1 Information: (M-F 8 am 5 pm) Philosophy Meridian Parks & Recreation provides this activity for those who enjoy volleyball and are interested in participating on an organized level. This is a recreational program and good sportsmanship is mandatory from those who participate. Registration 1. The team fee must be submitted by the registration deadline, in order to secure a spot the league for the upcoming season. All fees and the official (signed) rosters are due at the time of registration. A mandatory managers module will be required to be completed by the manager or a representative of the team. a) Team Fee: Depends on the season b) Player Fees: Meridian Resident Player fee = $10 per player Non-Meridian Resident Player fee = $20 per player c) Late Registration Fee = $30 (if spots are still available) ALL FEES AND OFFICIAL (SIGNED) ROSTERS ARE DUE AT THE TIME OF REGISTRATION 2. Refund Policy: To receive a refund, requests must be made 3 business days prior to the registration deadline. Managers will receive a full refund minus a $5 handling fee. No refunds, whether player fees or team fees, will be given after 3 business days prior to the registration deadline. League Play / Schedule 1. All teams will play a certain number of matches during the regular season that will seed each team into a Tournament. Different seasons come with different amounts of games and tournament formats. Please look online or sports@meridiancity.org for details. All your regular season games will be scheduled based on the amount of gym space available. During the creation of the schedule, the league coordinator will take into consideration each team s request but will not guarantee that each request will be met. Each team will receive the 1 st half schedule at least one week prior to play. The 2 nd half schedule will then be posted 3-4 weeks after the season has started. The league coordinator has the ability to move teams up or down a division based on their current league record. If a team feels the need to move up or down a division after the first two games, contact the league coordinator. This is not a guarantee as other factors can determine the move. Teams will NOT be allowed to move up or down a division once
2 the 2 nd half schedule is released (unless decided on by the coordinator for the best interest of the league). Teams may move up or down when entering the playoffs. 2. Teams being moved: In the interest of fairness and equal competition, the Sports Coordinator can move teams during regular season or for the playoff bracket. Teams with a.850 win percentage or above and teams with a.200 win percentage or below, will be discussed for potential moving. The win percentages are guidelines. The Sports Coordinator can move teams if it s deemed for the best interest of the league regardless of win percentage. 3. League standings will be updated weekly and are available on the Meridian Parks and Recreation website, If a tie exists in the standings at the end of the regular season, head-to-head competition will be the first tie-breaker. If a tie still exists, a coin flip will be used. 4. Teams may request to reschedule ONE regular season game. To reschedule a regular season game, the team making the request must notify the league coordinator 3 business days before the scheduled game. If the league coordinator is unable to reschedule the game due to unavailable gym space or the opposing team can make what gym space is available, the game will be considered a forfeit. 5. A team may avoid a forfeit by canceling a match. Teams unable to play a scheduled match must notify the Parks and Recreation office at by 12:00 p.m. the day of the match or it will be considered a forfeit. Canceled matches will not be rescheduled and will still count as a 3 games to 0 match. A forfeited match will be recorded as a 3 sets to 0 match. 6. All teams will be allowed one match forfeits. After the second forfeit, a team will be removed from the league for the remainder of the season. The coordinator can rule otherwise if extreme circumstances caused the forfeits. If a team drops from league competition before completing play of all scheduled matches, all of their remaining matches will be deemed as losses and all opponents will be credited with victories. 7. All games will be played Monday - Thursday at Heritage Middle School, Cole Valley Christian School, Meridian Middle School (Wes Lowe Gym), Willow Creek, Victory Middle School or Meridian Homecourt from 6:30pm to 10:30pm. 8. Awards for each division: End of Season Tournament 1) 1 st place Individual T-shirts Teams Structure 1. COED: A maximum of six players and a minimum of four players are required to play. a. No more than 3 men may play at any time.
