Nansel, Extension Agent, 4-H RE: 4-H/FFA Sheep, Swine, Goat, and Dairy Entries for the Shenandoah County Fair County Fair 4-H/FFA Livestock Events Schedule Forms: The enclosed entry forms for market swine, market goats, doe goats, market lambs, and dairy cows and heifers must be postmarked or hand delivered to the Extension Office by Tuesday, May 1, 2018, in order to be eligible to show in the County Fair at $5/head. Late entries for all market lambs, market goats, and market hogs will be accepted until the end of the sheep, swine and goat weigh-ins, at $25 per head. Late entries for dairy and for breeding sheep, doe goats and breeding gilts will be accepted until August 1, at $25/head. Forms and Rules Available Electronically: Will be on the VCE-Shenandoah County website soon. Rules: Enclosed with this letter are the H/FFA Livestock Rules. Please note there are some changes! Management Plans If you even think you might miss more than 15 days of care with your project animals due to 4-H or FFA educational events, you need to complete a written management plan and present it to the Executive Committee. A Management plan guideline is attached. You can use any format for your written plan, which will be due in writing and must be presented orally to the Executive Committee on Thursday, May 17. Call the Extension Office to schedule a time to present your plan between 6-7 pm on May 17. YOUTH QUALITY CARE OF ANIMALS CERTIFICATION (YQCA) required for all exhibitors YQCA replaces YMQA in We don t have a list of workshops available to share yet, but we will send one out as soon as we receive it. I think we will offer one in Shenandoah County on a weekday in early June, but we ll let you know as soon as we know. From what I hear about the new program, it will be more hands-on and more age appropriate. All exhibitors must complete this certification by August 17, 2018, in order to show livestock at the 2018 Shenandoah County 4-H/FFA Shows. If you are registered for the YQCA workshop during the Rockingham Co. 4-H Boot Camp, that WILL count for our Fair. Stall Requests: If you have a particular stall request, you have a chance to write it down. There are no guarantees because space is limited; but we ll try to work with you. Code of Ethics/Health History/Media Release Form: All exhibitors are expected to complete and return the attached health history form, media release, and the code of conduct form, along with your entry form IF you have not already done one through the 4honline enrollment system. Health forms are important to have in case there is an accident at the weigh-in or during the fair. Parent signatures are required on all forms. The code of ethics is a separate form and must be signed by the exhibitor and both parents/guardians. Novice Exhibitors If this is your first year showing livestock, please check either the Jr. Novice or the Sr. Novice line on the entry form, depending on your age as of Open Class Entries: The Fair Board allows cross entry of 4-H/FFA sheep, swine, and dairy into the open classes. All cross entries must be done directly through the Fair Office. Sheep, Swine, and Goat Weighing andtagging: All market lambs, market hogs and market goats will be weighed and specially tagged by members of the Weighing and Tagging Committee. Depending on the current PEDv situation, market swine may only be tagged on your truck or trailer. Exhibitors must make arrangements to have market lambs, market goats, and market hogs brought to the fairgrounds for tagging during one of the following times: Friday, June 1, between the hours of 6:00 8:00 p.m. Saturday, June 2, between the hours of 7:00 9:00 a.m. One extra lamb, goat, or hog may be weighed in for each one entered. Please list them on your entry form or on another piece of paper if you know you will have extras. We will be tagging all animals as singles. If your lambs or goats show signs of any contagious disease before, or during, the June weighin, they will be weighed last. All animals will also be vet-checked before they can unload during August for the County Fair. Any sheep or goats showing signs of a contagious disease during August will be sent home without unloading. Scrapies tags must be present on all ewe lambs and doe goats that come to the fairgrounds and the tag number must be on your entry form. The breeder is responsible for attaching these tags before you buy the sheep or goats. Open Meeting: The next open meeting will be held on Sunday, August 26, 5:30 p.m. in the Sharon Lilly 4-H/FFA Show Arena at the Fairgrounds. Last