Teams Townsville Basketball Super League 2015 Season By-Laws 1.1 The Men s competition will have 6 teams. 1.2 The Women s competition will have 4 teams. 1.3 Each team will be comprised of 10 players of which 9 will be drafted and one restricted player known as a Marquee Player. 1.4 All team sponsors/owners will make all managerial decisions or designate a person to do so on their behalf. 1.5 Team names will be the sponsor/business name along with a nominated name extension. i.e.: Herculan Hornets, AMB Flamingos. 1.6 The prize money will be $3,000 to the winning men s team and $2,000 to the winning women s team. 1.7 The winning men s and women s teams sponsors/owners will be given free ownership in the 2016 ISL Competition. 1.8 All teams will be provided with a uniform for all players and 3 polo shirts (coach, manager and owner). Additional uniforms/polo s can be purchased for $50 on request (approximately 4 week time frame on delivery). Uniforms and polo s will include the owner s business logo and will incorporate the requested corporate colours of their business. Where clashes in colour requests exist preference will be given to the team which completed sponsorship payment and submitted their colour request first OR has been an owner the previous year. 1.9 All team sponsors/owners will be given the first right of refusal to own a team in the 2016 season Appointment of Head Coach, Manager, Marquee Player is the responsibility of each team sponsor/owner, however, Townsville Basketball Competitions & Development Managers will upon request help to fill vacant positions.

2 2. Competition Structure 2.1 All Women s teams will play each other once during the regular season and will also play two out of the four teams twice during the regular season. 2.2 All Men s teams will play each other once during the regular season. 2.3 Finals will be (as determined by final regular season standings) 1 v 2 advancing to the Grand Final. 2.4 The competition will commence Sunday 8th November 2015 at TSBI (Townsville Basketball Inc). There will be the Lottery on Tuesday 3 rd November with a team owners BBQ in the upstairs bar area at TBI followed by the draft and then the first round of games on Sunday 8 th November the first round will include 2 game for the women and 3 games for the men, game times for Sunday will be 3.00pm, 4.15pm, 5:30pm, 6:45pm, 8:00pm) further rounds played on (15 th, 22 nd, 29 th, November and 6 th December) - Regular season games will be played on Sunday s at TBI (Townsville Basketball Inc) in 1 hour 15 minute time slots: 2.6 Grand Finals will be played on Sunday the 13th December. 2.7 All games will be fully timed 4 x 10 minute quarters. 2.8 All men s games will have 2 referees and 3 scoretable officials. All women s games will have 2 referees and 3 scoretable officials. Where possible we will try and have stats done for all games. 2.9 Teams will be awarded 3 points for a win, 1 point for a loss and will be penalised -2 points for a forfeit loss Teams winning by forfeit will be considered to have won Games which are tied during both the regular season and finals after four quarters will play 3 minutes over-time with an unlimited amount of overtimes until a winner is decided Any game times that clash with WNBL or NBL home games will be rescheduled to Saturday afternoon. 3. Players 3.1 Players must complete ONLINE registration forms and payment by 5:00pm on Thursday the 22 nd of October 2015 (no registrations will be accepted on draft day) Players are required to specify any dates that they are unavailable to play on the registration form in order for owners to be made aware of

3 this for draft day. Players will not be permitted to play on these days. If however a player s availability changes after what was submitted on their registration, and after they have been drafted to a team, Townsville Basketball must be informed of this immediately via at comps@townsvillebasketball.com. It will be put to the ownership group as to whether the player will be permitted to play in the rounds that they are now available. At least 3/5 of the other men s owners or 2/3 of the other women s owners must approve (no reply within 48 hours is considered as approval) the player to play. 3.2 Each team is permitted to nominate one Marquee Player who is nominated by the owner/coach of the team. This player is not eligible to be traded or drafted. 3.3 Cost to play is $ per player and player payments must be made when completing the online registration. Once a player is drafted the $100 registration payment is non-refundable. Any player who is undrafted will be refunded $80.00 (they will be refunded through direct transfer once they have provided TBI with their bank details via to comps@townsvillebasketball.com. 3.4 Players who are not registered at Townsville Basketball or in QLD with any association must pay an additional $40 registration fee to cover insurance and affiliation fees charged. 3.5 Players will be provided with a singlet. All players will need to provide their own black shorts. Players will be entitled to keep this singlet after the 2015 super league season is complete. 3.6 All players must wear their complete uniform in all games. Players without a uniform will not be eligible to take the court. No uniform exemptions will be given. 3.7 A preliminary list of all draft registered players will be provided to all team owners in advance of the draft day / trials once registrations close. A finalised list will be provided to all team owners on the day of the draft. 3.8 Any player who cannot participate in the draft day scrimmage must apply for a draft exemption by notifying Ashley Archer Competitions Manager and will be identified on the draft players list as available to be drafted but unavailable to scrimmage and will be given an exempt status for draft purposes. 3.9 Each team will be entitled to draft a maximum of two exempt players, with no more than one exempt player per team to be drafted after round 3. The following scenarios only are accepted

