1 Unapproved Summary of Motions April 7-8, 2017 ApHC Board of Directors Regular Meeting These motions are in draft form (unapproved) and will be finalized, published and distributed in accordance with Article IV, Section 9 of the Bylaws of the Appaloosa Horse Club and ApHC Rule 70. Those Board members in attendance for all or part of the Board of Directors regular meeting April 7-8th, 2017 were Ray Burchett, Leslie Foxvog, Lesli Glen, Jim Jirkovsky, Deborah Letham, Wiebe Lise, Todd Michael, Mary Ann Page, Dena Raggio, Lynette Thompson, Terie Clark, David Johnson, Sean Schembri, Paula Gatewood, Billy Ready, Ken Johnson, Tom Hodges, Megan Disselkoen, and Lora Schuster. ApHC officers, staff present in person for all or part of this meeting were CEO, Steve Taylor; Finance Officer, Keith Ranisate; Marketing Director, Sandra Rumney; Executive Assistant, Lauren McCleary; and ApHC Attorney, Ron Landeck. ApHC staff present via Skype for all or part of this meeting were Performance Department Supervisor, Keri Leforce; IT Department Supervisor, David O Keefe. BOD Motion : The 2017 ApHC Board of Directors moves to approve the Summary of Motions from the September 14th, 2016 meeting of the ApHC Board of Directors as published in Appaloosa Journal with the following correction in red: BOD Motion : The 2016 ApHC Board of Diretors moves to amend Approval Motion regarding Rule 717. F Western Riding as follows: 717. WESTERN RIDING F. An exhibitor will be penalized: 3. One (1) point: e. Hind legs skipping or coming together during lead change f. GENERAL RULES FOR JUDGES B. The Judge s Committee, in addition to any other valid ground or reason, may refuse to issue a card or may revoke the judge s card of any person 3. Who is suspended from or has been denied judging privileges in USEF, AQHA, NCHA, NRHA, APHA, ApHC, or any other recognized equine association breed registry; Motion made by Ray Burchett, seconded by Diane Rushing BOD Motion : The 2016 ApHC Board of Recommendation and moves to amend Rules 608.C and 609 as follows: 608. ENTRIES C. Management reserves the right to decline any entry for cause and to return the entry before or during the show without being liable for compensation. Written reasons for declining entry by show management under this rule must be presented to the person whose entry is declined. The show management shall as soon as possible forward a copy of the reasons to the ApHC. Cause is defined to include, but not be limited to: 2. Cruel and/or Inhumane treatment SHOW VIOLATIONS A. To promote competition in ApHC approved events, in order that the ApHC records will, at all times, reflect the actual quality of equine performance, any form of conduct which inhibits competition is expressly prohibited and must be immediately reported to the ApHC. This offense includes not only the person suggesting the prohibited conduct, but all who participate in the scheme or plan. Violation of any show rule set forth shall result in disqualification from participation of the horse and/or exhibitor, forfeiture of the entry fee and referral of the matter to the ApHC for disciplinary action. Such conduct includes, but is not limited to any person: 3. Treating horses inhumanely and/or cruelly, the discovery of which by a show official shall be reported to show management and show management may immediately disqualify the horse and report the same to the ApHC for disciplinary proceedings. 3 BOD Motion : The 2016 ApHC Board of Recommendation and moves to amend Rule 713 as follows: 713. HALTER CLASSES A. Halter Class General Rules 3. Attire: a. In halter, it is mandatory to wear appropriate western attire, which includes long-sleeved shirt with collar (band, standup, tuxedo, turtleneck, etc.), western hat, cowboy boots, and pants (slacks, jeans, trousers, etc.). A jacket or blazer may be worn but does not fulfill the requirement of collar. No skirts or dresses. Chaps and spurs are prohibited. Motion made by Deb Dyer, seconded by Leslie Foxvog BOD Motion : The 2016 ApHC Board of Recommendation and moves to amend Rule 715 as follows: 715. WESTERN PERFORMANCE A. EQUIPMENT 2. References to a bit in western performance classes mean the use of a curb bit that has a solid or broken mouthpiece, has shanks and acts with leverage. All curb bits must be free of mechanical device and should be considered a standard western bit. A description of a legal, standard, western bit includes: e. Spring-loaded bits are approved as long as they meet all bit specifications outlined in this handbook. 