1 SELECTION POLICY 30 th FISU WORLD UNIVERSITY GAMES NAPOLI 3 rd to 14 th JULY This document sets out the basis on which Athletics Australia will select its Team for the FISU World University Games in Napoli, July Aims The aim of Athletics Australia s Selection Policy for the World University Games is to nominate the most competitive team possible to represent Australia and to provide opportunity to developing athletes with potential for success in the future. The policy is aligned with the Sport Australia High Performance Strategy and with the Athletics Australia Strategic Plan to achieve medals, supported by additional top eight places, at the Olympic Games and IAAF World Athletics Championships. Specifically, the policy aims to facilitate the following outcomes: Providing athletes that are seen as future World Championship & Olympic top 8 finishers with international competition experience. Selecting athletes that are realistic medal contenders in Napoli, Selecting athletes that are realistic top 8 finishers in Napoli, and Encouraging athletes to demonstrate that they can plan the peak of their season and demonstrate competitive ability. Athletes may demonstrate this ability by: o o Performing well at Athletics Australia s 2019 Australian Track & Field Championships, or; Performing well at the 2019 UniSport Nationals. A cornerstone of this strategy is to select as many eligible qualified athletes in the 2019 World University Games Team as possible, subject always to the overriding discretion of the Selectors. 2 Standards, criteria and athlete numbers FISU Participation Rules dictate the number of athletes that can be entered and compete at the 2019 World University Games in each event. 2.1 Athletics Australia will select up to the maximum allowed under FISU rules as follows: For all events other than the 10,000m, 20km Race Walk and Half Marathon, two athletes per individual event, Page 1 Version 1.2a November 21, 2018
2 2.1.2 For the 10,000m, 20km Race Walk and Half Marathon, three athletes per individual event. 2.2 To be selected athletes must meet the Athlete Eligibility Criteria (see Section 5). 2.3 All performances must be achieved within the Qualification Period (see Section 6) and must meet the Performance Eligibility Criteria (see Section 7). 2.4 For relay events there are no Entry Standards. A nation can enter one team in each relay event. See Section 4 below for discussion of the considerations of Selectors. 3 Selection and Selection Priority Special weight will be given to performances achieved at the Australian Track & Field Championships (the Nationals ), the 10,000m Australian Athletics Championships (the 10,000m Nationals ) and in the Australian 20km Race Walking Championships (the 20km Walks ). These events will be referred to collectively as the National Championships or the National Championship if the context requires. 3.1 Australian Championships (all events except Half Marathon) At the initial selection meeting athletes will be selected as follows: The first eligible athlete at the National Championship will be automatically selected provided that they are eligible (Section 5) and have achieved at least the Entry Standard from the start of the Qualification Period (Section 6) up to and including the date of the Selection Meeting. (For the avoidance of doubt the Entry Standard could be achieved at the National Championship.) Additional athletes can be selected at this stage as long as they meet the requirements of Section 5 and Section 6, provided space if left for the first athlete at the Nationals Championship (if he or she is not selected at this stage) The Selectors will be guided by the notes in Section For the avoidance of doubt, the Selectors are not obliged to keep spaces open in any event except for the first eligible athlete as per clause At the final selection meeting the selectors may add additional athletes. The order of adding additional athletes will be: The first eligible athlete at the National Championship if they have not already been selected and they now have achieved an Entry Standard Any other athlete that meets the requirements of Section 5 and Section At each stage the Selectors will be guided by the notes in Section Half Marathon There will be no automatic selections for the half marathon. All selections will be at the discretion of selectors. 4 Relays 4.1 The entry of relay teams will be entirely at the discretion of Selectors. Page 2 Version 1.2a November 21, 2018
