4 CONSTITUTION OF THE HARRY J. MOORE LEAGUE Member of the California Interscholastic Federation, Southern Section April 17, 2014 ARTICLE I NAME Sec. 1 This organization shall be known as the Harry J. Moore League, Member of the California Interscholastic Federation - Southern Section. ARTICLE II ORGANIZATION Sec. 1. Sec. 2. Sec. 3. Sec. 4. Sec. 5. Sec. 6. The League team will be appointed by the CIF, Southern Section, through the process specified in the Blue Book. (2/97) Official voting representatives shall consist of the Principal and Athletic Directors of each member school or their designated representatives. Each school shall have three votes. (2/97) Decisions of the League shall be final unless on appeal, as provided by CIF Bylaws, the League decision is over-ruled. A quorum shall consist of the official representatives of at least ten voting members of the League, representing at least four schools. Principals and Athletics Directors are accountable to the League for the enforcement of all league rules and regulations within their own schools. The President shall be responsible for the enforcement of rulings made by the League. 4

5 ARTICLE III PURPOSE Sec. 1 The League is organized as a unit of the CIF - Southern Section in order to direct and control the interscholastic sports program of the member schools in such a way as to best promote the interests of ALL the students in the schools. In order to accomplish this objective, it shall be the responsibility of the League to: a. Promote and maintain high standards of sportsmanship both among the contestants and the respective student bodies. b. Cultivate cordial and friendly relations among schools. c. Establish rules and regulations fair and equitable to all. d. Stand firmly behind individual schools if strong local interests attempt to break down the objectives set forth herein. e. Utilize interscholastic sports to the fullest in promoting acceptable educational objectives and in limiting or eliminating those features, which are not in accord with these objectives. f. Protect students from exploitation. ARTICLE IV OFFICERS Sec. 1. Sec. 2. Sec. 3. Sec. 4. The officers of the League shall consist of the president, vice president and permanent League Secretary-Treasurer. The Vice President is automatically the Principal of the school that will provide the President the next year. (5/26/99) The schools shall be listed alphabetically and the officers of the League shall rotate each year. The President will be the Principal or his/her designated representative of the school so indicated by the rotation. The Vice President shall represent the next school in rotation: Cabrillo, Compton, Jordan, Lakewood, Long Beach Poly, Millikan and Wilson. The President of the League will be custodian of the League funds along with the permanent League Secretary-Treasurer. The permanent League Secretary-Treasurer shall be responsible for keeping the Constitution, By-Laws, and other League rulings up-to-date. He/she will report all pertinent and official information to the CIF Commissioner. S/he will make periodic reports on the League s financial status. 5

6 Sec. 5. Sec. 6 The immediate past President automatically becomes the CIF-SS Council representative of the Moore League for one year. (5/26/99) The permanent League Secretary-Treasurer will be a non-voting paid member of the League (2/97) a. The annual salary of the League Secretary-Treasurer will be $ more than the salary of an Athletic Director. (6/89) b. Duties of the permanent League Secretary-Treasurer will be: (1) Communicate with administrators in charge of athletics to determine agenda items prior to each meeting. (2/97) (2) Attend all meetings, record minutes and be responsible for all records. (3) Update constitution when By-Law changes are voted. (4) Prepare in booklet form record of team standings etc., for archives. (5) Present all schedules to League and CIF for review and for hiring officials. (6) Financial Prepare and sign checks (7) Contact experts on problems or make necessary surveys. c. The permanent League Secretary-Treasurer is not considered to be an Executive Secretary where decisions are referred to him/her. Decision making and interpretation of rules is still the responsibility of the League and the League President. (2/97) ARTICLE V MEETINGS Sec. 1. There shall be eight regular meetings during each school year. (6/6/69) a. The first meeting will be held on the second (2 nd ) Wednesday after school opens. b. Additional meetings will be held each month thereafter, on the third (3 rd ) Wednesday of each month, or adjusted for the CIF committee meeting. Sites for meetings will be determined by the Secretary and League President. (2/97) Sec. 2. Special meetings may be called by the President at any time. S/he must call a special meeting upon the request of the administrative representatives of two member schools. 6

