1 WELCOME TO THE 39TH ANNUAL GUELPH RINGETTE TOURNAMENT FEBRUARY 7-10th, 2019 INFORMATION PACKAGE
2 LETTER FROM THE PRESIDENT On behalf of the Guelph Ringette Association executive and our Tournament committee I would like to welcome you to our 39th Annual Ringette Tournament and to the City of Guelph. This year we are pleased to welcome a total of 77 teams and over 1000 athletes from across Ontario, Manitoba, Quebec, Alberta, and Nova Scotia. Special thanks to all of our Sponsors for helping us make this a success. Please support these businesses with your patronage during your stay in our wonderful city. Many tournament organizers have worked extremely hard to ensure that this year s event meets your expectations and that you all come away with a positive experience. 3 ARENAS The 2019 Guelph Ringette Tournament will be played out of the following 6 arenas, with 7 pads of ice: 1. West End Recreation Centre 21 Imperial Road South, Guelph, ON N1K 1X Two ice pads are located here WERC1 and WERC2 West End is the tournament Home Base where you will find some tournament vendors, our awesome raffle and silent auction table and 50/50 tickets, as well as the Ringette Store table and X Gen Photography. 2. Victoria Road Recreation Centre 151 Victoria Road North, Guelph, N1E 5H4, This is one ice pad at the back of the newly renovated Recreation Centre, the entrance to the Arena is at the top of the hill. There will be registration and a snack table in the Arena lobby A Vendor market has been organized for the main lower floor in the glass walled Oak Room. Please go check out the interesting things they have on offer and support local independent business owners. 3. Centennial Arena 376 College Avenue West, Guelph, ON This one ice pad is behind College Heights Secondary School One ice with ice level viewing and limited warm viewing 4. Exhibition Arena 70 Division St. Guelph, ON N1H1R One ice pad with ice level viewing and limited warm seating upstairs 5. University of Guelph East Ring Rd. Guelph, ON N1G2W Two ice pads - Red and Gold Red pad has limited bleachers, with warm viewing available from the restaurant above and Gold pad has large bleacher area. 6.. 4 GUELPH RINGETTE TOURNAMENT RULES: February 7-10 th,2019 The Ringette Canada Rule Book and the R.O. Sanctioned Event Rules with the following additions and changes will govern this tournament. Also, R,O. Suspension Rules will be in effect. These rules will be posted at all arenas during the tournament weekend. GENERAL RULES: 1. GAME SHEETS - Game sheets must be signed and completed by the coaching staff 15 minutes prior to the scheduled start of the game at the registration desk. 2. GAME START TIMES - All teams must be READY TO GO ON THE ICE FIFTEEN (15) MINUTES BEFORE the scheduled time. Games MAY START UP TO FIFTEEN (15) MINUTES EARLY if the ice is available. A two minute warm up will be provided and starts when the ice surface zamboni is safely off the ice and players are permitted on the ice. Teams must be ready to go on the ice FIFTEEN MINUTES PRIOR TO THE SCHEDULED GAME TIME for all games. Failure to be on the ice within 5 minutes of notification to begin the game may result in forfeiture of the game. 3. In the event of injury to a goalie, that player is allowed up to 5 minutes to recuperate from the injury or to leave the ice. If an alternate goalkeeper is already dressed, that player must immediately replace the injured goalkeeper no warm up is allowed. If no alternate goalkeeper is already dressed, an additional 5 minutes is allowed to dress and warm up a replacement goalkeeper. If the goalie receives a match or misconduct penalty a maximum of 5 minutes will be allowed to replace the goalie with an eligible teammate. 4. PERIOD LENGTH & STOP TIME VERSUS RUNNING TIME - All games will be either 2 x 15-minute periods (all divisions except U16AA, U19AA) or 2 x 20 minute periods (U16AA, U19AA) using stop time. The clock will run during all games where a team is leading by 7 goals or more in the second period only. During this situation the clock will run time except during penalties, timeouts or injury. If a team should close the goal differential to less than 7 goals, then the clock would return to stop time, until such time as the goal differential returns to 7 or more goals. 