1 2012 EXTRA PLAYS (10/22/12) 1. PLAY: Extra period. First possession series. Fourth and goal on B s 8. A6 s field goal attempt is blocked and lands on B s 5 where A88 bats the ball forward. B44 recovers the ball on B s 1 and voluntarily enters B s end zone where he is downed. 1. RULING: First possessions series ends. The result of the play is a safety. Team B could, but will not, elect that the 10-yard penalty be enforced from the previous spot and the down replayed. Team B will elect to take the ball at the spot of illegal touching, B s 5, and that ends the first possession series. 2. PLAY: 3rd/2 B12. Ball carrier A33 is advancing along the right sideline toward B's goal line and voluntarily leaps toward the pylon. The ball crosses the sideline on B's 1. A33 touches the ground just short of B's goal line with his left hand and the ball then crosses the plane of the goal line outside the pylon before A33 lands out of bounds. A33 passes directly over the pylon. 2. RULING: Touchdown. The plane of the goal line extends beyond the goal line pylons only for a player who touches the ground in the end zone or a pylon. A33 did not touch either. The fact that A33 passed directly over the pylon means nothing unless he touches a pylon. This is an exception where the spot where a ball carrier has contact with the ground makes a difference as to whether or not a touchdown is scored. 3. PLAY: Extra period. First possession series. Fourth and goal on B s 8. A6 s field goal attempt is blocked and is on B s 5 when A82 bats the ball forward. B44 recovers on B s 1, runs laterally, and then retreats into B s end zone where he is downed. 3. RULING: B 1/10 A25. First possession series ends. The result of the play is a safety. However, Team B will elect to take the ball at the spot of illegal touching, B s 5. That ends Team A s possession series. 4. PLAY: 4th / 4 A46. B92 is lined up in the gap between interior linemen A66 and A77. Back A28 is lined up between A66 and A77 and is in the backfield. After the ready for play, B92 enters the neutral zone. A28 immediately moves and a whistle is blown. 4. RULING: A 4/9 A41. False start. A28 was not a threatened player as he was not on the line of scrimmage. If either A66's or A77's head was not breaking the waistline of the snapper, they also would not be considered threatened. If either A66 or A77 moved while on the line of scrimmage in reaction to B92's movement, the foul would be on B92. If one or both of them moved and A28 also moved, the officials would have to determine who moved first. It is reasonable to assume that a lineman would have moved first. 5. PLAY: 4th/15 A45. At the snap, Team A is in an illegal formation. B44 muffs the punt on B's 28. The loose ball is simultaneously recovered by opposing players on B's RULING: B 1/10 B35. By rule, the ball is awarded to Team B. It follows that the ball "belongs to " Team B. Thus, tack-on penalty enforcement applies. The 5-yard penalty could also be enforced from the previous spot with the down replayed.

2 6. PLAY: 4th/ A4 punts. B44 signals for a fair catch on B's 15 and muffs the ball. B28 recovers on B's 4 and advances to B's 16 where he runs out of bounds. After the down ends, A83 taunts B RULING: B 1/10 B17. The ball becomes dead when recovered by B28 on B's 4. The penalties are enforced in the order that the fouls occurred. The 5-yard penalty for 28's delay of game foul is enforced half the distance from the succeeding spot, B's 4. B24 is expected to know that his teammate signaled for a fair catch. The 15-yard penalty for A13's foul is enforced from the succeeding spot, B's 2, taking the ball to B's 17. Only dead ball personal and unsportsmanlike fouls carrying 15-yard penalties are subject to being offsetting. 7. PLAY: 2nd/4 B8. QB A18 hands off to A33 on B's 13. A33 runs to B's 6 near the sideline where B55 hits him causing the ball to come loose. B38 then deflects the bouncing ball and B12 grabs the ball while touching the end line. 7. RULING: Touchback. B 1/10 B20. The ball becomes dead when B12 touches the ball while touching the side line. The impetus came from the fumble. Therefore, it is a touchback. If B38 batted the ball backward, it would not be a foul but it would be new impetus. The result of the play would be a safety. If B38's bat was illegal (batting the ball forward), acceptance of the penalty would result in the penalty being enforced from the end of the run, B's 6. It would be A 1/goal B3. 8. PLAY: 4th/goal B14. Third quarter. The score is A10-B14. A7's field goal attempt is successful. B56 commits a personal foul on B's 9 during the down. 8. RULING: A 1/goal B7. Postscrimmage kick enforcement does not apply for successful field goal attempts. If the three points are accepted, the penalty is declined by rule even if the personal foul is flagrant. Postscrimmage kick enforcement does apply for unsuccessful field goal attempts during the four quarters. 