6 I. General Policies A. District Executive Committee (DEC) The DEC will be composed of the principals of District 2-AAAAA schools as designated by the University Interscholastic League. B. District Chairman The district chairman shall be selected by the participating district superintendents for the first two years of the realigned District 2-AAAAA ( ). C. All Contests All interschool contests will be governed by the Constitution and Contest Rules of the University Interscholastic League. In cases not covered by these rules, the official policies of the district will prevail. Disputes and protests will be settled by the District Executive Committee. D. Meetings Regular meetings are to be open meetings. The agenda will be set by the district chair with input from the DEC. No new item may be added to the meeting agenda without unanimous consent of the DEC. Any member may ask for an executive session at any time. Executive sessions will normally be closed meetings. E. Fees Each school in the district shall be assessed a fee to cover all inter-district expenses for the current year. The annual fee shall be set at the first meeting(august/september) of each year. This fee must be paid by the date established by the committee each year. If this fee does not cover the expenses of district, each school shall be assessed an equal additional amount to cover the expenses at the end of the current year. F. Director General A director general shall be selected for literary and one-act play events. The director general shall be under the administrative supervision of the district chairman. G. Radio Each visiting school shall have the privilege of naming and permitting a radio station to broadcast contests. Suitable facilities will be provided by the home school. This privilege will constitute the visiting school's share of radio rights. Stations should sign a UIL broadcast agreement. District 2-AAAAA UIL Page 6

7 H. Delayed Broadcasts Delayed broadcasts by television stations may occur by mutual consent of the schools involved. The agreement must be in writing. Stations should sign a UIL broadcast agreement. I. Videotaping Videotaping is allowed in compliance with UIL Constitution and Contest Rules, or by prior consent of both schools. J. Disputes 1. All disputes, except decisions of judges or referees of contest, among the members of the district shall be settled by the District Executive Committee. The decision of the District Executive Committee in all disputes arising in connection with the determination of the district championship shall be final. 2. All protests must be made in writing within 24 hours after the contest. However, eligibility protests and those involving mandatory penalties are not subject to the 24-hour limitation. 3. The representatives of the schools involved are disqualified from sitting as members of the committee in the adjudication of the dispute. 4. Protests must be made by either the superintendent or the principal. Disputes involving a member of the District 2-AAAAA and a school of another district shall be referred to the State Executive Committee for a final decision. K. Public Address Announcements 1. When a public address system is used at a game, the home school is responsible for having an announcer who is under direct control of school officials. The announcer shall be expected to keep his comments brief and few, to refrain from making favorable or unfavorable comments concerning any of the personnel involved in the game, and to refrain from attempting to anticipate the officials decisions while the game is in progress. L. District Passes 1. Each school will receive 25 passes for the principal, 25 passes for the head coach, and 25 for the athletic director from the district chairman. 2. Each pass is good for admission to all district activities, including scouting. 3. Each pass is good for admission to district playoffs until a team is eliminated from competition. 4. Each pass will admit the pass-holder and one guest to any event. 5. Five press passes will be given to each school district. District 2-AAAAA UIL Page 7

8 M. Uniformed Groups Cheerleaders, pep-squads, and other uniformed groups accompanied by the sponsor(s) may be admitted free of charge to district games. N. Signs Signs are permitted only by home teams anywhere in the gym except at either end. All signs should be positive in nature. The visiting team will not bring signs and/or put signs up in the opponent s home gym. O. Seeding Games Local officials will be used for all seeding games. If two chapters are used and an odd number of officials is required, a coin flip will determine which chapter will supply two officials. District 2-AAAAA UIL Page 8

