4 A 79 year tradition continues in Pine Bluff with the return of the Southeast Arkansas District Fair. Gates open to the general public at 5PM during FAIR WEEK, except Saturday will be 12 noon, starting on Monday, October 1, The downtown Pine Bluff street parade will roll off at 4:45pm Thursday afternoon, October 4th. FAIR WEEK promises a full slate of activities beginning Sunday, September 30, 2018 when Educational Exhibits(4-H and EHC), Community Educational Exhibits, and Home Economic Exhibits will begin setup for judging. The 2018 Livestock Program will begin Monday, October 1 at 8 am thru the Halter Horse Show, Saturday, October 6. Poultry Coop-In will begin Wednesday, October 3 (see inserts in Fair Catalog for further information) Fair attendees will have the chance to explore the latest and greatest products offered by regional merchants at the Exhibit Hall, open each night of Fair Week at 6pm. Kenny s Funland will start Tuesday, October 2 to bring safe quality rides for all ages to our Fairgrounds this year with a Dolllar night. There will be a designated Armband dates this year as well. Arkansas Rodeo Association will bring the EXCITEMENT to all, beginning Thursday Night, October 4th at 7:30pm. Opening night will be one you don't want to miss as it will be jam packed with exciting action as well as each performance of the rodeo. The 2018 RODEO QUEEN will be crowned on Saturday night, October 6th. You CAN T MISS seeing the best that Southeast Arkansans can MAKE, RAISE, GROW and SEW!!! 4

5 THE ARKANSAS RODEO ASSOCIATION WILL BE CELEBRATING THEIR 50th ANNIVERSARY AS THEY BRING THE EXCITEMENT OF THE RODEO TO HESTAND STADIUM FAIRGROUNDS FOR OUR 79th ANNUAL DISTRICT FAIR AND RODEO. THE ARA WILL FEATURE THE TOP 15 COWBOYS AND COWGIRLS EACH NIGHT IN BAREBACK RIDING, BREAKAWAY ROPING, TIE DOWN ROPING, STEER WRESTLING, COWGIRLS BARREL RACING, JUNIOR BARREL RACING, TEAM ROPING, AND BULL RIDING. EACH PERFORMANCE WILL INCLUDE A CALF SCRAMBLE WITH CASH PRIZES, CLOWNS, GRAND ENTRY AND FLAG PRESENTATIONS ALONG WITH FUNNY MAN TIM KNIGHT AND OPENING NIGHT ONLY THE ONE ARM BANDIT S DAUGHTER. 30 General Rules, Regulations and Information >>>Livestock 1) Entry Deadline- Official entry forms must be filled out completely and legibly and filed with the Southeast District Fair by September 25, 2018 online and mailed entries postmarked by Sept 18th.. Official Entry forms can be filed / downloaded sedistrictfair.com A copy is also in the catalog or they can be secured from your County Extension Agent, Vocational Agriculture Instructor or the Southeast District Fair. PLEASE NOTE: Only purebred, pureblood (one Purebred Parent) livestock or animals equal to Breed Association Herd Book quality are admitted. (poultry and rabbits are excepted) NO WATERFOWL PERMITTED ON FAIRGROUNDS FOR 2018 FAIR. 2) Livestock Superintendents for the show are: Bernie Freeman Barns/Rabbits /Hogs /Cows Mike Reynolds Lambs /Goats Karen Reynolds Lambs/Goats Lewis Hinkle-Poultry Anita Chance-Points Suzan Brooks Dairy Goats Greg Bolin Auction/Funds 3) No campers will be allowed in the barn area-all campers will set up in the camper area with proper hookups. 4) No free running dogs will be allowed on the fairgrounds. ALL dogs will be on a leash and under the immediate control of their owner. 5) Exhibitors may park in the barn area until 1pm during the fair. After 1pm, all exhibitors will park in the Livestock Exhibitor parking area. A parking area for cars and trucks will be available to livestock exhibitors. Stock trailers will be parked on the back parking area as in previous years. 6) Junior livestock shows are open to junior exhibitors residing in those counties comprising the Southeast District Fair. Junior exhibitors must be at least nine (9) years old 30