9. PLAY: Extra period. Second possession series. Team A scores a touchdown and kicks the extra point to tie the game sending it to another extra period. On the try by placement, B77 commits a live ball personal foul against right guard A65. Team A elects to keep the one point. Team A goes on offense first for the next extra period. 9. RULING: A 1/10 B12-1/2. A new extra period starts. Team A may accept the score with personal fouls (penalty) enforced from the succeeding spot in extra periods. The 15-yard penalty for B77's personal foul will be enforced half the distance from B's PLAY: 2nd/1 A49. Two wide receivers run down and out patterns at approximately eight yards. When both receivers are covered, A16 rolls out of the tackle box and throws a pass that lands inbounds beyond the neutral zone. The pass may, or may not, have been catchable. A55 was downfield nine yards when the pass was thrown. If a foul, the penalty is accepted. 10. RULING: A 2/6 A44. The legal forward pass crossed the neutral zone. An ineligible receiver, A55, was downfield more than three yards beyond the neutral zone when the pass was thrown. The 5-yard penalty is enforced from the previous spot, A's 49. There would be no ineligible receiver downfield foul if the pass crossed the sideline behind the neutral zone and landed beyond the neutral zone extended.

3 11. PLAY: Extra period. First possession series. Third and 2 on B's 17. B44 intercepts A12's legal forward pass and advances to A's 2 where he flips into A's end zone. A67 is flagged for a personal foul on A's 20 during B44's run. 11. RULING: B 1/10 A25</i>. No score. Offsetting fouls. The down is not replayed since Team B did not foul before the change of team possession. 12. PLAY: 3rd/goal B3. The score is A28-B28 with nine seconds remaining in the fourth quarter. A8's field goal attempt is blocked. A78 recovers on B's 9 and advances to B's 2 where he is downed. The kick does not cross the neutral zone. Three seconds remain on the clock. 12. RULING: A 4/goal B2. The clock starts on the snap. A78 can advance the ball because he recovered it behind the neutral zone and the kick never went beyond the neutral zone. The clock is stopped when A78 is downed. Team A simply failed to make a first down on third down. Team A retains possession. The clock starts on the snap following a legal kick down. 13. PLAY: 4th/goal B6. A4's field goal attempt is blocked. The ball is rolling on B's 8 when B96 bats the ball backward. The ball bounces on B's 1 and is recovered by A77 in Team B's end zone before the he ball hits the ground in Team B's end zone. The blocked field goal attempt did not cross the neutral zone prior to B96 batting the ball. 13. RULING: Safety. B f/k B20. A77 illegally recovered a live ball in Team B's end zone and the ball is immediately dead. The impetus was provided by B96. The sequence of events is (a) field goal attempt is blocked behind the neutral zone; (b) ball lands behind the neutral zone; (c) ball remains behind the neutral zone on B's 8; (d) B96 bats the ball backward to B's 1 where it hits the ground; (e) A77 recovers the ball in B's end zone before the ball touches the ground in B's end zone. The ball would become dead and the result of the play would also be a safety if the loose ball hit the ground in Team B's end zone. 14. PLAY: 4th/8 A42. B22 catches A9's punt on B's 8 after giving an invalid fair catch signal on B's 9. A83 tackles B22 right after the catch. A83 did not impede B22. Team A is flagged for having five players in the backfield at the snap. 14. RULING: A 4/13 A37. Team A commits an illegal formation foul at the snap. An invalid fair catch signal is not a foul. The ball becomes dead when caught by B22 on B's 8. B22 does not have fair catch protection although he does have late hit protection. The tackle by A83 is not a late hit. Team B could accept the penalty from the spot where the subsequent dead ball "belongs to" Team B. It would be B 1/10 B13. Team B will most likely accept the 5-yard penalty enforced from the previous spot, A's PLAY: 3rd/9 B19. QB A16's legal forward pass is intercepted by B44 in Team B's end zone. B44 runs back and forth while remaining in Team B's end zone, fumbles, and the ball hits the goal line pylon. During B44's run, B66 holds A77 on B's RULING: B 1/10 B2. The result of the play is a touchback since Team A provided the impetus. The basic enforcement spot is considered to be B's 20 since Team A is responsible for the ball being in B's end zone and the ball remained in Team B's end zone. The 10-yard penalty is enforced half the distance from the spot of the foul, B's 4.