3 4.2 If any relay teams are selected for the World University Games, they will comprise four athletes per relay discipline, drawn from any automatic Relay Team members (point 4.3) plus any athletes selected at the discretion of the Selectors (point 4.4). 4.3 Under FISU and IAAF rules, should a relay team be entered in a particular event, athletes entered in the individual 100m or 200m are required to be automatically included in the 4x100m Relay Team. Athletes entered in the individual 400m are required to be automatically included in the 4x400m Relay Team. 4.4 Should less than four athletes be selected under point 4.3, further athletes up to the maximum of four may be added to the team at the discretion of the Selectors. These additionally selected athletes do not need to achieve the Entry Standard. 4.5 Any World University Games Relay Team members will be nominated to create the most competitive possible team based on applicable relay skills, team cohesiveness and compliance with the Athletics Australia relay program (where applicable). Results in individual events (e.g. 100m, 200m or 400m), while important, will not be the sole criteria for nomination to the relay teams. 4.6 For the avoidance of doubt, at the World University Games any athlete on the Team may be chosen to compete in the relays; being a member of the travelling Relay Team does not guarantee competing in the relay at the Games. The choice of athletes and their running order will be made by the Head Coach in consultation with the H e a d o f High Performance Systems and the relevant team relay coaches. 5 Athlete Eligibility Criteria Only those athletes who qualify according to this clause will be eligible for selection in the Team: 5.1 Satisfy all FISU / UniSport Australia (UniSport) eligibility, nationality and 2019 World University Games Participation Rules. Without limiting anything in the rules referred to above, we note that for these Games the rules require that, to be eligible, athletes must: Have been born between 1st January 1994 and 31st December 2001; and have either Been enrolled and currently studying a diploma or higher course at a University, TAFE* (*Conditions Apply) or other tertiary institution (please note that deferred students are not eligible for selection); or Graduated from a university in the year immediately prior to the event (i.e. graduated after 3 rd July 2018). In order to confirm eligibility, athletes will need to ensure that they complete the FISU Eligibility Certificate (this document must be signed by the University registrar or equivalent confirming the above requirements and then sealed with the University seal) and then provide the document to UniSport (not Athletics Australia) for verification. Without this document (including appropriate signatures and seals), athletes will not be confirmed as part of the team. 5.2 Be a citizen of Australia. 5.3 Be a registered member of Athletics Australia through their Member Association. 4 5.4 Complete and submit the online Application for Consideration for Selection form (which can be found at for each event in which the athlete is seeking selection. The form must be submitted by the dates shown in section 6. The date for submission of the Application for Selection may be extended at the discretion of the Chairman of Selectors on the recommendation of the Head of High Performance Systems. 5.5 Sign or otherwise assent to the Athletics Australia Code of Conduct. 5.6 Be and remain in good standing with Athletics Australia and at all times comply with Athletics Australia s Code of Conduct and conduct themselves in a way that does not bring themselves, their sport or the National Team into disrepute. Athletics Australia may consider past and present behavioural conduct in determining whether an athlete is in good standing. If Athletics Australia determines that an athlete is not in good standing with Athletics Australia, in its absolute discretion Athletics Australia may choose not to select that athlete. 5.7 Agree to undertake all reasonably expected education courses, including but not limited to ASADA e-learning modules level 1 & 2 as amended from time to time. 6 Qualification Periods, Nomination and Selection Dates 6.1 To be eligible for selection, athletes must achieve the Entry Standard within the qualification period. The following qualification periods have been determined (in conjunction with UniSport Australia) for selection in the 2019 World University Games Team: Events Qualifying Period Start Qualifying Period End Nomination Due National Championships Initial Selection Meeting Final Selection Meeting Decathlon & Heptathlon 1/01/18 1/05/19 1/05/19 30/03/19 07/04/ m 1/01/18 1/05/19 1/05/19 13/12/18 Half Marathon 1/01/18 1/05/19 1/05/19 N/A 20km Walk 1/01/18 1/05/19 1/05/19 10/02/19 All other Events 1/10/18 1/05/19 1/05/19 30/03/19 07/04/19 7 Eligible Performance Criteria 7.1 Performances must be achieved during competitions organised or authorised by IAAF, its Area Associations or its National Member Federations. Results achieved at university or school competitions must be certified by Athletics Australia or the National Federation of the country in which the competition was organised. 7.2 Performances must be achieved during an official competition organised in conformity Page 4 Version 1.2a November 21, 2018
