1 Tualatin Hills Park & Recreation District 2017 HIGH SCHOOL SUMMER Basketball League REGISTRATION INFORMATION BOYS & GIRLS This High School Summer Basketball Program is offered by Tualatin Hills Park & Recreation District. Basketball participants are encouraged to forward any suggestions to the THPRD League Coordinator. Julie Pacarro Stout, Program Coordinator, Kyle Kotchik, Sports Aide, Athletic Center: ELIGIBILITY Must be a High school student entering grades 9-12 in the upcoming school year. Must reside within the THPRD boundaries and/or attend a BSD school, a private school or homeschool that is located within the THPRD boundaries. Must have current registration status with the THPRD District (cannot expire before 7/21/16) Out of district players must need to pay the Summer Assessment Fee. REGISTRATION FEE Boys and Girls Leagues $46 - In-district player $58 - Out of district player $42 - Military discount League fees cover direct costs that include referees, game balls, rulebooks, scorebooks and supervisors. ALL THPRD REGISTRATIONS FOR HIGH SCHOOL BASKETBALL LEAGUES MUST BE DONE ONLINE OR IN PERSON AT THE THPRD ATHLETIC CENTER. NO PHONE IN REGISTRATION IS PERMITTED. REGISTRATION: Online registration will be accepted from April 1 thru May 9, Log on to to register. Walk in registration will be accepted at the Athletic Center during the registration period. You can indicate a preferred coach but placement on that team is not guaranteed. All parents and players must complete the Jenna s Law Concussion Training requirement and submit the online medical consent form in order for the registration to be complete. Here is the link to the medical consent form: VOLUNTEER COACH REQUIREMENTS Head coach needs to be 21 years or older. Head and assistant coaches need to meet the following requirements before they can be assigned a team. Completed coaching application and background check needs to be submitted and approved. Coaches approved to coach in the 2017 Winter Basketball will not have to complete a new application unless contact information has changed. Online coaching application: Submit a current Jenna s Law Concussion Training certificate. This is an annual requirement and coaches need to submit a new certificate each year. Certificates are valid for 1 year from the date listed on the certificate. Coaches whose certificate expires prior to the July 20, 2017 will need to submit a new certificate prior to the expiration date. Training:

2 Mandatory Reporting Video 25 minute Coaches only need to view the video once. Coaches that have not viewed will need to view the video on their own and notify the Program Coordinator of the date it was viewed. The link to the video is This video must be viewed before an official roster can be distributed. If you are unsure if you have met the requirements, you can call the Athletic Center, , to check on your status. Submit the signed Code of Conduct, Contract and Sportsmanship Statement documents. ROSTERS Coaches can submit a preferred team roster (front and back). A preferred roster does not guarantee all those players on that list will be placed on that team. A roster will consist of a minimum of 8 players and a maximum of 15. The deadline to submit a Preferred Roster is May 9, Every effort will be made to place players that register individually on a team with no guarantee that all players will be placed. Players may be added by THPRD onto preferred rosters to insure all teams carry the minimum amount of players on a roster. A coach with a current season volunteer photo badge must be present and on the bench at all practices and games. Failure to comply will result in forfeit. In event of an emergency, the coach must contact the Program Coordinator and notify them that a substitute will be present. It is the responsibility of the Coach to provide a substitute that has completed the THPRD volunteer coaching application process. Failure to comply will result in forfeit. A player may be registered on only ONE Tualatin Hills League basketball team. JUNIOR, SOPHMORE AND FRESHMEN PLAYERS WHO PLAYED ON THE WINTER HIGH SCHOOL ATHLETIC BASKETBALL TEAMS (VARSITY, JV1, JVII, FRESHMAN) ARE ELIGIBLE TO PLAY IN THE THPRD SUMMER REC. BASKETBALL PROGRAM. Teams with players from different grade levels will be placed in the grade level of the highestgrade athlete on the roster. Players can play up but not down. In-District players must have up to date account information. (Verification of In-District Residency) Out-of-District players (players who live outside of the THPRD district boundary) must have up to date account information and pay the Summer Assessment Fee. --See more information about THPRD Residency Card information-- LEAGUE CHARACTERISTICS: If there are enough teams, a competitive and recreational division for each grade level can be established. If registration does not allow for separate leagues, leagues may be combined depending on the number or register teams and the grade levels. LEAGUE PLAY: League games will be played weeknights, Monday Thursday, (5:20p, 6:30p and 7:40p) and if necessary on Sunday s, (1:00p thru 6:50p) at the Athletic Center (50 NW 158 th Ave., Beaverton, OR 97006). Game times are subject to change. Each team will play 8 games. Adult coaches will be notified by when the schedules are posted. No playoffs.

