1 ARENA YOUTH FOOTBALL LEAGUE DRAFT 2014 Bylaws

2 I. Purpose a. The Purpose of the Arena Youth Football League is to educate players on the game of Indoor Football. Instruct football skills that emphasize basic fundamentals, teamwork, sportsmanship and a positive attitude to youth in a competitive environment. Our coaches are required to obtained national certifications to instruct youth football through USA Football s National Certified Coaching Program. II. Ages a. 8U Division b. 10U Division c. 12U Division d. 14UDivision e. Age will be determined as of September 1 st of the current school year. f. Sanctioned games will be played. g. Younger players may play up at the discretion of the head coach. h. Older players may not play down a division. i. There is no weight limit. j. There is no minimum play time. III. Fees and Funding a. Team Fees for 2013 Season: Seniors $3,400 / Juniors - $3,000 / 89er s - $2,800 League fees must be paid to the AYFL. League fees are to be paid as follows: 1. With the acceptance of a team application, a $100 application fee is collected. The application fee is deducted from the team fee. (A. 1 above) b. Total team balance is due no later than the AYFL Board Meeting prior to the Jamboree. IV. Dispersing Fees a. The fees collected per team will be applied to cover expenses for league fee, venues, referees, field representatives, equipment, advertising, damage to venues, tax preparations etc. This amount will vary every year depending on the number of teams, games, venues needed, equipment needed, and insurance costs for the league. V. Sponsors a. Each team is encouraged to seek sponsors. The money collected from sponsorship for a particular team is that team s money to be used at the discretion of that team. b. Each team may seek sponsors wishing to advertise on the indoor wall pads displayed during games. Any advertisements on indoor wall pads must first be approved by the Board of the AYFL. This includes sponsors names and any message or company slogan being placed on a pad. Team sponsors must make a minimum donation of $ and teams will be required to pay $ for the advertisement to be placed on the pad. The remaining $ is the team s money to be used at their discretion. Sponsors wall pad advertisements are good for a one season.

3 c. The local AYFL will seek sponsors for the local league. The money collected by sponsorship for the local league is to help the local league to continue to grow and expand. A league sponsor of $ will receive advertisement on an indoor wall pad for 1 season. A league sponsor of $ or more will receive advertisement on an indoor wall pad for 2 seasons. d. Sponsor names or logos can appear on any equipment or uniforms as long as they do not interfere with the jersey numbers. e. The sponsor name can be used for team pictures, schedules, team banners, etc. VI. Budget a. A budget shall be prepared each year prior to the beginning of the season. The budget shall include (forecasted) income and expenditures. It is the responsibility of the elected officers to balance the budget and not over-spend. Periodic checks on all accounts and income can be requested. b. A current Treasurer s report will be given at each meeting. c. Checking accounts: Check writing will have two signatures. Two of the three officers will be required to sign each check. (President, Vice President, Treasurer). Only these elected officers will have the authority to sign checks. No Checks shall be written with a single signature. Debit Cards from the checking account can be used for the purpose of bill paying or purchasing merchandise etc. Any and all transactions will be recorded in the Treasurers report. Check request forms are required to be submitted for accounting purposes. d. The Treasurer will provide a financial report on a monthly basis. The financial report will include, but is not limited to, a profit and loss statement. e. No business will be done by any person or group unless by prior approval of the voting body. VII. Insurance a. Each Team is required to provide insurance coverage for the use of fields an protection of the coaches and players liability for accidents. (each field used for practice and game play must be named on insurance coverage). b. Each Team is required to provide a copy of insurance coverage to the AYFL prior to the start of any team practice. Failure to provide insurance coverage will result in the teams suspension of participating in the AYFL until a copy is provided.

