1 Keller Youth Association Spring Basketball Rules & Regulations A. Eligibility- 1. There are two divisions for both Girls and Boys, of ages 12 & under, 10 & under. Age is determined by player s age as of September 1 st, A player must be 8 years or older by September 1 st, 2015 to participate in the KYA Spring League. 3. A player may play on two (2) teams as long as they are in different age divisions. 4. A player must be on a team already formed (no individual registrations). B. Coaches- 1. All head and assistant coaches must submit a background check and be cleared before the first practice. Failure to pass the background will unable the team to participate in this league. 2. All rosters and birth certificates must be submitted before the first practice or the team will be unable to participate in this league. 3. A maximum of two (2) coaches on the bench during play of the game, one may stand, but the other coach has to be seated. C. Uniforms- 1. Teams will provide their own uniforms (reversible jerseys are encouraged) all uniforms must be matching. 2. Jersey numbers must be on the front and back of the jersey, permanently affixed with no duplicates. Jersey numbers are to be (4) inches on the front and (6) inches on the back. Legal numbers: 1-5, 10-15, 20-25, 30-35, 40-45, and All players must wear non-marking shoes for indoor court surfaces. Players must play with shoes. 4. Officials may ban anything they determine is unsafe. 5. No jewelry on the court during the game- no exceptions. D. Time Clock- 1. Game will consist of eight (8) minute quarters, five (5) minute halftime and one (1) minute between each quarter. 2. Time Clock will run continuously except for timeouts, foul shots, injuries and official s timeouts. 3. Clock will stop at every whistle during the last two (2) minutes of each half. 4. Each team (home/visitor) must provide one adult to run the clock and perform scorebook responsibilities.

2 E. Scoring- 1. Three (3) point shot is allowed and counted in both divisions; all other shots made are two (2) points, excluding free throws. 2. Free throws are worth one (1) point and the free throw distance is 15ft. 3. For common (non-shooting fouls, the ball is taken out-of-bounds until the seventh (7 th ) team foul. 4. The one (1) and one (1) bonus will take effect at the seventh (7 th ) team foul per half, double bonus two (2) free throws awarded on the tenth (10 th ) team foul. 5. The goal height is 10ft. 6. Basketball sizes- Boys and Girls 10 & under use a 28.5 Girls 12 & under use 28.5 Boys 12 & under use a regulation size ball (Official Men s Basketball). 7. The game will be called if a team has a 40-point lead at half time. The score at the time the game is called will be recorded. The teams are allowed to scrimmage, with a running clock but the officials will not continue to call the game. F. Fouls/Penalties- 1. On the fifth (5 th ) personal foul, player is disqualified from the game. 2. Technical fouls count toward a player s foul count. 3. Officials, in their discretion, may assess team technical fouls for coaches encouraging play or behavior not covered in the rulebook that runs counter to the rules of good sportsmanship & under Boys and Girls Divisions- lane violations will be five (5) seconds. 12 & under Boys and Girls Divisions- lane violations will be three (3) seconds. G. Time outs- 1. Each team will receive two (2) timeouts per half, one (1) timeout per overtime period. 2. Unused time-outs will not carry over to the following half or to overtime periods. 3. Coaches or Players may call time-outs. 4. If a time-out is called after all time outs have been exhausted, the team will be issued a technical foul and a player from the other team will attempt two (2) technical free throws and possession of the ball. H. Playing Time- 1. Each coach must submit a roster to the scorekeeper at least ten (10) minutes before the game. The roster must include the first name, last name and the jersey number of each player who is present. 1. No minimum playing time requirement for each player. 2. The coach may substitute any player at any time during the game. All substitutes must check in at the scorer s table and wait for the official to call them in. 3. Teams must field five (5) players within five (5) minutes of game time, or five (5) minutes after the finish of the previous game, whichever is later, or the game is a forfeit. 4. Teams must start the game with five (5) players but may finish with less.

3 5. A ten (10) second rule for the offense to get the ball across half court will be in effect. I. Defense- 1. All defenses are allowed, including zone, double or triple teaming the ball. 2. Backcourt defense may be played at anytime during the game. 3. If a team is ahead by 14 points or more, then the team that is ahead may NOT play backcourt defense. J. Overtime- 1. If the score is tied at the end of a regular season game, three (3) minute overtime will be played and the clock will stop at every whistle during the last two (2) minutes. (One overtime period only) 2. If the score is tied at the end of a playoff game, three (3) minute overtime, clock will stop at every whistle during the last two minutes. 3. All overtime games will begin with a jump ball and then alternating possession rule. K. Practice/Facilities- 1. KYA will secure one practice, half court, per team, per week with Keller Independent School District, EXCEPT FOR HOLIDAYS, BLACKOUTS AND OTHER DAYS THE PRACTICE GYM IS NOT OFFERERED BY KISD. In the event a gym is unavailable, each coach must secure his or her own practice facility. 2. All practices will be 1:30 in length. 3. In the event the gym is unavailable for practice due to inclement weather and school closings, each coach must find an alternate location for that week s practice. 4. In the event the gym is unavailable for regulation games due to inclement weather, every effort will be made to reschedule. 5. The future of our program is contingent upon the successful safeguard of our gym facilities, therefore every adult is urged to take corrective action if any abusive facility behavior is observed. L. Disciplinary Action- 1. Coaches are responsible for their parents/fans/spectators. 2. If any player, coach, assistant coach is ejected from a league game, then they will be suspended for one (1) league game. 3. Any head coach/assistant coach receiving 2 technical fouls in one game will be suspended for one (1) league game. The suspended person must leave the game location immediately or the team will forfeit the game. 4. Any spectator that is abusive to the game officials, Keller Youth Association Commissioners or otherwise displays poor sportsmanship may be ejected from the stands. That person will be suspended from attending the next game. 5. If any spectator who is ejected and fails to leave the premises promptly may result in the game being delayed and/or forfeited and local police called.

4 6. Any subsequent ejections will result in disciplinary action by the Keller Youth Association (KYA) Board of Directors. 7. All officials and KYA Commissioners have the authority to ban any coach, player or spectator from the game for unsportsmanlike conduct. This shall include but not limited to profanity, taunting, verbal abuse, and excessive celebration after scoring. 8. Physical violence and/or threats toward any official or KYA Commissioner, scorekeeper before, during or after the game will not be tolerated. This unsportsmanlike conduct will result in immediate removal from the premises and may result in suspension from Keller Youth Association (KYA) for a minimum of one (1) year from all league play. Any coach, player, spectator removed from any KYA game for physical violence and/or threats, will receive in writing, the opportunity to be heard before the Board of Directors. A notice shall be sent in writing and delivered seven (7) days prior to the hearing date. M. Game Lead- 1. If a team has a 40-point lead or more at halftime or a 30-point lead at the end of the 3 rd quarter, the game will be called. Both teams may still scrimmage with a running clock but officials will not continue to call the game. 2. KYA reserves the right to move a team to a higher level of play for the betterment of the league. N. Final Standings- 1. The final standings and playoff seeding for each division are determined in the following order: a. Overall Record, b. Head-to-Head Competition, c. Strength of Schedule, d. Average points allowed per game, e. Coin Flip. ***All games will be played in accordance with the current National High School Federation rules and the Keller Youth Association Spring Basketball guidelines. Keller Youth Association reserves the right to modify or amend its rules and policies.