3 LEAGUE RULES: High School Basketball Federation rules & THPRD Rule Supplement will be used. Coaches will receive the rules by . ROSTER CHECKS All players must bring photo ID to all games or the coach must be able to provide legible copies of players ID. Rosters and photo ID will be checked prior to every game. Checks may also be done at half time. Players found not to have a proper I.D. or not listed on the roster will not be eligible to play in that game. (THPRD ID Card, Current Drivers License, State ID, Current School ID) Teams found to be using illegal players or players without proper Photo I.D. during the game will forfeit that game. FORFEITS Any team which forfeits two games may be dropped from the league and forfeit all fees paid. REFEREES Two referees per league game will be assigned. EQUIPMENT Practice/Game balls and Scorebook will be provided Home team must supply a scorebook keeper. Visiting team must supply a scoreboard operator. UNIFORMS: Teams are to provide their own jerseys. Black and White reversible jerseys are highly recommended. T-Shirts (one black and one white) are a suggestion. A number contrasting the jersey/shirt color is required. Multiple players are not allowed to wear the same number (0 is the same number as 00) Only numbers shall be printed on jerseys. Jerseys with pictures, team names and/or slogans will not be allowed. More uniform details in the THPRD Rules & Regulations PRACTICE THPRD will provide pre-season practice space for teams at the Athletic Center. Approved volunteer coaches that have their volunteer photo badge and approved team rosters can call the Athletic Center, , to reserve space beginning May 24th. Adult coaches need to wear their volunteer photo badge and be present at all practices. INSURANCE: Insurance coverage is not provided by Tualatin Hills Park & Recreation District for the High School Basketball Program. It is the responsibility of each participant to obtain his or her own insurance coverage.

Walk in registration will be accepted at the Athletic Center. NO PHONE - IN REGISTRATION IS PERMITTED. All parents and players must complete the Jenna s Law Concussion Training requirement and the online Medical consent before participating in practices and games. Tuesday, May 9 th Preferred Rosters, Jenna s Law Concussion Certificate, Coach Code of Conduct, Coaching Contract and Sportsmanship statement are due to the Athletic Center office. All coaches must have completed a volunteer application and be approved by Volunteer Services, completed the Jenna s Law Concussion Training and submitted their concussion certificate and viewed the Mandatory Reporting video before receiving their official team roster. Wednesday, May 24th Acceptance into the league and rules will be ed to coach. Monday, June 5th Projected date for schedules to be posted on Week of June 12 th Projected week for league games to begin. Week of July 17 th Projected last week of games. **ALL DEADLINES ARE FINAL**

5 TUALATIN HILLS PARK & RECREATION DISTRICT SW Walker Road, Beaverton OR (503) THPRD Residency Card A valid THPRD Residency Card is required for all program and activity registrations A Residency Card Form is available online or at any THPRD facility. Completed forms may be brought to any THPRD facility (with required identification) for processing. Proof of residency verification: Current Oregon Drivers License, Oregon Identification Card, or DMV receipt. Plus ONE of the following (it must be current and have your address printed on it): * Property tax statement * Utility Bill (gas, electric, telephone, water) * Insurance Card * Bank or Credit Card Statement * Lease Agreement To ensure priority in all District programs, activities and facilities, THPRD encourages all household members to obtain a residency card. Cards are free and valid for three years if homeowner and one year if renter/other. THPRD reserves the right to verify residency without notice. In-District privileges may be withheld until residency can be verified. Out-of District Resident Assessment Fee: People living outside the District are welcomed and encouraged to enjoy the activities and services provided by the Tualatin Hills Park & Recreation District. An assessment fee will be required to out-of-district individuals or households who wish to register and/or participate in THPRD classes and programs. Those individuals or household who pay the assessment fee will receive in-district rates on all THPRD classes, programs, frequent user passes and drop-in programs. Out-of-District residents may pay the annual assessment fee on a quarterly basis as they register for classes or programs Out of District senior and disabled classes and programs will be included in the in-district rate with the paid annual assessment fee, however without subsidies. The annual assessment fee will apply to out-of-district youth and adults participating in THPRD sports leagues and/or affiliate sports leagues. (All out-of-district youth and adults must now register with the Park District prior to sign-ups to participate in all THPRD and affiliate sports leagues.) In-District residents will still have first priority when registering for classes and programs. The intent of this annual assessment fee policy as adopted by the Tualatin Hills Park and Recreation District Board of Directors is to establish fair and equitable fees and charges for use of District facilities and programs by Park District and non Park District users. If you are not sure whether you are a resident, check your property tax bill, or call us at and we will help you determine your residency status.

