3 2018 Special Olympics Texas - Central Texas Area 13 Basketball Competition Dear HOD s & Coaches, Welcome to the 2018 Area 13 Basketball Competition. We are ready for a great competition at Texas State University and San Marcos High School. Please ask your coaching staff, athletes, families and fans to be respectful of both properties. 1) WHAT TO BRING: Teams and athletes are reminded to bring the following: Practice basketballs (2 per team, please make sure they are marked) Special food items for athletes on special diets Athlete Medications ATHLETE MEDICAL FORMS Roster forms a number of preprinted copies may be helpful Bench towels Pocket money for the concession stand * Please note that the only chairs allowed in Jowers will be the ones that we already have in place. San Marcos High School has bleachers available for spectator seating in the Individual Skills gym and the Team Skills gym. No camp chairs or any other type of chair will be allowed in any of the gyms at both locations. Please relay this information to all coaches, parents and volunteers. 2) DRIVING DIRECTIONS: Locations: Texas State University San Marcos High School Jowers Center 2601 E. McCarty Ln. City Park St San Marcos, TX San Marcos, TX Directions to Jowers: From the North: Take I-35 South toward San Marcos, TX. Exit Aquarena Springs Drive and take a right. Turn left on Charles Austin Drive. Turn right on to City Park St. Jowers Center will be on your right. From the South: Take I-35 North toward San Marcos, TX. Exit Aquarena Springs Drive and take a left. Turn left on Charles Austin Drive. Turn right on to City Park St. Jowers Center will be on your right. 3
4 Directions to San Marcos High School: From the North: Take I-35 South toward San Marcos, TX. Exit McCarty Lane and take a left. Bear right onto Rattler Rd. and San Marco HS will be on your left. From the South: Take I-35 North toward San Marcos, TX. Exit McCarty Lane and take a right. Bear right onto Rattler Rd. and San Marcos HS will be on your left. 3) PARKING Jowers Rec Center: FRIDAY If your team is scheduled to play Friday night, it is of the utmost importance that you arrive on campus after 4:00pm and not earlier. Texas State policy has changed such that Monday through Friday from 8:00am to 5:00pm, anyone parking anywhere on campus must pay a $5.00 fee. If you arrive too early or park in a restricted area, you will receive a ticket and your vehicle may be towed. At that point, neither we nor Texas State University can do anything to get the ticket or tow fee dismissed at that point. After 4:00pm Friday and all day Saturday, there are three areas where we may park the small lot behind Jowers Center, the large parking lot at the football stadium, or along City Park St (the street right in front of Jowers). 4
5 The athletes can be dropped off at the SE side of the Jowers Building. Buses and personal vehicles will then need to turn around and park in the designated parking lots. There will be signage to direct you accordingly but it is recommended you have the map with you at all times in case you get confused. San Marcos High School: Athletes may be dropped off in the turn-around in front of the school. There is a large lot for busses, as well as a closer lot for cars and personal vehicles. 4) VENUE INFORMATION Jowers Center / San Marcos High School Restroom facilities and locker rooms will be available at Jowers. Restrooms may be used for changing at San Marcos High School. Please do not leave valuables unattended. Texas State University / San Marcos High School / Special Olympics Texas will not be liable for lost equipment or personal belongings. The Lost & Found area will be located at the volunteer table. Athletes must be supervised by coaches / chaperones of same gender. Please do not allow athletes / spectators to congregate around doorways and entrances to the gyms. These must remain clear in case of a medical emergency. There will be limited spectator seating in some of the gyms. Please be considerate of our hosts, Texas State University and San Marcos High School, and their facilities by exhibiting proper treatment of their floors, tables, chairs, etc. SHOES please remember that the duration of our basketball competition occurs in gymnasiums. For this reason, please do not wear boots or high heels as these can easily damage these very expensive hardwood floors. Please notify your parents and 5
6 volunteers about proper footwear. Smoking is not allowed in buildings on the campuses of Texas State University and San Marcos High School. Food is also not allowed inside the gym areas. JOWERS COMPETITION LAYOUT 6
