1 1.0 ORGANIZATIONAL PROCEDURES 1.1 Members For , the Cal Pac baseball conference shall include the following six (6) institutions: Antelope Valley, Benedictine-Mesa, La Sierra, Providence Christian, Marymount California, Simpson 1.2 Leadership The sport of baseball shall operate with the following leadership structure: The Cal Pac commissioner shall serve as the ultimate authority for the sport The Directors of Athletics shall appoint one of their members to serve as the sport liaison, with direct contact with the head coaches and shall serve as the advocate for the sport in league proceedings The coaches shall select a representative from their group to serve as the chair for a two-year term Chair Duties: * Arrange meetings, conference calls, and agendas. * Communicate regularly with the AD liaison and commissioner. * Assist with and monitor the NAIA rating process. * Assist with and monitor the conference video sharing system The chair and liaison annually shall select a representative from the coaches to serve as the NAIA rater. The rater may serve multiple terms Rater Duties: * Participate in all NAIA training for sport raters. * Meet all NAIA deadlines for conference and national rankings. * Advocate for Cal Pac teams in the rating process. 1.3 Meetings The coaches shall meet in-person or via conference call immediately prior to and after each season. The dates shall be established by the chair and AD liaison Coaches shall take part in a conference call the Monday prior to the beginning of conference play. 1.4 Policy Proposals Any proposals for sport policies or guidelines shall originate from the coaches and will
2 be forwarded to the Executive Committee following a majority approval. The Executive Committee, with the input of the sport liaison, shall have final authority over any proposals. 2.0 SEASON & SCHEDULE 2.1 Season & Playing Rules NAIA sport season and playing rules apply for all Cal Pac institutions NCAA playing rules shall govern play, with NAIA modifications. 2.2 Conference Schedule The Cal Pac conference schedule shall be prepared by the commissioner and approved by the Executive Committee at least 12 months in advance Conference play shall consist of a 40-game season in a double roundrobin format Each series shall consist of three nine-inning games, scheduled as a single game and a doubleheader There will be a 30-minute break between the games of a doubleheader, unless prior arrangements are made by mutual consent of the competing institutions directors of athletics All games in a series must be played on the designated weekend, adjusted for Sabbath observance or institutional conflicts (graduation) Teams from the same locale may adjust the schedule to play at each team s home site during a series, if both institutions agree The standard starting time for a doubleheader shall be 11:00 a.m. prior to Daylight Savings Time. After Daylight Savings Time begins, doubleheaders shall start at 12 Noon Institutions may adjust game times by agreement, in writing, by approval of the athletics directors The host institution is responsible for confirming game times, and assuring any time changes are published and approved, and that the officials are confirmed. 2.3 Schedule Completion Institutions shall make every reasonable effort to complete every scheduled contest in order to assure the integrity of the conference championship.
3 2.3.1 If any contests are not played as scheduled in the first series, teams shall adjust the schedule to play all games in the second series If any games are not completed as scheduled, institutions shall work together to reschedule the contest(s), including playing the games in conjunction with another road trip Institutions shall share actual game expenses for any contests so adjusted The host institution shall communicate with a visiting institution in advance of the series if weather or other circumstances may impact completion of the games Visiting institutions shall make every effort to rearrange their travel schedule when so notified. 3.0 CHAMPIONSHIP & POST-SEASON 3.1 Conference Champion The Cal Pac champion shall be the winner of the post-season conference tournament, and shall represent the conference in the NAIA national tournament The conference shall recognize both a regular season and tournament champion. Each champion shall receive a team award In the event two or more teams tie for first place in the regular season, all tied teams shall be declared co-champions and receive team awards If the conference has two NAIA national tournament bids, the Cal Pac team which is determined to be the #1 seed following the regular season shall receive a direct qualification bid to NAIA nationals The second bid shall go to the team which wins the Cal Pac postseason tournament If the #1 seed wins the tournament, the second Cal Pac NAIA bid shall go to the other team reaching the conference championship game. 3.2 Conference Tournament The conference tournament shall consist of five (5) teams, three (3) from the Cal Pac and two (2) from the following NAIA West grouping members (British Columbia, Corban, College of Idaho, Oregon Tech). Lewis-Clark State will not participate in the Cal Pac tournament due to having a bid to as the NAIA World Series host.