5. GAME DURATION - Every effort will be made for all games to be completed in their entirety (full 2 periods), however there may be circumstances due to injuries or other delays that a game may be curfewed. Teams will be notified prior to the start of the game if the game is on Zamboni time. 6. The 30-SECOND SHOT CLOCK will be used in all divisions U12 and higher 7. MAXIMUM GOAL DIFFERENTIAL - All goals scored will be entered on the score-sheet, but the maximum difference of goals to be shown on the scoreboard and tournament charts will be seven (7) goals more than the lower scoring team s total. (i.e.: if the score is 12-1, show 8-1. If the lower team scores, change the scoreboard to show 9-2) 8. POINT STRUCTURE a. Teams receive two (2) points for a win and zero (0) points for a loss; and 1 point shall be awarded to each team remaining tied at the end of the game. b. The team with the most points in each division will be declared the top team in that division. c. The second place team is the team having the second highest number of points, etc. d. In a forfeited game the score will be 4-0. The team forfeiting shall receive 0 points and the other team receives 2 points. In a cancelled game (due to bad weather, etc.) the score is recorded as 0-0 with both teams receiving 1 point. e. When a team is disqualified and all other teams were scheduled to play that disqualified team (i.e. a full round robin) then all games against that team will be eliminated. When not all teams play the disqualified team (a partial round robin), the teams scheduled to play the disqualified team will be awarded 2 points and a score of 0-0 is recorded. 9. SUDDEN VICTORY OVERTIME - If the score of a game is tied at the end of regulation time, (Semi Final and Finals only) then there will be one (1) overtime stop time period. (i.e.: if two (2) fifteen (15) minute periods were used during regulation time, then the overtime period is fifteen (15) minutes), which will be sudden victory. (i.e. the first team to score in that overtime period will be declared the winner). If neither team scores during the first stop time overtime period, then a coin toss will declare the winner. For the overtime, the team gaining possession of the ring for the opening free-ring will be determined by a coin toss by the referee as per Ringette Canada Official Rules. The team winning the toss will get the free pass. The other team will get the choice of ends. 10. Grievances & Protests - Questions concerning rule interpretation can be directed to the tournament Referee-In-Chief through the tournament staff at the arenas. No protest or grievances will be considered regarding an official's on ice judgment or application of the rules. At a Sanctioned Event the only actions that may be protested are: Ineligible Players; and Ineligible Bench Staff. In the unlikely event that there is a protest or grievance - a committee has been established to determine whether it will consider the protest and to render any related decisions. All decisions of this committee will be considered final. 10. Situations Involving Abuse & Harassment Guelph Ringette is focused on creating a positive experience for all players and we encourage a Fair Play attitude. Any person who interferes with the game or verbally abuses a PLAYER, COACH, ON-ICE OFFICIAL or MINOR OFFICIAL, will be asked to leave the playing area and not return. The Head Coach will be notified by an on-ice will be called and the team associated with the person will forfeit the game official to remove the person. If the person
5 refuses to leave the playing area after a reasonable period of time, the game 11. When a bench staff is asked to leave the game and no penalty is recorded on the game sheet, they are considered to have been assessed a misconduct penalty and he/she will be suspended for the next regularly scheduled game. ( G&T Operating Manual 5.5.7) 12. The home team shall provide a score keeper. 13. Bench staff may not receive medals. Medals may be presented off-ice. 14. Players are encouraged to skate by the opposing bench to shake hands with that bench staff after shaking hands with the opposing players 15. Helmets for Bench Staff while they are on the ice surface. While helmets are not required, their use is encouraged for bench staff attending injuries on the ice. Note: City of Guelph facilities are subject to the Rzone operating procedure (code of conduct), which enforces a set of expectations around violence, vandalism and inappropriate behavior for participants and the general public. Rzone stands for Respect for Yourself; Respect for Others; and Responsibility for Your Actions 1. Ranking of Tied Teams (ORA Operating Manual, G & T chapter) When two or more teams have an equal number of points after completion of the round robin games, the host is responsible to determine the rankings. The following ranking procedures will be used to resolve all ties: NOTES: i. The maximum goals for per game is seven (7) more than the goals against. ii. If a team(s) has forfeited a game, that team(s) will be ranked the lowest position(s) amongst the tied teams. The procedures will declare team(s) in individual rankings. In some cases, there will still be a tie within the rankings. (i.e.: in a four-way tie for first in a round robin, the procedures could place one team clearly first with two teams tied for second/third and one team fourth). In these cases, start at step 1 and follow the procedures until the tie is broken then stop. The ranking of the tied teams will be determined in the following order: 1. If one of the tied teams has beaten all other tied teams, rank that team highest. 