4 3.9.1 Team can draft two exempt players in rounds 1~3, but are ineligible to draft any exempt players from round Team can elect not to draft any exempt player Players excluding marquee cannot choose the team they will play for and must accept their selection by any team in the draft process and will not be refunded any money should they choose not to play after being drafted. Players refusing to play for their selected team will be ruled ineligible to play TSL for the 2015 season. 4. Marquee Players 4.1 All team marquee players names must be received by TBI office by 5:00pm on Monday the 2 nd of November. 4.2 Marquee players must still complete a registration form and pay $100. It is not the owner s responsibility to pay the $100 for Marquee players however they may pay this amount if this is part of the agreement with the Marquee Player. 4.3 Marquee players will be exempt from playing games at the draft trials and will be automatic selections for the team which nominates this player. 4.4 Each team is to contain one Marquee player. 5. Prize Money 5.1 The winning Men s team will be given $3,000 and the winning Women s team $2,000 to be split equally amongst all players, coaching staff and manager (maximum of 3 staff). 5.2 Only the Grand Final winning teams will receive prize money. 6. Finals Eligibility 6.1 ALL players must play in a minimum of 4 games to be eligible for finals. 6.2 See 7.9 for exemptions

5 7. Removal/Replacing Players 7.1 If a player misses 2 or more consecutive games or 3 or more games in total, at the request of their owner they can be removed from the Super League competition. No refund will be offered. 7.2 If a team is to lose a player they may apply for a replacement player. This player must be considered by the rest of the ownership group to be a fair replacement. At least 3/5 of the other men s owners or 2/3 of the other women s owners must approve (no reply within 48 hours is considered as approval) the replacement. If the player is not approved there is NO appeal process, however a different replacement player can be requested. 7.3 Each team is entitled to a maximum of 2 replacement players within the one season. Marquee players may only be replaced ONCE during the season. 7.4 Replacement players will be required to pay a pro-rata entry payment (ie joining in round 3 would mean they pay 50% of the entry fee). 7.5 If a Marquees can is replaced due to injury. As outlined in 7.4 they can only be replaced once during the season. Notification must be given to Townsville Basketball Competitions Manager. Once a Marquee is removed from a team they are not eligible to play again within that season of the Super League Competition Any player who is being replaced for injury or other appropriate reason that excludes being removed by the owner for reason 7.1, must notify Townsville Basketball in person of their intent and reason for needing to withdraw from Super League Competition before an owner can request their replacement. 7.7 All replacement requests must be received by 5pm on Wednesday prior to games to be eligible for that week. The owner must propose the replacement with a justification to the entire ownership group. It is the owner s responsibility to adhere to the timelines and propose the request via group and not the responsibility of Townsville Basketball. 8. Draft 8.1 All players who have registered for the draft will be placed on a players list which will be provided to all team owners prior to the draft. 8.2 The team draft order will be randomly selected by a lottery to be held on draft day, Tuesday the 3 rd of November at the Owners BBQ.

6 8.3 There will be 9 rounds of drafting. All teams MUST finish the draft with a minimum of 10 players (inclusive of Marquee Players). 8.4 In round one, the team drawn with the #1 selection will select first and picks will go in order until team #4 (for women) and #6(for men) select last. In round 2 the team drawn with selection #4 (for women) and #6 (for men) will select first and selections will go in reverse order until the team with the #1 overall pick select last in this round. The draft will alternate in this snake style until all teams have selected 9 players from the draft. 8.5 Any exempt player who is not present on the 3 rd November must be drafted according to rule The draft will be broken into two sections with the first three rounds being drafted after morning scrimmages and the remaining rounds of the draft completed after a second session of scrimmaging. 8.7 Each team will be given 1 minute to make their selection from the time the previous team announces the player they are drafting. If a team does not select in time they will remain on the clock at the same time as the next team/s drafting until they select an undrafted player. 9. Trading 9.1 Owners will have 30 minutes from the completion of the lottery on draft day to submit any draft pick trades to Townsville Basketball Competitions Manager. Draft picks can only be traded 2 for 2, 3 for 3 or 4 for 4. Single pick trades and over 4 picks in one time will not be accepted. Example of an acceptable draft pick trade: (#1 and #16 pick in exchange for #8 and #9 pick) 9.2 Owners may elect to trade players up until 30 minutes after the last game is complete in the 2nd round of the competition. 9.3 All in season player trades must be approved by the Townsville Basketball Competitions Manager by ing comps@townsvillebasketball.com 9.4 Player trades must always include balanced numbers so all teams remain with 10 players on their roster.

Awards 11.1 An all-star 5 will be announced at the end of the season for each competition. These players will be selected through a ballot of all coaches and owners. Townsville Basketball will determine the allstar 5 on the basis of the votes submitted A season MVP will be elected for each competition. These will be elected through a voting system on every game as chosen by the opposing Coach of each team (forms must be completed immediately following the game) 11.3 A Grand Final MVP will be elected for each Grand Final. This person will be selected from a three person panel (to be determined at a later date). 12. Miscellaneous 13.1 Unless otherwise stated above all current FIBA rules will be used In the event that FIBA rules do not cover a particular issue relating to the Townsville Basketball competition, the final decision will be made by the Townsville Basketball Competitions Manager Any further interpretations of the above rules will be referred to the Townsville Basketball Competitions Manager In the event there are not enough draft nominees to fill all of the positions Townsville Basketball may use their discretion to incorporate a free agent or any other system to fill teams without at least 10 players It will be free entry for all spectators and TBI will have canteen and bar open for each game If there are clashes with NBL & WNBL fixtures these games will be played on the Saturday.