4 3.2.1 In 2018, the tournament shall be hosted by TBA The tournament shall take place on May 6-7-8, 2018, unless Providence Christian qualifies. If PCC qualifies, the tournament shall be played on May 7-8-9, to accommodate Sunday Sabbath observance Effective with the season, the #1 seed of the previous season s tournament shall have right of first refusal to host the event The #1 seed shall declare its decision on hosting no later than the June meeting of the Executive Committee. If the #1 seed declines to host, the remaining qualifying teams shall have the option in descending order Tournament seedings shall be determined as follows: The Cal Pac regular season champion, or if tied the team earning the #1 seed based on conference tiebreakers, shall be the #1 tournament seed The Cal Pac #2 and the West Grouping #1 shall be the #2 and #3 seeds, with their placement based on Bo Chip ratings The Cal Pac #3 or the West Grouping #2 shall be the #4 and #5 seeds, with their placement based on Bo Chip ratings Teams from the same qualification section (ie., Cal Pac and West Grouping) shall not play each other in Game 1 or Game Tournament play shall follow a double-elimination format (see bracket, Appendix A-1) with three games on Day 1, three games on Day 2, and two games (if necessary) on Day The #5 seed shall play the #4 seed in Game #1 on Day 1 at 10:00 a.m The #2 seed shall play the #3 seed in Game #2 on Day 1 at 1:30 p.m The Winner of Game #1 shall play the #1 seed in Game #3 on Day 1 at 4:00 p.m The Losers of Games #1 and #2 shall play Game #4 on Day 2 at 10:00 a.m.
5 The Winner of Game #2 shall play the Winner of Game #3 in Game #5 on Day 2 at 1:30 p.m The Winner of Game #4 shall play the Loser of Game #5 in Game #6 on Day 2 at 4:00 p.m The Winner of Game #5 shall play the Winner of Game #6 in Game #7 at 11:00 a.m. on Day If necessary, Game #8 shall be played if necessary 30 minutes following the completion of Game # There shall be 30 minutes between each game, except by mutual consent of the competing institutions. 3.3 Expenses The host institution shall bear all organizational and administrative expenses for the event The host shall arrange an awards banquet for the participating teams on the evening prior to the first day of play All qualifying institutions are required to attend the event. Failure to attend shall result in a fine of two-times the host institution s cost The host institution shall charge admission to each day of the event ($10 general admission, $5 for Cal Pac students with ID) The host institution shall report the expenses and revenue for the event to the conference within 60 days following the event Souvenirs shall be available for purchase based on a design provided by the conference The conference shall arrange and pay the appropriate assigning agency for the officials for the semifinal and championship matches. 3.4 Seeding & Tiebreaker Seeding for Cal Pac team qualification in conference post-season play shall be determined by the order of finish in the final regular season standings. The West Grouping shall determine its own qualifiers The following steps shall be used, in order, to resolve any ties in the final standings for Cal Pac teams only Head-to-head results between the tied teams in conference play.
6 Won-loss record against the other conference teams, in descending order of finish Winner of the final game played between the tied teams If more than two teams are tied for a qualifying place in the standings, the steps of shall be reviewed until one team rises above or falls below the other tied team(s) All ties in the standings shall be resolved to determine which teams qualify for the conference tournament In the event of a tie involving more than two teams, the same process shall be used until one team is removed from the tie Once a team is removed from a multiple-team tie, the remaining teams shall be examined based on the original tie-breaking steps, in order If more than one tie exists in the final standings, the tie which may be resolved by the earliest tie-breaking step shall be resolved. 4.0 GAME OPERATIONS Cal Pac institutions are expected to provide an excellent experience for the participating student-athletes and fans at all home contests. Each institution shall strive to exceed college athletics industry standards for game operations. 4.1 Game Manager Each institution shall designate a staff member to serve as the primary game manager who will be present at and responsible for all aspects of game operations and security The game manager shall identify themselves to both the visiting coaching staff and the officials working the contest The game manager shall observe, supervise, anticipate, and control all aspects of the contest to insure the competitive environment adheres to Champions of Character standards. 4.2 Host Responsibilities The field shall be completely set up and available for use two (2) hours prior to the start of the game All venues shall have a visual and working electronic scoreboard.