9 II. District Chairman The superintendents of District 2-AAAAA shall select a chairman to serve for the first two school years of the realigned District 2-AAAAA. The district chairman shall serve two years or until the current 10 team district is dissolved by UIL. The district chairman shall be replaced if the majority of the members vote to vacate the position. The District Executive Committee and the district chairman shall govern all Interscholastic League interschool activities. The district chairman shall: 1. Call all regular, special, and emergency meetings of the District Executive Committee. 2. Be responsible for all funds collected by the District Executive Committee and issue all checks. 3. Be responsible for the purchase of all awards for all district contests as directed by the District Executive Committee. 4. Collect and make all assessments to cover the expenses of the District Executive Committee. 5. Issue district passes. 6. Approve all transfers when correct UIL transfer forms are properly completed according to UIL handbook regulation. 7. Preserve and maintain the records of the District Executive Committee. 8. Prepare and distribute minutes of each meeting and district policy amendments in a timely manner. 9. Rule on disputes and conflicts which are not covered by the UIL Constitution and Contest Rules or district policies and procedures. 10. Report on all such findings and rulings to the District Executive Committee at the next regular or special meeting. 11. Be familiar with the duties of the District Executive Committee, as prescribed in the UIL Constitution and Contest Rules. 12. Appoint committees and make studies and recommendations as deemed necessary. 13. Certify to the UIL, the District 2-AAAAA playoff representatives in each area of competition as it occurs and in accordance with the UIL Constitution and Contest Rules. 14. Report all penalties to the UIL office. The district chairman should use the suggestions distributed by the University Interscholastic League office regarding executive sessions and procedures for hearings related to violations of district or league rules. 10 III. Sportsmanship In an effort to promote and encourage sportsmanship, a most important ingredient of scholastic competition, the District Executive Committee has adopted the Sportsmanship Code and the Sportsmanship Awards. SPORTSMANSHIP CODE Let us resolve that we, the member schools, will be united in our efforts to promote good sportsmanship in all UIL contests. Our purpose is to promote better relationship among students and adult fans, and to promote friendly rivalry between the schools in this district. We will cooperate with each other by observing both the UIL rules and local rules for the conduct of each contest. We will practice fair play in both reality, spirit, and according the rules as interpreted by the officials. We will practice the golden rule do unto others as you would have them do unto you. We will treat our opponents as guests and friends by providing information for their comfort and welfare. We will maintain a courteous attitude at all times during and after all interschool activities. We will respect the rights of others, the officials, the school songs, the national anthem, and the prayer when they are used for a contest. SPORTSMANSHIP AWARD In May of each school year, the DEC will select one school for the Sportsmanship Award. District 2-AAAAA UIL Page 10

11 IV. Academic Recognition All varsity athletes with a 90 average or equivalent will be designated as members of District 2-AAAAA All-Academic Team. District 2-AAAAA UIL Page 11

12 V. Football A. General Responsibilities 1. Member schools will make every effort to foster good and pleasant relations between schools. 2. Each team is responsible for keeping and maintaining order. It shall be the responsibility of the each school (principal or game supervisor) to initiate corrective measures at all district football games to prevent unusual disturbances from individuals or groups and to prevent the use of disapproved noise-making instruments. a. Air horns (any device that uses air to make a noise that would be a disruption to fellow spectators or to the athletes on the playing field), and sirens are not permitted in the stadium. b. Mascots: No live mascots will be permitted at football games. c. Signs: Durable signs of a positive nature may be displayed at District football games with approval of the game administrator. d. Students on the Field: No students or adults shall be permitted on the playing field prior to, during, or after the game except those in uniform, engaged in the game and half-time activities. 3. All member schools shall adhere to the UIL Athletic Code. 4. District schools will not exchange contracts due to the fact that all games in the district shall be played in accordance with rules and schedules as agreed upon by the District Executive Committee. 5. The home team is responsible for appointing a person to assist with injuries for both the home and visiting teams. The athletic trainer is the contact at each school to see that it is done. 6. All concessions, including radio and television rights, game programs, etc., will belong to the home team. Each school may designate one home radio station to broadcast any or all games in which it is involved [I. General Policies (H) & (I)]. 7. School administration and staff will wear identification so that they may be easily identified as school officials at both home and away games. B. Officials 1. There will be five officials selected for varsity contests. The officials for district contests will be selected by mutual consent of both coaches for each individual contest. A meeting of coaches and a representative of the official s association will be held in January to make selections. No split crews will be accepted. The home team officials chapter will be used. 2. Clock, chain, and down-box operators will be selected by the home school. District 2-AAAAA UIL Page 12

13 C. Time Schedules 1. All district football games will start at 7:30 p.m. for evening games and 1:00 p.m. for afternoon games. The district chairman must be notified in advance of any change. Notification of changes will be the responsibility of the home team. 2. Weather Delays Games delayed by weather on Thursday nights will kick off no later than 11:00 p.m. If needed, the game will be played on the next available date. Friday games delayed by weather will be played at a time mutually agreed upon by each school. 3. Pre-Game a. The playing field is to be kept cleared from one hour prior to the game for players to warm up. b. The following sequence of events for pre-game ceremonies will be followed prior to kickoff. The clock operator will start the game clock at 6:30 PM to count down 60 minutes to the 7:30 PM kickoff. The pre-game activities schedule will be: Pregame activities concluded 7:00 -- UIL pre-game comments by game announcer 7:02 -- Exchange of gifts and other student activities (if any) 7:10 -- Visiting team school song 7:14 -- Home team school song 7:18 -- NATIONAL ANTHEM 7:23 -- Coin Toss 7:30 -- Kickoff c. It will be the responsibility of the principal of the host school to see that the visiting school gets a pre-game agenda (if deviating from the pre-game ceremonies listed above), seating arrangements, stadium plan, and special arrangements no later than Tuesday of the week of the game, unless otherwise mutually agreed upon. 3. Half-Time a. The half-time interval will be 28 minutes (UIL rule). The referee will notify both coaches at least four minutes before the start of the second half. District 2-AAAAA UIL Page 13

