When I get word of a cancellation from our schools, I cancel the games in Arbiter and Arbiter in turn will generate an to school personnel and the officials informing them of the cancellations. It is imperative that you check your multiple times throughout the day when there is inclement weather or the threat of inclement weather. Please note that I use the Arbiter platform to communicate any and all changes via their notification system. If you have any doubts about your game, please feel free to contact the school as well. CONTACT US Kip Johnson Regional Supervisor of Officials kip@triadbasketball.com Arbiter Technical Support Training Tapes Please make sure you are viewing the training videos published through Hudl as this is crucial to our efforts to train and teach, share and grow as an organization. Two training tapes have been published on Hudl this season. Be sure to log on at and view them at your earliest convenience. Also, two video quizzes have been posted on the TBOA website. Please watch the brief videos and answer the multiple choice questions. I typically send out the answer key about 10 days after posting the quiz.

From the NCHSAA 1. T-shirts, whether long-sleeve or short-sleeve are different from separate/individual arm & leg compression sleeves.

If wearing white jerseys, only white t-shirts can be worn. A black t-shirt under a green jersey is illegal and should be penalized with an administrative technical foul.

2: Arm sleeves/leg sleeves/tights come under the new sleeve rule and are bound by the colors white, black, beige or the predominant color of the torso of the jersey.

By rule, t-shirts must match the predominant color of the torso of the jersey. For example, if wearing navy blue jerseys, only navy blue t-shirts can be worn. If wearing white jerseys, only white t-shirts can be worn. A black t-shirt under a green jersey is illegal and should be penalized with an administrative technical foul. REMEMBER once we penalize the player(s) cannot participate until they are legal. And, if they need to change jerseys they must leave the confines of the court by rule or be assessed a technical foul. 2: Arm sleeves/leg sleeves/tights come under the new sleeve rule and are bound by the colors white, black, beige or the predominant color of the torso of the jersey. All sleeves and tights must be the same color for all players and meet the color regulations of white, black, beige or the predominant color of the jersey. 3: Pre-wrap as long as it is not wider than 2 inches and meets the color restrictions of white, black, beige or the predominant color of the torso of the jersey, it is legal as a head band. INTERPRETATION if it goes around the head, it is a head band. Head bands and wrist bands must be the same color for all players and meet the white, black, beige or color of the jersey restrictions. 4: Good job with enforcing rubber bands on wrists (illegal and must be removed), head bands not being worn properly (around the neck as opposed to the head), and other illegal situations of non-compliance to the uniform rule. Straps around the knee are legal as they are not considered part of the sleeve. A brace is defined as anything that contains hinges and/or straps or an opening over the knee cap and this medical device is a strap. A player with a cast is not allowed to participate, regardless of whether it is padded or not. (No cast below the upper arm) Rule a and Case Book play 3.5 Situation A are pretty clear in that anything hard and unyielding below the upper arm is not legal regardless of padding and no discretion is contemplated.

Announcer Responsibilities We have had a few issues with announcers this year so I thought it would be a good idea to review the responsibilities of the announcers and some rules and protocols.

The following acts constitute a foul when committed against a ball handler/dribbler: 1: Placing two hands (front/back) on the player 2: Placing an extended arm bar (forearm that is away from the body) on the dribbler 3: Placing and keeping a hand on the dribbler 4: Contacting the player more than once with the same hand or alternating hands. Announcer Responsibilities We have had a few issues with announcers this year so I thought it would be a good idea to review the responsibilities of the announcers and some rules and protocols. The announcer shall be prohibited from making an announcement while the clock is running and while the clock is stopped and the ball is alive such as during a free throw, a throw in, etc. Doing so could potentially affect communication of coaches, players or be disconcerting. The announcer shall be prohibited from interrupting the game through the use of the microphone unless there is an emergency. Announcements or comments shall be made during those times when there is a stoppage of the clock and the ball is not live, such as time outs, between quarters, pre-game, half time and post game. May be announced: Player who scored Player charged with foul Player attempting free throw Team granted a time out Length of time out: 30 seconds or 60 seconds Player entering game Team Rosters Shall not be announced: Number of points player scored Number of fouls on player Number of team fouls Number of team time outs or number remaining Time remaining in the quarter/game Type of foul or violation Emphatic 2 or 3 point goal The announcer s role does not include cheering the home team on or otherwise inciting the crowd. Doing so is common at other levels of athletic events. But high school athletics is different because sports are educationally based. In a very real sense, the public address announcer at a high school event is a Champion of Character. He/she can influence the atmosphere of the contest by what is said and how it is said. The announcer who performs professionally promotes good sportsmanship by what he/she says and how he/she acts upon saying it.

But, perhaps the most important point for me today is to offer my deep gratitude and thanks to my colleagues. As perhaps some of you know, I blew out my knee last year and have made a slow recovery.

I must tell you that I was frightened to see how I would feel about being home on a Tuesday, Wednesday, and Friday night and even often on Saturday.

4 Marty s Perspective By Marty Kennedy Kip asked me to offer a few notes and ideas to the newsletter this month. I have been a member of the TBOA for 23 years so I can readily come up with stories, strange plays, rule interpretations, do s and don ts, and controversial things to discuss. But, perhaps the most important point for me today is to offer my deep gratitude and thanks to my colleagues. As perhaps some of you know, I blew out my knee last year and have made a slow recovery. I hope to attend the camps and clinics next year and make a remarkable recovery for next year but it has been slow. I must tell you that I was frightened to see how I would feel about being home on a Tuesday, Wednesday, and Friday night and even often on Saturday. After all, I had worked every week and every holiday for 23 years. I was really worried that maybe I would even be quite depressed to miss the action. I, like most of you, enjoyed the big games, the high pressure, and the higher the intensity, the better I seemed to get in the game and enjoy it. Well, being home at nights was strange. But, going to the holiday programs and Christmas singings and services were enjoyable, and being home for the holidays each night was good for me. But I found that the biggest thing and most important thing that I truly missed were the camaraderie s and the fun and fellowship with each of you. I missed the phone calls and banter back and forth as we drove to separate games around the area. I missed the gossip columns and the discussions on things that happened each night. I discovered or re-discovered over this time that the friendships I had made with the TBOA group were proving to be my most treasured and valued asset of my life. I found that the integrity and commitment that each of you have on and off the court was priceless and something that could not be seen in most walks. I found that the concerns we shared for each other when Kip sends out an with personal updates, tragedies, and losses is really special. I found that my colleagues and friends with the TBOA were not fair weather friends at all, but there all the time, through thick and thin, and through every season. I found that the TBOA had served me so well by providing the road to have so many blessings by having so many wonderful friends. So, in lieu of comments on rules and regulations, I wanted to offer my sincere thanks for your friendship and try and let everyone know that the friendships you make with your fellow officials will stand the test of time and last long after any season. Actions to be a great teammate Rules Corner We had a situation occur this year where a coach called a timeout late in the fourth quarter that he didn t have. As a result, we correctly called a technical foul and administered two free throws. However, I want to review a specific rule that likely would have prevented this situation. Rule states The officials shall conduct the game in accordance with the rules. This includes notifying the head coach when a team is granted its final allowable timeout. Please be sure to inform the head coach that they have no timeouts remaining when they have used their last allowable timeout.