10. A bit cannot be physically or mechanically altered to increase the severity of its use and may be eliminated at the discretion of the judge. Spring-loaded bits are approved as long as they meet all bit specifications outlined in this handbook. The judge may prohibit the use of bits or equipment he/she may consider severe inhumane. The following will result in a score of 0: e. The inclusion of maneuvers not specified, including, but not limited to: (1) backing more than 2 strides; (2) turning more than 90 degrees (Exception: a complete stop in the 1st quarter of a circle after a lope canter departure is not to be considered an inclusion of maneuver; a 2 point break of gait penalty will apply). Motion made by Ray Burchett, seconded by David Johnson BOD Motion : The 2016 ApHC Board of Recommendation and moves to amend Rule 717.D as follows: 717. WESTERN RIDING D. For the pattern: 1. A cone shall be placed along the wall or rail of the arena to designate where the exhibitor should initiate the walk. On Pattern 1, the cone should be placed a minimum of 15 feet before the first pylon. On patterns 2, 3, 4 and 5, the cone should be placed even with the first pylon. The on-deck exhibitor should not go to the start cone until the contestant on pattern has cleared the working area by the start cone for the final time. Renumber the rest of D.. Motion made by Ray Burchett, seconded by David Johnson BOD Motion : The 2016 ApHC Board of Recommendation and moves to amend Rule 746 as follows: 746. TIMED TIE-DOWN ROPING E. There will be a 35-second time limit in open tie-down roping and a 60-second time limit on Youth and Non-Pro tie-down roping. In either case the calf must be roped and tied within the time limit. The timer at the end of the 35-second or 60-second span shall blow a whistle indicating no time. A broken barrier will not count against the time limit. The rider must remount and ride the horse forward at the completion of the run and this shall not count against the time limit. Motion made by Terie Clark, seconded by Lori Richards BOD Motion : The 2016 ApHC Board of Recommendation and moves to amend Rule 747 as follows: 747. JUDGED TIE-DOWN ROPING C. The roper may throw a maximum of two loops and this must be done within a oneminute time limit from time calf leaves the chute. If more than one loop is thrown, the roper may recoil the rope and build the additional loop or may carry a second rope tied to the saddle in which case, this rope must be used for the second loop. If the roper fails to catch, he will retire from the arena with no score. Any catch that holds is legal, but rope must remain on calf until tie is completed and roper has mounted horse. 1. Although the time limit stops when the roper signals the tie is complete, the horse will continue to be judged until the rider has remounted the horse and ridden forward. BREAKAWAY ROPING I. The judge should be mounted on a horse and serve as field flagman to judge when the string breaks and time stops. It is recommended, whenever possible, to Board Motions M 4

5 have a flagger on horseback and to flag the class. The flagger should be positioned on the roper s right side for this event. Individual work must be comprised of any of the following: 10. In equitation classes, for reasons of safety, exhibitors will not be required to mount and dismount except in the event the judge(s) wish to check equipment WESTERN HORSEMANSHIP C. An exhibitor is penalized if he or she loses a stirrup, uses two hands on the reins except when riding a junior horse in an acceptable snaffle bit or hackamore/bosal, changes hands on the reins, or touches any part of the saddle with his or her free hand. Illegal use of hands on reins is a disqualification. D. Individual work must be comprised of any of the following: 11. WAIVER To prevent hardship to an innocent person, the Chief Executive Officer, upon receiving convincing proof of such hardship or innocence and with the approval of the Disciplinary Committee that adjudicated the case in question, has the discretion to waive any suspension restriction regarding registration matters if all other ApHC registration or transfer requirements under these rules are met. The terms and provisions of any appointment approved by the Board of Directors of the ApHC Chief Executive Officer and Treasurer pursuant to Article V of the ApHC Bylaws shall be set forth in a written agreement between the ApHC and such appointed Chief Executive Officer or Treasurer, as the case may be, and must be executed on behalf of the ApHC by (i) the ApHC President and (ii) the chair of the ApHC Finance Committee or such other member of the Board of Directors expressly designated by approved