1 UNC CHARLOTTE INTRAMURALS BASKETBALL RULES National Federation of High School Basketball Rules will be used with UNC Charlotte modifications. Rules changes for the school year are highlighted in grey. RULE ONE: THE GAME, FIELD, PLAYERS Section One. General Provisions A. Eligibility 1. This activity will be conducted according to standard eligibility rules as set forth in the current UNC Charlotte Participants Guide to Intramural Sports. 2. Participants must be listed on their respective team rosters prior to participating, sign risk and liability waiver and must show their UNC Charlotte ID Card prior to entering a game. 3. The participation by an ineligible player will subject the offending team to forfeiture of the game in which the ineligible player participated, and possibility of the team being removed from the league. 4. There are no restrictions on sport club players for this sport. 5. Any Basketball Club members must always play in the Competitive Leagues a. Teams shall be permitted to have no more than 2 basketball club sport players on their roster. B. Players 1. The game shall be played between two teams of 5 players each 2. A team may begin a game with a minimum of 4 players each. 3. Team representatives (players, substitutes, coaches, trainers, and other persons affiliated with the team) are subject to the rules of the game and shall be governed by decisions of officials assigned to the game. C. Defaults/Forfeits 1. If a team is unable to make a game they can submit a Default Form in the info section of the given sport on IMLEAGUES.com by 3:00pm for weekday games. For a Saturday or Sunday games, Default Forms will be accepted by 5:00pm on Fridays. The team will receive a loss for the game but will maintain a 3 sportsmanship rating for that game. 2. If a team is given the forfeit penalty. The forfeit fee is $15 and can be paid on IMLEAGUES in info section of the given sport on IMLEAGUES.com D. Inclement Weather (Revised July 2018) 1. The decision to play scheduled games threatened by bad weather will be communicated through an IMLEAGUES /update. 2. Cancellations: a) If a Basketball game is cancelled for any reason and the game has not begun, the game will possibly be rescheduled to the best of our ability during the regular season. If not, the game will result in a tie with a sportsmanship of a 4. NO RESCHEDULES will be done during playoffs except if the school/facility closes down for any reason and the discretion of the Coordinator of Intramural Sports and the Assistant Director of Intramural Sports. If the rescheduled game has been played the score and sportsmanship rating will change. b) If the game has begun and it is cancelled before it is considered a complete game (in Basketball the game is considered official once the first half has ended) the result of the game will be determined by the score at the end of the half. c)if the game has begun and it is cancelled before the game is completed, but AFTER it is considered a complete game the score and sportsmanship rating will stand at the point the game was ended. E. Sportsmanship Rating (Revised July 2018) The Intramural Sports Program expects all participants, captains, and spectators to conduct themselves in a sportsmanlike manner before, during, and after the completion of a game or event. In order to be eligible for the playoffs, a team must have an overall sportsmanship rating of at least 3.5 at the end of the regular season. The Intramural Sports department reserves the right to immediately remove any team and/or player(s) for sportsmanship actions deemed inappropriate at any time regardless of sportsmanship grade. Following the game, University Recreation Staff evaluate and issue sportsmanship points to all teams. This rating system applies to all Participants which is defined as any team/player(s)/fan(s). The guideline of points is as follows:

2 Basketball Rules Page 2 5- Excellent Conduct and Sportsmanship - Players cooperate fully with the officials and other team members. The captain calmly converses with officials about rule interpretations and calls. The captain also has full control of his/her teammates. Teams that win by forfeit will receive a Good Conduct and Sportsmanship Team members verbally complain about some decisions made by the officials and/ or show minor dissension, which may or may not merit a yellow card (soccer), unsportsmanlike flag (flag football), technical foul (basketball). Teams that receive 1 yellow card, unsportsmanlike flag or technical foul will receive no higher than a 4 rating. 3- Average Conduct and Sportsmanship Team shows verbal dissent towards officials and/or the opposing team, which may or may not merit a yellow card, unsportsmanlike flag or technical foul. Captain exhibits minor control over his/her teammates, but is in control with himself/herself. Teams receiving multiple yellow cards, unsportsmanlike flags or technical fouls will receive no higher than a 3 rating. 2- Below Average Conduct and Sportsmanship Teams constantly comment to the officials and/or the opposing team from the field and/or the sidelines. The team captain exhibits little or no control over teammates and/ or himself/herself. A team which receives one red card or ejection can receive no higher than a 2 rating. 1- Poor Conduct and Sportsmanship Team is completely uncooperative. Captain has no control of teammates, and/ or himself/herself. A team which receives multiple ejections can receive no higher than a 1 rating. 