory comments made that are observed by a supervisor, referee or scorekeeper will result in low sportsmanship ratings & league suspension. Coaches will instruct their players to hand the ball or bounce the ball to a referee in a non-aggressive way. If an official thinks necessary, a player can be assessed a technical foul or be thrown out of the game due to lack of respect for the official in this manner. Coaches will instruct their players that there is ABSOLUTELY NO SWEARING at ANYTIME in our league. If a supervisor, official or scorekeeper catches a player saying anything that they deem to be profanity, that player will be automatically assessed a technical foul or be thrown out of the game. If there are more incidents, the player may be suspended from our league for two additional games or the rest of the year. **Teams are to only run plays associated with teaching basketball. Distraction plays will be viewed as unsportsmanlike conduct. Coaches will be issued a technical foul and if there is a second occurrence at anytime during the season... the coach will be ejected. II. SPORTSMANSHIP: All teams will be rated by officials, scorers, after every game. Toward end of the season the coaches can vote for a team in their division that exemplifies good sportsmanship (You can t vote for your own team). Staff will also have input at the end of season. We will use this information to give sportsmanship awards at the end of the season. It will also give us regular feedback on all teams respecting our guidelines. Good Sportsmanship: Following ALL rules & guidelines of our league; following Code of Conduct; Not arguing with officials; but showing respect to them regardless of call or outcome of game; Coaches encouraging team to have good behavior & respect for everyone on the court; no derogatory remarks or profanity; shaking hands of opponents after the game. Coaches have a HUGE influence on their players! 1
4 III. SPECTATING RULES: Spectators: WILL NOT be anywhere past the front of the bleachers, & must be on the Spectator Side of gym. MAKE SURE YOUR PARENTS KNOW! WILL NOT walk on the sidelines, between any of the courts. WILL NOT approach an official or scorekeeper at any time before, during or after a game to give your opinions about the game. YOU WILL BE SUSPENDED. NO Spectator or Parent is to approach, a player, scorer, official or supervisor, at ANY TIME to say anything negative or be verbally or physically abusive. (IT DOES NOT MATTER what happened before, during or after a game). If this occurs, the spectator/parent will be ejected from our facilities and programs indefinitely. This means ANY Wooster Recreation sponsored program (Soccer, Swimming Pools, etc...). *No Parents or spectators are to enter the NON- SPECTATOR AREA. Parents need to drop off/pick up their children outside the NON-SPECTATOR AREA. Coaches should have players go to a different part of the facility for any post game discussions & pick up/drop off of players. IV. GYM SITES GUIDELINES: GRC: Holding Area- for the next scheduled team (players & Coaches ONLY). No parent drop-off & Pick-up in this area! Players (that play next) must stand/sit by curtain. Coaches must have all basketballs. Players are not allowed to have basketballs in Holding Area. NO FOOD OR DRINK (Water is OK) allowed in gym. TEAMS must clean up your bench area. Wooster Township: NO basketballs in lobby area. Coaches should carry all basketballs into gym. Cornerstone: No players bouncing basketballs on sidelines during games. All warm ups on main court. All Sites: Throw away your (trash) water bottles. V. NO PROTESTING: Coaches, Spectators and Players should NEVER approach an official, scorekeeper or supervisors after a game to discuss a bad call(s) or their opinion. This warrants disciplinary action that will be decided by the supervisors. Players, parents, and fans will emulate coaches actions and reactions. Parents also have a responsibility to display good sportsmanship. (Some of our officials and scorekeepers are in training. We have teaching & mentoring courts). You will be ejected for not following our Guidelines or Code of Conduct. NO NEGOTIATING EJECTION OR SUSPENSION! VI. EJECTIONS/SUPSENSIONS: There will be ZERO TOLERANCE for disrespectful conduct. This also includes ANY type of profanity/offensive language, gesture or display of action. If a Coach, Spectator, or Player gets