14 b. Bands and pep squads must divide the time equally for half-time performance time. Each band has 13 minutes to enter, perform, and leave the field. The clock will start as soon as the field is cleared of the football teams. The timer will not wait until the band is ready to begin. The time for the second band and drill team will begin as soon as the band steps on the field or automatically one minute after the first band leaves the field. Band directors and drill teams will be warned if the maximum time limit is violated. c. It will be the responsibility of the principal of each school to see that each band director has a copy of the district operating procedures. D. Game Admission Prices and Policies 1. Uniform admission prices will be set annually by the District Executive Committee. 2. Football admission tickets shall be sold at the following rates for the categories indicated. Adults will be considered as those persons who are no longer in attendance in the public schools. a. Adult $7.00 b. Reserve seats $7.00 c. Student ticket (at school) $2.00 d. Student ticket (at the gate) $7.00 e. All tickets (at the gate) $ Season tickets will be accounted for as proportionate receipts for each home game played. 4. The home school shall send the proper number of tickets to the visiting school no later than Friday, two weeks prior to the game. It is the responsibility of the visiting school to see that all unsold tickets are returned to the home school no later than one hour prior to game time. 5. Persons and addresses to whom tickets for visiting school will be sent are as follows: a. Amarillo Mr. Brad Thiessen, Athletic Director Amarillo ISD 7200 I-40 West Amarillo, Texas b. 15 San Angelo, TX High school staff will be admitted free-of-charge to all of their campus home athletic events, provided they have an identification card with photograph including school name. A spouse/guest accompanying a faculty member must have an adult ticket. 7. When a patron leaves a contest, re-admission is granted by purchase of a ticket. Full admission price will be charged through the end of the contest. However, the host school is free to make exceptions based on individual school and patron needs at the gate. It is recommended that all member schools post signs advising patrons of this rule. 8. The Home team will keep the gate receipts. 9. Passes a. Press passes shall be honored. b. The home school is requested to send a stadium seating diagram to the visiting school. c. The following are to be admitted free, including sponsors and directors: (1) Student groups in uniform and managers (2) Radio announcers (3) TV Station photographers (4) Maintenance men, as needed (5) Concession stand help, as needed (6) Ushers, ticket sellers, ticket takers, as needed (7) Officials, referees, etc., as needed (8) Uniformed police and deputies, as needed (9) Doctors and ambulance drivers, as needed d. Drivers of school buses will be admitted free of charge. e. Two student photographers from each school shall be admitted free of charge when properly identified. Student photographers are to operate only on the side of the field where their school s team is located. f. District passes issued by District 2-AAAAA shall be honored at all district UIL events. g. Home school will issue sideline passes to the visiting team. E. Press Box Guidelines 1. Press Box a. The home school will make provisions for two persons from visiting radio and/or television when needed and arranged for under I. General Policies (H) and (I). District 2-AAAAA UIL Page 15

16 F. Game Ball b. Visiting schools will be allowed, if they so choose, to tape from the same site as the home team and provisions will be made for up to two people to tape. c. The home school will provide space in the press box for three coaches. 1. The official game ball must be in compliance with The National Collegiate Athletic Association Football Rules. 2. The visiting team, when on offense, has the option to use its own ball if it does not want to use the ball provided by the home team. G. Uniforms (Color of jerseys) 1. Teams will wear dark jerseys when playing at home, and white jerseys when playing away from home. 2. Any change in the color of jerseys must be by mutual consent of both schools. H. Video Tapes of Games 1. Video Makers a. It is understood and agreed that both the home and the visiting school have the privilege of making a videotape of the game. b. Only one tape maker and one helper from each of the schools playing will be permitted to make tapes of the game unless prior arrangements have been agreed to by both schools. c. The visiting school tape makers will present identifying credentials in order to be admitted into the game free of charge. d. Visiting teams will be allowed, if they so choose, to tape from the same site as the home team, and provisions shall be made for two people as stated above. A proper number (at least four) of electrical outlets must be provided. e. Other arrangements between schools may be made by mutual consent. 2. Video Exchange a. The video exchange should be in the opponent s possession by 1:00 pm on the Wednesday prior to the week of competition b. The one remaining video will be traded after both teams involved have played their opponents that week. c. If no scouts are present for the video exchange, the video will be bused to the next opponent on the first available bus. District 2-AAAAA UIL Page 16

