2 WOMEN S BASKETBALL CHANGES AND EDITORIAL Rule : Playing Court Recommend that, where possible, to clear a 3-foot wide area on both sides of the basket stanchion. Rule : Backboards Institutional/conference social media decals are permitted on the top edge of the backboard frame. 2

6 Rule : Duties of the Timers Time to replace a disqualified player reduced from 20 seconds to 15 seconds. Warning horn sounded immediately after the officials inform the timer to start the 15 second time limit. Final horn sounds at the expiration of 15 seconds. 8 Rule : Resumption of Play Resumption of Play procedure is in effect when a team is not ready to play following the final horn to end a timeout or the intermission following the first and third periods. First offense: team warning Second offense by same team: Resumption of Play procedure shall be used Rule 5-6: Periods - Length Playing time shall consist of four 10-minute periods. Intermission between periods shall be:» 75 seconds for non-media games» 75 seconds or the length of the electronic-media timeout for media games Intermission at halftime is 15 minutes Extra periods will continue to be 5 minutes Rule : Charged Timeouts Timeout lengths: 60 seconds for a full timeout 30 seconds for a 30-second timeout 8
9 Rule : Option to Advance If a timeout is charged to the offensive team in the last 59.9 seconds of the game and: The ball is out-of-bounds in the backcourt prior to advance A rebound is secured prior to any advance of the ball (dribble or pass) The offensive team secures team control prior to any advance of the ball (dribble or pass) Rule : Option to Advance The ball is advanced when a player in control dribbles or passes the ball If, following any advance, play is stopped in the backcourt for a foul or violation committed by the defense, the offense may advance the ball if they call a timeout After advance, successive timeouts does not regain the option Rule : Option to Advance Team has option to advance throw-in spot to 28 foot line in the frontcourt (table side) or remain at the designated spot Head coach must notify officials before timeout is reported to the scorer If option is exercised, the throw-in may be made into the frontcourt or backcourt Team will receive a new 10-second count if the throw-in goes into the backcourt 9

11 Rule : Band/Amplified Music Bands/amplified music are permitted to play or be played during any dead ball. Must be institutional (band, CD/computer at table) Does not change rule concerning spectators or cheerleaders Rule f (new): Timeouts Not Granted No timeout shall be granted until the results of an instant replay review have been reported to both head coaches, when there is a review in the last two minutes of the fourth period or the last two minutes of any extra period(s). Rule 8-2.1: Bonus Free Throws A team is awarded two free throws for each common foul committed by a team, beginning with the fifth team foul in each period. Extra period(s) are considered an extension of the fourth period. 11
12 Rule 9-10: 10-Second Backcourt Once the ten second count begins for the offensive team to cross the division line, the ten second count shall be reset on all stoppages of the game clock, except when: The defense causes the ball to be out of bounds The offense retains possession after a held ball There is a technical foul assessed to the offensive team Rule (new): Games with Replay/Television Equipment In games when an official uses instant replay to review whether a shot clock violation as in Rule e.1 occurs, the official shall determine whether a violation occurred before the sounding of the shot-clock horn. If the shot-clock horn is not audible, the official shall use the reading of zeroes on the shot clock to determine whether a violation occurred. When definitive information is unattainable with the use of the monitor, the original call stands. Rule b.1: Instant Replay Voluntary Use Two or Three Point Try: Must recognize potential credible error within the time frame Give the record the game time signal to the scorer Review conducted at next media timeout If the media timeout for that period has already occurred, the review will take place at the end of the period Following the fourth period media timeout, the review will take place within the correctable error time frame 12
13 Appendix III: Displacement There is no change when defending a post player without the ball. When the offensive post player with the ball has her back to the basket, the defender may only place on the post player: One forearm away from the body, or One hand with a bend at the elbow The body or knee is not an acceptable point of contact when defending a post player with the ball. When the offensive post player with the ball turns and faces the basket, she is now a ball handler and ball handler guidelines apply. Appendix III: Displacement Facing the basket BOTH shoulders are squared to or facing the basket When a post player who is holding or dribbling the ball turns, and only one shoulder is facing the basket (perpendicular), she remains a post player. BH/D moves into the lane area When a BH/D, whose back is to the basket, moves from outside the lane area to inside the lane area, she becomes a post player and post guidelines apply AREAS OF CONCERN 13