7 ARTICLE VI DUES AND ASSESSMENTS Sec. 1. Sec. 2 Sec. 3. Membership dues shall be levied at the final League meeting of the year. Special assessments may be levied by the League at any regular or special meeting. Ten percent (10%) of the proceeds received from the CIF for team participation in CIF play-off events shall accrue to the League. (6/94) ARTICLE VII PROTESTS/RESOLUTION COMMITTEE This section is designated to provide the members of the Moore League with a method to resolve grievances between Moore League members. Attempts to resolve grievances should first be made through direct communication between the schools involved. Whenever a school has a grievance regarding another school s actions it is strongly suggested that multiple methods of contact be used. , telephonic, and letters are all possibly methods. However, provides verification of communication. The Moore League Secretary should be copied on all s to maintain a permanent record. 1. The Moore League Resolution Committee is a standing committee comprised of three (3) members. The school of the Moore League President, the school of the Moore League president-elect and the school of the Moore League Past President will each send one member to serve on the committee. The member must be a Principal, Assistant Principal, Athletic Director or Activities Director. 2. It is the function of the Resolution Committee to meet with the schools involved in the resolution, to allow each school to explain their position on the grievance, determine responsibilities, identify possible solutions, negotiate solutions between the schools involved and, when appropriate, dispense disciplinary action. 3. When the school involved in the resolution, either petitioner or respondent, is a member of the Resolution Committee, they will excuse themselves and be replaced on the committee, for this case only, by an alternate selected by the Moore League Secretary. 4. When both schools involved in the resolution are members of the Resolution Committee then they will excuse themselves and be replaced on the Resolution Committee, for this case only, by two alternatives from other Moore League schools. Each school involved in the resolution may select one alternate to serve on the Resolution Committee. 7

8 5. The Resolution Committee will meet to address a conflict, usually one hour prior to the regularly scheduled Moore League meeting. If either school is unable to attend at that time an alternate time will be arranged by the Secretary of the Moore League. If the petitioning school does not attend the Resolution Committee meeting, then it will be assumed that they are dismissing their grievance. If the responding school does not attend the resolution committee meeting, it is assumed that they are admitting to the grievance and will accept the decision by the Resolution Committee, although they retain the right to appeal to the entire Moore League as long as there are no time constraints. 6. If either school wishes to appeal the decisions by the Resolution Committee they may appeal it to the full body of the Moore League at the next regularly scheduled Moore League meeting. 7. When there is a time constraint involved there is no appeal and the disciplinary action taken by the Resolution Committee will stand. (i.e. no Moore League meeting is scheduled and it is not feasible to schedule a special Moore League meeting.) 8. When an appeal is taken to the Moore League, the appeal discussion will typically be allowed a maximum of 20 minutes. The time will be allocated in this order: 5 minutes Petitioning School 5 minutes Responding School 5 minutes Resolution Committee Findings 5 minutes Questions by League Schools 9. Each school will be allotted one vote on the appeal to uphold or to overturn the decision by the Resolution Committee. 10. Any school may bring an issue before the Resolution Committee by contacting the Moore League Secretary who will coordinate the committee. 11. The Moore League Secretary should keep a copy of all grievances sent to him/her to maintain an on-going record. 12. The Moore League Secretary may bring issues before the Resolution Committee when there are excessive grievances regarding a single school or when a complaint becomes continuous causing an ongoing concern. 13. Any action taken by the Resolution Committee will be reported at the next regularly scheduled Moore League meeting. 14. Possible disciplinary actions taken by the Resolution Committee imposed on a school may include but not limited to: Financial responsibility for stadium rental, workers, referees, transportation Playoff restrictions 8