ejected, there will be an automatic 2 Game Suspension and further disciplinary action may be taken by the Basketball Coordinator/Advisor. (Refer to guidelines on Code of Conduct Form) It does NOT matter if you totally disagree with an official s calls. THEY ARE FINAL! If we find that a coach is consistently breaking the rules or shows poor sportsmanship, then we reserve the right to not allow said coach back into our league. Ejections/Suspensions are not up for debate. VII. CLOCK/TIME: The game shall consist of two 15 minute halves with a running clock. The clock stops ONLY for time outs and foul shots & up to 15 seconds for substitutions (using the sub pattern). Teams cannot use this as a TIMEOUT or that team will get charged with a timeout. Last 2 min. of each half, clock stops on every whistle unless mercy rule is in effect (see next rule). Half Time: 3 5 minutes depending on time schedule. (5 Min. if court is running on time). Time outs: Three 30 second time outs. Only 1 time out in OT. 2
5 VIII. MERCY RULE: If a team is ahead by 20 points in the last 2 minutes of the game, the clock will not be stopped. The losing team may decide to keep the clock running for more than the last 2 minutes. MERCY RULE OPTION: If your team is up by 20 points or more in the 2 nd half, a coach SHOULD sub out more experienced players to give their less experienced players more playing time. You are HIGHLY ENCOURAGED to follow this as it will not only benefit the players on your bench who need more experience, but also the players on the other team who should not be getting beat by 40 points. IX. OVERTIME: 5 th & 6 th Open - Overtime shall consist of 2 minutes. Clock will stop on EVERY WHISTLE. (1) extra timeout will be awarded to each team for the overtime period. (No carryovers) Only 1 OVERTIME period per game. If game has not yet been decided by the OT period then it will be decided by an alternating 3/3 shootout: (3/3: coach picks 3 players & all 3 shoot 1 foul shot & opposing team does the same. If a team has made more foul shots, they would win. If not, repeat, but all shooters must be different players. Repeat until a team has won. Teams can have repeat shooters after they have all their players have shot. 5 th & 6 th A & B and 3 rd & 4th divisions NO overtime (games will end in a tie at regulation). X. BASKETBALL SIZE: All Divisions - Intermediate (Women s) Basketball (28.5) 3 rd & 4 th : 27.5 may be used if requested by BOTH COACHES. XI. ROSTER SIZE: Team roster size is unlimited however, a team can only have 10 players on their game roster and only 10 players will be allowed to be in uniform on game day. It is up to the coach to decide which 10 players this will be from week to week. Do NOT show up with more than 10 players! No exceptions. XII. PLAYING TIME FOR PLAYERS: 5 th & 6 th Open & A Division: Minimum playing time for each player is 15 Minutes. 5 th & 6 th B & 3 rd & 4 th Divisions: Follow substitution pattern. XIII. DEFENSE: 5 th /6 th Open & A ANY DEFENSE! Person-to-person, Zone, or BOTH 5 th /6 th B and 3 rd /4 th A & B Man to Man ONLY! Zone and Match-up zone defenses are not permitted at any point during the game! Once the defender has recovered from being screened, picked or beat, the other teammate must either recover back to their man or switch who they are guarding with their teammate. (Exception *One on one isolation offense sets up 4 players on one side and the player with the ball is on the other or offense goes to 4 corners and ball is dribbled down middle). Double teaming is not allowed. If this becomes a problem, the officials may stop the game & have players go to the person they are suppose to be guarding. Exception - * Switching is permitted ONLY on an isolation play or if the defense gets beat or is being picked or screened. It doesn t mean a player plays defense on everyone by switching all the time. Penalties/Warnings will be given to players who do not follow this rule because of just wanting to go after the ball as is evident in many players who are just beginning to play. A Technical will be given to teams who intentionally and consistently break this rule. (The 3 rd & 4th Grade are learning/beginning leagues and it is up to the discretion of the official to decide when to give the penalty.) The defender does not have to guard his/her person until they have entered the three point arc, but are not to be double teaming in the process. 3