motion of the Board of Directors to execute any such written agreement. GREEN WESTERN PLEASEURE BOD Motion : The 2017 ApHC Board of Directors moves to amend Approval Motion regarding guest judges and add Rule 601. T, as follows: 601. SHOW APPROVAL REQUIRMENTS T. An ApHC Regional Club may hold either one (1) two-judge, three-point show or one (1) three-judge, four-point show with the assignment of the double pointed judge to be determined prior to the show through an ApHC computer-generated random selection with such doublepointed judge s name to be published on the ApHC website and as part of such show s printed materials and information, provided that this right to use a doublepointed judge will not apply if and when a Board Motions M 6

7 guest judge, permitted under Rule 502, is contracted to judge such show. HALTER CLASSES A. Halter Class General Rules 1. Apply to all halter sex and age divisions, most colorful at halter, FPD halter (see rule 713 C for special rules that apply only to the FPD class), performance halter, and ranch conformation classes, unless otherwise stated. 4. Class Conduct: (see rule 713 C for special rules that apply only to the FPD class) C. FPD HALTER 1. Class Conduct: a. Horses to be judged 40% on color, 60% on conformation, action, substance, quality and manners. Horse must have FPD papers to enter this class. No applications for registration or work in progress papers. b. Points earned in FPD halter classes will be recorded on the horse s performance record and count toward lifetime awards and yearend medallions. c. Horses to be judged on conformation as described below, overall movement as a riding horse, quality, correctness of action, manners and substance. The FPD class is not a color class, but when 2 horses are equal in all other aspects, the horse with the most easily identified as having Appaloosa coat coloration from approximately 15 feet should be placed over the other. i. First and foremost shall be a balanced horse that is symmetrical from head to tail. As this horse is destined to be an all round use horse, emphasis should be placed on the horse s potential to be a comfortable ride. Head should be well formed and lean giving eye prominence and adding distinction to head appearance. The neck should be clean, with well-defined throat latch. The length of neck should be in balance with the individual, should blend smoothly into the shoulder and should tie into a prominent wither. The shoulder from the point of the shoulder to the withers should be long sloping, well defined, ties smoothly and set back well into the withers thus allowing full extension for an easy stride. The overall top line should appear strong, level in height at the top of the withers and croup. The withers should be prominent and be the highest point on the horses back to hold a saddle. The heart girth should be deep and proportional to the length of the leg. The back and loin should be strong and tie smoothly into the croup. The croup should be long and smooth turning with a well-placed tail set. The legs should be correctly aligned and square under the body. They should be adequate size of bone and hoof and have sloping patterns that corresponds with angle of the shoulder that allows for maximum shock absorbency of concussion during performance. c. A sparse mane and or tail shall not be judged against the horse. Board Motions M 7

8 e. Tail attachments, hair to hair or artificial tails or weighted tails are not permitted. f. The horse should be free of structural and conformational defects and move straight and true. g. Horses will walk to the judge one at a time. As the horse approaches, the judge will step aside to enable the horse to trot straight to a cone placed 50 feet away. At the cone, the horse will continue trotting, turn to the left and trot toward the left wall or fence of the arena. After trotting, horses will be lined up head to tail for individual inspection by the judge. h. The judge shall inspect each horse from both sides, front and rear GENERAL PERFORMANCE RULES B. No horse is to be penalized for the manner in which he carries his tail nor for normal response with his tail to cues from his exhibitor or when changing leads. A judge may at his discretion, penalize a horse for excessive or exaggerated switching or wringing of the tail or for a seemingly dead tail that merely dangles between the legs and does not show normal response. 1. Except in FPD classes, tails may be lengthened by hair-to-hair attachment only, with no attachments of any kind to the tailbone. Artificial tails consisting of fabric and hair are permissible. 2. Intent: To allow this proposed motion to be drafted in a manner compatible with all other ApHC registration rules. BOD Motion : The 2017 ApHC Board of Directors accepts Planning and Review Recommendation and moves to amend Rule 501, as follows: 500. GENERAL RULES FOR JUDGES 501. COMPLAINTS AGAINST JUDGE A. To make a formal complaint against an ApHC-approved judge, such complaint must be in writing, signed by the complainant, contain alleged rule violations, date and location of such violation and be submitted to the ApHC office within thirty days of the show or contest. By filing this complaint, the complainant agrees to attend a hearing Board Motions M 8