17 d. All video will be traded via external hard drives using the AV1 file. If for some reason the hard drive has malfunctioned then original mini DV s will be traded. e. Video will be split by tight and wide folders. f. Tight video will be shot inside the numbers. Wide video will be shot from sideline to sideline so that all 22 players are shown prior to the snap. g. Video should begin at the break of the huddle and end 3-4 seconds after the play stops. If no huddle, video will begin 3-4 seconds prior to the snap of the ball. h. If there is poor video quality, the coach responsible for the video will be responsible for making it right for their opponent. I. Video Replay at Games If instant replay is to be used at games, it shall not be used to focus on controversial plays (i.e., flag/penalty, embarrassment of players or officials). Instant replay will be limited to one per play. Instant replay should enhance the game. When in doubt, do not use it. J. Financial Settlement 1. The home team will keep gate receipts. 2. In playoff games, the receipts and expenses will be divided equally or as mutually agreed upon between the participating schools. 3. The clock operator, chain crew, and down box person shall not be paid more than half of field officials pay. 4. Officials pay and mileage expenses shall be paid as recommended by UIL. 5. Expenses for security costs shall be the responsibility of the home team. K. Determining District Champion and Playoff Representatives 1. The team with the best won/lost record in district play will be the district champion. The team with the second, third, and fourth best won/lost record in district play shall represent the district in the playoffs. 2. In the event of ties, the following tie breaking procedure will be used. 18 The multiple tie breaking procedure will be used only to determine the four playoff representatives. Once the top four teams are identified, the largest two schools will be placed in the Division I bracket and the two smaller teams will be placed into Division II bracket. The two team tie breaker procedure will be used for placement in the playoff brackets. If 4 or more teams tie for first place in the district race the following procedure will be used to determine the four playoff representatives: or If 4 or more teams tie for 2 nd place in the district race the following procedure will be used to determine 2 nd, 3 rd, and 4 th place representatives: or If 3 or more teams tie for 3 rd place in the district race the following procedure will be used to determine the 3 rd and 4 th place playoff representatives: or If 3 or more teams tie for 4 th place in the district race the following procedure will be used to determine the 4 th place playoff representative: 1. Head-to-Head: If one team has beaten all the teams involved in the tie, that team shall advance. If only two teams remain tied, head-to-head results shall prevail. If a multiple team tie still remains, the multiple team tie breaking procedure will be used considering only the teams remaining tied. Once multiple teams have entered into the positive/negative point tie breaking system, they will remain in the system until all places are settled or unbreakable points are established. (The teams will not revert back to head-tohead once one team has been placed and two remain. The point system will still be used.) 2. Positive and Negative Points: In a multiple team tie that cannot be determined by head-to-head competition the positive/negative point system will be used. In a multiple tie of 2 nd, 3 rd, and 4 th place, representatives will be determined by positive and negative points. 3. If there is an unbreakable tie in points among multiple teams, the tie will be broken by a coin toss with the odd man in. Once that one is selected, then the tie breaking system goes back to: (a) head-to-head, then (b) positive/negative points and (c) coin toss. POINT SYSTEM (Positive and Negative Points Points are relative only to the teams tied. The tied teams represent a mini-district and points are taken only from games played within that mini-district. A team may gain a maximum of 15 points per game (0 to 15). A team may lose a maximum of 15 points per game (0 to 15). Scenarios: Four way tie (two loses - two teams must have lost at least one game outside the mini-district): District 2-AAAAA UIL Page 18