4 16. PLAY: Team A scores a touchdown to make the score A25-B27. Eight seconds remain in the fourth quarter. On the try from B's 3, QB A17 is hit on B's 9 as his arm comes forward attempting to pass. A17 catches the ball on B's 7 and immediately throws a complete pass from B's 7 to A88 in B's end zone. 16. RULING: A f/k A35. The score is A25-B27. A17's second forward pass is an illegal forward pass. Since the penalty carries a loss of down in addition to the 5-yard penalty, the try is not replayed. Declination of the penalty would result in a successful two point try. The penalty is accepted. The try would be successful if A17 could somehow jump, possess the ball and pass the ball to A88 before returning to the ground. 17. PLAY: 4th/27 A3. A5 punts. B44 gives a valid fair catch signal, muffs the ball on A's 39 but catches the ball on A's 37. B44 is immediately tackled by A87. During the kick, B66 is flagged for holding on A's RULING: B 1/10 A34. When a valid fair catch signal is made and the signaler muffs the kick, he still has an opportunity to complete the catch. If he subsequently catches the kick, the ball is placed where it was first touched. The 10-yard penalty for B66's holding foul is enforced from the spot where the kick ends, A's 39. The 15-yard penalty for A87's late hit is then enforced from the succeeding spot, A's PLAY: Extra period. First possession series. Team A scores during the first series to make the score A29-B23. Team A's try for point is blocked. The ball is rolling on B's 20 when B96 accidentally kicks the ball forward. B22 then bats the rolling ball forward on B's 40. B97 recovers on the 50 and advances across Team A's goal line. 18. RULING: A retry B1-1/2. Illegally batting the ball. Accidentally kicking the ball is considered a muff. The foul occurs before a change of team possession during the down. The basic enforcement spot is the previous spot. If there was no foul, Team B would score two points. Team B would then have their series from the 25 with the score A29-B PLAY: 4th/10 A30. A4's punt is illegally touched by A88 on B's 32. B44 picks up the ball, runs to B's 37 and fumbles. A23 picks up the fumble and is running at B's 14 when B56 jumps on his back. A23 struggles toward Team B's goal line and is finally downed on B's 2. B72 commits a holding foul during A23's run to allow B56 to reach the ball carrier. 19. RULING: A 1/goal B1; Snap. The 10-yard penalty for B72's holding foul is enforced half the distance from B's 2. Team B loses the privilege of taking the ball at the spot of the violation since the penalty for a live ball foul during the down was accepted. If A23 was able to make it into Team B's end zone, Team B would get the ball at the spot of the illegal touching per A.R II. If a touchdown and B72's foul was a personal foul, the touchdown would count. (NOTE: It is not always a career saving move to base onfield decisions on what the crew thinks may be fair.) 20. PLAY: PLAY: 4th/4 B14. B66 leaps vertically and blocks A6's low field goal attempt on B's 12. The ball lands on B's 16 where A72 recovers while grounded. 20. RULING: B 1/10 B16. The touching by B66 is ignored. The kick did not cross the neutral zone by rule. The ball was not recovered beyond the neutral zone by a Team A player prior to touching by a Team B player after the kick crossed the neutral zone. Thus, the ball is not put in play on B's 20.