2. If still tied and all tied teams have not played each other go directly to Step If still tied, rank the teams in order of wins between only the tied teams. 4. If still tied, rank teams in order of the plus/minus (goals for minus goals against) only in games between the tied teams. 5. If still tied, rank teams using the following formula only in games between the tied teams: (Goals For + Goals Against) / (Goals Against) (With the highest value being the higher ranked team) 6. If still tied, rank teams in order of the most goals for only in games between the tied teams. 7. If still tied, rank the teams in order of wins between all teams. 8. If still tied, rank teams in order of the plus/minus (goals for minus goals against) in games between all teams. 9. If still tied, rank teams using the following formula in games between all teams: (Goals For + Goals Against)/ (Goals Against) (With the highest value being the higher ranked team) 10. If still tied, rank teams in order of the most goals for in games between all teams. 11. If still tied, rank teams where the team with the most fully served penalties will rank lower. 12. If still tied, rank teams using least penalty minutes in games between the tied teams. 13. If still tied, rank teams using least penalty minutes in games between all teams. 14. At this point, if still tied, the following may be considered to break the tie: a) Coin Toss or b) Draw from a hat
6 U8 Major Bunny Rules A game will consist of two (2) periods. The first will be sixteen (16) minutes in length and the second will be fourteen (14) minutes in length or can be adjusted according to time left. There will be two (2) minutes of running time, the clock stops, six (6) different players can go on the ice and when the players are set up, the clock recommences. A maximum of one (1) coach per team on the ice; No touching of the opposition players by the coaches; No double shifting unless the number of players available during that game warrant, and all players are to be used equally in double shifting; Their own players should not be physically moved into position by a coach during playing time; Coaches may not impede the on-ice officials(s). No score will be posted and all players will receive the same participation awards. Finals or Championship games are not permitted. Goalies: All players must rotate through the position at least once. Goalies cannot play goal in back to back games. They can switch shift to shift or at half. Penalties shall be served by possession of the ring being awarded to the non-penalized team in the normal fashion; however, the penalty time shall be waived, as per Sport Development recommendation.
7 SAFETY AND INJURY MANAGEMENT Safety Procedures: We strongly encourage all teams visiting the tournament to have in place an emergency measures plan including first aid kits and insurance requirements. Serious or potentially serious injuries are to be reported to the Arena Convenors or Tournament Official. Our nearest medical facility is: The Guelph General Hospital 115 Delhi Street FREE Injury and Therapy Services will be provided by the HEALTH AND PERFORMANCE CENTRE at the University of Guelph, including physiotherapy and athletic therapy. Services are available at The West End Community Centre in Dressing Rm #6 Hours of Availability Friday 9am-6pm Saturday 9am-6pm Sunday 9am-12pm - Injury assessment/management - On-ice injury management (based on availability) - Manual Therapy - Joint and Soft Tissue Mobilization - Ice Station - Taping - Therapeutic Modalities (Ultrasound, IFC, heat, etc.) based on availability - Massage Therapy (based on therapist availability) - Chiropractic/ART (based on therapist availability) Head Trainer: Brett Lyons, Physiotherapist Trainers: Jackie Sinkeldam, Physiotherapist; Alex Armstrong, Student Athletic Therapy TOURNAMENT PHOTOS: Please see our photographer, XGEN PHOTO, as soon as possible if you would like a team set or a specific shot of your awesome player! Please visit our vendors at both the West End Recreation Centre (main hallway by the Lion s Lair) and Victoria Road Recreation Centre (Oak Room on the Main Floor by the pool) The Ringette Store will be present at the West End Recreation Centre in the main hallway. 50/50 Draw: The 39th Annual Guelph Tournament will have two 50/50 draws: Tickets will be sold at all arenas up to approximately 6pm both Friday and Saturday night. Thursday and Friday tickets - winner will be announced on Friday after 10pm at WERC Saturday tickets winner will be announced on Saturday after 9pm at WERC All winners will be posted on Score to Stats and at the West End Recreation Centre (WERC) Raffle Table & Silent Auction: Please come and check out the our Raffle Table & Silent Auction table that will be set up at the West End Recreation Centre starting on Friday morning. The auction will conclude on Saturday at 7:00pm! There are many great items for everyone. Thank you to all the Guelph teams who put this together.
