5 President s Report The past year has been much easier than the previous one in terms of the hosting of major events, but it has been extremely busy and successful just the same. The new governance structure that was implemented at the 2016 Annual Meeting has gone well in most respects. It has taken some time for the role of the Board to be properly understood, and there are some aspects of the new structure that are still evolving (such as developing effective communication systems) but generally the transition has been a good step forward towards a sustainable and accountable structure. The Board, ably led by Megan Gibbons, has tackled some important issues, and is about to embark on a review of the sport s Strategic Plan this process will involve extensive consultation and is an opportunity for every member to have some input. I have enjoyed working with the Board. The members are all volunteers with a huge amount of experience and involvement in athletics who bring a diverse range of skills to the table. Discussions have been robust, professional and thorough, and I have been delighted that the sport is in such capable hands. The standing committees (Cross Country, Track and Field, and Finance) have worked really hard to organise the sport. Under the chairmanship of Greg Johnston, Rob Homan and Brent Halley, they have coordinated events, teams, facilities, equipment, grant applications, money, and sometimes the weather, throughout the year with skill, knowledge, ability and patience. The committees are the engine room of the organisation, and without the contribution of a large number of volunteers in the committees, the sport would disintegrate thank you to all of the members of these committees. After the decision of Margaret Knox to stand down as Administration Officer as from the Annual Meeting last year, we have struggled to find a suitable replacement. The first recruitment process struck a few snags, and was unsuccessful in providing the hoped-for stability. In the new year, the Board was successful in finding an outstanding person, Carla Butchers, who has already proven herself to be highly motivated, efficient and reliable. One of the very tough decisions of the Board has been to end the Athletics Development Officer role, as of June this year. I was the President back in 2000 when the role was first established, and helped with the appointment of the first ADO in that year, and have had varying degrees of association but always a high degree of interest in it since that time, so I am finding it hard to accept that the position has become financially unsustainable. I wish our present ADO, Annelies Inghelbrecht, all the best as she is forced to start a new chapter in her life, and thank her for her hard work on our behalf during the past four years. I continue to be in awe of the coaches and officials in this sport. They are not only willing to turn up sometimes in absolutely foul weather! but they are also willing to travel to other venues and events to help, to sit exams to get qualifications, to attend training sessions, to transport athletes etc all for the reward of an occasional free lunch! The passion and commitment these people display is the envy of many other sports, and I want to thank them all. Of course, the year has also been memorable for the performance of our athletes, who have done us proud, again! Otago has always produced outstanding results, way above our fair share, and this year has been no exception. If I am to pick out a personal highlight, it would have to be the look on Anna Grimaldi s face when she found out that she had won the gold medal in the long 5

6 jump at the Paralympic Games in Rio de Janeiro last year. The TV coverage of the Paralympics was outstanding (far better than the Olympics I thought), our whole Paralympic athletics team was inspirational and achieved such fantastic results, but that look on Anna s face was the magic moment as far as I am concerned! I am standing down as President at this Annual Meeting, after being recycled for the past three years. I want to say thank you for the support that I have received and the confidence that has been shown during that time it has been a privilege to have worked with some fantastic people and to have represented our sport at a regional level. Bruce Cowan President Board Report At the AGM last year, the first Athletics Otago Board was voted in. The successful candidates were Raylene Bates, Graham Murphie, Stuart Melville and myself. Stuart tied with Bryce Watt on votes and so Bryce was co-opted onto the Board at the first meeting along with Kevin O Sullivan, in addition Bruce Cowan sits on the Board as the President of Athletics Otago. It has been a development year as we find our feet and establish the structure within the centre to ensure that communication flows and decisions are made in a way that is positive for the sport. At times this has been a struggle for the board, the sub-committees and the members to understand what is happening and why. Recently we held our first planning meeting with members from various clubs and