9 TUALATIN HILLS PARK & RECREATION DISTRICT HIGH SCHOOL BASKETBALL LEAGUE SPORTSMANSHIP STATEMENT Read, Sign & Submit with Roster Tualatin Hills Parks & Recreation District seeks to be recognized within the State of Oregon, and nationally for its good sportsmanship by our athletes, coaches and spectators. Please do your part to make Tualatin Hills athletic events a safe and wholesome event for all in attendance. Remember that this program strives to make the display of good sportsmanship a priority. Failure to embody the following principles may result in suspension and/or removal from the league: Competition is conducted in a nondiscriminatory manner that encourages enthusiastic support within the confines of good sportsmanship and fosters a positive attitude among spectators and participants in support of their teams. Profanity, racial, ethnic or sexual comments, or other intimidating actions will not be tolerated and are grounds for removal from the site of competition. Coaches and athletes abide by the letter and spirit of the playing rules and shall be responsible for conducting themselves in an honest and sportsmanlike fashion at all times. Coaches are in control of their players at all times in order to prevent any unsportsmanlike act toward opponents, officials, or spectators. Athletes, coaches and spectators exhibit respect for officials as well as THPRD Staff. Participants will accept both victory and defeat in a gracious manner, so as to uphold the character and integrity of the game. Taunting, showboating, or any other act to degrade an opponent or the game of basketball will not be allowed. Consumption or possession of alcoholic beverages or other intoxicants is prohibited. COACHES CODE OF ETHICS HIGH SCHOOL Coaches are required to attend a comprehensive certification program. By doing so they should gain a better understanding of the physical, emotional, and social needs of youngsters. Because coaches are perceived as role models, their primary objectives need to be fun, good sportsmanship and participation for all. Coaches are required to sign the Coaches Code of Ethics, pledging their cooperation as follows: I will: Place the emotional and physical well-being of my players ahead of a personal desire to win. Treat each player as an individual, remembering the large range of emotional and physical development for the same age group. Do my best to provide a safe playing situation for my players. Promise to review and practice the basic first aid principles needed to treat injuries of my players. Do my best to demonstrate fair play and sportsmanship to all my players. Be knowledgeable in the rules of each sport that I coach and I will teach these rules to my players. Use coaching techniques appropriate for each of the skills that I teach. Remember that I am a youth sports coach and that the game is for children and not adults. As Coach of a participating team in the THPRD Basketball League, I have read and understand the above information and will assume the responsibility that all participants associated with my team have been informed and agree to adhere to the sportsmanship guidelines and will abide by the Coaches Code of Ethics. COACHING CONTRACT HIGH SCHOOL 1. You must attend the following: Meet with THPRD staff/representative THPRD coaches meeting at the beginning of the season THPRD approved coach certification clinic/class (Mandatory Reporting, Jenna s Law) Attend other required clinic/meetings 2. You must hold a parents meeting at the beginning of the season to try and avoid miscommunication or conflict with players or parents. Communicate the following: Program philosophy (emphasize sportsmanship & basketball fundamentals) Coaching background, philosophy and style League and team rules Submitted completed Medical Consent form and signed concussion training form by both player and parent Player/Parent expectations Disciplinary procedure Review the code of ethic with players and parents 3. Act as a liaison between THPRD and players/parents This includes timely distribution of: League rules Schedules & schedule changes of practices and games Notify THPRD as soon as you are aware of any practices/games that your team will not be attending 4. Make sure you, your players and parents understand and adhere to THPRD regulations. This especially applies to the following: Playing time Good sportsmanship League rules Code of ethic 5. Player Roster: Contact all players and provide parents with your contact information Be sure that all players have their photo ID with them at each game or have a legible printed copy of ID s 6. Practice and attendance: 1 preseason practice is provided. Additional practices are optional to the coach and parents at the rental fee. You are expected to arrive before your players for scheduled practices and games to supervise your players You may not leave a practice or game until all your players have been picked up by a parent or authorized adult Work with other coaches for new ideas and help support each other 7. Game Management: Coach with praise, not negative criticism Make sure everyone receives the minimum playing time unless reduced for disciplinary reasons Make sure players exhibit good sportsmanship. Coaches will be held responsible for player infractions Coaches are responsible for the behavior of their players, parents and spectators Emphasize sportsmanship, fundamentals, player participation and having fun throughout the season I have read the above document.
