Where a ground or arena does not have a PIC, contact your local stock inspector to obtain the necessary registration forms and a PIC. Juniors: IMPORTANT RULES 1. These rules include All Juniors holding an UPGRADED Open membership competing in BOTH Junior and Open events during the current Rodeo season. 2. If you turn 18 YEARS OF AGE during the current Rodeo season you Must STILL ABIDE BY THE Junior rules when competing in junior events. 3. Juniors competing in open events must have an upgraded Open Membership or Day Membership as junior membership only entitles you to compete in junior and novice events. 4. All juniors (including Day Members) must have suitable proof of age available on the day, should there be a need for verification. 5. All Junior Competitors must wear an approved skullcap as per Australian Standards in Open and Junior Events. All helmets must be properly fitted with chin strap fastened at all times once mounted. Chute Boss and or Officials may request to inspect helmets. Junior/Novice Competitors: All Novice and Junior rough stock competitors must wear protective equipment such as a Full face helmet and approved properly fitted protective VEST. If this request is not met, you will not be granted the ride and your stock will be turned out. Dress Code: COMMITTEES Please do not hesitate to contact the NRA Office if you require any assistance with the organisation of your rodeo. The NRA Office are readily available to help you with obtaining your arena officials, planning of your events and program, and any other queries you may have to make your rodeo run as smoothly as possible with less work for your committee. If you have any issues relating to Public Liability Insurance or your rodeo promotion, please don t hesitate to contact the NRA office as we will only be too happy to assist you. a) All rodeo personnel competing and officiating at a rodeo must be in full western dress one (1) hour prior to the rodeo commencing or when they enter the rodeo grounds. Western attire consists of a hat, boots, jeans of western pants and a long sleeve western shirt with sleeves buttoned down and a collar. All attire must be worn in a neat and tidy manner. The rule applies to competitors, chute boss, announcers, pick-up teams, judges, time keepers, central entries personnel, stock contractors and their assistants. Clowns may wear runners. Sleeves may be rolled up on riding hand in Rough Stock Events. b) Should an appointed Director or Official deem a competitor to be wearing unsuitable attire, the competitor may be called from the arena: - Instructed to change attire Fined Disqualified for non-compliance in either (i) or (ii).

5 5 Notices THE GENERAL BIOSECURITY OBLIGATION FOR HORSES COMMENCED ON 1 JULY As a horse owner you need to take an active role in managing biosecurity risks under your control. You are not expected to know about all biosecurity risks, but you are expected to know about those associated with your day-to-day work and your leisure activities. The general biosecurity obligation means you will need to ensure your activities do not spread a pest, disease or contaminant. Registration requirements if you keep horses Under the Act, the property identification code (PIC) system is continuing. This system provides important information for traceability purposes in case of a disease outbreak or contamination. If you have not already registered and keep at least one horse, you will be required to register with Biosecurity Queensland as a biosecurity entity. If you are already registered and have been allocated a PIC before 1 July 2016, you will automatically be registered as a biosecurity entity on 1 July Your registration will be valid until 1 July When you register, a PIC will be issued for the property where the horse is kept. Registration period Registration will be valid for three years from the date of registration. If, after that three-year period you are still keeping horses, you will need to renew your registration. If you do not renew your registration prior to expiry, your PIC(s) may be cancelled. Please contact DAFF to review your details and provide a current address so DAFF can contact you about your registration if needed. You can either contact your local Department of Agriculture and Fisheries regional office or Customer Service Centre on to review your details. How to register You will be able to obtain an application form to register as a biosecurity entity and receive a PIC by: visiting contacting your local Department of Agriculture and Fisheries regional office for an application form. calling the Department of Agriculture and Fisheries Customer Service Centre on Movement records Under the Act, the requirement to record animal movements has been expanded. This will help ensure a robust traceability system is in place. From 1 July 2016, every time a horse/s moves from a property, a movement record must be created by the registrable biosecurity entity. An exemption applies for those movements to a neighboring property within 20km for ordinary stock management purposes e.g. mustering or droving on horseback. The new legislation recognizes the need for more flexible methods of recording animal movements. It allows for a range of methods (including electronic records) to be used as a valid record as long as it captures the following details: where the horses/s are being moved from where the horses/s are being moved to and the name of the person receiving the horse/s a description of the horse/s including species, breed and any distinguishing feature sufficient to identify the horse/s the date of movement the person completing the record. If you receive a horse onto your property you must also create a movement record that includes those details. If you are moving a horse across the tick line you must have the movement record in your possession. Movement records at events Organizers of horse events must also keep records of each horse that has attended their event. The details specified above must be recorded, as well as when the horses arrived at the show and when they left. These records can be kept in any format as long as they can be produced if requested (by an inspector under the Act) and must be kept for two years. Horse health declarations used as an entry condition may meet this requirement as long as all the necessary details are recorded. These declarations could be copied as competitors enter the grounds and kept by the organizer. Cattle tick management A new risk-based cattle tick management framework commences in Queensland on 1 July The new framework provides greater flexibility for people managing cattle tick on their property and facilitates reduced travel times and costs. Under the framework, part of Queensland has been declared as a tick free zone and the remainder as a tick infested zone. View the location of the tick line. Infested places in the free zone Property owners of places that are infested with ticks in the tick free zone must eradicate ticks from the property and ensure they meet their risk minimization requirements before moving any horses from the property. The steps you need to take to meet your requirements for moving horses are included in the Queensland biosecurity manual. Generally, your horses must be free of ticks before the movement commences. All horse owners have an obligation to report the presence of cattle tick in the tick free zone. Property owners of infested places must also take all reasonable steps to stop cattle tick spreading, including onto neighboring properties. Property owners must ensure good biosecurity practices regardless of their location and tick status. Crossing the tick line Under the new framework, horses are considered to pose a low risk of spreading viable cattle tick. Before you move horses from the infested zone to the free zone, you must meet the risk minimization requirements in the Queensland biosecurity manual. Generally, horses must be free of ticks before the movement commences. The Queensland biosecurity manual provides instructions on the steps you need to take to ensure your horses are tick free. You also need to record on the movement record the actions you have taken to meet the requirements.