4 VIII. Participation/Team Selections a. Applications will be accepted at the start of every fall for the upcoming season. All leagues/teams that are interested in playing in the AYFL must submit $ application fee for each team every year. Participation in the prior season(s), in any or all divisions, does not constitute/guarantee inclusion in the following season/year. All applications will be reviewed, for every division, by the AYFL Board. Teams will be selected and placed by using several criteria. The AYFL Board will notify all applicants of their decisions. If a team/city is granted placement in any or all divisions, the AYFL Board will determine which conference (if applicable) said team will be placed, NO EXCEPTIONS. If a team/city in not granted inclusion/placement in the upcoming season, the AYFL Board encourages them to reapply the following season/year. All Board decisions regarding team participation and/or placement for the upcoming season are final. b. Each player must submit a birth certificate to their Head Coach. Players must also complete and submit the AYFL Registration Form, Player Code of Conduct Form, and Awareness of Risk Form before playing in any games or practices. Players who do not turn in all required paperwork are not eligible to participate in the AYFL until all forms are completed, signed, and submitted to a teams Head Coach. Head Coaches are responsible to oversee that their players have signed and turned in these forms. Head Coaches are responsible to have these forms in a binder with them at every team practice and every game. The head coach of the opposing team, field representative, or board member may request to review birth certificates. Falsifying any player s birth certificate will result in a team s forfeiture of the season without refund. c. All Players and Parents / Legal guardians of participant must sign a Code of Conduct for parents and players. Coaches are responsible to have a signed copy of the Code of Conduct in a binder with them at every team practice and every game. d. Team rosters are limited to a maximum of 24 active players. e. The Arena Youth Football League is a select football league and as such, allows a team s Head Coach to build a team with the best 24 players without limitations to city boundaries. f. Official team rosters must be turned into the League following try-outs, no later than prior to the Jamboree. No new players will be added after the Official Jamboree. IX. Player Selection a. Teams will be filled by Coaches choice. This is a select football league! b. All players must be student athletes. This means all players must be enrolled in school throughout their participation. Student Athletes should maintain a standard GPA of 2.0 or being in good academic standing. If a student athlete is failing any class the coach will place them on academic probation. The student athlete must raise their grade in order to be removed from academic probation and participate with their team. c. Coaches are required to advertise in their local areas for sign-ups and try-outs. Sign-ups and try-outs may begin December Team practice may begin February, 2013

5 d. Due to school being in session throughout our season, coaches are limited to no more than 6 hours of practice per week, Monday Friday. Additional practices may be held on a Saturday or Sunday. All practices are limited to two (2) hours maximum per practice. e. Coaches may collect a sign-up / tryout fee to cover tryout costs, however players fees should be collected from players after try-outs are completed and players are on the team s official roster. f. Insurance for all players must be submitted prior to a team s first practice. g. A team s only permitted players will be the (24) players on the official team roster. X. Local AYFL Board Officers: a. President b. Vice President c. Treasurer d. Secretary e. Operations Director f. Officiating Director g. Public Relations Director All Board Members have voting rights...president only votes to break a tie. XI. Officers Job Descriptions a. President: To chair all meetings. Prepare and manage League Budget, Oversee all other Board member responsibilities and actions. Assume the duties of any absent board member (except Secretary) in the case of absence. Arrange meetings. Oversee their leagues involvement with the National Championship. To make sure by-laws are enforced. Point of contact to the AYFL Corporate office. Sign-checks. b. Vice President: Assume all responsibilities of the President in his or her absence. Assume the duties of the Treasurer or Secretary (but never both) in case of absence. Works on the Local level to develop relationships with other cities within their county to help further grow their local Arena Youth Football League. c. Treasurer: Manage all Football League files; Keep track of all finances and provide monthly reports to the local AYFL board. Keep accurate accounting of the check registers. Collect and deposit all money for the League. Insurance needs. Have all accounting complete and ready to turn in for taxes on by February 1 of each year. (A book keeper may be used in addition to Treasurer. In such case the Treasurer is required to attend meetings, give reports and the Treasurer has voting rights.) d. Secretary: Record all minutes of all meetings. Send minutes to members within 24 hrs of board meeting. The Secretary will maintain an updated contact list that includes phone numbers and addresses for all board members and coaches. Responsible for keeping a current data base. Works with the President and Vice President to coordinate all participating teams, schools, supporting programs, and rival leagues. Assist in arranging any community relationship functions or programs. Is the primary contact person for the local AYFL league phone line. e. Operations Director: Responsible for all schedules. Including jamboree, season games, play-offs, and championships. Oversees all division coordinators, and equipment. This includes the wall pads and down

