1 2018 Rules Quiz Focusing on NFHS vs NCAA differences Connecticut Lacrosse Officials Association by Jon Bernon This rules quiz is a compilation of situations which highlight rules differences between NFHS rules which are used by local public schools and NCAA rules which are used by local prep (private) schools. In each situation you are asked to determine how the official should rule (e.g. penalties, penalty time, type and location of restart, count etc.) for both NCAA and NFHS games. If the play is legal and no action should be taken, just mark the item "Legal". To test yourself, first try to answer the questions without using outside sources. Then, make use of Harold Buck's document entitled NFHS vs. NCAA Men's Lacrosse Rules Differences for It may be obtained from (scroll down to the section marked Rules) where you will always find the most recent copy of this evolving document and the date of its last update. Ruling are based on the NCAA rulebook, NILOA updates, and the NFHS 2018 rulebook which you can also review. If you are new to officiating do not worry about getting them all right. Learning the rules differences takes time and study. I have tried to list the following situations in order of difficulty / frequency that you will encounter them in actual games. There is a section of harder / more obscure situations towards the end. Section One: The Most Commonly Encountered Situations 1. B1 moves early on a faceoff. NFHS: Award the ball to team A. (Rule ) NCAA: Faceoff violation. Award the ball to team A. This violation counts towards the two allowed per half. If Team B has already had two or more faceoff violations during the half, then the Team B in-home serves a 30 second technical foul. If this is the first or second violation of the half, the official who called the violation should signal to the benches which number violation this is. (Rules 4-3, 4-4) 2. During a faceoff, A1 covers the ball to draw it back. B1 clamps on top of A1's stick and does not allow A1 to play the ball. NFHS: Same answer as # 1 above. (Rule ) NCAA: Same answer as # 1 above. (Rules 4-3, 4-4)

2 3. B1 moves early on a faceoff and it is the third time in the half that team B has had a faceoff violation. NFHS: Award the ball to team A. (Rule ) NCAA: Faceoff violation. Award the ball to team A. Team B's in-home serves a 30 second technical foul. (Rule 4-4) 4. Loose ball push by B1. Play-on, followed by whistle to stop play. A1 has the ball for a quick restart. B1 is 2 yards in front of A1. (No other players are within 5 yards of A1.) NFHS: Give B1 up to five second to move to at least 5 yards away from A1 before restarting play. If he does not, assess a 30 second technical foul. (Rules , , i) NCAA: Restart immediately. If B1 defends the ball before reaching a distance of 5 yards from A1, then flag down, slow whistle, technical foul for delay of game. (Rule 4-8) 5. Four parts: Faceoff and ball crosses the restraining line in Team A's defensive end: a) A1 picks up the ball and runs toward midfield. What is the count? NFHS: 20 second count to get to the center line. (Rule 4-13) NCAA: 30 second clearing count to get into the attack area. (Rule 4-15) b) Then, A1 crosses the center line with possession. What is the count? NFHS: 10 second count to get into the goal (attack) area. (Rule 4-14) NCAA: 30 second clearing count to get into the attack area continues. (Rule 4-15) c) Then, A1 calls time out while he has the ball between the center line and the restraining line in his offensive half of the field. What is the restart / count? NFHS: Time out is awarded to Team A. On restart, there will be a 10 second count to get into the goal (attack) area. (Rule 4-14) NCAA: Ignore request for a timeout and let play continue. If referee blows whistle to award a time out, then technical foul against Team A. Team B is awarded the ball and has a 30 second clearing count to get the ball into its attack area. (Rules 4-27, 6-6-l) d) Same as c) but instead A1 calls time out while he has the ball in the offensive half of the field past the restraining line in the alley. His team has not yet advanced the ball into the attack area. What is the restart / count? NFHS: Time out is awarded to Team A. On restart, there will be a 10 second count to get into the goal (attack) area. (Rule 4-14) NCAA: Time out is awarded to Team A. On restart, there will be no count. (Rule 4-15-g)