minute details for the County Fair shows will be discussed. Sale: The 4-H/FFA Livestock Sale will be held on Saturday, September 2, 2017, beginning at 3:30 p.m. The 2018 sale order will be steers, milk, lambs, hogs and goats. W9 Forms: We are collecting W-9 forms now, instead of after the fair, so there will be no delay in processing any prize money or sale proceeds that you should receive. If you completed one last year, you do not have to do another one, but please check with us that we have one on file for you. 3 4-H and FFA Youth Representatives: There are four 4-H and FFA youth representatives working on the Livestock Show and Sale Executive Committee for you this year. They ask you to note on your entry form how you would like to help before or during the Fair this year. They ll call you when they need you. You will notice that there are species specific workshops scheduled in the Show Arena every evening at 6:30 p.m. for the species that is showing the next day. These will be informal practice times in the show ring for any exhibitor who is interested. Experienced exhibitors will be available to assist the newer exhibitors with showmanship tips. Upcoming Shows: As we receive registration information about additional livestock shows, we are putting it on our website and also sending it to 4-H Club organizational leaders and FFA advisors so they can share it with you. 5 Daily Livestock Management Plan, 2018 Guidelines A Short term daily livestock management plan should include plans to address the following: Implement and document an animal caretaker training program. Remember your animals caretakers are the people that make sure your animals are healthy and have their well-being maximized. Training is necessary to keep each individual up to date on procedures, new techniques and new equipment. Documenting this training will provide you with a training record for your farm that shows you are providing information to better care for your animals. This training program should include: Providing Daily: Completing a daily or multiple times per day - general animal and facility status check o If the animal healthy o Is the pen secure o Do changes need to be made due to environmental conditions (ex: turn out, bring in shelter, fans or other cooling needs) Feed o Training in the location and proper administration of the feedstuffs and other feed additives o Where to obtain these items in case of emergency Water o Provided in required amounts daily o What to do in temperature extremes (freezing weather or extreme heat) Bedding and Exercise o What is the daily plan Emergency Contact information o Veterinarian o Hauler o Disposal o Next caretaker available if emergency situation arises Daily Records of care Signed log at end of care period Virginia Polytechnic Institute and State University Virginia Cooperative Extension programs and employment are open to all, regardless of race, color, national origin, sex, religion, age, disability, political beliefs, sexual orientation, genetic information, marital, family, or veteran status, or any other basis protected by law. 15 Dairy Lease Agreement Guidelines: 1. All 4-H/FFA Dairy Show Rules and General Rules must be followed by the lessee, including the Lease Agreement Guidelines. 2. The lessee (4-H/FFA exhibitor) will be required to keep a Dairy Project Record Book. 3. The owner, hereafter referred to as the sponsor, will jointly determine with the lessee specific responsibilities to be carried out by the lessee, such as: a) The lessee s duties and responsibilities while working with the animal at the farm. b) A working schedule for carrying out the specific duties. c) Any assistance the sponsor will provide to the lessee. 4. The leased animal will be housed and maintained at the farm facilities of the sponsor. 5. The sponsor of the leased animal agrees not to hold the lessee liable for any financial loss from injury or death to the leased animal. 6. The sponsor is not responsible for financial liability from any injury that the lessee may incur while working with the leased animal at the farm. 7. Any new project animal a member chooses must be under 2 years of age. Any exhibitors showing a leased milking cow, must have been shown as a heifer the previous year; with a completed project book from the previous year. 8. Each member must have in their possession a copy of the 4-H/FFA Dairy Show Rules and a copy of their lease agreement at the show for the animal(s) they are leasing. 9. There are no limits on how many animals a member may lease.