7 SAN MARCOS H.S. LAYOUT 5) COACH REGISTRATION / COACH MEETING: The HOD (or a designated Head Coach) from each delegation must check in upon their arrival on Friday at Texas State (if applicable) & Saturday at each location. If your athletes are participating in Individual Skills, please make sure and check in at San Marcos HS five (5) minutes prior to the time that your heat is assigned. For all the other events, we ask that you check in at least 30 minutes before your delegation s first competition. There will be a Coach Check-In area next to the Volunteer Check-In table. We want to know when each of your teams is on site (team skills, 3 on 3, etc). Coach packets will be available for pick-up at Jowers Recreation Center Friday and Saturday. If you would like to pick up your packet on Saturday at San Marcos High School instead, please give us advance notice and we will have it there for you. Before each game, the court monitor or gym supervisor will meet at the scorer s table with the two coaches and the referee(s) to discuss how the game will be called (per the Referee Quick Reference Guide at the back of this handbook). They will also discuss the enforcement of the Participation Rule and remind you to communicate to the scorer s table which athletes will not be playing due to injury, illness, or a behavior issue. This should take less than 5 minutes. 6) FOOD & WATER: For Friday s games everyone will be responsible for their own meals. Please remember that at Texas State there is no concession stand available. 7
8 The Knights of Columbus have offered to cook hot dogs (w/chips) for everyone at both locations on Saturday. Their smokers will be located right in front Jowers at Texas State and in the courtyard at San Marcos High School. If Coaches choose to pick up the food at one time for all athletes, you may do so. If possible, please don t go elsewhere for lunch because we don t want them to waste all the food they ll be bringing. - Lunch will be available from 11:30 1pm at both locations Plenty of water will be available for the athletes and coaches during the games. Please make sure your athletes are properly hydrated before they arrive at the competition site. - No food or drinks (except water) will be allowed on the sidelines of the BB courts 7) OPENING CEREMONY: We will hold an Opening Ceremony at each location. At San Marcos High School, an abridged opening ceremony will occur promptly at 8:45am in the 1 st gym (where Individual Skills will be held). At Texas State University-Jowers Center, the opening ceremony will be held on courts 1 & 2 on Saturday afternoon at approximately 12:00pm. All teams that wish to participate in either ceremony will need to gather in the area designated with flagging. 8) MERCHANDISE: Merchandise will be available on Saturday at both locations starting at 8:30am. At Jowers, they will be located just inside the front entrance into the complex. At San Marcos High School, merchandise will be set up in the hall near the front of the gymnasiums. 9) COMPETITION - Individual Skills / Team Skills / 3 on 3: Please register at least 20 minutes before competition -- If you miss 2 nd call, the competition will continue without you. Please make sure a coach or chaperone stays with your athletes in the roped off waiting section. **Team Skills teams with only 4 athletes will be allowed to participate, however, they will be penalized for the empty position. 10) RULES: We will be abiding by the rules in the SOTX Rule book & Sports Information Guide. Coach Conduct: Will be followed to the extent of the signed coach s conduct form from the Area Conference and guidelines 11) AWARDS as published (Saturday in the ONLY): Sports Information Guide. At San Marcos High School, awards will be located near the entrance to gyms, and will begin at approximately 8:30am for Individual Skills and Team Skills. 8
9 At Jowers, awards will be held at the outdoor patio near the back of the complex for 3-on-3 and 5- on-5 competition. Please note that teams cannot be awarded until the entire division finishes. Awards for team events will be determined by wins within each bracket. In the event of a tie, the following tiebreaker will be in place: 1. Head-to-head contest. 2. Point differential for head-to-head games (for 2-way tie). Point differential for all games during the tournament (This is where the total points scored per game minus points scored against per game.) Please Note: A forfeit is a 2-0 score. 12) MEDICAL: Medical personnel will be available throughout the competition. In case of an emergency requiring medical treatment, patients will be taken to Central Texas Medical Center. Central Texas Medical Center 1301 Wonder World Drive San Marcos, TX A First Report of Injury must be filled out on all medical incidents no matter how minor they seem. Any medications brought to the competition must be in the dosage needed for that day only and must be administered by a designated member of your staff. EMS will not administer medications, prescribed or over the counter. Please keep all medications secured. 13) INSURANCE: SOTX provides secondary insurance coverage only. If any expenses result from an SOTX injury, please first submit all medical bills to your accident insurance company. If unpaid balances remain after processing by the primary insurance company, a claim may be submitted through SOTX. If the injured party does not have insurance a claim must be submitted. For additional information please refer to section H of the Sports Information Guide. 14) PROTESTS: All protests must be submitted within 30 minutes of the completion of the event being protested. Protests cannot be submitted on judgment calls made by an official or the placement of a team by the classification committee. Protests can only be submitted for misinterpretations of the rules by a game official. A copy of the protest form is included in this coach s handbook. Completed protest forms should be turned in to Joyce Durst (Competition Director), or Jason Miller (Area 13 Program Director) within 30 minutes of the completion of the game. 15) BASKETBALL GAMES COMMITTEE: The Games Committee will make every effort to provide athletes, coaches, officials and other guests the best competition possible. However, should a dispute arise during the competition, 9