31 by the opening day of the District Fair, not over age nineteen(19) and in high school or if not in high school, be a graduate of the current calendar year. Contestant MUST BE A BONAFIDE 4H OR FFA MEMBER or other Arkansas State Fair competition pre-approved. No other school activity will qualify. Market Pee- Wee shows are for 8 years old and under contestants. 7) Senior livestock shows are open to the world 8)Schedules-ALL animals must be in place according to the schedule in the DAILY PROGRAM unless delayed by circumstances that would justify an extension by the LIVESTOCK SUPERINTENDENT. Livestock and Poultry Commission officials will check health papers and inspect animals at the gate or in the barns. For emergency situations call the Fair Office at )Release Times- Are posted in the Daily Calendar at the front of the Premium Book. Any violations of this rule will result in forfeiture of all premiums earned by an exhibitor. 10) Liability-ALL exhibitors will be under the direction and supervision of the South Arkansas Livestock Show Association-but the show will in no case be responsible for any losses, injuries (including Death), or damages that may occur to any exhibit or exhibitor. 11)Ownership-ALL animals must be entered in the name of the owner, exhibitor, farm or other organization. Junior Division entries must be registered solely in the junior exhibitor s name (no partnerships, no farm names, etc.). Ownership requirements are: >>All Open Livestock-Must be owned 30 days prior to the show. >>Junior Breeding Livestock-must be owned by July 1st of this year. >>Junior Market Lambs-must be owned by July 1st of this year >>Junior Market Goats-must be owned by July 1st of this year >>Junior Market Hogs-Must be owned by July 1st of this year >>Market Steers-Must be owned by May 15 th of this year 31

32 (=>>If any discrepancies arise, ownership dates will be the same as the Arkansas State Fair) 12) Accepted Entries-In ALL cases the management reserves the right to accept, reject, or accept conditionally any entry. It is intended that livestock entered will be a credit to both the exhibitor and to this exhibition. 13) Registration Certificates-ALL animals in the purebred classes must be registered and the owner must produce certificates of registry at Check-In. Registration certificates will be the only accepted proof of ownership. Tattoos, brands, ear notches, or association ear tags will be matched against registration certificates on a random basis. 14) Adjudication- Animals must be exhibited before the judges at the time and place specified. The livestock Schedule will be followed as closely as possible. Entries not presented for judging when their class is called will be ruled out and scratched from the record books. 15) Interference with Judges or Shows- If an exhibitor in any way, whether in person or by agent, or servant, interferes with the judges during their adjudication, or shows any disrespect to them, or the show, the management may demand a proper apology from such exhibitor, or it may exclude such exhibitor from competition and from the ring and may also withhold from such exhibitors, premiums that may have been awarded during the fair. 16) Protests- ALL protests must be in writing and accompanied by a deposit of $100 (cash, certified check, or money order), which will be forfeited if the protest is not sustained. Such protest must plainly state the cause of the complaint or appeal and must be delivered to the District Fair Management immediately after the occasion for such protest. Any protest as to the eligibility on account of age or breeding of animals must be filed with the management prior to the day on which they are to be judged. Protests must be submitted either prior to judging or immediately after the conclusion of judging. 32