9 Cancellation games Forfeiture of games Forfeiture of home games Forfeiture of future seasons Suspension from the League It is understood that disciplinary actions taken by the Resolution Committee should be progressive in nature and that the disciplinary actions should match the severity of the offense. (5/03). Sec. 1. Sec. 2. A grievance shall be filed in writing by the Principal of the protesting school to the President of the League no later than one week after the alleged cause of the grievance has been discovered. Before the filing of an official grievance, the Principal of the protesting school shall notify the President of the League and the Principal of the other school or schools involved in the intention to register a grievance, along with a statement of the points upon which the protest is based. ARTICLE VIII AMENDMENTS Sec. 1. Sec. 2. The Constitution of the League may be amended at any meeting by a two-thirds (2/3) majority of the total voting membership provided notice of the proposed amendment has been sent to all members of the League two (2) weeks in advance. The Bylaws may be amended or added to by a simple majority vote at any meeting providing the proposed change has been submitted to all members of the League in writing two (2) weeks in advance. 10 BYLAW ARTICLE I CLASSIFICATION (9/11) Sec. 1 It will be the responsibility of each league member school s athletic directors to orient the members of their respective staff members regarding Harry J. Moore League athletic classification procedures. Sec. 2 Students are to be classified according to their semester of attendance commencing with the first semester of the ninth (9 th ) grade. a. Freshman grade classification will be limited to students enrolled in their first (1 st ) semester and/or second (2 nd ) semester of high school b. Sophomore grade classification will be limited to students enrolled in their third (3 rd ) and/or fourth (4 th ) semester of high school. c. Junior classification will be limited to students enrolled in their fifth (5 th ) and/or sixth (6 th ) semester of high school d. Senior grade classification will be limited to students enrolled in their seventh (7 th ) and/or eighth (8 th ) semester of high school Sec. 3 Sec. 4 Seniors and junior athletes cannot play on freshman, sophomore, or frosh/soph teams. Senior boys students will not be permitted to participate on frosh/soph teams. They cannot participate on junior varsity teams with the exception of crosscountry, golf, wrestling, and badminton (9/11) Sec. 5 The following chart is included to assist in determining proper grade classification for each sport. 10

15 BYLAW ARTICLE II SEASON OF SPORT 9/11 Sec. 1 Regulations concerning number of contests permitted, dates of first and last permissive contest in each sport, and number of approved scrimmages and contests, etc., shall be as prescribed by the CIF Blue Book. Sec. 2 Further definition of length of season of sport: In those sports where members of a team qualify for entry into CIF Championships as individuals track, including relay teams, swimming, golf, tennis, wrestling, cross country the season of sport terminates when the athlete fails to qualify for further entry into subsequent CIF playoff events. This means that further competition ends with the League qualifying requirements established by the CIF for that particular sport. CIF qualifiers can only participate in CIF championship events following the League qualifying event. (9/99) 15

16 BYLAW ARTICLE III PRACTICE (9/11) Sec. 1 a. Practice in and out of season for any sport shall conform to the CIF rules as to times and days. b. In order to facilitate a more functional use of physical education facilities, league member schools may schedule athletic teams during other periods of the school day. c. Practice may be conducted on a school holiday if team is preparing for a CIF play-off contest during the following week. 16

17 BYLAW ARTICLE IV OFFICIALS (9/11) Sec. 1. The schedule of fees paid to officials shall be the same as recommended by CIF, Southern Section. Sec. 2. A medical physician shall be required to be in attendance at all scheduled varsity football contests. A medical physician and/or emergency medical technician, certified athletic trainer or ambulance shall be required for all other scheduled football contests. (10/90) Sec. 3. The home school shall provide and assign only school faculty and/or other qualified adults as game management officials for specified athletic contests as follows: (3/00) a. Varsity Football Timekeeper/scorer, chain crew including individuals to work the down marker, clip, and each end of the chain. A physician and/or ambulance are also to be provided. (3/00) b. Junior Varsity and Freshman Football Timekeeper/scorer. Chain crew, who may be students supervised by an adult, to work down marker, clip, and each end of the chain. An EMT, physician, certified trainer, and/or ambulance are also to be provided. (3/00) c. Basketball Timekeeper/scorer and 30 second clock operator. If an announcer is used, he/she should be a separate individual than those mentioned above. (3/00) d. Water Polo Timekeeper/scorer. (3/00) e. Track Sufficient individuals to officiate all field events, and time and judge the finish line. (3/00) f. Wrestling Timekeeper/scorer. (3/00) g. The host school shall provide a qualified trainer at all home football games. (3/00) h. All non-commissioner assigned officials shall be paid according to the scale determined by the school that makes these assignments. (3/00) Sec. 4. The number of officials shall be standard for the various contests as stated in the CIF-SS Blue Book. 17

18 Sec. 5. Only adults may be assigned as officials to Moore League contests. Sec. 6. Rates will be adjusted each year. (9/99) Sec. 7. No coach will officiate Moore League contests in the same sport that he/she coaches (2/11) 18