6 XIV. PRESS: ALL: If you are up by 20 points, you must begin your defense at least 5 feet back from the half court line (i.e. ALLOW THE OTHER TEAM TO GET IT PAST HALF COURT). 5/6 th Open & A High School Rules. The winning team may press ONLY if they are leading by LESS than 10 points. The first violation will be a warning and the second will be a technical foul. When not pressing, allow the offensive team to bring the ball across half court. 5/6 th B and 3/4 th A & B NO PRESSING or NO DOUBLE TEAMING ALTHOUGH: The last minute of the game, losing team may have man to man BACKCOURT DEFENSE. XV. GOALS: The 3-point line will be used; all other shots from the field will receive 2 pts. XVI. JUMP BALL & ALTERNATING POSSESSION: The game will open with a jump ball. Each succeeding jump ball situation will result in an alternating out-of-bounds possession, including the beginning of the half. A jump ball will be used at the beginning of all overtime periods. XVII. FREE THROW LINE: 5 th & 6 th Open & A 15 (Regular free throw line) 5 th & 6 th B 12 (Reg. 15 used for 3 seconds) *NO jumping over the 12 line* 3 rd & 4 th A & B 11 (Reg. 15 used for 5 seconds) * Jumping over the 11 line is allowed. o x x o o x x o x x o o x x XVIII. THROW-INS: On all throw-ins, all players (except the player putting the ball in play) must be at least 3 feet from the designated throw-in spot. Possession will change if the ball has not left the thrower s hands within 5 seconds. XIX. TRAVELING: A player is traveling if he/she falls to the floor with possession of the ball, or if he/she is on the floor, gains possession, then tries to stand up with the ball. (The only way that a player can legally get up off of the floor with the ball is to begin dribbling before rising.)*occasionally the playing court is slippery and players will slide on the floor accidentally. A ruling will be made by the officials on whether the traveling was caused by the player or the floor (this is NOT negotiable by coaches, players, or fans). XX. OVER & BACK: Over-& back shall be a violation. (All three points the ball and both feet must have made contact with the front court in order for there to be an over-& back violation.) 4
7 XXI. 3 & 10 SECONDS: There is a 3 second time limit in the high school free throw lane, and also a 10 second time limit for the offense to bring the ball past half court. 3 rd & 4 th Grade divisions - the time allowed in the free throw lane is 5 seconds. (The 3 and 5 second count starts over after every shot attempt.) XXII. 5 SECONDS: 5 th & 6 th Open & A Divisions While closely guarded, a player in his/her front court may not hold the ball for 5 seconds or dribble the ball for 5 seconds. 5 th & 6 th B & 3 rd & 4 th Divisions While closely guarded, a player may not hold (dribbling is permitted) the ball for 5 seconds. Advancing toward the goal isn t necessary. XXIII. # OF FOULS: Foul limit is 5 fouls per player per game. When a player makes the 5th foul, they must leave the game. XXIV. FOUL PENALTIES: Charging foul = ball changes possession. Offensive fouls count as team fouls, but one & one and double bonus shots do not apply. Foul in the act of shooting = 3 shots if beyond the 3-point mark and the goal is missed. 2 shots if inside the 3-point area and the shot is missed. 1 shot if the goal is made. Technical foul = 2 shots and possession Intentional foul = 2 shots and possession 7 th foul of each half = eligible for BONUS, one-and-one. 10 foul of each half = eligible for BONUS, 2 shots TECHNICAL FOUL: If a COACH gets a T, BOTH coaches must stay seated for the duration of that game. (If the same coach gets 2 T s in the same game, they are automatically ejected from that game). If a PLAYER gets a T, they are to come out of the game for at least a brief (teachable) moment. (This gives coaches an opportunity to help player). No time limit is enforced. XXV. 3 rd /4 th & 5 th /6 th B LEAGUE SUBSTITUTIONS (Use SubPattern form) Fill out ENTIRE FORM! Forms must be at the score table 10 minutes before game time. Subs are every 5 minutes using the substitution pattern sheet. The subs will immediately meet at the center court for the transition. The clock will stop for up to 15 seconds for transitions this is NOT A TIMEOUT! Coaches using this as a timeout will be charged with a timeout. We will NOT start a game until both sub patterns has been turned in to the scorekeeper. Scorekeeper MUST notify officials if a substitution pattern has NOT been handed in. Coaches must turn in the sub pattern supplied by the Wooster Rec Dept. NOT a homemade one. Scorekeepers do not have copies from previous games.(please ask a supervisor, official, or scorekeeper if you need help!) Scorekeepers must check sub pattern each time subs are made. Using the sub pattern is NOT an option all teams (except 5 th & 6 th Open & A) MUST use our form every game. NO EXCEPTIONS! 5