0- Unacceptable Conduct and Sportsmanship --Individuals/teams participated after the consumption of alcohol or drugs. If the game has begun when discovered, the player or players will be immediately removed from the facility, and the game will be forfeited to the opponent. Participant(s) threatened (verbal or non-verbal) a University Recreation employee or participant/spectator during or after the game. Team members failed to cooperate with Intramural Sports Program staff while performing their duties or falsely represented or withheld any information requested. Any team that receives an "Unacceptable Conduct and Sportsmanship" rating must have their captain meet with the Coordinator for Intramural Sports to determine their team s eligibility to play their next game. During playoffs, Intramural Sports Staff will determine if a team advances to the next game. If there are any sportsmanship related problems in a game the Intramural Sports Assistant Director and/or Coordinator reserve the right to remove a team. All decisions will be made as soon as possible and are final. Further explanation of decisions will be by appointment from the team captain, but will not affect or change outcome of decision. Section Two: The Court and Ground Rules. A. The playing area 1. The playing area is 60 ft. in length and 40 ft. in width. Section Three: The Equipment. A. The ball 1. The official ball shall be a regulation leather ball for Men and Co-Rec. 2. Women shall use a regulation Women s size leather ball. B. Jerseys 1. Players of opposing teams wear contrasting colored jerseys numbered on the front and/or rear. Jerseys must be numbered with any combination of numbers 0-5 (a team cannot have a player with 0 and 00). Numbers cannot be taped to the jersey in any way, but it is permissible for them to be drawn on. 2. All jerseys must be the same type as the entire team. If the whole team fails to all have similar jerseys they will be required to wear Intramural Pinnies. 3. No team members may share jerseys. 4. The Intramural Pinnies will be provided by the Intramural department if a team cannot provide their own. 5. Teams may not have the same color or similar shade of jersey. In this case, the visiting team must wear the Intramural Pinnies. C. Players 1. Athletic shoes must be worn by all players. 2. Knee pads are the only acceptable form of protective pads that will be permitted. 3. Other types of equipment or substances, which will be declared illegal, include: jewelry, headgear, any slippery, sticky foreign substance on any equipment or exposed part of the body, and any equipment, which includes computers, or any electronic or mechanical devices (i.e. bullhorns) for communication. a. Medical Alert Bracelets acceptable 4. Knee and ankle braces, which are altered from the manufacture s original design/production, are illegal. NOTE: Knee and ankle braces that are unaltered do not require any additional padding.

3 Basketball Rules Page 3 RULE 2: SCORING, TIMING REGULATIONS, AND SUBSTITUTES Section One: Scoring. A. A goal is made when a live ball enters the basket from above the rim and passes through. No goal is scored if an untouched throw-in goes through the basket. B. If a player control foul occurs after a goal, the goal is cancelled. C. If a goal is made from the field, that team will be credited two points or three points if released from behind the three-point arch. E. A successful free throw shall count for one point. Section Two: Timing Regulations. A. Playing Time 1. Games a. There will be 2 halves of 20 minutes each with a halftime of 3 minutes between halves. B. The Clock 1. The clock will run continuously with the exception of the last 2 minutes in the second half only. 2. Following a timeout, or the end of a period, the clock shall run continuously once the ball is touched by a player in bounds following a throw-in. 3. The clock shall stop on every violation, foul, or free throw, and will not start again until the ball is touched in bounds following a throw-in or missed free throw. C. Time-outs 1. Each team is entitled to 3 time-outs per game. 2. Unused time-outs during regulation cannot be used during extra periods. 3. One additional time-out will be awarded to each team during extra periods. D. Overtime (NO Overtime In the regular season, only Playoffs) 1. 3-minute Overtime. Clock stops the last 2 minutes. Overtime will be continuous until a winner is declared or by the discretion of the Intramural Sport Staff. E. Mercy Rules 1. If a team is leading at the 2 nd half with more than 40 points, game will be declared to the winning team. 2. If a team is up by 20 points in the second half under the 2-minute mark, the game will be over and declared to the winning team. Section Three: Substitutes. A. A substitute who desires to enter the game shall report to the scorer s table, giving his or her number, and the number of the player who is being replaced. B. A substitute shall remain outside the court boundary until an official beckons him/her, whereupon he or she shall enter immediately. C. Substitutions shall take place during a dead ball, between periods, and during a time-out. D. A player who has been substituted for may not re-enter before the next opportunity to substitute after the clock has been properly started following his/her replacement. RULE 3: LIVE BALL AND DEAD BALL Section One: Start of Play. A. Jump Ball 1. All games will begin with a jump ball. One member of each team will line up in the center restraining-circle for the opening toss by the referee. Other team members must line up outside of the circle under the following provisions: a. Must step all the way up to the circle, or b. Must be at least six feet away from the circle After the toss alternating possession goes to the possession arrow. If teams are, for whatever reason, required to play on an intramural court that does not have a center restraining-circle, then the officials will estimate the circle and throw the jump ball. Section Two: Jump Ball Situations. A. In all jump ball situations, other than the start of an extra period, the teams will alternate taking the ball out of bounds for a throw-in.