3 b. If only one man is present, up to five women may play at the same time. c. If only one woman is present, only three men play at one time. d. COED Rotation: i. Rotation does not need to rotate man/ woman. ii. The ball may be hit by three women in a row with no penalty iii. If the ball is hit by three men in a row, to be legal, the third hit must be an underhand bump pass. (The hit may be forward, sideways or backward.) 2. Women: A maximum of six and a minimum of four players are required on the court at all times. 3. All players must be listed on the official team roster including signature. Roster additions or changes will not be accepted on the court. There is no minimum or maximum for the number of players on your roster. The official roster will only consist of players who have paid the player fee. 4. Each team can use three subs or pick-up players during the regular season. After a team has used its subs/pick-up players, any player used as a sub/pick-up player must pay the player fee. Once the player fee is paid, that player is on the official roster. 5. Individuals, who are used as a pick up player, can do so only ONE time. If they want to play in two or more games, they must be paid for an on the roster. 6. Subs can NOT be used during the end of season tournament unless the following rule applies. 7. Team rosters freeze when there are two regular season games left. The Recreation Coordinator can give permission to add players after the deadline in the case of extenuating circumstances such as injury. If a team is granted permission to add players after the deadline due to injury, the following policies come into effect. a. The injured player being replaced will be removed from the roster and cannot participate for the remainder of the season or playoffs. Written proof of injury may be required. No refunds will be given to players that are removed from the roster. b. There will be a $20 replacement player fee regardless of residency. c. The replacement player must be of equal playing ability to the division or lower. d. If the Sports Coordinator deems the player is too skilled for the division, that player will be removed and no refunds will be given. No additional players will be added for that team. Starting Time 1. For the first game only of each match, if a team does not have the required number of players (4) present at the scheduled start time, they will have 10 minutes from scheduled start time to field 4 players or they will forfeit the match. The opposing team
4 will automatically receive 5 points to start the first game only. The game clock will start at the scheduled start time. NOTE: teams must have at least one player present at the scheduled start time. If they do not have one player present at the scheduled start time, the game will be forfeited. If teams do not have 4 players present after 10 minutes, they will forfeit the match. 2. The game clock will begin at game time and each team will have 5 minutes to warm up. If both teams agree, the game can start earlier without warm ups. 3. If an official does not show up for a game, the game(s) will be rescheduled. 4. If an official doesn t show, teams need to call the phone number on the binder and teams may elect to use a volunteer official. If teams elect to use a volunteer official, both managers need to sign the scoresheet agreeing to this. If both managers agree and a volunteer official is used, there will be no protests allowed for rule applications. 5. Teams may also play an un-officiated scrimmage game as the official game will get rescheduled later on. Game Regulations 1. All Idaho High School Federation Volleyball Rules will apply except where amended or stated in this text. 2. All matches will be three games or 60 minutes. Once the 60 minutes is up, the match is over. Sets will be scored using the rally scoring method (A point is scored each serve, regardless of which team served). The official will start play when the game clock hit 55 minutes or earlier if both teams agree. 3. During regular season, sets will be played to 25 points with the time limit in effect. During tournament play, the 1 st 2 sets will be played to 25 points. Any 3 rd set will be played to 15 points. No cap or time limit. a. Time remaining during regular season games: i. After the completion of three sets to 25 points, if time remains on the clock: 1. The teams may use the court in any fashion they choose, (organized game, practice together or separate etc.) up to the end of time on their match. 2. The official will continue to call the game if requested. 4. Each match will consist of 3 sets. League standings will be based on sets won and lost during the season. During the tournament, the team winning at least 2 of the games shall be declared the winner. 5. If the 3 rd set is not finished when the time limit is reached, the team with the most points will be the winner of that set. If the 3 rd set is tied when the time limit is reached, the win for that set will go to the team to score the next point.
5 6. An unlimited number of substitutions may be made during each game. Teams may choose to either substitute player for player according to high school federation rules or substitute on a loop in which players substitute in and out at the position closest to their bench. Teams may not change the way they substitute in the middle of a set. Exceptions will be made only for injury. 7. Each team will be allowed one, one-minute time-out per set. The match clock will not stop during time outs. No time-outs will be allowed if there is 5 minutes or less left on the match clock. If play does need to be stopped when there is less than 5 minutes on the match clock for an injury, the clock will stop. 8. The boundaries are clearly marked on the floor. Walls, standards, basketball backboards and bleachers are out of bounds. Ceilings are playable if you can play the ball on your side and it has not crossed the net. 9. You can step on the center line, but you cannot step over it. 10. On the first hit every time over the net, double hits are legal. 11. The ball may be played off any part of a player s body, whether intentional or unintentional. 12. Teams must rotate every side-out, which includes the first of the set. Example: The team not serving to start a set should start the player they want to serve first in the front right position. 13. A ball must be below the net on the return of a serve. You may not block or attack a serve. If the serve hits the net, it is still playable. You may serve from anywhere behind the back line and between the side lines 14. A player in the back row may come to the front to bump or set the ball only. They may not block. A player in the back row may attack the ball only if they jump from behind the attack line. 15. NET PLAY: ANY contact with the net is a FAULT. 16. Ball ON Court: If a ball comes on the court and rolls through, is kicked off or does not interfere with play, there will be no stopping of play. Any ball that distracts or has the potential to cause injury will result in a replay. However, if the Captain feels a replay should have been called and was not, they may request and receive a replay, no questions. 17. Warming up prior to the match should take place away from the courts if there are other matches currently being played.
6 Player/Team Eligibility 1. Each team should have a manager/coach who is responsible for: a. Collection and payment of all fee b. Submitting the team roster c. Informing players of rules and schedule d. Using only eligible players 2. Players may not participate on more than one volleyball team in the same division. A player may participate on a maximum of 3 co-ed and/or women s teams and those three teams need to be in consecutive divisions (ex. W2, W3, W4). Exception: Each team may have one player on their team who is on another team more than one division away. Note: This does not apply for women participating on one co-ed and one women s team. Please Note: If a player is playing on two teams, the league coordinator will take that into consideration when creating the schedule but cannot guarantee that both teams will not have schedule conflicts. To avoid conflicts, notify the league coordinator at the time of registration. 3. Players must be at least 14 years of age to participate and must have a parent sign a release form if under A player who is currently participating, whether active or red-shirted, on an intercollegiate team, is currently under professional contract, or is participating on an organized high school team is ineligible until the contract or the organized sport is completed or nullified. 5. Teams using an ineligible player or falsifying the line-up will be assessed the following penalties: a. During the tournament, only the game in which the ineligible player was discovered will be forfeited and the team will potentially be removed from the tournament. b. All ineligible players will be removed from the offending team s roster. c. The team manager will receive a 1-match suspension. A suspended manager cannot participate in the match in ANY manner. 6. All roster changes or additions must be completed at the Parks and Recreation office, not at the court, and must be completed before the new player plays in a game. 7. The deadline to add players to your roster is prior to your final 2 regular season games. There is no exception to this rule. Players must be added before the deadline. Teams need to plan for injury, schedule conflicts, etc. There is no minimum or maximum for the number of players on your roster. The official roster will only consist of players who have paid the player fee.