6 markers, chains, Field Representative Books, Footballs. Oversees the storage facility areas at all venues and league store Inventory of merchandise. f. Officiating Director: Responsible for coordinating and scheduling the Officials and Field Representatives for the local AYFL. This position will answer questions regarding rules and will submit any clarifications to the local AYFL Board, the officials, and the field representatives. The Officiating Director will coordinate the Coaches, Officials, and Field Representatives annual clinic. g. Public relations Director: XII. Officers a. Officers will be nominated. Nominations will be done at the November meeting with elections to be held in December of that same year. (Each nomination should be done with experience in mind.) Persons who are nominated may be asked to give a brief explanation of their experience. Officers shall be elected from the body of Coaches, Past Officers, and Team Parents. The exchange of control to newly elected officers shall commence on January 1 st of the following year. b. Voting members for AYFL organizational matters shall be defined as: Current Board members XIII. Coaches a. The word Coach describes one Head Coach, Assistant Coach, Team Parent or whoever is in charge at the game or practice. b. Coaches shall be responsible men and women of the community with knowledge of football skills and rules as demonstrated by gaining certification through USA Football s certified coaching program. Coaches will be 18 years of age or older. c. Head Coaches are responsible to fill out and turn in a background form for all coaches, assistant coach or team parent. The local AYFL will conduct a background check on every coach. Assistant Coach Selection: Assistant Coaches are picked by the Head Coach. d. Coaches take full responsibility for their assistant coaches, players, and parents conduct. Selection of assistant coaches is entirely at the discretion of the head coach. A roster of all assistant coaches, team parents and chain crew that will be allowed on the sidelines during games must be turned in to the league Treasurer prior to the first practice function of the year. Due to insurance reasons these individuals must be 18 years of age and sign an assumption of risk form. The roster and forms must be accompanied by copies of the driver s licenses of each individual named for the purpose of running a criminal background check. Individuals may be added to the roster after completing the above process. It is important that individuals selected to be part of the chain / down marker crew remain impartial while on the field and not interact with players, coaches, or referees. Any interaction may result in penalties towards their team. e. Head Coaches are responsible for conduct of their coaching staff, Players, and Parents during any team function. f. All Head Coaches are required to ensure that their teams have at least one representative present at sign ups.

7 g. Head Coaches are requested, however not required to attend monthly board meetings. All coaches are welcome and encouraged to attend. The Head Coach or, in his absence his Assistant Coach acting as his designee may vote for his team on issues of game play etc. You need to be present to vote. h. It is the responsibility of the Head Coach to ensure that all practices end on time, allowing the parents sufficient time to pick up their children. In the event that a parent or parents have not arrived at the conclusion of a game or a practice to pick up their children, it is the responsibility of the Coach to remain until all children have been picked up. This includes all divisions. i. It is the responsibility of the Arena Youth Football League and all individuals participating to provide a proper environment for the players. At no time will adult participants swear, drink alcohol, take drugs or use tobacco products while participating with the children. In addition, no adult shall physically abuse any player in the league, bad mouth the league, or any of it s participants, As adult participants in the league it is our responsibility to ensure that players of the league not only learn the basics of the game, but that they have a fun time in doing so (refer to code of conduct). Remember while you are participating, it s not about you! - (It's all about the youth!) j. A direction to a participating team for the removal of a coach or individual from the league, for any actions deemed inappropriate of a league representative, will be reviewed, and a decision tendered, by vote of the voting members. The Coach or individual under review will have the right to address the local AYFL board with any character witnesses he chooses to explain his circumstances. After the review, the subject must leave the meeting. A vote by and board members, with a majority of the body present, will commence. k. Vacant Head Coach Selection: In the event of a vacant head coaching position, it is the responsibility of the participating Team to fill this position in a timely and thoughtful manner. l. All returning Head Coaches must declare their intentions to return in that capacity to the local AYFL Board by October 1 st that current year by submitting an application for their team to the AYFL Board. m. Returning Head Coaches: Each year the returning Head Coach will be required to meet with the newly elected local AYFL Board members. This meeting will give the newly elected board the opportunity to meet the returning coach. n. Criminal background investigations shall be conducted every year by the local AYFL on any person that will have contact with players, to include Coaches, Assistant Coaches, and Team Parents wishing to be involved as chain crew. The AYFL will perform similar checks on all Board Members as well as a second review of the coaching staffs. o. The following will exclude (without question) a candidate from participation: Registered sex offenders. Convicted Felons. Child Abuse p. Felony Warrants - (for instance Domestic Violence) q. For other offenses, in a closed review, the local AYFL Board may take into account mitigating factors but shall err on the side of protecting the children of the league. All reviews must be documented and kept confidential. The board may decide to exclude a candidate at any time for any reason it deems sufficient.