in various roles in the organisation. Key actions from this will be shared widely and implemented over the next 6-12 months was a successful year for our sport and in particular our centre. Paralympian s Anna Grimaldi, Holly Robinson, Jess Hamill and Rory McSweeney all medalled at Rio, and Caitlin Dore had a top 8 finish. This was under the excellent guidance and support of Raylene Bates. Recently Raylene was named the Otago Coach of the Year, and Anna the Otago Junior Sports Woman of the year, in addition Holly was a finalist for Senior Athlete of the Year and Brent Ward for Coach of the Year. Outstanding achievements for Otago athletes and their coaches. In our able bodied athletes Tori Peeters threw a NZ record in the Javelin at Australian champs and Felix McDonald was a member of the NZ U20 Mens 4x100m relay that also broke the NZ record. Our winter athletes also had success both within the centre and nationally. This success is the tip of what is happening in our centre and there were a number of athletes who recorded personal bests and came away with NZ Championship medals and Otago records. They are all aware that without the quality of coaches and the high calibre officials they would not have these opportunities. Athletics Otago has a membership of 638 in those aged over 15 (this includes competitive, social and volunteers), in the under 15 (Otago Childrens) there are 607 members. This is a decline in total membership from 2015/2016 (1205 members) to 2016/2017 (1119 members). The decline is of concern, as membership normally increases following an Olympic year and we need to consider 6

7 how we meet the needs of our members and community to allow them to participate as they wish to. We started the new Board with Tamsyn Hayes as our Executive Officer, following the resignation of Margaret Knox. Tamsyn was finding her feet in a new role, as a new mum and a competitive athlete, by the end of the year she had decided that all 3 were too much and she decided to focus on her daughter and competing. We wished her well for her future. Following her resignation, we reviewed the role and examined the tasks that were needed, and they focussed on the administration of the sport. We duly advertised and completed the recruitment process with Carla Butchers being our successful employee. Carla started in March and has been learning and developing the role so that she can be the conduit for information sharing around the centre. We are looking forward to this role developing more and Carla having more of a role in the operational management of centre and liaising with Athletics NZ, the clubs and members. In February 2017 the board reviewed the predicted financial position of the centre and with a continuing downward trend decided that the role of Athletics Development Officer was not viable to maintain in our financial position. This was not an easy decision and we appreciate that some clubs will struggle without this support, however we do ask that we are contacted and we will look at alternatives to assist. Finally I wish all the best to outgoing board members Graham Murphie and Bruce Cowan, without their drive, energy, knowledge and enthusiasm we would have struggled at times throughout the year. I have certainly appreciated the assistance and advice in particular from Bruce. Megan Gibbons Chairperson, Athletics Otago Board Finance Report I have pleasure in presenting the financial report of Athletics Otago (Inc) for the financial year ended 31 March 2017 this being the first year operated under a Board structure. As you will all know by now, the budget I present at the start of each year conservatively reflects known income sources, with our expenditure being reasonably determinable. The eventual result in the end reflects our reliance and the extent of our success in obtaining grants to cover our operating expenses. The year just gone has posed many challenges, including finding a suitable replacement of our first and only administrator Margaret Knox (it took two attempts but welcome Carla!). Despite the loss of several key events (Peninsula Challenge, Clyde Alex, and Hill Free), declining numbers and revenue from the Marathon, our own sport and events generally and room hires, I m pleased to report we have managed to limit the 2017 year operating deficit to just over $6k. This was achieved thanks to the Board and the continued hard work of Alan Nicholls, in securing vital grants from NZ Community Trust ($20k) and another $25k grant from Lion (approx. half of which will carry forward to 2018 operating year income). As we move into the 2017/18 year the Board have made the tough decision to end the $35k ADO contract with Sport Otago (effective 30 June 2017) after almost 25 years of involvement. Whilst 7