5 21. PLAY: 3rd/1 B41. A17 is six yards deep in shotgun formation six yards deep with back A33 in advance of and one yard to his side. The snap is low to intended ball carrier A33 who muffs the ball. A17 picks up the ball, rolls outside the tackle box, and throws the ball away downfield from B's 47 into an area where there is no eligible Team A receiver. (Reference: 21. RULING: A 4/7 B47. Incomplete legal forward pass. A17 was the first player to control the ball after the snap. The legal grounding rule only applies to the Team A player who receives the snap. The penalty is loss of down at the spot of the foul. COMMENT: This ruling has bounced around in the past year or so and is the last known interpretation. 22. PLAY: 4th/6 B16. A4's untouched field goal attempt strikes the ground beyond the neutral zone and bounces back across the neutral zone to B's 18 where it goes out of bounds or is recovered and downed by either team. 22. RULING: B 1/10 B18. Since the ball became dead behind the neutral zone, the succeeding spot is where the ball went out of bounds or where the ball is recovered by either team. If Team B touches the ball anywhere in the field of play after the kick crosses the neutral zone, it would be B's ball at the out of bounds spot if the ball went out of bounds between the goal lines. If Team A recovers after Team B touches the ball after the kick crosses the neutral zone, Team A will next put the ball in play at the spot of recovery. 23. PLAY: 4th/15 A35. A5 punts. B44 catches the ball on B's 15 and returns the ball to A's 32 where he fumbles. A67 recovers and advances to A's 45 where he fumbles. B22 recovers on A's 49, and fumbles on A's 45. The ball rolls out of bounds on A's 48. A64 committed a holding foul before the ball was kicked. 23. RULING: B 1/10 A38. Penalties for all fouls by the kicking team (Team A) other than kick catch interference during a free kick play or a scrimmage kick play (except field goal attempts) are enforced either at the previous spot or at the spot where the subsequent dead ball belongs to Team B. Team B would most likely choose to enforce the penalty from the spot where the subsequent dead ball belongs to Team B, A's 48, the spot where the backward pass went out of bounds. 24. PLAY: 2nd/8 B23. Extra period. First possession series. A37 advances to B's 14 where he fumbles. B44 recovers and advances to A's 17 where he fumbles. A84 recovers and advances for an apparent touchdown. During B44's run, B93 commits a block in the back foul and A78 twists B44's face mask. 24. RULING: 1/10 A25. Possession series ends. Both fouls occur after a change of team possession. Since Team B did not foul prior to the change of team possession, the down is not replayed. The down would be repeated if Team B was also offside at the snap. The fouls offset. The penalties cancel. 25. PLAY: Try B3. The score is A27-B27 with time expired in the fourth quarter. A6's kick is blocked, recovered by B96 and advanced across Team A's goal line. During B96's run, B77 commits a block in the back foul on A's 34. Team A had an illegal formation at the snap. B96 was offside. 25. RULING: A retry B3. Since Team B fouled before a change of team possession, the fouls are offsetting and the try is replayed. NOTE: If Team B was not offside, then Team B would not have fouled prior to the change of team possession. In that case, by rule, the score is canceled, the fouls offset and the down is not replayed.

6 26. PLAY: 3rd/4 A46. Gane clock shows 2:34. Team A is lined up with two tight ends in a balanced line. Before the snap, noseguard B94 enters the neutral zone but does not make contact with any offensive player. Left tackle A76 immediately reacts to B94's movement and lifts a hand from the ground. The ball is snapped and QB A17 goes to one knee on A's RULING: A 3/9 A41. Dead ball foul. False start by A76. Before the snap, a Team B player who enters the neutral zone may threaten a maximum of three players. If the Team B player (e.g. nose guard) enters the neutral zone directly toward a Team A lineman (e.g. snapper), then that Team A player and the two adjacent linemen are considered to be threatened. In a balanced, old fashioned "T" formation, only the snapper and the two guards are considered threatened. Time may have to be put back on the clock. 