4 Basketball Rules Page 4 B. A jump ball situation is when: 1. A held ball occurs. 2. The ball goes out of bounds when last touched simultaneously by two opponents, if the official is in doubt to who last touched the ball, or if the officials disagree. 3. A double free throw violation occurs. 4. A live ball lodges on a basket support. 5. Opponents commit simultaneous goal tending or basket interference violations. C. Immediately following an alternate possession throw-in, the possession arrow is reversed. D. The alternate possession throw-in shall be taken from the out-of-bounds spot nearest to where the situation occurred. Section Three: Live Ball. A. The ball becomes live when: 1. On a throw-in, it is at the disposal of the thrower. 2. On a free throw, it is at the disposal of the free thrower. Section Four: Dead Ball. A. The ball becomes dead, or remains dead, when: 1. A goal is made; 2. A held ball occurs; 3. A player control foul occurs; 4. An official s whistle is blown; 5. A foul occurs; 6. A violation occurs; 7. Time expires; 8. A technical foul occurs; 9. Basket interference or goal-tending occurs; 10. It is apparent a free throw will not be successful on a: a. Free thrown for a technical foul; b. False double foul; c. Free throw which is to be followed by another free throw; 11. When the ball hits the wire support of the goal. RULE 4: OUT OF BOUNDS AND THE THROW-IN Section One: Out-of-bounds. A. A player is out-of-bounds when he or she touches the floor or any object, other than a player, on or outside a boundary. B. The ball is out-of-bounds when it touches: 1. A player who is out-of-bounds; 2. Any person, the floor, or any object outside a boundary; 3. The ceiling, overhead equipment or supports; 4. The supports or back of the backboard or passes over the backboard. C. The ball is awarded out-of-bounds after: 1. A violation; 2. A free throw for a technical foul; 3. A field goal or a successful free throw for personal foul, or on an awarded goal; 4. A player control foul; 5. A common foul until bonus rule goes into effect. Section Two: Throw-In. A. The throw-in starts when the ball is at the disposal of a player or team entitled to the throw-in. The thrower shall release the ball on a pass directly into the court, within 5 seconds after the throw-in starts. B. The thrower shall not leave the designated throw-in spot until the ball has been released on a throw-in pass. RULE 5: FREE THROW Section One: Free Throw Administration.

5 Basketball Rules Page 5 A. When a free throw is awarded, the administering official shall take the ball to the free throw line and place it at the disposal of the free thrower. B. After the ball has been administered to the free thrower, he or she has ten seconds to shoot the free throw. C. If a free thrower delays in coming to the free throw line, the official shall place the ball on the floor at the free throw line and begin the ten second count. D. During a free throw, only the marked lane spaces may be occupied; 1. Each of the spaces above the block, must be occupied by one opponent of the free thrower. 2. The teammate of the free thrower is entitled to the next adjacent lane space on each side, and to each other alternating position along each lane line. 3. Only two offensive and four defensive players are allowed to occupy marked spaces. E. If a player who is fouled is injured, which prevents him/her from shooting a free throw, his or her substitute shall attempt the free throws. If there is no substitute available, any teammate may attempt the free throw. F. During a free throw awarded because of a flagrant foul or technical foul, no lane space shall be occupied. All other players will remain behind the division line. G. Following the successful completion of all free throws, the ball shall be thrown-in. H. Players in marked lane spaces may leave the space on the release of the ball by the free throw shooter. I. Players may not stand on the block. RULE 6: VIOLATIONS Section One: Violation Types. A. Double Dribble- A player who after his or her first dribble stops, begins their dribble again. A second dribble can only begin after loss of control due to: 1. Try for field goal; 2. A batted ball by an opponent. B. Three Second Rule- A player shall not remain for more than three seconds in the free throw lane while the ball is in control of his or her team and in the front court. NOTE: A field goal attempt stops any three-second count, and a new count will begin if the team regains possession. Also, both feet must be removed from the free throw lane. C. Throw-In- The thrower shall not: 1. Consume 5 seconds from the time the throw-in starts until the ball is released on a pass directly into the court; 2. Touch the ball in the court before it touches another player; 3. Carry the ball onto the court; 4. Throw the ball so that it enters the basket before it touches another player. D. A player shall not run (travel) with the ball, kick it, strike it with the fist, or cause it to enter and pass through the basket