7 4.2.3 Teams shall have equal pre-game batting and infield practice and shall follow the Cal Pac pregame timing format. Any additions to the pre-game schedule shall be provided to the visiting team AD at least one week prior to the contests Teams shall use the Rawlings FSR00NAIA ball for all conference and home non-conference games Access to sports medicine facilities and a certified athletic trainer shall be provided at least 90 minutes prior to the contest Sufficient water and towels shall be provided for both teams Official statistics for both teams shall be accurately kept and promptly distributed using a computerized reporting system Reports shall be available for coaches following each game A final report shall be provided immediately following the game The game results and statistics must be reported immediately following each game to Dakstats and the Cal Pac website Provide adequate security and crowd control to assure a positive and safe experience for student-athletes and spectators Set up and secure a team meeting room and/or dressing area for the visiting team Confirm officiating assignments and verify dates and starting times with the baseball officials assigning agency There is no limit on the number of players allowed to travel to or participate in games. 5.0 OFFICIALS Teams shall arrange for certified collegiate umpires for all home games using Billy Haze, the Cal Pac coordinator of umpires Billy Haze (916) billy@blackandblueumpirecamps.com
8 6.0 ALL-CONFERENCE AWARDS The conference shall recognize outstanding student-athletes by annually selecting an allconference team at the conclusion of the regular season The 15-player all-conference team shall consist of 1 Starting Pitcher, 1 Relief pitcher, 1 Catcher, 4 Infielders, 3 Outfielders, 1 Designated Hitter, 1 Utility, 3 At-Large. 6.1 Selection Process Each head coach shall participate in the selection process as follows On the Monday following the final regular season games, coaches shall complete and return the official nomination form provided by the conference office Coaches shall nominate only players from their own team whom they believe are truly worthy of all-conference recognition Statistics shall be for conference contests only. Nominations shall not include overall statistics Coaches shall rank their own players in descending order of preference on the nomination form Nominations must arrive at the conference office no later than 9:00 a.m. on the Monday following the regular season. Failure to meet that deadline may result in that institution s student-athletes being omitted from the final ballot Coaches may also nominate student-athletes from their own team for the following individual honors Player of the Year Pitcher of the Year Newcomer of the Year Freshman of the Year Upon receipt of the nominations, the conference office shall create an official ballot and return it to the coaches via The completed ballot must be returned no later than 10:00 a.m. on the Tuesday following the completion of regular season conference play Coaches may not vote for themselves, their institution, or studentathletes from their own team.
9 Coaches shall rank the top 15 players in descending order of preference Coaches shall also select one of their peers as Coach of the Year Coaches shall also vote for year-long institutional honors in sports information, sports medicine, and sportsmanship. 6.2 Awards The conference shall prepare awards for announcement and distribution at a banquet preceding the conference tournament The player and coach of the year shall receive a custom trophy The pitcher, newcomer, and freshman of the year shall receive a trophy Each member of the all-conference team shall receive a personalized certificate and conference medallion. 7.0 PRE-GAME PROTOCOL & SCHEDULE All Cal Pac teams shall adhere to the following pre-game schedule for conference contests. Prior to 1 st Pitch Length Activity 2:15:00 40 mins Home Batting 1:35:00 40 mins Visitor Batting 50:00 10 mins Home Fielding 40:00 10 mins Visitor Fielding 30:00 20 mins Field Preparation 10:00 5 mins Exchange of Lineups 5:00 1 min Announcements 5:00 4 mins Player Introductions 2:00 2 mins National Anthem
10 7.1 Sportsmanship Statement The following statement shall be read prior to every Cal Pac contest. CAL PAC SPORT GUIDELINES The California Pacific Conference is an NAIA 5-star Conference of Character. We request your cooperation by supporting all participants and officials in a positive manner. Profanity, any derogatory remarks or negative actions directed at studentathletes, officials, coaches, or team representatives will not be tolerated and shall result in removal from the site of competition. As NAIA leaders, the Cal Pac believes in the core values of Champions of Character: Respect, Responsibility, Integrity, Sportsmanship, and Servant-Leadership. Cal Pac: Greater Things! 8.0 VIDEO POLICY (still in process) 8.1 Webstreaming Cal Pac teams are responsible for assuring all home contests are live-streamed using Stretch Internet. 8.2 Scouting Conference members may not share video or scouting information with any nonconference opponent.