3 6. B1 slashes A1. Flag down. B2 checks the ball out of A1's stick and it hits the ground. NFHS: Whistle stops play when the ball hits the ground. B1 serves personal foul penalty for slashing. Award the ball to Team A. Give free clear if ball was in Team A's defensive half of the field. (Rules i, 7-3) NCAA: Play continues. (Rule 7-8 AR 34) 7. B1 slashes A1. Flag down. B2 checks the ball out of A1's stick and it hits the ground. While the ball is loose, B2 slashes A2. NFHS: Whistle stops play when the ball hits the ground. B1 serves a personal foul penalty for slashing. B2's foul is a dead ball foul and he serves a personal foul penalty for slashing. Award the ball to Team A. Give free clear if ball was in Team A's defensive half of the field. (Rules i, 7-3) NCAA: Flag down, slow whistle for foul on B2. Play continues. (Rule 7-8). 8. As the whistle blows on a faceoff, B1 is across the wing line. NFHS: Play on or whistle. NCAA: Whistle to stop play immediately. Faceoff violation on Team B. Award the ball to team A in their offensive half of the field This violation counts towards the two allowed per half. If Team B has already had two or more faceoff violations during the half, then the Team B in-home serves a 30 second technical foul. If this is the first or second violation of the half, the official who called the violation should signal to the benches which number violation this is. (Rules 4-3, 4-4b) 9. B1 checks A1 who is within 5 yards of a loose ball. B1's shoulder makes contact with A1's head. The check is not violent, but it is enough to knock A1 to the ground. NFHS: B1 serves a 2 minute nonreleasable penalty. (Rule 5-4) NCAA: B1 serves a 1 minute nonreleasable penalty (Rule 5-3). 10. A1 has his head turned away in order to receive a pass. B1 bodychecks A1 from the side, above the waist and below the neck. NFHS: B1 serves a 2 minute nonreleasable penalty. (Rule 5-3-5) NCAA: B1 may be assessed a penalty for unnecessary roughness. 11. Team A has possession of the ball outside of its attack area and has not been initiating or creating a scoring opportunity. Teams are at even strength. NFHS: Team A is warned to "get it in" (10 second count) and then, once inside the goal area they are warned to "keep it in". (Rule 6-10). NCAA: Officials verbalize "Shot clock" and a 30 second count begins. If there is no visible shot clock, the shot clock should be initiated on a increment of 10. (Rule 6-11-c)

4 12. Team A has possession of the ball outside of its attack area and has not been initiating or creating a scoring opportunity. Team A is man up or man down. NFHS: Team A is warned to "get it in" (10 second count) and then, once inside the goal area they are warned to "keep it in". (Rule 6-10). NCAA: A shot clock may not be initiated since there is an uneven situation. (Rule 6-11-b-6) 13. Second half of the game and Team A scores so that they now lead NFHS: Running time (point differential rule) begins with the whistle resuming play. (Rule 3-1-2, SITUATION A) NCAA: No running time. 14. Last two minutes of regulation, Team A leads 5-1. A1 crosses the center line with possession. NFHS: Automatic stalling rules are in effect in the last two minutes of regulation for the team ahead by 4 or fewer goals. Team A is warned to "get it in" (10 second count) and then, once inside the goal area they are warned to "keep it in". (Rule 6-10) NCAA: No automatic stalling rule. 15. Goalkeeper B1 is sent off to serve 1 minute for a slashing penalty. He is replaced by B2. Coach of team A wishes to warm up B2. NFHS: Coach gets 1 minute to warm up B2 without having to use a time out. (2.1.1 SITUATION) NCAA: Be lenient in giving time for B2 to get on the field. Team B must call a time out if the coach wishes to warm up the goalie. (Rule 6-6-f AR 32) Section Two: Less Frequently Encountered Situations 16. A1 has possession and is called for warding. After the whistle blows to stop play, but before the whistle blows for the restart, Team A calls timeout. NFHS: Legal. NCAA: Illegal. During dead ball situations where the stoppage is in the field of play, only the team in possession or entitled to possession is allowed to call a timeout. Technical foul against Team A, 30 second penalty to be served. (Rule 4-27)

5 17. In settled play, the ball becomes loose. A1 picks up the ball with the back of stick and flips it up and to the front of his stick. The ball does not get stuck in the crosse at any time. NFHS: Legal. NCAA: Withholding. Award ball to Team B. All ground balls are to be picked up by scooping the ball with the front of the crosse. (Rule 6-13) 18. Last two minutes of a game in which Team A leads 6-5. A1 has the ball. B1 slashes A1. Flag down. Then, B2 slashes A2. NFHS: Flag down, then stop play immediately unless a scoring play if imminent (since Team A is ahead in the last two minutes of the game). (Rule 7-8-2j) NCAA: Flag down, play continues. 19. Goalie B1 makes a save and runs the ball out of the crease and upfield. As he crosses the center line, B2 is called for interference. B1 drops the ball and heads back to the crease. A1 picks up the ball for the restart. No players are within 5 yards of A1. Play is restarted immediately and defenseman B3 goes into the crease to act as goalie since B1 has not yet returned to the crease. Official throws flag and blows whistle when B3 enters the crease to act as goalie. NFHS: Incorrect procedure. Official should have given goalie 5 seconds to re-enter the crease before restarting play. (Rule ). Correct the error by giving the ball back to Team A with a slow restart. No penalty on B3. (Rule 7-13) NCAA: Official should not have thrown flag and blown whistle when B3 entered the crease as there is no rule prohibiting such action. Goalie does not get 5 seconds to return to crease on restarts. Give the ball back to Team A with a slow restart. No penalty on B3. (Rule 7-12) 20. Head coach of Team A requests a horn during a dead ball to challenge the official's application of a rule. NFHS: Legal. (Rule ) NCAA: No such provision. 21. Flag down for technical foul by B1. A1 shoots. Ball hits the goalie B2, rebounds, then goes off of B3 and into the goal. NFHS: No goal. B1 serves 30 seconds for the technical foul. (Rule 7-8-3d) NCAA: Good goal. Technical foul wiped out due to the goal. (Rules 7-8, 7-9)