33 Judging procedures will NOT be interrupted for protest investigations and depending on the basis of the protest, a decision may be withheld until a thorough investigation is complete. In addition to the right to protest herein granted to the exhibitor, the Southeast District Fair reserves the right to take cognizance of fraud consummated or attempted in connection with an exhibit, and take such action as deemed just and proper, and as may be warranted in these premises. No protest or appeal based upon the statement that the judge or judges are incompetent will be considered by the management. ALL questions in dispute or differences not covered by these rules will be referred to management whose decision shall be final. 17) Competition-In case of no competition in a class, the judge may award a placing according to the merit of the animal. 18) Combining Shows-ALL breeds will show in their own breed divisions. In the Junior and Senior Divisions, exhibitors will receive the full point value listed regardless of the number of entries. 19) Equipment-Exhibitors will furnish their own equipment, feed and other supplies. 20) Grooming chutes are to be set up in the grooming chute area. Grooming chutes will not be allowed in other areas without permission. 21) Bulls- ALL bulls one(1) year of age and older (by show day) will be shown with a nose ring or nose clip. 22) Market Hog, Lamb, Steer and Goat Weigh-Ins---Exhibitors of market animals need to be in barn area at weigh-in time. This is required so that all market animals will be weighed, assigned to the proper class and be assigned to the correct exhibitor. If you cannot be present at the weigh-in, make arrangements with another exhibitor or responsible individual to have your animals weighed and correctly entered for the show. 23) Care of Stalls, Pens and Aisles ALL exhibitors are expected to clean their stalls and/or pens and keep the aisles and walkways in their exhibit area clean 33

34 Tack, feed, equipment and other supplies are NOT to be stored or kept in aisles or walkways used by fair visitors. 24) CLASS AWARDS- NO EXHIBITOR SHALL BE PERMITTED TO ENTER(SHOW) MORE THAN 2 ENTRIES IN ANY ONE CLASS. 25) Premiums Premiums will be paid on a point basis. The total number of points awarded by the judge to any exhibitor, multiplied by the money value of each point will be the total premium payment due to the exhibitor. Points can be found in each department section. 26) Stall and Pen Assignments Exhibitors will be expected to place their animals in the barns as designated by the Livestock Superintendent or Assistant Superintendents. Beef and dairy cattle exhibitors will be assigned stall spaces according to their entries in the show. All aisles and walkways will be kept free of tack boxes, chairs and other equipment for the safe movement of other exhibitors, livestock and fair visitors. 27) Penned Cattle- No cattle will kept in pens with the exception of Exhibit Only Cattle. Exhibit Only Cattle shall be halter broke and tied. 28) ENTRY FEES-Entry fees will be charged as follows (Open Shows only): Cattle, per head..$7.50 Goats, per head $3.50 Hogs, per head..$3.50 Sheep, per head...$3.50 Exhibit Only, Livestock, any species...$25.00 Junior Division entries pay no entry fee. These fees must accompany the entry forms when filed. ALL entry forms and entry fees are due September 25 th, ) Entry Forms Enter online or Only one person may enter livestock on the same entry form. Use separate entry forms for different species of livestock (ie., hogs, sheep, beef, goats, etc.) and separate forms for breeding stock and market animals. NOTE: PLEASE MAKE YOUR ENTRIES LEGIBLE IN ORDER TO GET PREMIUMS. 34

35 30) Passes Each livestock exhibitor will receive one(1) complimentary season exhibitor pass to the grounds. Ag instructors from FFA chapters and County Agents from counties with livestock exhibits will be issued two(2) season passes. 36 32) Breeds will show in alphabetical order within shows, divisions or departments. 33) A final show schedule will be developed after entries are checked. Show schedules will be posted at the Livestock Office. All breeds will show in alphabetical order with the Senior Show preceding the Junior Show. 34) Fair management reserves the right to shift breed shows from one ring to the other to even up the work load on judges and to try and finish both show rings near the same time. 35) Clipping will be allowed on the Showground's. However, all clippings must be cleaned up and removed or placed in a closed trash bag. JUNIOR DIVISION===Special Notes and Rules 1) ***The Parade of Champions followed by the Junior Livestock Auction will start at 6:00pm on Friday. 2)The Grand and Reserve Grand Champion Steer (two head), The Grand and Reserve Grand Champion Market Hog (plus eight additional head to total ten hogs), The Grand and Reserve Grand Champion Market Lamb (plus 3 additional lambs to total five lambs), the Grand and Reserve Grand Champion Market Goat( plus 3 additional goats to total five goats), the Grand and Reserve Grand Champion Broiler Pen( two pens)., the Grand and Reserve Poultry Chain Chickens and the Grand and Reserve Grand Pen of Fryer Rabbits( two pens) will be sold at the Junior Livestock Auction prior to the Friday evening rodeo in Hestand Stadium. 3) The Junior Livestock Auction is a premium auction. Animals in the auction will receive the actual amount of money bid with the exhibitor retaining ownership and possession of said animals. 4) The show judge will select the additional market animals that make the auction and determine sale order. 5) No more than one animal per exhibitor will be allowed in the Junior Livestock Auction. Should an exhibitor qualify more than one animal, the exhibitor will choose which animal goes into the auction. The exception to this rule is *the Grand and Reserve Grand Champion from each market show will be in the auction. The show judges will select alternates from the market shows to insure a complete Junior Livestock Auction (must be age 9 and above) 36