from below. NOTE: Kicking the ball is only a violation when it is an intentional act. E. A player shall not excessively swing his or her arms or elbows even though there is no contact with an opponent. F. Basket interference and goaltending- They occur when: 1. A player touches the ball or basket when the ball is on or within either basket; 2. A player touches the ball when it is touching the cylinder having the ring as its lower base; 3. Touch the ball during the field goal try while it is in its downward flight entirely above the basket ring level and has the possibility of entering the basket in flight. G. A player shall not violate the free throw provisions by: 1. Attempting a free throw from beyond the free throw semicircle or touch or cross the free throw line until the ball has touched the rim; 2. An opponent shall not disconcert the free thrower; 3. The free thrower shall not purposely fake a try. RULE 7: FOULS AND PENALTIES Section One: Technical Fouls. A. A technical foul shall be called if there is: 1. Unsportsmanlike conduct; 2. Illegal substitutions; 3. Delay of game; 4. Changing or supplying incorrect jersey numbers once the game starts or wearing an illegal jersey number. 5. Request an excess time-out; 6. Hanging on the rim or basket other than to prevent an injury.

6 Basketball Rules Page 6 7. Wearing jewelry after the start of the game. 8. Dunking before the game, during halftime, after the game, or any other time the ball is considered dead. B. The penalty for a technical foul against the offending team is shoot 2 free throws. Then the non-offending team is awarded the ball out-of-bounds at half court opposite the scorer s table. C. Two technical fouls against a player shall result in his or her disqualification and ejection from the game. E. The Supervisor may forfeit a contest if any players, squad member, or bench personnel fails to comply with any technical foul penalty, or repeatedly commits a technical foul or other act which makes a travesty of the game. Section Two: Personal Fouls. A. A player shall not: 1. Charge into nor contact an opponent in his/her path; 2. Attempt to dribble between two opponents or between an opponent and a boundary unless the space is such as to provide a reasonable chance for him/her to go through without contact. 3. If a dribbler in their progress has established a straight path, they may not be crowded out of that path, but if an opponent is able legally to establish a defensive position in that path, the dribbler must avoid contact by changing direction or end his/her dribble. B. A player who screens shall not: 1. Take a position closer than a normal step from him/her; 2. When screening a stationary opponent from the front or side, the screener may be anywhere short of contact. 3. Take a position so close to a moving opponent that this opponent cannot avoid contact by stopping or changing direction. 4. After assuming his/her legal screening position, move to maintain it, unless he/she moves in the same direction and path of his/her opponent. 5. When screening a stationary opponent from behind, the screener must allow the opponent one normal step backward without contact. Section Three: Penalties. A. One free throw is to be awarded for: 1. A foul against a field goal thrower whose try is successful; 2. Each foul which is part of a multiple foul. B. Two free throws are to be awarded for: 1. A foul against a field goal thrower whose try is unsuccessful; C. A bonus free throw is to be awarded for: 1. Each common foul, except for player and team control fouls, beginning with a team s seventh foul during the half. If the first bonus free throw is made, a second shall be awarded. Two shots shall be awarded beginning with a team s tenth foul. 2. Technical fouls are to count toward the team s total fouls and personal fouls. D. No free throws for: 1. Each common foul before the bonus rule is in effect; 2. A double foul; 3. A player control foul. E. A player acquiring five personal fouls, including technical fouls, is disqualified. Section Four: Definitions of Fouls. A. Personal foul is a player foul which involves illegal contact with an opponent while the ball is alive or committed by an airborne shooter when the ball is dead. B. Common foul is a personal foul which neither; flagrant nor intentional, nor committed against a player trying for a field goal, nor a part of a double or multiple fouls. C. Intentional foul is a personal or technical foul designed to stop or keep the clock from starting, to neutralize an opponent s obvious advantageous position, contact away from the ball or when not playing the ball. It may or may not be premeditated and is not based solely on the severity of the act. D. Flagrant foul may be a personal or technical foul of a violent nature, or a technical non-contact foul, which displays unacceptable conduct. It may or may not be intentional. E. Player control foul is a common foul committed by a player while he or she is in control of the ball, or by an airborne shooter.