16 CODE OF ETHICS / CODE OF CONDUCT SHENANDOAH COUNTY 4-H/FFA LIVESTOCK SHOW & SALE This applies to all exhibitors, parents/guardians, leaders and volunteers. Exhibitors of animals at livestock shows shall at all times represent themselves with honesty and good sportsmanship. Their conduct in this competitive environment shall always reflect the highest standards of honor and dignity to promote the advancement of agricultural education. This code applies to junior as well as open class exhibitors who compete in structured classes of competition. This code applies to all livestock offered in any event at a livestock show. All leaders, parents/guardians and volunteers working with junior exhibitors are under an affirmative responsibility to do more than avoid improper conduct or questionable acts. Their moral values must be so certain and positive that those younger and more pliable will be influenced by their fine example. Exhibitors, leaders, parents/guardians and volunteers who violate the Code of Ethics demean the integrity of all livestock exhibitors and will forfeit premiums, awards and auction proceeds. They may be placed on probationary status or deemed ineligible for future competition and/or participation at this Fair. The following is a list of guidelines for all exhibitors, parents/guardians, leaders, volunteers and all livestock in competitive events. The following practices or procedures are unacceptable and are defined as being fraudulent and/or unethical in the fitting, preparation, care, and showing of all animals. Penalties for an infraction by exhibitors of the following code of ethics/code of conduct may include, but is not limited to the following: 1. removal of animal from premises immediately 2. be excluded from all show and sale activities upon determination of an infraction 3. return of premiums and proceeds from show and sale. The enforcement of the code of ethics/code of conduct may require all animals entering the fair to be subject to blood and/or urine sampling and testing at any time during the fair. The exhibitor's timeline to bring complaints forward are as follows: 1. for the live show and sale - by the completion of the livestock sale 2. for the ultrasound evaluation - by 3 weeks from the livestock sale All decisions will be made by the Executive Committee (5-member majority). All decisions are final. 1. Misrepresenting the age or genetics of an animal for a class in which it is entered. 2. Treating an animal, internally or externally, with an irritant or counterirritant, or other substance to artificially change its conformation or appearance for a show or sale. This includes, but not limited to, the use of graphites, powders, hemp, artificial coloring, or similar substances. The use of dyes, spray paint, or other artificial colorings which result in the misrepresentation of the animal (i.e., that change the natural color of the hair/wool, etc.) This shall also include the offering for consumption by the animal of any substance not considered a normal component of a diet for livestock. 3. The use of tranquilizers, sedatives, depressants, or similar substances which alter the physical or physiological state of the animal. 4. Surgery, injection, or insertion of foreign material under the skin and/or into the flesh of an animal to change the natural contour, conformation, or appearance of the animal's body. 5. The inhumane fitting, showing, and/or handling practices that are deemed inhumane by a group of persons knowledgeable of livestock, i.e., the executive committee. Examples include, but not limited to, icing lambs and goats, and excessive beating/caning/striking of any livestock.

17 6. Exhibiting animals found to carry false hair/wool or natural hair/wool that has been relocated to enhance the contour, conformation, or appearance of the animal. 7. Criticizing or interfering with the judge, show management, or other exhibitors before, during, or after a competitive event, or unsportsmanlike conduct to the breed or the show, on the part of the exhibitor is prohibited. 8. All 4-H and FFA members are representatives of the 4-H/FFA program. They are expected to conduct themselves as good citizens. The following are prohibited: a. Fighting or deliberate destruction of facilities and equipment; b. Possession or use of fireworks and firearms; c. Possession or use of alcoholic beverages, illegal drugs, or tobacco products H/FFA exhibitors are expected to be the primary care provider for their animals, to include feeding, watering, maintaining the stall, grooming of their animal and other care for their project animal throughout the duration of the fair. Assistance may only be provided by the parents, and family members, a Shenandoah County 4-H club leader enrolled in Virginia 4-H, a Virginia Extension Agent or FFA instructor or another 4-H/FFA youth member for the Shenandoah County 4-H/FFA Livestock Show & Sale. One warning will be given in this case. 24 Mission Statement: The mission of the 4-H and FFA Show and Sale is to assist youth with premier leadership, personal growth, and career successes through encouraging improvement in the production, processing, and marketing of agriculture products while developing personal commitment and responsibility. General Rules H/FFA LIVESTOCK SHOW & SALE RULES 1. Each exhibitor must be a 4-H or FFA member enrolled in a Shenandoah County 4-H club or FFA chapter by February 1, Exhibitors must be at least 9 years old as of