9 conducted by the ApHC in regard to the matter either at the ApHC offices or as directed by the Legal and Disciplinary Committee. B. If a formal complaint is made against an ApHC-approved judge, the Legal and Disciplinary Committee is the forum within the ApHC which shall hear and review complaints alleging rule violations by ApHCapproved judges acting in their capacity as ApHC-approved judges. Proceedings before the Legal and Disciplinary Committee shall be conducted, after proper notice, in like manner as disciplinary proceedings before the Legal and Disciplinary Committee. In addition to having a right to revoke designation as an ApHC-approved judge the Judges Committee may refuse to issue an ApHC judge s card, the Judges Committee may impose on any person found to be guilty of any such violation hereunder such penalties as the Judges Committee may determine, including but not limited to, those set forth in Disciplinary Procedure and General Violations. The decision of the Judges Committee shall be binding and final on all parties. Changes to the information on the original application and any additions including the names of the judges, ring steward or other required information may be accepted 30 or more days in advance of the show at no charge. Changes to the list of classes offered or to any other information related to the show made within 29 days of the first day of the show may be made for a fee of $20/class/judge or $20/other change. Changes made on or after the first day of the show shall not be accepted. a. For shows held in November and December each year, all show and class changes must be submitted no later than October 31. Conditions and fees listed above will apply. BOD Motion : The 2017 ApHC Board of Recommendation and moves to amend Rule 724, as follows: 724. TRAIL L. RANCH HORSE TRAIL 2. The ranch trail class should test the horse s ability to cope with situations encountered while being ridden through a pattern of obstacles generally found during the course of everyday ranch work. The horse/rider team is judged on the correctness, efficiency and pattern accuracy with which the obstacles are negotiated and the attitude and mannerisms exhibited by the horse. Judging emphasis is on identifying the well-broke, responsive and wellmannered horse which can navigate and negotiate the course. 5. A minimum of six (6) obstacles (maximum of twelve (12) obstacles) will be used. It is mandatory that the horse be asked to walk, trot and lope during the course. Walk can be part of obstacle score or be scored with the approaching obstacle. Trot must be at least 35 feet and score with approaching obstacle. Lope must be lead-specific, at least 50 feet and score with approaching obstacle. Care must be exercised to avoid setting up any obstacles that may be hazardous to the horse or rider. When setting courses, the management will be mindful that the idea is not to trap a horse/rider team or eliminate it by making an obstacle too difficult. All courses and obstacles are to be constructed with safety in mind to reduce the risk for accidents. Show committee shall have the option of setting up the trail course to best fit the arena conditions. An outdoor course is recommended if appropriate terrain is available. Each single-performance event can be time consuming, especially with large classes, so it is imperative that the time restrictions are placed on this class. The show committee, either through a pilot run or estimation, shall select a course that has a continuous and positive flow that can be negotiated in four minutes or less. Judge must walk the course and have the right and duty to alter the course if it is not in keeping with the intent of the class. Judges may remove or change any obstacles they deem unsafe, nonnegotiable or unnecessarily difficult. Any time a trail obstacle becomes unsafe during a class, it shall be repaired or removed from the course. If the course cannot be repaired and some horses have completed the course, the score for that obstacle shall be deducted from all previous draws in that class. Board Motions M 11