6 22. A1 has possession and is guarded by B1. A1 is called for warding. After the whistle blows to stop play, but before the whistle blows for the restart, Team A's coach requests an equipment check of B1. NFHS: Legal. (Rule 4-27) NCAA: Illegal. "No stick check requests will be granted during non-time serving technical fouls committed in field of play." See 2017 NILOA Mechanics Presentation Section Three: Most Rare / Difficult Situations 23. A1 has an adjustable-length handle on his crosse. He adjusts it during live ball play. NFHS: Illegal Crosse. 3 minute nonreleasable penalty. (Rule 1-8) NCAA: Illegal procedure for adjusting the handle during play. (See 2018 NILOA Rule and Mechanic Presentation). 24. Team A has been given a stall warning: keep it in (NFHS) or shot clock (NCAA). B1 slashes A1. Flag down. Eventually, A1 misses a shot on goal and the ball goes out of bounds. NFHS: Since Team A maintains possession of the ball on the restart, the stall warning is still in effect. The restart is outside of the box and Team A has 10 seconds to get it in the box, followed by a keep it in warning. (Rule , SITUATION G) NCAA: Shot clock is reset with the flag down. On restart, there is no shot clock since there is now a uneven situation. (Rules 6-11-b-3, 6-11-b-6). 25. A1 scores a goal. Head coach of Team B requests an equipment check of A1. A1's stick is too narrow and his gloves have holes cut into the palms. NFHS: Only penalize the most serious of the two infractions. A1 serves 3 minutes nonreleasable for the illegal crosse and the crosse stays at the table for the remainder of the game. (5.6 SITUATION C) NCAA: Penalize both the illegal crosse and the illegal gloves. A1 serves 4 minutes nonreleasable and the crosse stays at the table for the remainder of the game. (See note at end of Rule 5-10) 26. A1, with possession, loses a shoe. No players are nearby. NFHS: Legal. Stop play if Team B player gets close enough to play A1. ( SITUATION) NCAA: Stop play immediately. Award ball to Team A. (Rule 6-6-z note, AR 37) 27. Loose ball in a crowded scrimmage area. A1, on the ground, loses a shoe. Officials stop play to prevent injury. NFHS: Award ball by alternate possession. (Rule ) NCAA: Illegal procedure on A1. Award ball to Team B. (Rule 6-6 AR 38)

7 28. In the 1st quarter, A1 gets a 1 minute non-releasable unsportsmanlike conduct penalty for arguing with an official. In the 3rd quarter, A1 who is facing off, uses his hand to direct the ball. NFHS: Using the hand to direct the ball on a faceoff is unsportsmanlike conduct. (Rule 5-10d) Since this is A1's second nonreleasable unsportsmanlike conduct penalty he is ejected and given a 3 minute nonreleasable penalty. (Rule c) NCAA: A1 is given a 1 minute nonreleasable penalty for unsportsmanlike conduct. If Team A has already had two or more faceoff violations during the half, then the Team A inhome serves a 30 second technical foul. If this is the first or second violation of the half, the official who called the violation should signal to the benches which number violation this is. (Rules 4-3, 4-4) 29. B1, B2, B3, and B4 are all assessed penalties (in that order) during a live ball situation. B1, B2, and B3 are each given 1 minute for slashing and B4 is given 1 minute nonreleasable for unsportsmanlike conduct. How are the penalties served? NFHS: B1, B2, and B3 serve penalty time and B4 is stacked. Penalties are served in the order in which they occurred. (7.2 SITUATION J). [Note: If cannot determine order then the most severe penalties are served first, which is the same as NCAA.] NCAA: B4, B1 and B2 serve penalty time and B3 is stacked. Nonreleasable penalty time is always served first, even when the order of fouls is known. (Rule 7-2-g-4) 30. Team A is awarded possession after a shot behind B's goal. Team A calls timeout. Then, B1 is given a conduct foul. NFHS: B1 serves 30 seconds. Award ball at the spot where it went out of bounds. (7.3 SITUATION C) NCAA: B1 serves 30 seconds. Award ball outside of the goal area. (Rule 4-8-4) 31. A1 has blood on his uniform and the officials stop play. Coach A calls a timeout in order to put A1 back in the game with a new jersey before the restart. NFHS: A1 must wait to re-enter the game until the next dead ball situation following the resumption of play. ( Situation) NCAA: A1 may return to game if situation is corrected before the end of the timeout. (Rule 4-26-c-3) 32. A1 has the ball. Official throws flag thinking B1 left the penalty area before his penalty was over. A1 shoots and the ball is deflected out of bounds by the goalie B2. Officials determine that B1 did not leave the penalty area early and that it was an inadvertent flag. NFHS: Award the ball to Team A since they possessed it at the time of the inadvertent flag. (Rule ) NCAA: Award ball by alternate possession. (Rule 7-13-b-2)

8 33. Team A, due to injuries and penalties, has only 7 players left: 6 on-field players and one player in the penalty box. NFHS: Game is over since there are not 7 on field players left for Team A. The result shall be determined by state association. (Rule 2-1-3) NCAA: Play continues.