September 30, 2018, but must not have reached their 19th birthday as of January 1, All livestock shown must be an official 4-H/FFA project. Completed livestock record books for animals shown must be turned in to the appropriate 4-H or FFA advisor by November 1, 2018, and scored if livestock are to be shown at the H/FFA Livestock Show and Sale. 3. Exhibitor must be a resident and reside in Shenandoah County in order to show. Any exhibitor moving out of the county during the year, prior to the fair, will become ineligible. Any exhibitor with dual residency may request a review on a case by case basis. Requests are due in writing by February 16, Once a member with a dual residency has been approved, the member doesn t need to reapply. They just need to provide proof annually that the dual residency hasn t changed since it was approved. 4. All 4-H and FFA livestock entries must be filed through the Virginia Cooperative Extension Office by the established deadlines. Entries filed incorrectly will be denied stall space and competition by the Executive Committee. 5. Exhibitors must indicate on the entry form where their animals are housed. All 4-H/FFA livestock entries are subject to on-the-farm inspections to verify information. All exhibitors must agree to accommodate such inspections. 6. All 4-H and FFA livestock projects must arrive by noon on Saturday, and check in with a member of the screening committee, and remain on the grounds until 9:00 p.m. the following Saturday, or until the conclusion of the sale. All market animals must check out with a member of the Sale committee before leaving the grounds after the sale. Anyone leaving before the appointed time will forfeit premium monies. 7. The Screening Committee will view all animals as they are being weighed at the County Fair. The committee will have the final decision on the class in which the animal will be shown. Any animal which proves to be misrepresented or falsely classed will be rejected and the right of the exhibitor to further participate in the 4-H/FFA livestock show and sale will be denied. 8. All market animals can weigh only one time during the winter and early summer official weighin s at the fairgrounds. At the County Fair weigh-in, over and underweight animals may be allowed to reweigh one time. See the species specific rules. 1 P a g e

25 9. Any discrepancies regarding an animal s eligibility will be decided by the Livestock Show and Sale Executive Committee (five-member majority). 10. Any animal which, in the opinion of the Show and Sale Executive Committee (five-member majority) constitutes a health and/or safety hazard to other animals, exhibitors, or spectators, must be removed from the grounds immediately. All steers and heifers must have both a halter and choke rope while housed at the fairgrounds. 11. Market animals must be handled by the grader and representatives of the executive committee for grading. 12. The 4-H/FFA exhibitor must handle his/her own livestock in this show except in the case of showing two animals in the same class or in case of exhibitor illness. In such cases, another bonafide Shenandoah County 4-H or FFA livestock exhibitor may be secured to show one or both of the animals. 13. At the conclusion of each class, the first and second place animals will be kept in a holding pen near the ring until the champions are selected. If a first or second place animal leaves the holding area, it will be disqualified. 14. All exhibitors, volunteers, parents and guardians must abide by the Code of Ethics/Code of Conduct. 15. Dress Code for Livestock Show and Sale: All exhibitors will be required to abide by the dress code for all the livestock shows and sale. Exhibitors must wear a shirt, long or short sleeved, tucked into good, clean jeans or khaki pants, and sturdy shoes (boots are highly recommended). No tee shirts will be allowed except for 4-H, FFA, or an exhibitor s own farm name on the tee shirt. No pants or shirts with holes. Absolutely no sandals, flip flops or other shoes with feet exposed, bare feet, bellies, or legs. Any exhibitor not abiding by the dress code will not be allowed to enter the show or sale ring. No hats will be worn. Exhibitors are always expected to dress in a manner that positively reflects 4-H/FFA, their family, community, and self. Exhibitors will not be permitted to wear clothing with negative, indecent, or inappropriate language or pictures. Clothing should not depict, suggest, or endorse immoral or illegal actions including, but not limited to, drugs, alcohol, violence, pornography and gang activity. Clothing should not be excessively tight, short, or expose undergarments or excessive midriff. Tank tops should have straps that are 2 inches in width (no spaghetti straps) and shorts should reach below fingertips. Exhibitors in violation will be directed to secure appropriate clothing immediately, if they do not comply, participation in the Livestock Show and Sale will be denied. The Executive Committee s decision will be final. 16. Animals taken into the beef, sheep, swine, and goat showmanship classes must be officially entered by the same exhibitor in the respective 4-H/FFA market or breeding animal show. Underweight and overweight animals are eligible for showmanship. In the showmanship classes, competition will be based solely on showmanship. All species are to be washed and brushed, carded or combed, but not fitted. Carded and trimmed breeding sheep are acceptable.