8 that frees up approx. $15k-$25k of grant income, (producing a net improvement in our annual budget of $10-$20k) the grant income is not easily transferable to other operating costs, in particular the Adminstration Officer s position. Consequently, despite the ADO decision and the Board s move to increase registration fees our current 2017/2018 forecast still remains as a deficit of $34k. However, this currently reflects Carla being employed fulltime and only the surplus funds carried forward from the Lion grant mentioned above, but we do currently have an application in to the Otago Community Trust. With continuing pressure on registered membership, the Board is looking at the various events we offer and how we can tap into and benefit from the unregistered participants in our sport. In conclusion, I wish to thank the members of the Finance Committee for their contribution over the last year and I look forward to working with them again and Carla in the year ahead. 16 Cross Country Report The 2016 Athletics Otago winter programme of events was capably organised by the Cross Country Committee. Our long-standing events organised by the committee were the Barnes Cross Country at Kettle Park, Edmond Cup at Wingatui, Otago Cross Country Championships at Waikouaiti, Peninsula Relay and the Port Chalmers to Dunedin Road Race which was held at the end of January. This year the Otago Road Championships returned to Dunedin and were successfully held on a street circuit around Forbury Park. Thank you to the Clubs who took ownership of the Barnes Cross Country (Ariki and Caversham), Otago Cross Country Championships (Civil Service and Leith) and Edmond Cup (Hill City University and Taieri). As a committee we assisted with the Lovelock Relays, Balclutha Half Marathon (Incorporating Otago Half Marathon Championships), Cadbury Dunedin Marathon (incorporating Otago Marathon Championships) and Childrens Cross Country Series. Outside the winter season Athletics Otago organised Business House Fun Runs, assisted with the Stadium to Surf Fun Run and provided gear for primary and secondary school cross country and road races. The Peninsula Relay was again started and finished at Portobello. This year the relay was opened up to unregistered teams and two non-club teams took part and both gave positive feedback. With the congested winter season the committee agreed to hold the Port Chalmers to Dunedin on 30 January Thank you to Graham and Bryce for their promotion of this event. Otago Daily Times has now joined Athletics Otago and Sport Otago as a partner in the Stadium to Surf Fun Run. Numbers were up on last year however wet weather on the day dampened the number of participants walking up on the day and activities post run at Hancock Park. This event has the potential to grow and a promise of more sponsors in I would like to thank club stewards and club members who volunteered on the day to marshal, set out courses and assisted with results. The number of events outside the winter season this year were not as many, however there still is a lot of pressure on clubs to provide marshals. Once again thank you. Also, I would like to personally thank the members of the Cross Country committee and officials not on the committee for your support and commitment to our sport during this past season. Thank you to Peter Hughes (Leith) for his assistance with the Traffic Management Plans. Thank you to our selectors and Rob Homan who filled the position of handicapper again for A special thank you to Bryce for results and to Annelies for organising Business House Fun Run, help with Port Chalmers to Dunedin Road Race and help to me during the season. Without the experienced help of our previous administration officer we struggled with the presentations. Apologies for any delay getting medals and trophies to place getters. 17 Track & Field Report Autumn has arrived and this signals the end of another successful summer season. The season has been steady with the regular inter-club events, the NZ Combined Events, Otago Champs, and finishing with the South Island Secondary School Champs. The interclub season commenced on 8 October and ran for 8 weeks before Christmas, and then recommenced on 21 January. No sessions were cancelled due to weather, but windy conditions were experienced on a few days. The time after Christmas was busy with preparing athletes for the Otago Champs, the NZ Champs, and also the NZ Combined Champs. The hosting of the NZ Combined Events in February ran smoothly largely due to the behind the scenes preparation leading up to the event, as well at the effort of officials and volunteers during the event. Hosting an event of this calibre is always a challenge, but the feedback was very positive. The South Island Secondary School Champs was hosted from 31 March 2 April. This was a great opportunity for the younger athletes to challenge themselves against athletes in their age group. There were a number of records broken, which gives an indication of the talent that is coming through. I am certain that the teachers and coaches from the Secondary schools would have appreciated the professional nature of the event, and the expertise of the officials. A challenge that arose during the year was the resignation of the Administration Officer, Tamsyn Hayes, after only a short time in the position. Carla Butchers was appointed to the role in late March I am sure committee members really