12 The course must be designed using anything from the list of suggested optional obstacles. Combining two or more of the obstacles is acceptable. a. Obstacles should be representative of challenges found on the trail or simulate what may be experienced by a horse/rider on a ranch. 6. Credit is given to horse/rider teams who negotiate the obstacle correctly and efficiently. Horses should receive credit for showing attentiveness to obstacles and ability to negotiate through the course when the obstacles warrant it while willingly responding to the rider s cues on more difficult obstacles. Quality of movement and cadence should be considered part of the maneuver score for obstacles. Each obstacle should receive an obstacle score. (leave rest of rule as written) 8. d. Opening, passing through and closing gate. A gate that will not endanger horse or exhibitor must be used. If the gate has a metal, plastic or wooden support bar under the opening, contestants must work the gate moving forward through it. Gate may also be worked on foot from the ground. i. Dismount and ground tie. (Hobbles are allowed). May remount with mounting block. k. The exhibitor is strongly recommended to have the rope dallied on the saddle horn (half or full dally) for the duration of the drag. l. Live animals or objects representing live animals may be used on the course if they are representative of animals which would normally be encountered in an outdoor setting but shall not be used in an attempt to spook a horse. n. Remove and replace materials from a mailbox. o. Trot through cones spaced a minimum of 6 feet apart. p. Cross natural ditches or ride up embankments. q. Pick up feet. r. Walk through brush. s. Lead at a walk or trot. t. Rocking or moving bridges are optional if constructed in a safe manner. 9. PROHIBITED OBSTACLES: Tarps, water obstacles with slick bottoms, PVC pipe used as a jump or walk over, tires, rocking or moving bridges, logs elevated in a manner that permits such to roll in a dangerous manner. 14 C. The ranch reining class measures the ability of the ranch horse to perform basic handling maneuvers with a natural head carriage in a forward looking manner. Patterns may be chosen from any of the ranch reining patterns or approved by the show management and judge. D. CREDITS AND PENALTIES. All runs begin upon entering the pen and any infractions are subject to penalty at that time such as two hands on the reins, using either hand to instill fear or praise, etc. E. To rein a horse is not only to guide him but also to control his every movement. The best reined horse should be willingly guided or controlled with little or no apparent resistance and dictated to completely. Any movement on his own must be considered a lack of control. All deviations from the exact written pattern must be considered a lack of or temporary loss of control and therefore a fault that must be marked down according to severity of deviation. The horse/rider team s overall performance should be credited for smoothness, finesse, attitude, quickness and authority of performing various maneuvers while using controlled speed which raises the degree of difficulty and makes the horse/rider team more exciting and pleasing to watch. F. PENALTIES 1. ½ point penalty i. Starting a circle or exiting a rollback at a trot for up to two (2) strides ii. Delayed change of lead by one stride where the lead change is required by the pattern description iii. Failure to remain a minimum of twenty feet from the wall or fence when approaching a stop and/or rollback iv. Over-spin or under-spin up to 1/8 turn point penalty i. Out of lead in the circles, figure eights or around the end of the arena (this penalty is cumulative and will be deducted for each quarter of a circle the horse is out of lead) ii. Over-or under-spinning 1/8 to ¼ turn. iii. Slipping rein point penalty i. Break of gait ii. Freeze-up in spins or rollbacks iii. Failure to stop or walk before executing a lope departure on trotin patterns iv. Failure to be in a lope prior to the first marker on run-in patterns v. Failure to completely pass the specified marker before initiating a stop position vi. Trotting beyond strides, but less than 1/2 circle or 1/2 length of the arena point penalties i. Blatant disobedience ii. Use of either hand to instill fear/praise iii. Use of two hands per maneuver iv. More than one finger between split reins or any fingers between romal reins per maneuver 5.