10 please find the Program Director, Competition Director, or one of the Games Directors. If there is a problem with officiating, eligibility of a player, etc. (especially disputes that fall outside the area clearly resolved by filing a protest), stop the game by calling a timeout or asking for an officials timeout, and please find the Program Director, Competition Director, or one of the Games Directors immediately. 16) VOLUNTEERS: The volunteers are the backbone of all our competitions. Please take time to thank the volunteers. Every year all of our officials are volunteering their time, so please be very courteous. 17) EVALUATION: Special Olympics Texas would like to thank you for participating in the 2018 Area 13 Basketball Tournament. Please take the time to fill out the evaluation form to provide constructive ideas on how we can continue to improve the tournament. A copy of the form is included in this handbook. 16 2018 Area 13 Central Texas Basketball Tournament HODs: 5 on 5 Rules Included in this communication you will find information on game format, time outs, press vs no press divisions, as well as, reminders on key areas for the competition. On a following, you will see the Referee Quick Reference Guide this will be sent to the officials prior to the competition and will also be at each court on the scorer s table. Before each game the coaches and officials should meet to review how the game will be called. On a following page, you will see the list of athletes that must sit out the first game of the competition. Pls review it to make sure the athletes listed are truly the ones that missed classifications. Game Format 5 on 5 Four Quarters 6 minutes each Divisions 1-4 Halftime 5 minutes NO PRESS DIVISIONS Time Outs 1 minute (2 per game per team) 30 seconds (2 per game per team) Warm-Up 5 minutes (minimum) Between Quarters 1 minute Overtime 3 minutes & 1 additional 60 sec. time out Game Format 5 on 5 Four Quarters 8 minutes each Division 5 U Overtime 4 minutes & 1 additional 60 sec. time out PRESS OR NO PRESS Coaches Meeting Balance of information will remain the same as listed above. Team Roster Coach & Referee Meeting Participation Rule Substitutions Full Court Press Rosters should be submitted 10 minutes prior to game time. Before each game, we would like the two coaches and the referee(s) to discuss how the game will be called (see Referee Quick Reference Guide). All players on roster MUST play during every game with the exception of those that missed classifications or due to injury or behavior. (See Athletes that must sit out 1 st game ) Coaches must designate at the beginning of the game if an athlete will not be playing due to injury or behavior. The first offense will result in a forfeit. If that team violates the rule a second time they will be removed from the tournament. Sports Information Guide section M. Substitutions may be made on a dead ball. When one team makes a substitution, the other team must be given the opportunity to substitute as well. Players entering the game must report to the scorer s table and be beckoned into the game by the referee. Divisions 1-4 are NO PRESS Divisions. Teams in the no press divisions must retreat to half court to play defense once their opponent makes a defensive rebound. Division 5 is a PRESS DIVISION however there will be NO press until the last TWO minutes of the game. That is to be decided during the upcoming Coaches Meeting. 16
17 Referees Rules Modifications Uniforms Please thank each referee for his or her time. SOTX basketball follows the National Federation of High School Basketball Rules with SOI and SOTX rules modifications. Appropriate uniforms are required. Numbers are required on the front and back. Shorts without pockets; no jeans, trousers or sweatpants. Uniforms: NGB Rule 3, Section 4. Consequences = technical foul for each player in violation when they step on the court. This also counts as one of the 5 personal fouls against that player. Jewelry Awards Forfeits Scorebook Jewelry (rings, earrings, necklaces, watches, bracelets) cannot be worn by the athlete regardless of the event in which they are participating. This includes Livestrong bracelets & Torch Run bracelets. Saturday At Goodnight MS, awards will be located just outside the gymnasium lobby. At Jowers, awards will be held at the outdoor patio near the back of the complex. Awards will take place at the completion of games per Division. Each event s competition director, will complete an Awards Verification form for Team Divisions. Game time is forfeit time. We ask that the coaches please sign the scorebook at the completion of each game. 17