15 Freedom of Movement / Players Moving Without the Ball / Screening Players must be able to move freely without the ball/time and Distance AREAS OF CONCERN Defenders may not use illegal contact to impede cutters Cutters may not initiate contact with the legal defender or push/hold the defender Freedom of Movement / Players Moving Without the Ball / Screening (cont.) Screeners must establish a legal position without causing contact Following a legal screen, the screener is permitted to roll provided it is done without clamping, holding or making other illegal contact Defenders may not hold, re-route or push screeners, or push through illegal screens AREAS OF CONCERN Contact On and By the Ball Handler/Dribbler Illegal contact on BH/D inhibits teams from running their offense AREAS OF CONCERN Critical that officials continue to officiate the guidelines consistently 15

Important to know if the offensive move starts inside or outside the LDB/Doubt=Out Dribble Drives high percentage/outside Moves that start inside the LDB Straight up block/charge play Referee the defender and keep the offensive player in your view Help on the play AREAS OF CONCERN Bench Decorum / Sportsmanship Enforcement of existing rules will lead to appropriate behaviors of players, coaches and bench personnel Coaches are expected to remain inside the coaching box Continued support for officials to penalize unsporting conduct Taunting, baiting, finger-pointing, trash talking/increased/address AREAS OF CONCERN Coaches Behavior Want officials to address coaches behavior with good game management philosophy by: Attempting to diffuse situations/nonverbal and verbal communication/deal with behavior Warn/inform your crew After warning, issuing a technical foul, in progression A technical foul should be issued, without progression steps, for any egregious behaviors 17
18 Bench Decorum / Sportsmanship (con t.) AREAS OF CONCERN Players are permitted to celebrate but they are not permitted to direct that celebration AT their opponent Players are not permitted to disrespectfully or inappropriately address officials after a call is made or not made. When an official believes that player behavior is a taunt of an opponent or is a disrespectful act towards an official, this act shall be penalized by assessing a technical foul WBCO MECHANICS CHANGES MECHANICS CHANGES Frontcourt Coverage on Drives On a drive from the C toward the L, the C is responsible for the play to the basket On a drive from the T toward the L, the L is responsible when the ball enters her/his area of responsibility On drives down the lane and below the FT line, the L is responsible for the play all the way to the basket. When a player with the ball curls towards an official, that official may make the necessary call. (CCA, p.14,58,60,66,169,171,175) 18
19 9/13/15 MECHANICS CHANGES Officiate Primary Area of Responsibility When a foul/violation occurs in an official s primary area, that official should have the only whistle. Own Your Primary Signal Changes When the primary official does not have a whistle on a Here are the new signals for the basketball season. foul/violation that is OBVIOUS, then another official should make the call when it occurs in their secondary area. Know what your partners can and cannot see. The only double whistle i s when there is uncertainty as to in whose primary area the foul/violation occurred/areas of Intersection. When there is a double whistle, the officials shall get together and agree to give the call to the official who had the best look at the play. 20 MECHANICS CHANGES 10-Seconds in Backcourt Shot Clock Off: If there is a new throw-in in the backcourt with no reset of the 10-second count, the Trail will communicate verbally and visually to both coaches, players and partners the time remaining for the ball to achieve frontcourt status. Depending upon the location of the throw-in, the Trail may need to relay to her/his partners so they may inform the coaches. The count starts with the Trail s visible count, not the game clock. Make certain the count is visible, precise and accurate. [CCA, p.15,75,170] MECHANICS CHANGES Intermission Between Periods Following the first and third periods: When both teams have reached their respective benches, the official nearest the table will instruct the timer to time the intermission using the digital stopwatch. The R is at the division line opposite the table The R will hold the ball on the side of the body indicating the direction of play to start the next period The U1 and U2 will assume positions on the blocks [CCA, p.16,135] MECHANICS CHANGES Disqualified Player Head coach has 15 seconds to replace disqualified player When a substitute is not immediately available, the official will instruct the timer to start the 15-second clock with the warning horn immediately sounded The administering official will inform the head coach that the warning horn has been sounded Be Proactive on facilitating this new rule If the substitute reports before the final horn, the final horn will not be sounded with play to resume immediately [CCA, p.16,128] 20