appreciate having Carla on site, as many of the roles she undertakes, were covered by committee members prior to her appointment. This has been my first year in the chair and many thanks to the willing team of helpers. I have certainly been grateful for the guidance, wisdom and advice from past and present members. It is this wisdom and willingness to roll up the sleeves by a number of people, that enables us to function so effectively. A special thank you to my fellow committee members Alex, Bevan, Howden, Malcolm. We are a small committee but certainly punch above our weight. Thank you also to the team of officials, who give up their time and expertise, most Saturdays and for other events. Thanks also to Bryce for keeping the website up and running. This technology is the way forward, so we are fortunate to have Bryce s expertise here. Thanks also to the many coaches who give generously of their time and effort. They certainly do this for love not money. We also acknowledge the parents and supporters who provide an appreciative audience for all events. 18 Athletics Otago Squad Report The year has once again been a very successful year for the Athletics Otago Squads, in particular for the Para athletes. Caitlin Dore, Jessica Hamill, Anna Grimaldi, Rory McSweeney, and Holly Robinson all attended the 2016 Rio Paralympics with outstanding results. Anna won a Gold medal with a new NZ and Otago record in the T47 Long Jump, whilst Holly took the silver with a new Oceania, NZ and Otago record in the F46 Javelin, Rory and Jess won bronze medals in the F44 Javelin and F34 Shot Put respectively, with Caitlin 7 th in the F37 Javelin. A squad get together was held in December to update athletes and parents on the structure of the squad. Squad athletes were also ed all information including criteria and current standards as well as this information being posted on the Athletics Otago website. Once again the Athletics Otago squad would like to acknowledge the continued support of the Lion Foundation to assist travel for those who attended New Zealand Championship events and also thank you to Allan Nichols for coordinating this grant application. Squad athletes set 4 Oceania, 8 New Zealand and 28 individual Otago records throughout the year. 19 Athletics Development Officer Report 2016/17 KPI 1: Pathways for Coaches and Officials Developing and implementing programmes that increase the quality of coaches and volunteers. An Athletics Otago Coach Development Pathway was developed aligning with the Athletics New Zealand Coach Development Pathways. Throughout the year, training opportunities were offered to coaches, teachers, and parents. A one day Get Set Go course was held for club coaches in September before the start of the Track & Field season. Six coaches attended the course. All participants committed to coaching during children s club night. The Get Set Go sessions will be continued during the winter. 101 parent-coaches and school teachers completed a two hour Run Jump Throw (RJT) course. These courses were offered to all children s clubs and primary school teachers in Otago. A one day RJT course for club coaches was held in September before the start of the Track & Field season. Seven club coaches attended the course and were coaching during children s club nights. A two day RJT lecturers course was held in August 2016 for 20 University of Otago School of Physical Education students. As part of the course, students got to complete two hours of practical training. The students assisted with the delivery of the IAAF Kids Athletics Kit activities during Have a Go sports days and the Physical Activity Leaders programme for primary school children. A Development Level 2 High Jump course was held in December Two coaches completed the full course, and two more coaches completed the theory part. The coaches involved are being mentored. Follow up will be done to assist the coaches in completing the full course requirements. A Coach Information tab was added to the Athletics Otago website. The tab provides information on the Athletics New Zealand coaching pathways, coaching course information, and how to find and event group coach in Dunedin. The tab makes it easier for coaches to find out more about coaching pathways, and for parents and athletes to get in contact with a coach. A personal relationship is maintained with coaches by visiting club nights, and training sessions. Contact details of coaches are being kept up to date. Generic coaching courses in nutrition, mental skills, programme planning, injury prevention and treatment, and basic coaching skills are organised by Sport Otago at regular intervals. These courses as well as other sport related seminars such as the Connecting Coaches Conference, and the Symposium on High Performance Sport Culture, have been promoted to clubs and coaches. Some athletics coaches have attended these seminars and courses. An Athletics Otago Officials Development Pathway was developed aligning with the Athletics New Zealand Pathways. Throughout the year, training and assessment opportunities were offered to athletics volunteers by the Otago Officials Coordinator. The development of an official s tab on the Athletics Otago website was discussed, further work needs to happen in this area. 19