19 Team A beat Team B +7, loses Team C -4, beat Team D +15 Team B loses Team A -7, beat Team C +4, loses Team D -9 Team C beat Team A +4, loses Team B -4, beat Team D +12 Team D loses Team A -15, beat Team B +9, loses Team C -12 Point Totals: Team A: +7, -4, +15 = +18 First Small School Enrollment Team B: -7, +4, -9 = -12 Third Large School Enrollment Team C: +4, -4, +12 = +12 Second Large School Enrollment Team D: -15, +9, -12 = -18 Fourth Small School Enrollment 1 st and 2 nd seed for Small School Enrollment determined by head-to-head of 2 Small Enrollment schools, and the same procedure used to 2 Large School Enrollment schools. The following scenario would be used to determine the playoff representative in the event of a tie that involves the exact number of play-off positions available: 4 way tie for first: Two largest schools in Division I and the two smallest schools in Division II. Head-to-head would be used to determine division seeding. 3 way tie for 2 nd : If the 1 st place representative is a large school, then the second see in Division I goes to the next largest school. The two remaining schools will be in Division II. Head-to-head will determine the seeding in Division II. 2 way tie for 3 rd : The 1 st and 2 nd place representatives will determine the seeding of the two remaining schools. EX: If the 1 st and 2 nd place teams are Division I, then the 2 tied teams will be in Division II and head-to-head determines seeding. L. Selecting All-District 1. Nomination forms will be ed to coaches in late October. 2. The announcements of All-District selections will be withheld until all district representatives have been eliminated from the playoffs. 3. All-District selection procedures for District 2-AAAAA will be as follows: a. Players will be nominated from each team on the enclosed ballot (no more than one name per line). b. Coaches will send (fax ) all nominations to the district chairman at a date to be announced. c. Coaches will vote for those players nominated. Players will be ranked with 1 being a first place vote, 2 being a second place vote, etc. Votes will be tallied and the players with the lowest total will be 1 st Team All-District. Players with the second lowest total will be the 2 nd Team All-District. Players with the third lowest total will be Honorable Mention All-District. When possible, coaches will declare which athletes will be considered for second team only. District 2-AAAAA UIL Page 19

20 d. Coaches will vote for Offensive Player of the Year first, followed by the Defensive Player of the Year. The remaining players will constitute the pool for All-District selection. e. Coaches will select an Offensive Player of the Year. f. Coaches will select a Defensive Player of the Year. g. Coaches will select a Coach of the Year. M. Spirit Guidelines 1. There will be no decorations on goal posts. Banners, signs, and replicas of school mascots other than the run-through sign used at the goal post shall be placed at a fixed point. 2. Cowbells, 3rd down clickers, rattles and spirit sticks will be allowed in the stands. Cannons, air horns, or long trumpet horns are prohibited at games. Cannons (and similar noise-making devices) are prohibited by UIL, as they may endanger the safety of fans. Air horns and long trumpet horns are objectionable to fans; therefore, they are also prohibited. Tape decks and stereos are not allowed in stadium unless they are used as part of the pre-game activities by the home team. Sideline horns or bells may be used at football games by school organizations with specific approval of the principal of the school. 3. Unauthorized students should not go on the playing field before or during games or at half-time. Half-time shows will be limited to uniformed groups bands and drill teams. 4. There will be no live animal mascots or vehicles allowed on the field or track. Flags and mechanical mascots may not be displayed in front of visiting stands. 5. Each school may have run-through signs which may be used only at the beginning of game and at the beginning of the second half. Only enough students or parents required to hold the sign will be permitted on the field. The frame and debris must be removed from the field immediately. 6. Glass bottles and glass containers are prohibited in the stadium. 7. No alcoholic beverages are permitted on school property including parking lots. 8. No tobacco or tobacco products are permitted on school property including parking lots. N. Other Provisions 1. During a football game, anyone on the sidelines must remain outside the 25-yard line and the extended team area. A sideline pass distributed by the principal or issued by the director of athletics is required for presence on the sideline. District 2-AAAAA UIL Page 20

21 2. Prior to the first game, each school shall provide each member school a team roster which will list each player s name, number, weight, experience, position, and grade. 3. Players Benches and Restraining Line O. Schedules a. Coaches, players, band members, and drill team members will stay outside the limit line, which is a line around the playing field, a distance of 12 feet from the field. b. Coaches and players will stay within a 25-yard restraining line. c. No media personnel or their equipment shall be in the team area (NCAA football rules and interpretations). 1. Dates of district games may not be changed without the mutual consent of the schools involved unless specified differently in the individual rules of the activity. A team in this district changing a non-district game date must notify the district chairman and all district opponents at least one week in advance of the game. P. Trophies District chairman will purchase all trophies/awards as determined by the DEC. Q. Extra Point at End of Game If a touchdown is scored during a down in which time expires, the try is mandatory. Both teams should remain on the field of play. District 2-AAAAA UIL Page 21