5 with IAAF Rules. 7.3 To be recognised for the purposes of this Policy, performances achieved in Australia must be achieved in a competition sanctioned by Athletics Australia as an Athletics Australia National Permit Meeting. A current list of all National Permit meetings will be available on the Athletics Australia website. 7.4 Performances achieved in mixed events, on the track and completely in the Stadium, shall not normally be accepted. If athletes and/or coaches are in doubt as to the interpretation of the IAAF and Athletics Australia Rules in relation to qualifying performances in Mixed Events they should contact the Competitions Manager of Athletics Australia. 7.5 Wind-assisted performances, beyond legal readings recognised by the IAAF, will not be accepted. 7.6 Hand-timed performances in 100m, 200m, 400m, 800m, 110m/100m Hurdles, 400m Hurdles and 4x100m relay will not be accepted. 7.7 Indoor performances for all field events and for races of 200m and longer, will be accepted. 7.8 For events of 200m and longer, performances achieved on oversized tracks shall not be accepted. 7.9 Performances must be achieved in a competition where a minimum of three athletes are competing For throwing events, all three athletes must be competing with the same implement specifications For hurdle events, all three athletes must be competing with the same hurdle heights. 8 Selection Meetings There will be two selection meetings to determine the athletes who will be selected in the 2019 World University Games Team. 8.1 Initial selection for athletes in all events will be in the week commencing Monday 8th April Final selection for athletes in all events will be in the week commencing Monday 6 th May Prioritising athletes at the selection meetings 9.1 As set out above in clause 3.1, winners of a relevant National Championship who have also achieved the relevant Entry Standard will be the highest priority athletes in any event. 9.2 The Selectors will then consider athletes in the following order: First, those athletes who the Selectors consider, in their discretion, are most likely to finish in the top eight at a future World Championships or Olympic Games; then Those athletes who the Selectors consider, in their discretion, are most likely Page 5 Version 1.2a November 21, 2018
6 to be able to achieve the other Aims of this policy (set out in section 1). When considering athletes and making decisions under this section 9.2, the Selectors may consider the following factors in any order the Selectors consider relevant: Repeat Entry Standard performances; Finishing order at the 2019 Australian Championships; Finishing order at the 2019 UniSport Nationals; Head-to-head record in the qualification period; Previous Championships record; Current form and fitness; and Any other matter the Selectors deem relevant. 9.3 Squads of four athletes may be selected for the relay teams. For the avoidance of doubt, selection of relay teams is entirely at the discretion of the Selectors. 9.4 For the avoidance of doubt only athletes who have met the Eligibility Requirements may be nominated subject to the application of Sections 2 and 4. Furthermore the nomination of any athlete is at the absolute discretion of Athletics Australia. 10. Appeal Process The appeal process can be found in the Athletics Australia By-Laws (section 8) available at Funding UniSport Australia imposes a levy on athletes selected to compete in the FISU World University Games. Athletics Australia is unable to cover the cost of this levy, however may be in a position to offer limited assistance. In essence, this is a self-funded team, and athletes should expect a levy of up to $5,000 - $6, Amendment to Policy This Policy can be amended at any time by Athletics Australia if it is of the opinion that such an amendment is necessary as a result of any change to the Participation Rules referred to in section 5.1, to give effect to the Policy following discovery of a drafting error or oversight, or for any other reason determined to be in the best interests of Athletics Australia. Athletics Australia shall not be responsible or liable in any way to any one as a result of any such amendment. Page 6 Version 1.2a November 21, 2018