19 BYLAW ARTICLE V CONTESTS (9/11) Sec. 1. The home team shall be responsible for reporting changes in league schedules to Moore League Secretary. The athletic directors of the schools involved in the requested change must mutually agree to the change and notify the League. Secretary In the event of inclement conditions, the officials of the home school are sole judges as the fitness of the field for play prior to the arrival of the game officials and must notify the traveling team as early as possible if the game is to be called off. The Athletic Director of the visiting school must be notified of any postponement by the end of the lunch for day contests and before 30 minutes prior to close of school for night contests. No game may be postponed after the dismissal of either school unless the grounds have been rendered unfit for play. After the contest has begun the head game official has the sole responsibility for determination of suitability of field conditions for play. Sec. 2 Sec. 3. Sec. 4. Sec. 5. Friday night League football contests may be scheduled as Saturday afternoon games by mutual agreement between schools involved. At all contests held inside of a gymnasium, the bleachers behind the team benches should not be pulled out, and the area should be clear of all spectators. (The exception would be if the bleachers are needed, because of an overflow from the other side.) (9/99) The home school shall have at least one administrator or designee in charge of supervising all Moore League contests being conducted on the home school site. Support personnel and faculty members may be used to assist in their obligation but are not to be used in lieu of an on-site administrator or designee. (6/95) Failure to comply with this provision will afford the coach of the visiting team the right to delay the start of the contest until such time as he/she is assured that adequate supervision has been provided. (Maximum time 20 min.) In the event that adequate supervision is not provided the visiting coach shall have the right to file a grievance as provided by Article VII, Section 1 and 2 of the Moore League Constitution. Adoption of League schedules constitutes a binding contract. Any member school that is included in the master schedule for a given season of sport must field a team (the term team includes minimum number of athletes needed to constitute a team as defined in the National Federation rules) and complete the season in that sport or be subject to action by the League Resolution Committee. 19

20 a. Schools must make every effort prior to the preliminary scheduling process to determine whether or not they will field teams in all sports for that season of sport and will designate at which levels they will participate. Timely entries to the Master Schedule are critical and as follows: Fall Sports submitted no later than Oct. 1. Once committed and included in the master schedule, schools have one week (7 days) after the official start of practice during each sport season, as defined by the CIF- SS to notify the League Secretary of any changes. Schools not meeting the above deadlines may be subject to League action that would prohibit home games for that school. b. Schools fielding teams and not appearing for regularly scheduled contest will: 1. Pay any and all expenses incurred by the other school, such as officials fees, stadium rentals, transportation, etc. (CIF- SS Bylaw 151.2). Payment shall be made by the final Moore League game of the sport involved. 2. Be not scheduled at the offended school the following season. The offending school shall pay officials fees for that Home Game on the road. 3. Be referred to the Resolution Committee whereby, at their discretion, the committee will be empowered to sanction the offending school. Sanctions could include disallowing the Varsity sport from entering CIF competition and/or preclude the offending team from league competition the following season (Team suspension). (5/03) Sec. 6 The host school of any League event has the prerogative to establish the policies pertaining to the conduct of the event when League Bylaws do not govern. (4/70) 20

21 BYLAW ARTICLE VI ELIGIBILITY (3/14) Sec. 1. To be eligible for athletic competition students must: a. Be currently enrolled in at least 20 semester credits of work. b. Pass at least 20 semester credits of work at the completion of the last regular grading period. c. Be successfully progressing toward graduation requirements. d. Maintain during the previous grading period a minimum of passing grades (as defined by Section 205 in the CIF-SS Blue Book Bylaws) as at least a 2.0 grade point average in all enrolled courses on a 4.0 scale. Sec. 2. Sec. 3. If any student should be suspended from school for a breach of discipline, that student shall be ineligible for the next scheduled contest. Suspension for any part of a day, or after school until the parent reports with the student on the following morning shall be counted as one day under suspension. If any student should be suspended from school attendance as a result of disciplinary action three times in one semester, that student shall be declared ineligible for the following semester. Sec. 4. Sec. 5 Sec. 5A On the day of a scheduled athletic event, an athlete must be in attendance for at least a minimum day (four (4) class periods or two block class periods) unless legally excused and such excuse is verified by a school administrator. (5/11/71) Disciplinary transfer students shall not be eligible for varsity competition for the period of twelve calendar months. If qualified, they may compete on a lower level of competition during subsequent seasons of sport, if a 214 has been granted. A student, permitted by the principal to return to the school compelling the disciplinary transfer, may be granted unlimited athletic eligibility by the Moore League if the student did not participate in any athletic program at the transfer school; compete for the transfer school; and, at the time of the transfer, conditions for return were established by the school administration that include, but are not limited to: 21