20 KPI 2: Competition and Events Pathways Collaborating with others to facilitate well organised events aimed at increasing both youth and adult participation. A competitions pathway was developed for athletics in Otago, catering to the needs of a wide range of participants in all stages of life. As part of the pathway, recruitment and retention strategies were developed and several events were supported. A Spring Business House Fun Run and Walk event was held in November competitors participated in the event. The Shoe Clinic Dunedin came on board as a sponsor. They provided a $250 main spot prize, $10 vouchers for all participants and some further gear prizes. The Athletics Development Officer (ADO) and Sport Otago assisted with the development of a social media plan and promotion for the Port Road Race. The ADO aided with event organisation on the day. The Stadium to Surf Fun Run and Walk had approximately 1500 people running or walking the 10km, 5km, or 3km course. The ADO was on the organising committee; and among other things responsible for the briefing of volunteer marshals. The Otago Primary and Intermediate Schools Cross Country event was held at the Kaikorai Valley College school grounds. 745 school children from 102 different Otago schools competed in the event. Six Athletics Otago clubs hosted a Kids Cross Country event during the 2016 harrier season. The ADO assisted with the development of event information and course maps. The event in May was themed as the International Amaature Athletics Federation (IAAF) World Athletics Day. Spot prizes courtesy of the IAAF were handed out on the day. During all events activity stations were set up with the IAAF Kids Athletics Kit in the start/finish area to promote children s athletics. During club development meetings, the three athletics clubs in Central Otago expressed interest to host Kids Cross Country events during the 2017 harrier season. The IAAF Kids Athletics Kit was used during several events and activities to promote children s athletics. Activity stations were set up during the Kaikorai Valley College Sports Expo, Have a Go days for primary schools, Physical Activity Leader days for primary schools, Holiday Programmes, and Active Families sessions. Several primary schools borrowed the IAAF Kids Athletics Kit. To create a pathway towards the Otago, Otago-Southland, South Island and National Secondary School Track & Field Championships, junior squad coaching sessions were organised over the summer season. An average of four secondary school students attended one of the nine sessions. All students competed in athletics competitions and some moved on to join an event specific training squad. Feedback from students attending these sessions, confirmed it is important to provide have a go coaching sessions and create a pathway into coaching squads for club as well as novice athletes. Leading into the Otago Special Olympics Secondary School Track & Field Ribbon Day, four coaching sessions were organised for the Otago Secondary Schools Adaptive Sports Programme. A total of 118 students from eight different schools attended these coaching sessions. The students clearly benefited from the coaching sessions during the Ribbon Day. Especially in starting procedures and relays, they displayed increased confidence. 20

21 Other events supported were; the Otago Primary and Intermediate Schools Track and Field Championships, the Ariki Cup, and several Otago Secondary Schools Sports Association s athletics competitions. A big thank you goes out to all the volunteers for their wonderful support and assistance in making these events successful. KPI 3: Club Development Assist RSO s and their clubs to administer their sport effectively within their means. Hill City University and Caversham Harrier & Athletic Club started the Athletics New Zealand Club Endorsement Programme in April Two sessions were held with both clubs. The first session focused on developing a vision for the club based on a membership survey and a Strengths, Weaknesses, Opportunities, and Threats (SWOT) analysis. The second session focused on creating a strategic plan with achievable short term goals to help the clubs plan for a sustainable future. Follow-up sessions were held with Ariki Athletics & Harrier Club, Athletics Taieri, Aspiring Athletes, and Leith Harrier & Athletic Club. These clubs had been working on reaching their short-term strategic goals over the previous season. During the follow-up sessions, previous goals were evaluated and new strategic goals were set for the coming year. Review meetings were held with Remarkable Runners and Athletics Alexandra. During these meetings, the clubs completed a checklist to give an indication of where the clubs were at. Initial goals were set with those clubs. The club representatives will further discuss with their committees on how they want to proceed with the endorsement process. This