22 VI. Cross Country A. General Responsibility It shall be the responsibility of the host school (principal or designee) to initiate corrective measures at all District 2-AAAAA cross country meets to prevent unusual disturbances from individuals or groups and to prevent the use of noise-making instruments. B. Sites A District 2-AAAAA member shall host the district cross country meet for boys and girls. The site will be selected annually by the DEC. C. Substitutions A substitution may be made in existing entries, within guidelines set by the district in regard to injury, illness, or ineligible athletes. D. Meet Director 1. The District Executive Committee shall select a meet director for District 2-AAAAA meets or may allow the host schools to select a meet director. 2. The host schools shall notify the district chairman and district members as to who the meet director will be. 3. The meet director shall be responsible for organizing the meet at the host schools and is the final authority on how the meet is organized within the confines of the UIL Constitution and Contest Rules and District 2-AAAAA rules. E. Protests Protests shall be made to the meet director or person designated by the meet director and his/her decision shall be final. This final decision does not prohibit protests to the District Executive Committee on items covered in UIL Constitution and Contest Rules.which go beyond the actual play, except for the place of finish which is handled by the clerk of the course. F. Entries Entry blanks for varsity entries can be found in the UIL Cross Country Coaches Manual. Entry blanks for freshman and junior varsity entries will be mailed to coaches from the cross country director s school. G. Championship Structure A maximum of three teams and ten individuals shall qualify from district to regional. An individual qualifier may also be a member of a qualifying team. Additional individuals are not moved into the top five qualifiers if any of the first five qualifiers are also on a team. Only varsity competitors will advance. H. Distance Girls cross country competitors will run approximately two miles (3,200 meters). Boys cross country competitors will run approximately three miles (5,000 meters). 23 I. Entry Limitations A minimum of five participants and a maximum of seven participants shall constitute a team. The first five finishers on each team will count for the total team score. A school may enter less than five; however, it cannot compete for the team title. A school may enter only one varsity team of boys and one varsity team of girls in the district meet. J. Uniforms The cross country uniform consists of a minimum of school-issued jersey and shorts, which are not objectionable, and shoes, which may be supplied by the contestant. Team members shall wear the same color and design school uniform (jersey and shorts). When other apparel is worn under the jersey, or leotard or body suits are worn under the shorts by more than one team member (two or more), that apparel must be the same color. A contestant must wear the assigned competitor number when numbers are used. K. Rules The cross country rules found in the current National Federation Track and Field Rules shall be enforced at the district meet. L. Determining Team Scores Place at finish 1st 2nd 3rd 4th 5th etc. Points etc. Competitors finishing the race shall be ranked and tallied in accordance with the above table. The team score shall be determined by totaling the points scored by the first five finishers of each team. The team scoring the fewest number of points is the winner. If less than five competitors from a school finish, the places of all the competitors from that school are disregarded in determining the team scores, and the team scores are re-ranked. Although the sixth and seventh place finishers do not score points toward the team total, the place is counted in determining the scores of the other teams. Ties in team scoring shall be resolved by comparing the sixth place finishers from the two teams. The team with the best sixth place finisher shall prevail. If one team does not have a sixth place finisher, the team with a sixth place finisher shall prevail. If only five competitors of tying teams finish, the scoring shall be resolved by totaling scores of the first four finishers. M. Meet Officials The meet director will be responsible for securing all necessary meet officials. N. Awards Varsity The top fifteen finishers will each receive medals. A Team trophy will be awarded to the first place team. O. Selecting All-District The top fifteen medal winners will be designated as All-District. District 2-AAAAA UIL Page 23

24 VII. Volleyball A. Varsity 1. General Responsibility It shall be the responsibility of the host school (principal or game supervisor) to initiate corrective measures at all district volleyball games to prevent usual disturbances from individuals or groups and to prevent the use of noise-making instruments, which are not to be used in the gym. 2. Scorer a. The scorer and/or libero tracker will be a faculty member, or if no faculty member is available, an adult mutually agreeable to both coaches must be used. b. The home team scorebook will be the official game book. 3. Officials a. Only TASO volleyball officials shall be used. b. In each District 2-AAAAA game two TASO officials will be used. The home team will select the officials. Should both officials not arrive, the visiting school may accept playing with only one official or re-schedule the game. Once the game has begun, it becomes an official game. c. District 2-AAAAA volleyball coaches will be provided with a scratch list for officials. The visiting coach may scratch not more than two officials. Scratches will be exchanged. d. Two adult line judges will be used in varsity contests. 4. Game Receipts and Expenses The home school will keep the receipts of all home games and will pay for the expenses incurred in the administration of the home games. 5. Color of Jerseys There will be no District 2-AAAAA rule in volleyball except that the proper numbering of uniforms should be followed. 6. Official Game Ball The official game ball to be used in all District 2-AAAAA contests must be only those balls listed in National Federation of Volleyball Rules. 7. Admission Prices Admission shall be $4.00 for adults and $2.00 for students. 8. Game Length (Time) Varsity games will not have a time limit. District 2-AAAAA UIL Page 24