27. PLAY: 4th/23 A27. A17's legal forward pass is complete to A82 who advances to B's 47 where he fumbles. A72 recovers on B's 39 while grounded. B67 roughs passer A RULING: A 1/10 B32; Ready. The fourth down fumble was recovered by the non-fumbling Team A player in advance of the spot of the fumble. The ball is returned to the spot of the fumble, B's 47, before penalty enforcement. This is now considered the end of the last run. The 15-yard penalty is then enforced from this spot, B's PLAY: 4th/8 B18 (redo ruling). The score is A25-B28. A8's field goal is successful. Time expires in the fourth quarter during the down. Team A has seven linemen in the game and three backs. However, A77 was lined up so far back that he was in the backfield being the fourth back. 28. RULING: Successful field goal. Extra period. A77 is considered a back resulting in four backs for Team A. If A77 was in no-man's land, Team A would commit an illegal formation foul. If Team B was offside during the play and there were no other live ball fouls, Team A would have the option to accept the penalty, take the three points off the board and play an untimed down. 29. PLAY: 4th/13 B23. It is early in the first quarter. A33 advances to B's 12 where he fumbles. The ball is rolling on B's 8 when B55 intentionally kicks the ball. The ball hits Team B's goal line pylon. 29. RULING: A 1/goal B6; Snap. The 15-yard penalty for Team B's illegally kicking the ball foul is enforced half the distance from the end of the run, B's 12. The result of the play is a safety which is why the clock will start on the snap. The clock starts on the ready when a fumble, other than on legal kick downs, goes forward and out of bounds between the goal lines. If this fumble went out of bounds on B's 2, the clock would start on the ready. 30. PLAY: 3rd/5 B25. A14 drops back to B's 33 and cocks his arm to throw a forward pass. The ball becomes loose and hits the ground. The referee signals incomplete. Several players scramble for the ball. The Umpire rules that B97 recovered the ball. Replay video shows that A14 fumbled but does not show who recovered the ball. Reviewable?

7 30. RULING: A 4/5 B25; Snap. The play is reviewable. Incomplete pass. The call on the field, incomplete pass, stands. Rule e-1 requires evidence of which team recovers. Video does not show which team recovers. The ball would be awarded to the recovering team at the spot of recovery if there was video evidence of the player who recovered the fumble. 31. PLAY: 2nd/6 A44. B44 intercepts A17's legal forward pass and returns it for a touchdown. The trailing official flags Team B because he has to avoid team personnel who are next to the sideline in the white, restricted area between the coaching line and the sideline. 31. RULING: Touchdown. Try A3. B f/k B30. The foul is for Administration interference (9-2-5) and not Illegal Interference (9-2-3-a) since the Team B personnel were not on the field of play. This is a live ball foul administered as a dead ball foul. The 5-yard penalty may be enforced on the try or the succeeding kickoff. (Reference: 2010 NCAA Bulletin #2, Play 13 which supercedes 2008 NCAA Bulletin #3, Play 8) 32. PLAY: 4th/3 B's 33. The ball is snapped from the left hash mark. B96 gets a hand on A5's field goal attempt. The ball is bouncing near the right sideline when B44, who has a foot on the sideline, picks up the ball which is inbounds on B's RULING: B 1/10 B33. The ball becomes dead when touched by B44. The out of bounds precedes the touching. The ball is placed at the previous spot. The ball comes back to the previous spot since a Team B player did not touch the ball before it went out of bounds beyond the neutral zone. This play is treated the same way as a loose ball rolling out of bounds between the goal lines. 33. PLAY: 3rd/7 A33. A83 sets up as a wingback outside the tackle box. A83 then slides into the tackle box directly behind the left tackle and sets. A83 then goes in motion and is behind the right guard at the snap. A88 catches A19's legal forward pass and is downed on A's 42. A82 blocks B56 below the waist while protecting the passer on A's RULING: A 1/10 A42. The block by A83 is legal. A83 was set inside the modified tackle box, went in motion and while in motion did not leave the modified tackle box. A83 is not restricted. Team A must satisfy the false start of the first and second kind restrictions. The score is A24-B28. A4's field goal attempt is blocked and does not cross the neutral zone. A4 picks up the ball on B's 18 and throws a pass. A88 leaps from Team B's end zone and bats the ball backward. A39 catches the ball on B's 3 and advances into Team B's end zone. A39, an eligible receiver, voluntarily stepped on the sideline prior to catching the ball. Time expires in the fourth quarter during the down. 34. RULING: Game over. Final score is A24-B28>. The penalty for the illegal touching foul by A39 is a loss of down at the previous spot. The result of the play is a touchdown even though A39 is an ineligible receiver. 35. PLAY: 3rd/11 A9. A16's attempted quick kick is low and hits A65 in the back. The ball rolls toward the sideline and appears to be out of bounds. After an adequate delay, the Linesman blows his whistle when no player attempts to recover the ball which is at rest on A's 7. The punt never crossed the neutral zone.