The objects of our association include promoting the sport to a national recognised standard and assisting committees in promoting professional rodeos. This reported behaviour is detrimental to achieving those objectives and will not be tolerated. EVEN AFTER 18 YEARS OF AGE AND STILL COMPETING IN JUNIOR EVENTS TILL THE END OF THE YEAR YOU ARE STILL REQUIRED TO WEAR A HELMET. Rookie Competition ROOKIE AND NOVICE For all events, a competitor may compete in either Novice or Open competition until total recorded points in that event have reached 1000 however only points won in the open competition will count towards a Rookie Title, or breaking Rookie status and HAVE not won a title in that event with any other Association. 1. A Rookie is a competitor from their first two (2) years of open competition. 2. A competitor has until they reach 1000 recorded points in an open event to nominate for an event Rookie Title. The year in which a competitor reaches 1000 points is the competitor s final rookie year for that event. 3. All Rookie competitors must advice Head Office in writing by completing a Rookie Nomination Form. This is to be done by 30 th June each year. 4. A competitor may only win one Rookie title per event. Rookie Break Open 1. Wins a title. 2. Accrues 1000 Novice points in an event. 3. Completes second year of membership. 4. (In all of the above the member will then be deemed to be an open competitor only.) Novice Competition A Novice competitor is also eligible to compete in open competition until such time as novice and open points reach All novice and junior rough stock competitors must wear protective equipment such as a helmet and vest. (Novice Points do not appear in standings on the website or in Newsletter. All enquiries regarding Novice Points should be directed to the NRA Office). Only monies won at NRA affiliated points awarded rodeos count towards breaking novice status. Novice points awarded is accumulated for the lifetime of the member. Junior competitors may continue to compete in Novice events until either turn 18 years of age or win an open event. All Novice rough stock competitors are required to wear to a helmet

The age limit for the U14 Boys Junior Steer Ride be changed to U15 (fourteen (14) years and under as of 1 st January) and the U16 Boys Juvenile Bull Ride be removed as a standard junior event. To be eligible to win prizemoney and points in the average, a competitor must have received a score/time in the round and must compete on all possible head of stock. Where there are not enough scores in the round to fill the required number of positions in the final competitors can be drawn back into the final, or in the case of rough stock events, they can be placed into the final based on longest buck off time however they will not be eligible for average money or points. A director can place a ground rule deeming the box area unsafe if the surface is not suitable to run back into and the box is to be closed. 19 19 NRA 2016 FINALS FINALS COMPETITORS QUALIFING Any competitor in the NRA standings is eligible to enter to show their availability the top 12 points scorers in each event of those who have entered will be elected for the Finals. (In the case that two (2) competitors are on equal points in twelfth position, 13 competitors will be eligible. In the case of more than two competitors on equal points for twelfth position the total will revert to eleven competitors). This will be determined by the Board. LATE ENTRIES: No late entries will be taken, unless the Board deems necessary to accept should the numbers of competitors nominated in a particular section be lower than the required placing. N.R.A Finals Nomination Rules: * Automatic Entries do not apply for the Finals * When nominating you must be available to compete in ALL rounds of the Finals. * Must supply a medical certificate and or vet certificate if unable to attend due to injury or illness. * Should you be unable to compete in any one round of the Finals due to injury or illness, the Board of Directors will assess your situation to approve your continuation in the finals. * Failure to compete in Any One Round will result in an immediate fine including a turnout fine to be issued by the Board of Directors. * TEAM ROPERS must nominate their partner s name. Team Ropers are allowed one run only. * Points Any inquiries into points in the standings must be made to the NRA Office no later than Wednesday 2 nd November NO INVESTIGATION WILL BE TAKEN AFTER THIS TIME! * Final Points will be tallied after GOOMBUNGEE. ALL POINTS will be calculated and checked before the finals. * To be eligible for aggregate buckles, competitor MUST HAVE COMPETED IN ALL rounds of the finals. ** Aggregate Buckles will be supplied for ALL EVENTS (Including Junior Events) held at the 2016 Finals. ** AGGREGATE WINNERS of all Events (Including Junior Events) of the Finals will be awarded Bonus point s equivalent of a win i.e.160, 120, 80 and 40.