25 9. Determining the District Champion Refer to Basketball: Determining District Champion and Runner-up. 10. All-District Teams a. A maximum of six players will be nominated from each team to be considered for 1st Team All-District. b. At the district meeting, coaches will vote for the following awards in the order listed: Coach of the Year Most Valuable Player Offensive Player of the Year Defensive Player of the Year Newcomer of the Year (9 th or 10 th grader) 1 st Team All-District 2 nd Team All-District Honorable Mention All-District Players may only be recognized for one award. c. Coaches will send (fax ) all nominations to the district chairman on a date to be announced. d. Results will not be released until the last District 2-AAAAA team is eliminated from the playoffs. 11. Game Time Varsity and JV matches will be scheduled by the Athletic Directors. The schedule may be adjusted if there is a conflict with six weeks exams, SAT, or ACT exams. 12. Game Warm-Up General warm-up shall be 5 minutes. Visiting team takes net for first 5 minutes. Home team takes net for next 5 minutes. Each team serves for 2 minutes. 13. Rally Scoring: All JV matches will consist of 2 out of 3 games to 25, with a cap of 30. District 2-AAAAA UIL Page 25

26 VIII. Basketball A. Varsity 1. The official ball shall be an official top grade leather basketball. The district basketball for boys is the Spaulding TF For the girls the district basketball will be the Spaulding TF The home team will provide a minimum of six warm up balls for the visiting team. Girls will use the smaller balls. 2. Timers and scorers will be responsible adults. 3. Uniforms will be white for the home team and dark for the visitors. 4. Day and Time of Games a. Schedule: The schedule for girls and boys basketball games will be developed by the athletic directors of participating districts. The DEC will vote on approval of the schedules. b. Games within a school district: When games are played between two teams in the same school district, boys and girls games may be played at the same site. 5. Determining District Champion and Runner-Up a. The district champion shall be determined by playing a double round schedule. (1) The team with the best overall win/loss record will be the district champion. (2) The team with the second best win/loss record will be the runner-up. (3) The team with the third best win/loss record will be the third place team. (4) The team with the fourth best win/loss record will be the fourth place team. b. In the event two teams tie for the district championship, seeding will be based on head to head games. If one time has won both mutual games, that team will select their seed (first or second) and the remaining team will receive the remaining seed (first or second). If the two teams split mutual games, seeding will be determined by either a playoff game format or a coin flip format decided by the head coaches of the teams involved in the tie. If the coaches do not agree on the seeding format, a coin flip by the head coaches will be used to determine either the play-off format or the coin toss format. If the coin flip format is used, the winner of the coin flip will determine the play-off seed. If the play-off game format is used, the winner of the play-off game will be the top seed. The play-off game will be played at a neutral site. c. If two teams tie for second or third place and if either team has beaten the other in both mutual games, then that team will select their seed second, third or fourth) depending on their place. If the two teams split mutual games, District 2-AAAAA UIL Page 26

27 seeding will be determined by either a play-off game format or a coin flip formal decided by the head coaches of the teams involved in the tie. If necessary, a coin flip by the head coaches will be used to determine either the play-off formal or the coin flip format. If the coin flip format is used, the winner of the coin flip will determine the play-off seed. If the play-off game format is used, the winner of the play-off game will be the higher seed. The play-off game will be played at a neutral site. d. If two teams tie for fourth place, and if either team has beaten the other in both mutual games, then that team will be the fourth place seed. If the two teams split mutual games, seeding will be determined by a play-off game. The winner of the play-off game will be the fourth place seed. The play-off game will be played at a neutral site. e. In the event of a multiple team tie for any place, seeding will be based on the head to head games. The team with the most district wins within this group will select their appropriate seed. If two teams are still tied then refer to the two team tie break format above. If multiple teams are still tied, seeding will be determined by looking at the district records of the teams involved in the tie. If teams are still tied, refer back to the appropriate tie break format for the appropriate place. f. If teams are still tied, use the following procedures: If necessary, a coin flip by the head coaches will be used to determine either the play-off format or the coin flip format. If the coin flip format is used, the winner of the coin flip will determine the play-off seed. If the play-off game format is used, the winner of the play-off game will be the top seed. The playoff game or games will be played at a neutral site or neutral sites. g. Three-way Tie: A coin toss format shall determine the teams seeding. If a playoff format, a coin toss shall determine the team to receive a bye to the finals, while the remaining two teams shall have a play-in game. The winner of the finals game shall be the first seed and the loser will be the second seed. The loser of the play-in game will be the third seed. h. Four-way Tie: A coin toss format shall determine the teams seeding. If a playoff format, determine the first round of play-off by a draw or coin toss. The two winners of the first round shall have a one game play-off to determine the first and second seeds. The two losers of the first round shall have a one game play-off to determine the third and fourth seeds. i. Five-way Tie: A coin toss format shall determine the teams seeding with the odd team out. If a play-off format, a draw or coin toss shall be used to eliminate one team and the four-way tie format shall be used. Seeding will be determined by looking at the district records of the teams involved in the time break process. The play-off game or games will be played at neutral site or sites. 6. Officials District 2-AAAAA UIL Page 27