project is ongoing. Hopefully all the clubs in Otago will become Athletics New Zealand endorsed clubs at some point in the future. KPI 4: Communication Identifying imaginative and effective ways to better tell our story both to key stakeholders and the general public. Articles and video reports covering events organised by the ADO were published by the Otago Daily Times, The Star, and Dunedin Television. Information about coaching courses, junior squad sessions, and other events and initiatives are promoted through school and club visits, as well as through numerous media sources, i.e. Facebook, Athletics Otago s website, the noticeboard at the Caledonian sports ground, through the contact database, Sport Otago s website, media releases, flyers, and posters. Regular communication is maintained with Athletics New Zealand, Athletics Otago, Otago Children s Athletics, various clubs in Otago, Otago Secondary Schools Sports Association, and Sport Otago. A strong working relationship is maintained with the athletics and sport coordinators, and physical education teachers at secondary schools in Otago. School visits were made by the ADO to promote courses and coaching opportunities to secondary school students, and to discuss possible pathways into club athletics with relevant school staff. 21

22 KPI 5: Workplace Promoting and adhering to a culture of excellence and commitment that fosters an enjoyable and rewarding workplace. The New Zealand Jumps Conference as well as the South Island Connecting Coaches Conference were attended. These conferences were a great professional development opportunity, and an excellent chance to network with coaches from around the country. The ADO is part of the Sport Otago Health & Safety Committee as a representative of the Sport Development Team. This committee ensures all Health & Safety documentation and requirements are in place, and reviews all accidents and near misses. Finishing Note On a finishing note, I would like to express my appreciation to Athletics Otago for the opportunity to work with the athletics community in Otago over the past five years. It has been a privilege to work closely together with so many volunteers who are passionate about the sport. Hopefully the pathways that have been created through the development role over the years will continue to be built upon in the future, and support a strong athletics community in the region. Annelies Inghelbrecht Athletics Development Officer Otago Masters Report Autumn has arrived and this signals the end of another successful summer season. The season was busy with the South Island Champs held in Timaru in November, and also the NZ Track and Field Events held in Nelson in March. The final event for the season was the Peggy Calder Competition that was held on April 9 in perfect weather at the Caledonian. The season was very successful for many athletes with a number winning medals and achieving personal bests; but for others, the friendship, fun, fitness, and health benefits will also have been appreciated. A significant amount of time and effort has gone into preparing for hosting the Oceania Games, to be held in Dunedin January A large amount of behind the scenes work has already occurred with a number of committee members assisting with organization. Other track and field officials have also provided support. Hosting this event will be a major focus for the rest of This has been my first year as President and I have been grateful for the support and wisdom of my fellow committee members. Special thanks to Winifred whose guidance and support I have really appreciated. Thanks to Fiona for keeping our finances in line. Thanks to John for his regular and informative contributions to Vet Line. Thanks to Claire for her informative s that ensure we are all kept in the loop. Robert Homan President, Otago Masters Otago Children s Athletics Report The 2016/17 Otago Children s season has been another successful year for the Otago Children s Committee. We had lots of Otago best performances broken throughout the season from all age groups from 7-14 grades which is great to see. Also Colgates were in Invercargill where so many Otago Clubs turned out in terrible weather and althetics carried on and had some great results. Otago Children s had 2 representative teams competing throughout the season. We had athletes competing in March in Dunedin at the 7/11 meet against Southland, and Canterbury. Otago won the Paul Tyson trophy. Easter saw the Grade 12/13 team competing at the Interprovincial team competition in Masterton. Otago finished 6 th, Duncan Trevithick was the 3rd placed 13 boy, and Sarah Langsbury was 1 st in the 13 girls. A big thank you to all the team managers, and all officials that helped out during these events, we cannot do it without you. Once again Otago Children s Athletics has been fortunate to receive sponsorship or grants throughout the season. A big thank you to Colgate Palmolive for their continued nationwide sponsorship of children s athletics. It is encouraging to see new and familiar faces on the Otago Children s Committee.