22 A) Satisfactory attendance criteria B) Applicable behavior standards C) Academic performance standards; and Principal s approval of the return based upon documented evidence provided by the transfer school that the student satisfactorily complied with all conditions for return. (3/14) Sec 6. A student who does not earn a C average shall become ineligible for the next grading period. However, a student who does not earn a C average shall be given the opportunity to apply for a once per year Probationary Period for the succeeding grading period. Such student shall be required to apply for this waiver and meet with the school site Advisory Committee to determine the course of action. A student who does not achieve the required 2.0 GPA during the Probationary Period shall not be allowed to participate in co-curricular activities in the subsequent grading period and shall remain ineligible until the next grading period that a 2.0 GPA is achieved. 23 BYLAW ARTICLE VII SPORTMANSHIP (9/11) Sec. 1. Officials are League representatives and their decisions are subject to the review and criticism by the League only. Principals and coaches are responsible for seeing that officials are treated with courtesy by school officials, students and spectators. The home school shall provide a host to care for the needs of the officials. It will be the responsibility of each coach to see that no bench personnel commit actions that might be disrespectful or inciting to spectators. There are many ways to get around the working of the ruling in strict interpretation; however, the intent of the rule was to develop a wholesome atmosphere and good sportsmanship. Players should not address any remarks or comments to their opponents; they may encourage, support or root for their own teammates as much as they like. Sec. 2. Sec. 3. Sec.4. Sec. 5. Sec. 6. Sec. 7. League member schools shall be responsible for the conduct of their own spectators at all contests. No mechanical noisemakers, firecrackers, etc., shall be permitted in the stands, gyms, or pools. It shall be the duty of the principals of member schools which violate any regulation of the League or the CIF to immediately forfeit the contest, or contests, in which the violation(s) occurred. Notice of forfeiture(s) shall be sent in at once to the League President and League Secretary. There shall be no scouting of teams during practice sessions and/or scrimmages. League member schools shall not at any time during the conduct of pre-league or league competition, display signs or conduct spirit leaders (cheers and songs) designed to discredit or downgrade opponents. All song and spirit leaders activities are to be designed and organized to create an atmosphere of good sportsmanship. The spirit of this section is to be maintained throughout all scheduled pre-league and league competition. (10/94) No noisemakers (other than instruments used by the band) are permitted at any pre-season, league or CIF contest. Moore League CIF-SS play-off representation shall be determined but the following procedures should tie in league standings occur after competition of scheduled league completion. SINGLE ROUND COMPETITION a. For all CIF-SS Play-off Competition Permitting Two (2) League Representation. 1. First Place Tie involving two (2) league member schools: a. The league member school defeated the other during scheduled league competition, shall be designated as the league CIF-SS Playoff No. 1 Representative. b. If the scheduled league competition between the two league member schools involved ended with a tie score, a drawing shall be conducted to determine the No. 1 and No. 2 league CIF-SS Playoff Representative. 2. First Place Tie involving three (3) league member schools: a. A drawing shall be conducted to determine the league CIF-SS Playoff Representative No. 1 b. The No. 2 league CIF-SS Playoff Representative shall be the league member school of the two (2) remaining schools that defeated the other during the scheduled league competition. c. If the scheduled league competition between the two (2) league member schools involved concluded with a tie score, a tie playoff shall be conducted if time permits, to determine the No. 2 league CIF-SS Playoff Representative. d. If time does not permit a tie playoff, then a drawing shall be conducted to determine the No. 2 league CIF-SS Playoff Representative. 3. First Place Tie involving four (4) league member schools: a. A drawing shall be conducted to determine the league CIF- SS Playoff Representative No. 1 b. If both schools agree, a coin flip may be substituted. 8. Third Place Tie involving three (3) league member schools: a. A drawing shall be conducted to determine which one (1) of the three (3) league member schools involved shall be eliminated from CIF-SS play-off consideration. b. The No. 3 league CIF-SS play-off representative shall be the league member school of the two (2) remaining schools that defeated the other during the scheduled league competition. c. If the scheduled league competition between the two (2) league member schools involved resulted in a tie score, a tie play-off shall be conducted to determine the No. 3 league CIF-SS play-off representative. DOUBLE ROUND COMPETITION When teams are tied for a play-off position, the team with the best head to head record against the other teams involved in the tie shall be designated the top representative. Once the top team has been established, the next representative will REVERT back to the head to head record of the remaining teams.