8 35. RULING: B 1/goal A7. If a scrimmage kick goes out of bounds between the goal lines or comes to rest inbounds and no player attempts to secure it, the ball becomes dead and belongs to the receiving team at the dead ball spot. 36. PLAY: 4th/14 A26. A4 s punt is blocked and does not cross the neutral zone. A33 recovers and advances to A s 38 where he fumbles. A66 recovers on A s 42 and falls to the ground on A s 43. Team A had five players in the backfield. 36. RULING: B 1/10 A38. The ball belongs to Team A at the end of the down since Team A is in team possession. After the down ends, Team B will next snap the ball (take over on downs). Since Team B is not considered in possession at the end of the down, the 5-yard penalty is not enforced from the spot where the subsequent dead ball belongs to Team B. Team B could, but will not, elect to have the penalty enforced from the previous spot with the down replayed. 37. PLAY: F/K A35. A4's untouched free kick is rolling toward B's goal line pylon. B49 touches the previously untouched ball on B's 1/2 while his foot is touching the sideline in B's end zone. A85 picks up the ball on B's 1 and walks into B's end zone. 37. RULING: B 1/10 B35. Team A commits a free kick out of bounds foul. The ball will be put in play at the near inbounds line. Team B could also elect that Team A rekick from A's 30. The ball becomes dead when B49 touches the kick while B49 is out of bounds. The interpretation is that the out of bounds precedes the touching. If a live ball is declared out of bounds and the ball does not cross a boundary line, it is out of bounds at the ball's most forward point where it was declared dead. The dead ball spot is B's 1/ PLAY: 2nd/3 A30. QB A17's legal forward pass is complete to A88 who advances to B's 26 where he fumbles. A77 recovers on B's 32 while grounded. B96 commits a roughing the passer foul. 38. RULING: A 1/10 B17. The 15-yard penalty is enforced from the end of the last run when that run ends beyond the neutral zone and there is no change of team possession at any time during the down. The recovery by A77 is considered a run. If A88's fumble went out of bounds, under no circumstances would the penalty be enforced from the out of bounds spot. The enforcement spot could be the previous spot or the end of a run. The end of the play is not considered an enforcement spot for a live ball foul even though this spot might be the same as the end of the run. 39. PLAY: 3rd/3 B43. A34 advances to B's 42 where he fumbles. The ball is rolling inbounds on B's 39 when it is touched by B77 who has one foot out of bounds on B's 38. B77 then grabs the ball on B's 38 while grounded in the field of play. 39. RULING: A 4/2 B42; Ready. The ball became dead when touched by B77 who has a foot on the sideline. If a live ball is declared out of bounds and the ball does not cross a boundary line, it is out of bounds at the ball's most forward point when it was declared dead. The clock is stopped when the ball is declared out of bounds. The fumble went forward and out of bounds between the goal lines. The ball is returned to the spot of the fumble. 40. PLAY: 2nd/4 A36. The game clock is running. The snapper has his hand on the ball. A88 has one foot in the neutral zone and one foot beyond the neutral zone. A82 carries the ball to A s 42 where he is downed. ESPN has an 11 inch blue line that runs the width of the ball from sideline to sideline.