8 XXVI. VARIATIONS TO THE SUBTITUTION PATTERN: ~Medical: Any player that is medically impaired may leave the game (before the 5 min. substitution) and be replaced by next player on the substitution pattern sheet during a rotation (only if needed.) ~Late Arrival: Place player at end of rotation. (If you have a roster 8, late player will be #9 on roster) If a player comes out due to an injury or sickness, the next player/number on sub pattern must be put in his/her place. Player taken out may only return in original pattern order. ~No variation in pattern due to foul trouble.. ~MERCY RULE OPTION: See Rule VIII. XXVII. 5 th & 6 th Open & A LEAGUE PLAY TIME & SUBSTITUTIONS: EACH PLAYER SHOULD PLAY AT LEAST 15 MINUTES OF EACH GAME. Substitutes may enter the game: at halftime, during a timeout, and when the ball is dead. Subs must check in at the X located between the benches on courts 1 GRC. During multiple free throw personal fouls, substitutions may be made only before the final attempt in the sequence and after the final attempt has been converted. XXVIII. POSSIBLE FORFEIT: There will be NO rescheduling of games due to another conflict. We will ask teams to let us know prior to the season of any TEAM conflicts. If a team has to forfeit due to less than 5 players being there, we have allowed teams to borrow a player from the same school (same or lower division). This player cannot be one of the top 2 (from the same division). This is not in place to benefit a team, but to get them into a position to play a game. The Recreation Department supervisors, officials and opposing coach MUST be made aware of this prior to the game. Contact Rec Office to be approved ( x 356). If a team has their own players show up after the game has begun, the borrowed players can sit on the bench but cannot play unless the team has less than 5 players due to injury or fouls. Teams that forfeit too many times or communicate poorly with supervisors regarding forfeits may not be eligible to play in our tournament or receive a trophy for league championship or runner-up. XXIX. BLOOD RULE: A player with blood on an open wound must be taken out of the game. The player may return to the game after the wound is attended to, whether it is taped, bandaged, etc., (as long as the blood is not leaking out). A player who has blood on their uniform must be taken out of the game. The player may return to the game after blood-clothing is changed or the blood-born pathogens have been neutralized and bleeding has been contained. XXX. T-SHIRTS: All coaches & players MUST wear OUR league T-shirts on OUTER LAYER for ALL GAMES, including WARM UPS on the COURT) & for LEAGUE PHOTOS. No Exceptions! XXXI. JEWELRY: ANY type of Jewelry, Bobby Pins, Hair clips, etc cannot be worn during the game. Any earrings must be taken out and CANNOT be covered with a band aid, tape, or other adhesive. No bracelet of any kind. Coaches are responsible for making sure players follow this rule. 6
9 XXXII. CONCUSSION TRAINING: EVERY coach must take a STATE mandated Concussion Training course before working with children. This FREE course can be found at: nfhslearn.com : click on Coach and order course. This training takes less than 30 minutes to complete and only needs to be renewed every 3 years. Anyone found not to be in compliance will be expelled from our league and the School/Community will receive a fine. XXXIII. Coaches you MUST check your s regularly while coaching. It s the only way we can communicate to the mass number of coaches! (Thanks!) XXXIV. WEATHER CANCELLATIONS: We will attempt to make up any games that are cancelled by weather. However, due to a lack of gym availability IF A GAME IS CANCELLED DUE TO WEATHER THERE IS NO GUARANTEE IT WILL BE MADE UP. We will do our best to announce cancellations as early as possible! 8am games will be announced no later than 7:30am.