7 8. Players must play in a minimum of two league games to be eligible for playoffs. Exceptions can be made for injury or prior approval from the league Coordinator. 9. Players shall bring with them some form of ID to games, incase proof of identity is requested by scorekeeper or the other team to verify player eligibility. Acceptable forms of ID are: a. Any form of government ID b. Student ID cards c. Pictures of the IDs above d. Other ID s the coordinator deems appropriate 10. Teams wishing to roster check must do so before the completion of the game. If a manager elects to do a roster check, both teams will be checked. Equipment 1. No hard plastic or metal may be worn on the arms (watches, braces, etc.). 2. Court shoes, with no black soles, must be worn. 3. Teams are not required to have matching uniforms. 4. The Meridian Parks & Recreation Department will provide the game ball. If both teams agree, the game can be played with a personal ball. Suspension Rules 1. Game officials, Meridian Parks & Recreation staff, and Meridian Joint School District #2 staff have the authority to eject any individual or team from a game or facility. Grounds for ejection include but are not limited to: displays of unsportsmanlike conduct derogatory remarks or gestures threats of violence acts of violence other behavior deemed detrimental to the league 2. Any player or coach ejected from a match must leave the gym immediately and will be given an automatic one-match suspension. The league Coordinator will decide if any further action needs to be taken against the offending player and will notify the team manager if further action is taken. The league Coordinator s decision will be final and could vary from one game to a lifetime suspension depending on the severity of the act. 3. Any player or coach ejected during the post-season tournament will be suspended for one additional match minimum. If a player is ejected during his/her team s final match of the tournament, an automatic one-match suspension will carry over to the next Meridian Recreation Department Adult program the player participates in.
8 4. When a player is ejected from a match, it is the team manager s responsibility to report to the scorekeeper and give the player s full name. If a player is ejected from a match and is asked to leave the gym, they must do so immediately. If they do not, the match will be forfeited. 5. Any player that is playing under the influence of alcohol that could cause injury to themselves or others participating in the game will be removed from the game and serve a one game suspension minimum. This will be determined by the judgment of the official, Site Supervisor, and or Meridian Joint School District #2 employee. Spectator Conduct 1. Teams are responsible for the conduct of spectators who are affiliated with their team. Spectators can be ejected from a game using the same suspension rules as above. Spectators asked to leave the gym must leave IMMEDIATELY. Failure to do so will result in a forfeit for the team they are affiliated with. 2. Children must remain with an adult at all times. If kids are becoming a distraction to the match or causing damage to the facility in any way, the match will be stopped until the situation has been taken care of. It is the manager s responsibility to ensure that children will not provide any distractions or abuse of the facility. Teams can be removed from the league if children are not supervised during the game. The City of Meridian Parks & Recreation Department encourages teams to bring their children to the games but please keep them supervised. City / School Facilities 1. Matches will be played at the Meridian Homecourt, Heritage Middle School, Cole Valley Christian School, Meridian Middle School (Wes Lowe Gym), Willow Creek Elementary, Victory Middle School, and the Meridian Boys & Girls Club. 2. No smoking or drinking alcoholic beverages will be permitted on the school premises. No cigarette butts should be found at the entry or in the parking lots of the school facility. Participants, all accompanying guests, and family members need to respect school property. Failure to comply will result in loss of facility use. 3. If any damage occurs to a net or standards, financial obligation will be the responsibility of the person who causes the damage. 4. Complaints about Officials: a. A 12 hour rule will take effect if there is a complaint about an umpire. Manager s wishing to complain about an umpire must wait 12 hours after the completion of the contest. After waiting 12 hours (allowing time to cool off and
9 become collected), please submit written complaints to the Sports Coordinator below. The 12 hour rule is in effect when you feel the umpire was: i. Not giving full effort ii. Not in proper position iii. Making incorrect calls iv. Misapplying the rules (if not protested) v. Purposely giving calls to the other team vi. Wearing inappropriate uniform/ gear b. Complaints about umpires can be made immediately if manager feels the umpire was: i. Under the influence of drugs or alcohol ii. Putting players in danger by allowing teams to get out of control iii. Showing up late or not at all too games iv. Using profanity towards participants or fans Anything not covered in the By-Laws or ambiguously defined will be ruled upon by the Sports Coordinator.