21 MECHANICS CHANGES Option to Advance the Ball When the head coach requests a timeout and the option is available, the official shall: Ask the head coach what type of timeout is requested Ask whether or not the head coach is exercising the option to advance the ball After the timeout has been reported to the scorer, the decision to advance the ball will then be communicated to the table and the opposing coach. 23 POINTS OF EMPHASIS Transition Court Coverage After a change of possession, a field goal or free throw attempt, the C momentarily holds near the top of the circle extended. In transition, the C must officiate the middle third of the players regardless of where they are on the floor. When the ball crosses the division line, the C officiates her/his area of responsibility. (CCA, p.83,85,91,171) Court Positioning: Lead The ball dictates rotation. L needs to look for reasons to rotate. When in doubt, ROTATE! Look for reason TO ROTATE!!! Ball is wide on strong side, the L is wide-angle (2-3 steps inside 3-point arc) Ball is in the middle of the floor or on C s side, the L should be in close-down (1 step outside the FT lane line) L must position adjust for rebounding coverage and focus on player in L s coverage area L is not to rotate during a try or a drive to the basket [CCA, p.171] POINTS OF EMPHASIS POINTS OF EMPHASIS Areas of Intersection, 3-Point Try and Screening Coverage In areas of intersection, the primary official must stay with the ball/play until the ball/play clearly leaves her/his primary coverage area. Eye contact and body language between both officials involved in area of intersection plays is key in recognizing when a partner assumes responsibility for a play. [CCA, p. 171] 23
24 POINTS OF EMPHASIS Areas of Intersection, 3-Point Try and Screening Coverage Coverage of screens requires that officials be aware of: Players pushing through screens Cutters and ball handlers being held as they use the screen Screeners holding/impeding the defenders who attempt to move around the screen Defenders holding/impeding the screener [CCA, p. 171] Restricted Area / Lower Defensive Box L needs to be no nearer than the close-down position to referee the legality of the secondary defender when the dribble-drive/ play goes down the lane. Adjust to the lane line when the drive comes from the weak side and be prepared to help. Go where you have the best view. The C and T can and must position adjust to help on this play and be able to provide help when needed on where the move started to the basket and the legality of the secondary defender. When the move to the basket starts outside the LDB, the RA is in effect. When the move to the basket starts inside the LDB, the RA is not in effect. [CCA, p.29,62,96,98,123,124,172] POINTS OF EMPHASIS Throw-Ins POINTS OF EMPHASIS Officials must sweep the floor with their eyes before placing the ball at the disposal of the thrower-in. Make eye contact with partners Check the table Check the clock(s) Count players Officials must be patient and look to see that play is ready to resume before placing the ball at the disposal of the thrower-in. The resumption-of-play procedure must be used at all times, except to start the second half or any extra period. [CCA, p.14,42,55,172] 24

Go where you need to in order to observe the play [CCA, p.51] POINTS OF EMPHASIS End-of-Game Timeouts: Get together when needed particularly late in the game(give actionable information) Period-ending situations/4 periods Discuss end-of-game situations Remind coaches to manage/control benches until the final horn [CCA, p. 178] POINTS OF EMPHASIS POINTS OF EMPHASIS Sportsmanship Heightened Awareness Observe players at all times/live and dead ball Address inappropriate behavior/do not ignore use your voice Observe opposing players crossing paths on and off the court and in and out of timeouts Inform your crew if a warning has been issued 25