7 Basketball Rules Page 7 F. Double personal foul is a situation in which two opponents commit personal fouls against each other at approximately the same time. G. Double technical foul is a situation in which two opponents commit technical fouls against each other at approximately the same time. H. Technical foul is a foul that is unsportsmanlike and may include contact or non-contact or both. A technical foul may be committed by a player, non-player or both. RULE 8: POINTS OF EMPHASIS Section One: Blocking, Charging. A. Blocking is illegal personal contact which impedes the progress of an opponent with or without the ball. B. Charging is illegal personal contact caused by pushing or moving into an opponent s torso. 1. A player who is moving with the ball is required to stop or change direction to avoid contact if a defensive player has obtained a legal guarding positioning his/her path. 2. If a guard has obtained a legal guarding position, the player with the ball must get his/her head and shoulders past the torso of the defensive player. If contact occurs on the torso of the defensive player, the dribbler is responsible for the contact. 3. There must be responsible space between two defensive players or a defensive player and a boundary line to allow the dribbler to continue in his/her path. If there is less than 3 feet of space, the dribbler has the greater responsibility for the contact. Section Two: Player Control. A. A player is in control of the ball when he/she is holding or dribbling a live ball inbounds. There is no player control when, during a jump ball, a jumper catches the ball prior to the ball touching the floor or a non-jumper, or during an interrupted dribble. Section Three: Interrupted Dribble. A. An interrupted dribble occurs when the ball is loose after deflecting off the dribbler or after it momentarily gets away from the dribbler. There is no player control during an interrupted dribble. B. During an interrupted dribble: 1. a closely guarded count shall not be started or shall be terminated. 2. a player control foul cannot be committed. 3. a time-out request shall not be granted. 4. out-of-bounds violation does not apply on the player involved in the interrupted dribble. Section Four: Double Fouls and Double Technical Fouls. A. Double Fouls: No free throws are awarded and the ball is put in play by the team entitled to the throw-in under the alternating possession procedure at the point of interruption. B. A double technical foul: No free throws are awarded and the ball is put in play by the team entitled to the throwin under the alternating possession procedure at the point of interruption. Section Five: Guarding. A. To obtain legal guarding position: 1. the guard must have both feet touching the playing court. 2. the front of the guard s torso must be facing the opponent. 3. if the opponent with the ball is airborne, the guard must have obtained legal position before the opponent left the floor. Section Six: Hands and Arms, Legal and Illegal use. A. It is legal use of hands to reach to block or slap the ball controlled by a dribbler or a player throwing for goal or a player holding it and accidentally hitting the hand of the opponent when it is in contact with the ball. B. It is not legal to use hands and arms or hips and shoulders to force his/her way through a screen or to hold the screener and then push him/her aside in order to maintain a guarding position relative to his/her opponent. C. It is not legal to use hands on an opponent which in any way inhibits the freedom of movement of the opponent or acts as an aid to a player in starting or stopping. D. It is not legal to use the hand and/or forearm to prevent an opponent from attacking the ball during a dribble or when throwing for goal. Section Seven: Incidental Contact.

8 Basketball Rules Page 8 A. A player who is screened within his/her visual field is expected to avoid contact with the screener by stopping or going around the screener. In cases of screens outside the visual field, the opponent may make inadvertent contact with the screener, and such contact is to be ruled incidental contact, provided the screener is not displaced if he/she has the ball. B. If, however, a player approaches an opponent from behind or from a position from which he/she has no reasonable chance to play the ball without making contact with the opponent, the responsibility is on the player in the unfavorable position. Section Eight: Verticality. A. The defender may not belly up or use the lower part of the body or arms to cause contact outside his/her vertical plane which is a foul. RULE 9: TIE GAMES AND NON-APPEARANCE FORFEITS Section One: Tie Game (playoffs only). A. The same procedure used to start the beginning of the game will be used for each additional overtime. B. The first overtime period shall be 3 minutes in length. If the game is still tied after the first overtime, continue another 3-minute overtime and so forth. CO-REC MODIFICATIONS A. The game shall be played between two teams of 5 players each (3 males and 2 females, or 2 males and 3 females). B. A team may begin a game with a minimum of 4 players (2 males and 2 females). C. Once the game has started teams may play with any number of players as long as the following conditions are met. If the number of players on the court is even, the ratio of male/female players must be the same. If the number of players on the court is odd, one gender may not outnumber the other gender by more than one. C. All point values for males/female are the same. (Ex: A lay-up scored by a male will be worth 2 points, and a layup scored by a female will be worth 2 points.)