9 40. RULING: A 2/9 A31. Dead ball foul. Time will have to be put back on the clock. When the foul is reported to the referee, the referee reminds the Line Judge that the game is college football, not hockey, and that the foul is an encroachment foul. COMMENT: If A88 has one skate on the blue line when A82 stick handles the puck across the blue line, it is not off-side. However, if A88 lifts his skate off the blue line before the puck crossing the blue line, it is off-side. A faceoff will follow. Hockey has nothing to do with NCAA football rules just as the NFL has nothing to do with NCAA football rules. 41. PLAY: 1st/10 B25. Extra period. First possession series. A19's legal forward pass is complete to A87 who runs for a touchdown. Just prior to crossing B's goal line, A87 taunts B44 by pointing the ball at him on B's RULING: A 1/2 B17. A87 commits a live ball unsportsmanlike conduct foul. The 15-yard penalty is enforced from the spot of the foul, B's 2. If the ball broke the plane of the goal line before A87 taunted B44, the score would count and the penalty could only be enforced on the try. 42. PLAY: F/K A 7.5. Since the penalty for the third foul would extend Team A's free kick restraining line inside A's 5, the last penalty is to be enforced from the next succeeding spot. A8's free kick is touched by B44 on A's 32 and rolls out of bounds on A's 37. Time expires in the fourth quarter after the ball is touched by B44 and before the ball rolls out of bounds. 42. RULING: B 1/10 A22. Extend the period. The 15-yard penalty for the third unsportsmanlike foul is enforced from the next succeeding spot, A's 37. The fouling team, Team A, will not be allowed to get away with an unsportsmanlike foul that occurred before time expired. 43. PLAY: F/K A35. B22 muffs the ball on B's 6 and the ball rolls into B's end zone. To prevent A38 from recovering the ball, B22 bats the ball across the end line. 43. RULING: B 1/10 B25; Snap. Post-scrimmage kick enforcement does not apply since this is a free kick. The basic enforcement spot is the previous spot. Another reasonable option is for Team A to accept the penalty from the previous spot and re-kick from A's 45. Team A will likely be content with the touchback and decline the penalty. 44. PLAY: 4th/goal B9. The score is A24-B28. A15 muffs the snap. The ball rolls to B's 12 where A33 picks up the ball and advances across B's goal line. Time expires in the fourth quarter during the down. 44. RULING: Touchdown. A try B3. The score is A30-B28. A33 recovered the backward pass and advanced for a touchdown. There was no fumble as A15 never had control of the ball. It is highly unlikely that this would be ruled a fumble unless the QB had control of the ball and was hit, for example, by a pulling guard. The try is attempted since Team B could score two points. There is no reason to throw a bean bag. 45. PLAY: 3rd/10/ B20. Team B has the wind in the first quarter. B29 intercepts a legal forward pass on B's 4 and retreats (no momentum) into B's end zone. B29's attempted backward pass from B's end zone goes forward and is incomplete. Time expires during the down.

10 45. RULING: Safety. B f/k B20. It is a safety if the penalty is accepted or declined. The period is no longer extended due to the loss of down as stated in 2009 NCAA Play Situations #1, Play #2. Under the 2009 rule, Team B free kicks into the wind whether the penalty is accepted or declined. Conversely, Team B will kick with the wind if Team A has the wind in the first quarter. 46. PLAY: 4th/goal B6. The score is A22-B29. Team A is out of timeouts. A33 catches a swing pass and advances to B's 4 where he is downed. B96 was offside. One second remains in the fourth quarter. 46. RULING: A 4/goal B3; Ready. The 5-yard penalty is enforced half the distance from the previous spot, B's 6. Rule 3-4-4, and not 3-4-3, applies when the game clock is under a minute in each half. Neither apply for a Team B live ball offside foul. The game ends if time expires before Team A next snaps the ball. NOTE: It is recommended that officials ensure that both teams are aware the clock will be started on the ready. After announcing the penalty details, the referee should state that the clock starts on the ready. 47. PLAY: 4th/2 A48. A5's punt is caught on B's 12 by B44 who runs to B's 22 where he fumbles. A76 recovers on B's 25 and fumbles on B's 36. B96 recovers and runs to A's 4 where he fumbles. The ball hits the goal line pylon. B85 is flagged for holding on B's 18 during the punt. Team A accepts the penalty. 47. RULING: A 1/10 B42. Team A may have accepted the penalty, for example, because of weather conditions. Postscrimmage kick enforcement does not apply. Team A, not Team B, would next put the ball in play after the down ends. Team A would next snap the ball on A's 20 following the touchback if the penalty was declined. 48. PLAY: 1st/10 B12. QB A18 is running a sprint out toward the side line and is hit on B's 6. The ball shoots up in the air and just as A34 is about to catch the ball on B's 7, B66 bats the ball to B's 14 where B56 recovers the ball while grounded. 48. RULING: A 1/1 B3; Ready.