28 For District 2-AAAAA contests, local chapters will be used for all home games. The local chapter will provide a list of chapter members, in good standing, to the local athletic office. The local athletic office will send the list to all district schools. Coaches will be allowed to remove or scratch ten officials from the provided list. 7. Warm-up Time Varsity: Fifteen minutes will be allowed for pre-game warm-up. Halftime will be 10 minutes. Sub varsity: Pre-game warm-up will be at the coaches discretion. Halftime will be 8 minutes or less. Games will have 8 minute quarters at the sub varsity level. 8. Pictures Filming of district basketball games by the two teams involved will be allowed. 9. Noise No artificial noise-makers will be allowed in the gym. Organized home bands will be permitted to perform prior to game and at half-time. 10. Admission Price Admission shall be $4.00 for adults and $2.00 for students. The home team shall keep gate receipts. The home team will have concession rights. Administrators and coaches will be admitted free to all district basketball games. Basketball players, bands, cheerleaders in uniform and drill squads in uniform shall be admitted without tickets. The working press, radio men, game officials, coaches, team medical staff and game workers shat be admitted to district basketball games without tickets. 11. All-District Teams a. A maximum of four players are nominated from each team for All-District. b. Coaches will send (fax ) all nominations to the district chairman on a date to be announced. c. At the basketball coaches meeting following the regular season, the coaches will vote for those players nominated. Players will be ranked with 1 being a first place vote, 2 being a second place vote, etc. The 1st through 10th lowest total will be 1st Team All-District. The next ten lowest totals will be 2nd Team All- District. All other players will be Honorable Mention All-District d. Coaches will vote for Player of the Year first, followed by the Newcomer of the Year. All remaining players will constitute the pool for All-District selection. e. Coaches will select a Player of the Year. District 2-AAAAA UIL Page 28

29 f. Coaches will select a Newcomer of the Year (freshman or sophomore). g. Coaches will select a Coach of the Year. h. Results will not be released until the last District 2-AAAAA team is eliminated from the playoffs. 12. Schedules Schedules are set up for two years with playing sites reversed the second year. Each team will send a roster and schedule to all other teams in the district before the start of the season. 13. Trophies B. Sub-Varsity Trophies will be purchased by the district chairman. 1. The host school will provide the visiting school a minimum of 6 balls at each game. 6. Officials The officials chosen for each freshman and junior varsity game will be TASO officials; however, when TASO officials cannot be obtained, then other officials may be assigned by an officials' chapter. If the officials' chapter does not assign officials or if official(s) do not show up for the game, then a competent adult(s) agreed upon by both schools will be used. All officials and adults will be in official's uniform or its likeness. 7. Time-Keeper and Scorer a. There will be one qualified adult operating the clock and one qualified person keeping the scorebook at all junior varsity games. District 2-AAAAA UIL Page 29

31 IX. Baseball A. Determining District Champion and Runner-Up Refer to Basketball: Determining District Champion and Runner-up B. Rescheduled Games 1. Exception for Rescheduled Games. The District Executive Committee may permit district varsity baseball games postponed by weather or public disaster (not including illness) to be rescheduled and played during the week of two other regularly scheduled matched games. The game shall be scheduled on the first available date other than Sunday. Otherwise, it must be scheduled on a non-school day. If the rescheduled game is postponed by weather or public disaster (not including illness), the District Executive Committee may permit the game to be rescheduled again under the guidelines above. All rescheduled games shall be played in the order they were originally rescheduled. 2. Suspended Games C. Game Balls All games that are suspended and have completed a full 5 innings of play will be considered a complete game. Any game that is suspended due to weather or darkness and has not reached the point of 5 full innings shall be completed at a later date. The completion of the suspended game will take place when the two teams meet again at the next game site. All suspensions will go back to the current situation of the game before suspension. They will finish the suspended game first, and then play the regularly scheduled game. If the suspension of a noncompleted game takes place in the final round of district, the finishing of the game will be scheduled for the next available day at the original site. Any baseball approved by the National Federation may be used in district games. D. Admission Admission, if charged, will be students $2.00 and adults $4.00. The home team will keep the gate. E.