8 XIV. Meetings a. Meetings will be run by parliamentary procedures (reading of the minutes with treasurers report, old business, new business,, etc.) Attendance will be recorded. b. There shall be at least quarterly meetings during the off season. Monthly meetings during the regular season. c. Rules and Bylaws are reviewed and updated prior to the beginning of each season by AYFL Corporate office with input from all local leagues. Any changes and/or amendments to game play or rules must be submitted in writing to the AYFL Corporate office. Signed by the local leagues president. d. Once the AYFL Corporate office agrees to allow changes of a Rule or Bylaw, It e. can not be changed until the following season unless it regards the safety or well being of the players and league. f. If a change is needed for the following season it will be announced as such, and resubmitted at the conclusion of the season for incorporation into the bylaws for the following season. XV. Equipment a. Each team will provide their own equipment. b. Equipment purchased for a specific team, by the team s sponsor, will remain with that team unless otherwise requested by the team s sponsor. c. Each team will provide equipment that is in good condition; with all appropriate inspections and certifications in place. Football equipment must be age appropriate (i.e. youth 14 and under - Adult 15 and over) d. Football equipment is the responsibility of each team and not the AYFL XVI. Merchandising a. Local AYFL leagues are prohibited from creating AYFL merchandise. All merchandise rights including the name and logo s of the AYFL are the property of the AYFL Corporate. For the purpose of national league unity, all local leagues will be referred to as AYFL and not the local designation. b. Merchandise will be available through the AYFL Corporate office via online ordering. The AYFL will provide patches for all players to be sewn on to their jersey. Patches are to be located on the upper left side of the jersey below the left shoulder. It is the responsibility of every head coach to ensure all game jerseys meet this directive.

9 XVII. Complaints a. All complaints must be made to a team s head coach first, in writing, and then submitted to the local AYFL Board, in writing within 48 hours of the incident. The local AYFL Board will investigate all valid complaints and if necessary, an emergency board meeting will be held either in person or through . The board will vote to make a determination. b. Valid complaints against a team s, coach, assistant coach, player, or parent will result in the teams head coach receiving a written reprimand, for a first offense. c. A suspension for one game for a second offense. d. Suspension for the remainder of the season on a third offense. e. Valid complaints against a league official will result in an official s reprimand and/or immediate dismissal and replacement depending on the severity of the complaint XVIII. Infractions a. Infractions include, but are not limited to, being ejected from a game, ejected from a venue, violating the Coach s Code of Conduct, Player s Code of Conduct, or Parent s Code of Conduct as witnessed by an AYFL Corporate officer, local league official or referee. If an AYFL Corporate officer, local league official or referee determines that an individual has violated a code of conduct or if there is a coach, player, or parent ejected, the official or referee is to notify the teams Head Coach of the infraction, and submit a written report to the local AYFL Board within 24 hours of the incident. b. The Head Coach will handle infractions and submit a report to the local AYFL Board within 48 hours of the incident. Should the infraction include a player being ejected from a game, the player is automatically suspended for the following game and is not allowed to attend practice or be in attendance on game day at any venue until that weeks suspension has been served. If a player is ejected a second time, that player follows the previous ruling for a game suspension and runs the risk of expulsion. The player must appear before the local AYFL Board to explain their actions before being allowed back on the field. If a player is ejected a third time, the player will no longer be allowed to play in the AYFL and no refund will be given. If a coach is ejected from a game, that coach will be banned from practice for that week and not allowed at any AYFL Venue. If a coach is ejected a second time, they will be removed as a coach and banned from AYFL venues, they must further come before the local AYFL Board to explain their actions. The board will vote to grant attending other AYFL venue events. The local AYFL Board will review and if necessary investigate the infraction. In certain cases The local AYFL Board may vote to render a decision of consequence greater than that of a team s Head Coach based on all information provided from review of the facts. Should it become necessary for the local AYFL Board to make a ruling above a Head Coach, any such decisions will be handled within 6 days from date of the original infraction, prior to a teams next scheduled game. c. In addition to the decision rendered, the head coach will be issued a written reprimand as this would be a valid complaint against a team s coach, assistant coach, player, or parent. As previously stated, The Head Coach is responsible for the conduct of their assistant coaches, players, and parents.