37 6)Some donated monies for FFA and 4-H are made available to the market shows. This money will be divided among the Junior Livestock Auction animals on a pro-rated basis as add on money. 7) Junior Showmanship To be eligible for a showmanship contest an individual must own and exhibit an animal in that particular department or division. The exhibitor may use any animal from that department or division in showmanship. 8) Showmanship will be by age groups and age will be the actual age on show day. Junior Showmanship will be for 9 to 13 year-olds. Senior Showmanship will be for 14 to 19 years old. Swine showmanship will be done in heats within age groups. In the other species, due to more room in the show rings, the individual show judges will have the option of running heats or a single class. 9) Junior Herdsman Plaques will be awarded within the Junior Livestock Shows. Junior Herdsman will be judged on cleanliness of their stall or pen area, appearance of stall or pen displays (individual sign, school or county sign, etc), being on time (weigh-ins, checkins, shows, etc.), proper attitude and good sportsmanship at the fair. 10)***No pens in the hog barn will be roped off, locked, saved or reserved. Pens for hogs goats and lambs are on a first come, first served basis and exhibitors are asked to work with each other when penning animals and utilizing the available pen space.***** 11) Only 3 market animals will be allowed to show 12) Exhibitors are required to own & show their own animal. Approval must be obtained for a substitute showman prior to the stat of the class in which there is a conflict. Any substitute exhibitor must be a bona fide member of the Arkansas 4-H or FFA that has a current Junior Livestock entry. In no case may a parent, agent or advisor present or assist with presentation of any animal. PEE WEE DIVISION: Special Notes and Rules 1) The Market Pee Wee Show is for exhibitors 8 and under. They must show their own animal and it can not be shown in any other class or by anyone else at the Southeast Fair. The Pee Wee Division will show first in each Market Class: Steer; Hog; Lamb; Goat. There will be a Pee Wee Showmanship immediately following the Pee Wee Market class. Pee Wee s that did not show in the Pee Wee market show will be able to complete by borrowing an animal for Pee Wee Showmanship only. 2) For a Pee Wee Exhibitor to enter the livestock show note the class as Pee Wee on the official entry form. 37

A Junior and Senior Division will be available and will be judged separately. 2. An exhibitor may display up to 5 varieties in any one class. Only products canned in standard pint or quart canning jars will be judged, except jellies which may be canned in one-half pint or pint canning jars, but no jellies in quarts will be accepted. 2. All jars must be labeled by the owner. The label should be placed on jar one-fourth inch from bottom on opposite side from trademark and contain name of product, exhibitors name and address, and date processed. 3. To be eligible for the special canning awards, products must be canned in Ball jars and sealed with Ball Two-Piece Vacuum Caps or canned in Kerr jars and sealed with Kerr Two-Piece Vacuum Caps. The canning awards for youth and adults are listed elsewhere in catalog. 4. All jars must be sealed and rings left on. All fruits, tomatoes, jams, jellies, preserves, pickles and relishes must be processed in a water bath according to USDA recommendations.
